So it was to no one’s surprise that Illinois politics made national news again last week. Gov. Bruce Rauner signed into law a bill forcing taxpayers to fund abortion at any time, for any reason. His signature made Illinois the first state in the nation to enact such a law. Legislation not even contemplated by prior Democratic governors and legislatures was signed by a Republican. The clichéd diagnosis is that Illinois is broken and that the problems are so great that we cannot overcome them without a political savior—someone who has achieved an elite status. This defective tendency illustrates the real problem in Illinois, and how we have come to hold a bottom rank in every economic indicator (highest property taxes in the nation, heaviest overall tax burden, lowest bond rating, highest unemployment in the Midwest). Far from being broken, Illinois is operating exactly as those in charge intended. Illinois Is In the Midst of Financial Collapse  As my first term ended in 2014, the state was collapsing. Illinoisans were finally waking up, and not a minute too soon. We found hope in Rauner’s candidacy. He was a political outsider who promised to “Shake Up Springfield.” We were impressed with his business acumen and galvanized by his reformist mission. So we were willing to give him the benefit of the doubt when he promised he had “no social agenda,” despite his generous donations to Planned Parenthood. Since his inauguration, Illinois’ backlog of unpaid bills is higher. Our unemployment rate and unfunded pension liability remain bleak. Corruption and cronyism continue, as a single lobbyist connected to the Rauner administration secured 2,800 state contracts worth nearly $17 billion. And a budget impasse that put social service providers into crisis was ended by a massive tax hike with no structural reforms. This is what “working together” looks like in Illinois: submission to the agenda of the majority party and the entrenched interests who fund their campaigns. Illinois politicians serve a constituency. It’s just not the families in their communities. They serve special interests who fund their campaigns: public-sector unions, crony capitalists, and other groups that feed on government. What Other Rauner Promises Will We Find Were Lies? Last April, Rauner publicly promised he would veto a bill that would force taxpayers to pay for abortions through all nine months of pregnancy. He lied. He signed the bill with a shrug of his shoulders, stating “I have always been pro-choice and I always will be.” Meanwhile, Illinois is ranked 48th in the nation in providing for our developmentally disabled—people who through no fault of their own need state aid. Families and businesses in this state want resources applied efficiently to the numerous problems we already have. Yet Rauner committed our limited Medicaid dollars to highly controversial, elective medical procedures. The decision was a slap in the face to every struggling family who put their trust in the reform governor with no social agenda. For Rauner, like the machine politicians before him, winning elected office was not about advancing a set of principles to spur transformative policy change. Winning office was a mechanism through which he could distribute goodies and favors to friends and allies of convenience, in this case Planned Parenthood. The cost of this law could approach $20 million. In a state with presumptive eligibility for pregnant women to receive Medicaid, there is also a real possibility that Illinois taxpayers will pay for abortions of women from surrounding states who falsely claim to be residents. The state has had enormous problems in the past with high numbers of ineligible folks on Medicaid. In all this drama, the families of Illinois are forgotten and left to pick up the tab. Already on the hook for the highest property taxes in the nation, many families face unemployment as businesses bleed into more friendly states. Other families are trying to keep their heads above water, having seen needed social services reduced or eliminated over the past three years. So, as pundits and pols rant and rave in the papers and on social media, too many families quietly pack up and leave. Even those who are doing well look at state politics and wonder why they would entrust their family’s future to these “leaders.” Here is what Illinois families should know: While the concentrated power in Springfield seems daunting, the people have the collective numbers, resources, and values to end Illinois’ rigged political culture. Illinoisans deserve bold leaders, and in 2018, they can pick those leaders willing to fight for them to own a home in a safe community, to have access to quality schools, to be able to count on basic services when they are in need, and to have the opportunity to build their lives and pursue happiness.)

