(ACCORDING TO RICH MILLER: A Capitol Fax/We Ask America poll found that 61 percent of 1,064 likely Republican voters had a favorable impression of Gov. Rauner. Just 24 percent had an unfavorable opinion, despite the fact that he has been taking enormous heat from his right flank ever since he signed a publicly funded abortion on demand bill into law in late September. . .We didn’t test President Donald Trump in this poll, but nationally he’s been getting somewhere between 80 and 85 percent support from members of his own party. So while Rauner has some very real problems when compared with Trump, is the opposition stiff enough to actually take him out in the primary? The poll, conducted for my newsletter subscribers Oct. 25-29, found Gov. Rauner is leading Rep. Ives 64-19, with 16 percent undecided. The poll had a margin of error of +/-3 percent. . .According to the poll, 83 percent of Republican voters have never heard of Ives. . .According to the poll, 85 percent of Downstaters and suburban Cook voters have never heard of Ives, and neither has 78 percent of collar county suburbanites. Gov. Rauner’s Downstate lead over Rep. Ives is 65-17. It’s 67-16 in suburban Cook County and 65-22 in the collars. Among men, Rauner leads 69-21 with 10 percent undecided. Among women, it’s 60-17, with 23 percent undecided. Forty-seven percent of the respondents were mobile phone users. Her only “bright spot” is Chicago, where Rauner’s lead is 41-34. Even so, 76 percent of Chicagoans say they’ve never heard of her, meaning they chose her without knowing who she is. Chicago is the only region where Rauner’s favorability is upside down. Just 40 percent have a favorable opinion versus 49 percent who have an unfavorable view.)

Jeanne Ives (R-Wheaton) had been passing separate nominating petitions for both her re-election to the Illinois House and a possible primary bid for governor against incumbent Republican Bruce Rauner. The ultra-conservative firebrand now says she has stopped passing re-election petitions. But if a recent poll is any indication, Rep. Ives might want to keep her House re-election bid alive because the state’s Republican Party may not be nearly as divided as some GOP politicians have been claiming it is. A Capitol Fax/We Ask America poll found that 61 percent of 1,064 likely Republican voters had a favorable impression of Gov. Rauner. Just 24 percent had an unfavorable opinion, despite the fact that he has been taking enormous heat from his right flank ever since he signed a publicly funded abortion on demand bill into law in late September. The intensely outspoken anger directed at Rauner over the abortion bill, which he promised to veto last spring, is pretty much without precedent. “In the face of overwhelming evidence of Rauner’s inability to competently administer the Illinois government, inability to stand up to Mike Madigan effectively, and inability to keep his word and his commitments, I can no longer support him,” said Rep. Peter Breen (R-Lombard) after Rauner signed the bill. “And whether or not they are able to agree publicly, I know hundreds of elected Republicans, along with hundreds of thousands of Republican voters, who feel the same way I do.” Maybe not. But she’s gonna need a whole lot more than that because almost nobody knows who she is. According to the poll, 83 percent of Republican voters have never heard of Ives. Rep. Ives can tap into a strong statewide network of seasoned pro-life activists to collect enough signatures to get her onto the ballot against Rauner. And while that network also can generate lots of word of mouth for her candidacy (including via social media), it has historically never generated the kind of money that Ives will need to compete with the deep-pockets Rauner. If no millionaire surfaces to fund her campaign, she’ll need to tap into national small-dollar sources. So, it was somewhat surprising that Rep. Ives did not try to use her kickoff to closely tie herself to President Donald Trump. Jeanne Ives, a three-term House member from west suburban Wheaton. She’s been the most visible voice of conservative anger over Rauner’s abandonment of a past pledge to veto legislation that allows public funding for abortions. Ives told WBEZ Monday she intends to announce an exploratory committee for governor this week and has gotten commitments of support from past Rauner donors. She also ridiculed Rauner’s campaign video: “To me, it didn’t matter what he said in that video. You can’t trust his word. Venture capitalist Rauner would have fired Rauner by now for failure to perform and for lying.” How hard is it to unseat a sitting Illinois governor in a primary? It’s beyond hard. (FROM THE ARTICLE: When I first got down to Springfield after being elected state representative in 2013, I thought, “What have I gotten myself into?” The mess in Springfield was worse than I could have imagined. Politics in Illinois is something akin to a modern-day Tammany Hall, defined by cronyism, waste, mismanagement, and corruption. Two of our last four governors were convicted of crimes and went to prison — George Ryan for what became known as the “hired truck scandal” and Rod Blagojevich for attempting to sell Barack Obama’s Senate seat. So it was to no one’s surprise that Illinois politics made national news again last week. Gov. Bruce Rauner signed into law a bill forcing taxpayers to fund abortion at any time, for any reason. His signature made Illinois the first state in the nation to enact such a law. Legislation not even contemplated by prior Democratic governors and legislatures was signed by a Republican. The clichéd diagnosis is that Illinois is broken and that the problems are so great that we cannot overcome them without a political savior—someone who has achieved an elite status. This defective tendency illustrates the real problem in Illinois, and how we have come to hold a bottom rank in every economic indicator (highest property