— I should write a book about Wheaton Independence Day parades since 1978. I would focus on Republican participation in those parades. I would focus on those who are working the hardest to diminish/end Republican participation in this year’s Wheaton and Glen Ellyn parades. They argue that the Milton Township Republican Organization (MTRO) cannot afford the $1,500 cost of entry fees and candy for the parades. In 2007, I succeeded in raising $2,000 on short notice so that an elephant could walk behind U.S. Congressman Peter Roskam in Wheaton’s 2007 parade. (FROM THE ARTICLE: We are in the important pre-primary phase of the 2026 elections in Illinois (circulation of petitions opens in September), when prospective candidates strut their endorsements — and money raised — in efforts to scare off possible opponents. In our basically one-party state, Democratic wannabes are coming off a long bench to make their cases. In contrast, Republicans have no bench of experienced, well-known prospects to speak of. Because of extreme gerrymandering, the GOP has few state legislators and no statewide officials whatsoever. Attractive but no-name candidates are being counseled by Republican insiders that this is a no-win year for the GOP and it’s better to stay out. Will the GOP even show up with a slate of credible candidates for the U.S. Senate, the governorship and all other statewide offices? After all, the party in the White House generally does poorly in the midterm election. And Gov JB Pritzker has more money than Croesus ($3.7 billion, according to Forbes) and seemingly giddy enthusiasm for spending it. Recent history shows he stands ready to bankroll all the Democratic statewide candidates with more than enough money to blow away the opposition. After all, he wants to show national Democrats that he leads his party to victory up and down the line. GOP woes don’t end there. Illinois Republicans are divided into a downstate (outside the seven metro Chicago counties) that is enthusiastically pro-Donald Trump, versus the suburbs, where moderates and Democrats reign. For example, DuPage County and its 920,000 residents used to be largely white and GOP. But the times, they are a’changin’. According to the Chicago Metropolitan Agency for Planning (CMAP), a language other than English is now spoken at home in nearly one-third of the households in the six counties surrounding Cook. Republican George Ryan won the governorship in 1998 with 70% of the DuPage County vote, whereas Trump garnered 42% of that county’s vote in 2024. GOP nominees for the U.S. Senate and governorship will have to declare their position on Trump, a no-win situation: Come out strongly for Trump and lose the suburbs or come out against Trump and watch voters downstate sit on their hands in November. Be wishy-washy on Trump, and lose votes across the board. And who will bankroll GOP candidates in the face of such dour prospects? Billionaire Ken Griffin has departed Illinois for Florida, with his millions for GOP causes. Make no mistake: Big money has replaced party organization as the engine of candidate success. Lightning does strike, however. In 2004, little-known state Sen. Barack Obama entered a crowded field that sought an open seat in the U.S. Senate. Trailing in the polls throughout in the Democratic primary, Obama surged to victory when, near the end of the primary, the front-runner’s candidacy imploded almost overnight as a result of juicy revelations of messy marital discord. In the general election campaign that followed, the attractive GOP nominee dropped out of the race because of sexual peccadilloes revealed in unsealed divorce records, and Obama skated into the U.S. Senate. The rest, as they say … I expect there will be no-name and, maybe otherwise, very attractive candidates on the ballot next year for the GOP but with little money. I have mentioned money several times in this essay. In the past decade, Pritzker has spent $400 million on his own and associates’ campaigns. A Democrat, he even sabotaged the Republican primary campaign for governor in 2022. In that year, according to this newspaper, Pritzker spent $24 million to boost the nomination of possibly the weakest of his possible opponents for the general election. Pritzker’s money advertised that Darren Bailey was “too extreme” for Illinois — which was, irony definitely intended, an attractive message for a big swath of conservative GOP primary voters. Shameful politics. Big money, corrosive of democracy, could be the overarching issue for Republican candidates in 2026: “You can’t buy my vote! Don’t let JB Pritzker continue to buy elections in Illinois!” Lightning does strike. But you have to show up.)
— 2002 FLASHBACK: Politicians parade for voters at 4th fests. Jim Ryan, the Republican candidate for governor, began his parade marching in Wheaton in DuPage County, the heart of GOP territory in the Chicago area. Ryan looked fresh and cool after stepping out of an air-conditioned van into the boiling morning heat. He and his wife, Marie, joined the procession just as his sweaty supporters, who had been standing in the sun waiting for him, began their way down North Main Street. “All politics is local–never forget your base,” Ryan said. Indeed, blue-and-white Ryan balloons were fastened to lawn chairs, strollers and benches along the parade route. Only an occasional sign for his Democratic rival, Rod Blagojevich, could be spotted. . .. .But political jockeying surely was in play Thursday. An old political tradition holds that the more influence a politician wields, the closer he will be to the front of the parade line. For example, in GOP-laden Wheaton, U.S. Rep. Henry Hyde (R-Ill.) launched the parade, with Ryan right behind him. In third place was Republican Joe Birkett, the DuPage County state’s attorney who is running for Illinois attorney general. His Democratic rival, Lisa Madigan, was placed far back.)

