With the traditional gender roles presenting the role of men as the bread winner for the family, it seems logical that unemployment would pose a particular burden on men, and that was the subject of a recent report from the IZA World of Labor. The report reveals that the number of working-age men outside the labor force is on the rise around the world, with this corresponding with a rise in stress and other mental health issues, including depression and anger. Indeed, male unemployment is also linked to a range of physical health concerns, including suicide and substance abuse that are raising mortality rates across the United States. The researchers believe the issues of male unemployment are strongest among low-skilled labor, with those in work also suffering from declining wages and status. This often ultimately results in men dropping out of the labor force entirely. Many of the issues facing unemployed men revolve around a loss of hope, and such issues were consistent around the world. That many unemployed men resort to opioid abuse merely exacerbates their slide into poor mental well-being. This is often accompanied by marriage failure and a decline in civic or religious participation. One’s social standing was a key factor in this, as the image and self-esteem of many working class men is wrapped up in their hard work ethic, so being unemployed carries considerable stigma.)

Elections always have consequences and one consequence we should look into after the 2019 municipal election is a lack of balance on the local front. Less than 25% of Marion County voters participated in an election that sets the leadership that hits closest to home for the next four years. These results are what we get when the community is not so into the election. All the issues that rise to the top are likewise the priorities of the 25% who were interested. We can do better, but it starts long before Election Day, long before the primary, long before slating conventions. It happens as candidates are identified. Communities deserve candidates who reflect the community, as it exists at the time of the election, not reflective of a line started long ago that lets the next one simply get called up. Communities deserve the right candidate for right now—candidates who are inspired, who have been working, who are in it for the people, who understand the current needs and bring with them the expertise required to get the work done. Although DOPMA accomplished many of its intended goals, many provisions and consequences of the legislation remain controversial. . .The DOPMA “system” generally provides two opportunities to advance to the next rank. Officers typically will go before selection boards in cohorts based on the year they were commissioned. The majority of officers are promoted “in zone” (or “primary zone”); officers not selected will go before the next board (“above zone”), typically held a year later. Officers who are not selected “above zone” (twice fail promotion) are required to separate from the service, retire if eligible, or by exception may continue to serve until retirement in their current grade (but will never again be considered for promotion). At the discretion of the services a small number of promotions may go to exceptional officers (“below zone”) who are promoted one or two years ahead of their cohort. Congress desired “due course” officers (those selected in the primary zone) to be promoted within set windows based on time served in the current grade and cumulative years of service.