taxes in the nation, heaviest overall tax burden, lowest bond rating, highest unemployment in the Midwest). Far from being broken, Illinois is operating exactly as those in charge intended. Illinois Is In the Midst of Financial Collapse  As my first term ended in 2014, the state was collapsing. Illinoisans were finally waking up, and not a minute too soon. We found hope in Rauner’s candidacy. He was a political outsider who promised to “Shake Up Springfield.” We were impressed with his business acumen and galvanized by his reformist mission. So we were willing to give him the benefit of the doubt when he promised he had “no social agenda,” despite his generous donations to Planned Parenthood. Since his inauguration, Illinois’ backlog of unpaid bills is higher. Our unemployment rate and unfunded pension liability remain bleak. Corruption and cronyism continue, as a single lobbyist connected to the Rauner administration secured 2,800 state contracts worth nearly $17 billion. And a budget impasse that put social service providers into crisis was ended by a massive tax hike with no structural reforms. This is what “working together” looks like in Illinois: submission to the agenda of the majority party and the entrenched interests who fund their campaigns. Illinois politicians serve a constituency. It’s just not the families in their communities. They serve special interests who fund their campaigns: public-sector unions, crony capitalists, and other groups that feed on government. What Other Rauner Promises Will We Find Were Lies? Last April, Rauner publicly promised he would veto a bill that would force taxpayers to pay for abortions through all nine months of pregnancy. He lied. He signed the bill with a shrug of his shoulders, stating “I have always been pro-choice and I always will be.” Meanwhile, Illinois is ranked 48th in the nation in providing for our developmentally disabled—people who through no fault of their own need state aid. Families and businesses in this state want resources applied efficiently to the numerous problems we already have. Yet Rauner committed our limited Medicaid dollars to highly controversial, elective medical procedures. The decision was a slap in the face to every struggling family who put their trust in the reform governor with no social agenda. For Rauner, like the machine politicians before him, winning elected office was not about advancing a set of principles to spur transformative policy change. Winning office was a mechanism through which he could distribute goodies and favors to friends and allies of convenience, in this case Planned Parenthood. The cost of this law could approach $20 million. In a state with presumptive eligibility for pregnant women to receive Medicaid, there is also a real possibility that Illinois taxpayers will pay for abortions of women from surrounding states who falsely claim to be residents. The state has had enormous problems in the past with high numbers of ineligible folks on Medicaid. In all this drama, the families of Illinois are forgotten and left to pick up the tab. Already on the hook for the highest property taxes in the nation, many families face unemployment as businesses bleed into more friendly states. (FROM THE ARTICLE: The next 13 months of Illinois politics should be interesting. Republicans now have a man at the top of their 2018 ticket who many of them feel betrayed by, some want off the ticket and others say has been politically weakened. Sort of the way it was for Illinois Democrats and their gubernatorial nominee in 2014. Except that Republican Bruce Rauner has a lot more money to throw around to candidates than Democrat Pat Quinn ever dreamed of. So Rauner — who had $67 million in his Citizens for Rauner campaign fund on June 30 — is probably safe. But that doesn’t mean his GOP colleagues are happy with him. Rauner angered many Republicans last week when he signed House Bill 40, which allowed for Medicaid and state health insurance coverage for abortions. “The governor told the House Republicans that he was going to veto this bill, and he did not,” Rep. Bill Mitchell of Forsyth said. “The governor is going to have tremendous trust problems with our caucus. “He said rightly that with this budget we need to cut more. And now he spends taxpayer dollars on abortions.” “I’m still trying to make sense of it, and there’s nothing to make sense of,” Sen. Chapin Rose of Mahomet said. “Look, I’m pro-life, but it’s also about the fact that we’re broke. And if we’re not going to be spending money on things, let’s not be spending money on things. There are a whole lot of other things out there that could probably use some help.” Rep. Brad Halbrook of Shelbyville, who Rauner campaigned for and gave thousands in campaign contributions, said he was “disappointed” by Rauner’s decision. “He had committed to us to veto the bill,” Halbrook said. “This is a pretty big deal. We have a pretty conservative district. The calls, the emails, whatever kind of communication, there have not been many, but there have been a few, and they’re outraged.” But the level of outrage only goes so far. A couple of conservative lawmakers, Sen. Kyle McCarter of Lebanon (“He has disgraced the party and the citizens of Illinois. In my opinion, he should not run for re-election.”) and Rep. Jeannie Ives of Wheaton, suggested a possible primary challenge. But there’s no groundswell. “I think that would be very difficult,” Rose said of a challenge to Rauner. “I’m not willing to make that statement,” Halbrook said when asked if he’d support a contender against Rauner. “I certainly disagreed with his decision, but the attorney general’s race has always been an independent race,” said Erika Harold of Urbana, the Republican candidate for attorney general who is supported by Rauner. “I can’t deal in hypotheticals, but I believe the issues with which I agree with him outweigh those with which I disagree with him.” As Rep.