J.B Pritzker’s Wednesday speech was what he said about Americans he opposes. That message was deliberate and unequivocal: “I do not invoke the specter of Nazis lightly,” he said after talking about his work building the Holocaust Museum and an earlier Nazi march. “I’m watching with a foreboding dread what is happening in our country right now,” Pritzker said, citing President Trump blaming a recent plane crash on diversity hiring and the Missouri Attorney General’s reverse discrimination lawsuit against Starbucks. “The authoritarian playbook is laid bare,” he said. “They point to a group of people who don’t look like you and tell you to blame them for your problems.” Pritzker continued. “I just have one question. What comes next? All the atrocities of human history lurk in the answer to that question. And if we don’t want to repeat history – then for God’s sake in this moment we better be strong enough to learn from it…. If you think I’m overreacting and sounding the alarm too soon, consider this: It took the Nazis one month, three weeks, two days, eight hours and 40 minutes to dismantle a constitutional republic.” Note that Pritzker’s words weren’t only about Donald Trump. The looming and sinister “they” are the Nazi threat, Pritzker said. The Missouri attorney general is an example. It’s not the first time Pritzker has made such an astonishing charge about so many Americans. Last year, he said all Republican Trump supporters are fascist. “Illinois Democrats have done more in the last five years to push back on the wave of authoritarian, anti-democratic MAGA Republican nonsense than in any other place in the country,” Pritzker said. “Leave it to us to raise the tallest flag in the fight against modern American fascism.” The full text of the relevant part of Pritzker’s speech is below. It’s difficult to imagine words more inflammatory and irresponsible than Pritzker’s. “Nazi” is perhaps the worst conceivable insult, they being tyrannical monsters who slaughtered some 20 million people during World War II and its run-up. How are Pritzker’s words not incitement to violence? To those convinced by Pritzker’s words, would it not be morally right, or even morally imperative, to use violence or even kill those who are bringing Nazism to America? Pritzker’s accusation applies to around half of America, with support growing. A recent CBS poll, for example, found Trump’s job approval rating at 53%. Support is much stronger, as that poll showed, for Trump policies to which Pritzker is most hostile, namely, those on illegal immigration, deportations and DEI policies (diversity, equity and inclusion). Among other consequences of words as outrageous as Pritzker’s is his loss of credibility on matters that Trump can be reasonably criticized for. There’s no shortage of those. Most Americans, for example, don’t like Trump’s tariff policies, and even Trump’s Republican base doesn’t like his idea for America taking ownership of Gaza. On those and many other matters, Pritzker’s bombast about Nazism dooms him to irrelevance. All hope of constructive input is forfeited. The Trump Administration will laugh him off or perhaps impose reprisals on Illinois. Finally, does Pritzker not know that invoking the Holocaust and comparisons to Nazism must be used sparingly to preserve their impact when true risks arise? Who does Pritzker think benefits from insults like the ones he made? Presumably, he thinks it will help him in the next presidential race, but good luck with that. His speech will help nobody. Not him, his faction of the Democratic Party, the State of Illinois or the United States. Hatred and division help nobody. They are Nazis, he told us.)

Seats held by District 5 board members Sadia Covert and Dawn DeSart are not up for election until 2022. (FROM THE ARTICLE: America has elected a president who has empowered two businessmen with no experience in public service or governing to effectively rule over the federal government, in part by promising to “delete” assorted agencies as part of a plan to cut spending by $2 trillion. Both have an affinity for mass layoffs, Elon Musk at his various companies and Vivek Ramaswamy of federal employees as part of a campaign promise. Whether these men, who will lead President-elect Donald Trump’s proposed Department of Government Efficiency, or DOGE, will have any actual authority remains to be seen. If nothing else, their impossible-to-fill promises to slash spending and fire workers has put a spotlight on government employees in terms of who they are, the functions they perform and their motivations for working in the public sector. Although we don’t yet know DOGE has in store, an improvement in job quality, wages and working conditions is unlikely. Just this past week, Trump threatened to fire federal employees who don’t come back to the office and said he would go to court to challenge a Biden administration labor contract that locked in remote work arrangements for thousands of them. So, if you are a federal worker, should you quit and avoid the (potential) wrath of DOGE? In some ways, the answer reveals what is wrong with government. Paul Volcker was a lifelong advocate for improving public service. The former chairman of the Federal Reserve who is credited with breaking inflation in the early 1980s spearheaded the first National Commission on Public Service report in 1989 and the follow-up in 2003. He liked to point out that the casual bashing of federal employees that politicians love to do was destructive. The more public service is denigrated, the less appreciated civil servants are and the harder it is to recruit high-quality employees. Both commissions concluded that biggest problems with public service was not the workers, but how they were led and organized. The first report emphasized that civil servants report to political appointees and that the number of appointees had swelled. They now total about 4,000, helping to choke off promotion and career advancement. In other words, at some point, success based on performance ends and political connections take over. The