Republicans now have a man at the top of their 2018 ticket who many of them feel betrayed by, some want off the ticket and others say has been politically weakened. Sort of the way it was for Illinois Democrats and their gubernatorial nominee in 2014. Except that Republican Bruce Rauner has a lot more money to throw around to candidates than Democrat Pat Quinn ever dreamed of. So Rauner — who had $67 million in his Citizens for Rauner campaign fund on June 30 — is probably safe. But that doesn’t mean his GOP colleagues are happy with him. Rauner angered many Republicans last week when he signed House Bill 40, which allowed for Medicaid and state health insurance coverage for abortions. “The governor told the House Republicans that he was going to veto this bill, and he did not,” Rep. Bill Mitchell of Forsyth said. “The governor is going to have tremendous trust problems with our caucus. “He said rightly that with this budget we need to cut more. And now he spends taxpayer dollars on abortions.” “I’m still trying to make sense of it, and there’s nothing to make sense of,” Sen. Chapin Rose of Mahomet said. “Look, I’m pro-life, but it’s also about the fact that we’re broke. And if we’re not going to be spending money on things, let’s not be spending money on things. There are a whole lot of other things out there that could probably use some help.” Rep. Brad Halbrook of Shelbyville, who Rauner campaigned for and gave thousands in campaign contributions, said he was “disappointed” by Rauner’s decision. “He had committed to us to veto the bill,” Halbrook said. “This is a pretty big deal. We have a pretty conservative district. The calls, the emails, whatever kind of communication, there have not been many, but there have been a few, and they’re outraged.” But the level of outrage only goes so far. A couple of conservative lawmakers, Sen. Kyle McCarter of Lebanon (“He has disgraced the party and the citizens of Illinois. In my opinion, he should not run for re-election.”) and Rep. Jeannie Ives of Wheaton, suggested a possible primary challenge. But there’s no groundswell. “I think that would be very difficult,” Rose said of a challenge to Rauner. “I’m not willing to make that statement,” Halbrook said when asked if he’d support a contender against Rauner. “I certainly disagreed with his decision, but the attorney general’s race has always been an independent race,” said Erika Harold of Urbana, the Republican candidate for attorney general who is supported by Rauner. “I can’t deal in hypotheticals, but I believe the issues with which I agree with him outweigh those with which I disagree with him.” As Rep. That’s the end of it.” Maybe Governor Rauner should follow Governor Kasich’s political lead. When I called to inquire, SPLC informed me that I am guilty because I did a radio interview with Family Research Council Radio (FRC). I am a program coordinator for The Leadership Institute’s Campus Reform. org. The segment was about socialism, but because FRC holds traditional family values, I was labeled an LGBT-hater just for being a guest on the show. No LGBT topics even came-up. SPLC’s hate-list exemplifies a bullying tactic employed by the left to silence conservative ideas. Regardless of the issue, support for the conservative point of view results in a litany of hateful labels and reputation-smearing. The goal is to paint any opposition to the far left as morally depraved and, therefore, unworthy of being included in conversation. Dr. Carol Swain, an African-American woman and former Vanderbilt professor, is a perfect case-in-point; she was labeled a white supremacist sympathizer by the SPLC for pointing-out SPLC’s hypocrisy on racial issues. This tactic is more than illogical; it’s dangerous. Reckless and irresponsible hate-labeling not only stifles free speech and expression, it empowers and emboldens vicious groups and individuals to violently attack people. Consider the 2012 Family Research Council shooting, when a man walked into the organization’s office in Washington, D.C., with 100 rounds of ammunition and 15 Chick-fil-A sandwiches. He planned to kill as many staff members as possible and smear the sandwiches in their faces. He said he chose his target based on SPLC’s Hate Map.)

(FROM THE ARTICLE: Question: Whatever happened to the “retirement wave?” Wasn’t that supposed to create a lot of vacancies for younger federal employees to move up? Answer: Predictions of a wave of federal employee retirements date back many years. This comes from the large population of baby boomer workers — almost all now in their mid-50s or older — becoming old enough to meet the needed combinations of age and years of service. Some of those combinations allow for retirement as early as 55 — and even earlier in law enforcement and certain other occupations. However, except for those jobs, there is no mandatory retirement in the government. Many employees continue working out of desire or need — 15 percent already are eligible to retire, and the average federal retirement age now is about 62, up by more than two years over the past 10 years. Just under 64,000 of the 2.1 million federal workers outside the self-funding U.S. Postal Service retired in the fiscal year ending last September. That was about average for the past 10 years and actually the lowest since 2010. If budgets get tight, agencies may try to cut their staff costs by offering early retirements. But that’s just another form of optional retirement.)
