So here it goes: Congress, which was gone when you left, is still away on one of its many extended 2016 breaks. Appropriations bills (again) have not been passed, so we will have the whole CR (continuing resolution) thing to deal with to avoid a government shutdown just before the election. Despite its dismal track record, experts predict that 90 percent of all incumbents — House, Senate, Democrats or Republicans — will be reelected, as per usual. If you are a white collar fed, a 1.6 percent pay raise is still on track. Congress could raise or lower it, but they probably won’t. With two months to go in the cost-of-living adjustment countdown, federal-military-Social Security retirees are looking at a very, very small COLA in January. The exact amount won’t be announced until mid-October. As of today, it stands at 0.23 percent. No new word on buyouts or early retirement offers. After four years in the works, the phased retirement program is up and running, in some places. So far, fewer than 100 feds have applied for the part-time mentoring program. Many workers say it’s not from lack of interest, but that their agencies aren’t offering it. Something else, what was it? Oh yes, the American public still hates you. Or at least has the most negative feelings toward the government of any other organization or profession. You rank even lower than lawyers and the media.)

There are some federal agencies paying employees outside the more traditional General Schedule (GS) pay system and the average salary differences are striking. Pay in the non-traditional agencies often involves regulatory work in a high-paying industry such as financial services. At a recent downtown Chicago event in an Addison Group boardroom, Rosengard and 31 others exchanged job leads with one another and listened to a motivational speaker. “You aren’t getting recognized for your skills,” said the speaker, Conor Cunneen. “I know it’s a pain in the butt when you know you can do the job with your eyes closed, and they are going to give it to someone new at it, taking half the salary.” The Bureau of Labor Statistics reports that there has been almost no recovery in the number of financial positions in Illinois since the financial crisis set off thousands of layoffs. During summer 2006, as the economy seemed strong and few worried about jobs, financial positions peaked at 335,100 in Illinois. The APPA found that in 2016 U.S. pet owners are expected to spend $62.75 billion on their furry (or scaly) friends. That estimate is up about 4% from the $60.28 billion spent last year. In fact, total U.S. pet industry expenditures have gone up every single year that the association has collected this data, which it began doing in 1994. That first year, the industry was worth $17 billion. Of the $60.28 billion spent on pets in 2015, $23.05 billion was spent on food alone. Veterinary care was the next most expensive aspect of pet ownership, coming in at $15.42 billion. Supplies, like over the counter medicine, and services, including grooming and boarding, came out to $19.69 billion. The piece, penned collectively by the newspaper’s editorial board, entitled “Voice of The Southern: Know what you’re reading” took issue with the Southwest Illinois News’ editorial bent. We are not shy about our position in favoring free-market principles and less government spending. We’ve said this time and again, and we’ll say it again here. But the description of this newspaper by The Southern Illinoisan was beyond disdain. “Does it look like a newspaper? For the most part, yeah.