second report made the same point but focused on the organizational structure of the government, an outdated holdover with duplicative responsibilities under rules that carry the power of law. It concluded that the agencies needed to be made anew based on tasks and mission. (To their credit, the commission guessed that such a task would take a decade.) It was as if the system was designed to discourage workers. But which workers? Let’s go back to original question. Should you, as a federal employee, quit? Say the answer is yes. If Trump — your boss’s boss — does not appreciate the work of government employees and agrees that many, if not most, should be laid off, then quitting is a way to signal your dissatisfaction in a manner Volcker would have predicted as well as signal that a lack of respect is costing America valuable civil servants. But quitting can be interpreted as a political statement. Trump has long claimed that federal employees comprise a “deep state” that he’s vowed to dismantle. Quit just as he is reelected plays into his belief that public employees are politically motivated. Say the answer is no. After all, from the perspective of civil servants, politicians and their appointees are like short-lived mayflies. Staying sends a powerful signal that whatever the political noise, civil servants are above it. Your job is to serve the people and the people elect new bosses every four years. But staying the course has its own risks, namely by perpetuating the perception that civil servants don’t have the skills for private-sector jobs, and if they could leave, they would. Whatever they do, federal workers risk either being viewed as political or incompetent — or both. Quiet technocrats drawn to the mission of public service will choose to stay every time. That’s not to say that they never quit, get frustrated nor leave to go to the private sector (or never come back, for that matter). But politics don’t dictate what they do, and they serve both parties equally. And that’s the real problem. The people best poised to punish politicians for their poor leadership, mismanagement or byzantine organizational structure are inclined to stay quiet. Aside from quitting, there’s not much civil servants can do in protest. The Hatch Act strictly limits what political behavior is allowed. They can’t endorse a candidate, a policy or a commission’s recommendations, and they can’t make political donations or campaign for a person or party. Civil servants are a convenient punching bag to distract from the failures of leadership promulgated by successive administrations to improve the structure or performance of the federal government. The solutions offered in 1989 and again in 2003 make just as much sense now as they did then.)

(FROM THE ARTICLE: The topic of bullying is personal to Erika Harold, Executive Director of the Illinois Supreme Court Commission on Professionalism (“the Commission”). “I experienced pervasive racial and sexual harassment in high school that went unresolved by school administrators. I ultimately had to transfer schools,” she said. Harold added, “In a diary I kept at the time, I vowed to make an impact on the culture of bullying if I ever had the opportunity.” That opportunity came when she was crowned Miss America 2003. Traveling across the U.S., she spoke to more than 100,000 young people about bullying in schools to “shift people’s perceptions and motivate leaders to take this issue more seriously.” After graduating from Harvard Law School, Harold was dismayed to discover that bullying seemed “normalized and even sometimes celebrated in the legal profession.” Yet, “there was a lack of data and discussion about it,” she said. A second opportunity presented itself when she became Executive Director of the Illinois Supreme Court Commission on Professionalism. Under her leadership, the Commission launched one of the first large-scale studies in the U.S. on bullying in the legal profession. They partnered with The Red Bee Group, a Chicago-based consulting firm with experience conducting wide-scale surveys for other legal organizations, including the ABA. The report’s authors and principals from The Red Bee Group, Stephanie A. Scharf and Roberta D. Liebenberg, define bullying as “inappropriate behavior intended to intimidate, humiliate, or control the actions of another person, including verbal, nonverbal, or physical acts.” The resulting report found that nearly a quarter of the 6,000 Illinois lawyers surveyed had experienced workplace bullying during a one-year period. Particularly noteworthy, the rates of bullying were highest among attorneys aged 25 to 35, female attorneys, and attorneys with disabilities. Thirty-nine percent of attorneys aged 25 to 35 reported having experienced bullying compared to 12% of attorneys aged 66 to 75. Thirty-eight percent of female attorneys said they experienced bullying, compared to 15% of male lawyers. Similarly, 38% of attorneys with disabilities said they experienced bullying, compared to 23% of lawyers without a disability. Also bullied were 36% of Middle Eastern/North African lawyers, 35% of Black/African American lawyers, 34% of Hispanic lawyers, 32% of multiracial lawyers, and 28% of Asian American lawyers, compared to 23% of white lawyers who reported being bullied. In addition, 29% of lawyers who are gay, lesbian, or bisexual were the target of verbal bullying related to their sexual orientation, while 3% of heterosexual lawyers were verbally bullied related to their sexual orientation. Wendy Shiba, Chair of the ABA’s Diversity, Equity, and Inclusion Center (DEI Center) and a principal of The Red Bee Group, pointed out that the groups identified in the report as being disproportionately impacted by bullying are the same groups represented by the ABA’s DEI Center “in furtherance of Goal III, to eliminate bias and enhance diversity in the legal profession.” Based on her work, Shiba added, “Intersectionality compounds the phenomenon, with attorneys having two or more of the underrepresented characteristics being especially vulnerable.”)
