(FROM THE ARTICLE: A letter which demands that Maine Township Republican Committeeman Char Foss-Eggemann of Park Ridge call for the resignation of Township Trustee Dave Carrabotta because of allegations that he inappropriately touched fellow Trustee Kim Jones, has not yet been sent to Eggemann. However, according to some people knowledgeable about the letter, it will soon be mailed to the committeeman as well as Cook County Republican Party leader Sean Morrison, state GOP leader Tim Schneider, and others. Meanwhile, an investigation into the sexual harassment claims by Jones, launched by the town board after May 22 when the charges first surfaced, will take another week and a half to complete, said township Supervisor Laura Morask. She indicated that one more person has to be interviewed by the lawyer assigned to perform the probe. Morask would not comment further. The letter insisting that Eggemann act on the matter was prompted in part by some Republicans demanding that House Speaker Mike Madigan step down because of harassment and bullying complaints leveled against several Democrats. Marilyn Smolenski, Republican candidate who’s running against incumbent Democrat Marty Moylan in the November General Election, has been one of those voices demanding Madigan’s resignation. She has been highly critical of Moylan for not standing up to Madigan by demanding that he resign. Eggemann is a strong supporter of Smolenski, who lives in Park Ridge. Moylan recently blasted Smolenski for backing “one of the biggest perverts in the U.S., Trump.” Added Moylan, “He’s one of the biggest pigs in the U.S. I’m not silent. Tell that Trump backing pistol packing Trump supporter that I back women’s rights and I voted for the Equal Rights Amendment (ERA).” Smolenski owns a company that sells pistol holders for women. On the advice of the township attorney, Jones confronted Carrabotta with her accusations of inappropriately touching her backside on May 22. Carrabotta flatly denied the allegations and demanded an immediate closed door meeting where the issue could be discussed. Jones accuses Carrabotta of touching her on three separate occasions during township events in late 2017 and 2018. According to people familiar with the letter, it’s believed that at least 10 local Republican women will sign it by the time it is mailed to Eggemann. Among the words used in the letter are “outrageous” and “disturbing.” It also says that Jones has a solid reputation in the community and was slated by committeeman Eggemann to run for the township position. Carrabotta has told the Journal & Topics that the matter is “confidential”. In a statement released yesterday (Tuesday) by State Republican chairman Tim Schneider, he said, “The Illinois Republican Party strongly believes that sexual harassment has no place in any workplace, public or private, and that allegations must be investigated swiftly by independent parties. If the allegations against the Maine Township trustee are true, he has violated the public’s trust and should step down. Until then, the investigation involving the allegations should proceed.”)

In addition to the C.B.O., one often hears attacks on the Congressional Research Service, the Joint Committee on Taxation and the Government Accountability Office. Lately, the G.A.O. has been the prime target. Appropriators are cutting its budget by $42 million, forcing furloughs and cutbacks in investigations that identify billions of dollars in savings yearly. So misguided is this effort that Senator Tom Coburn, Republican of Oklahoma and one of the most conservative members of Congress, came to the agency’s defense. In a report issued by his office on Nov. 16, Senator Coburn pointed out that the G.A.O.’s budget has been cut by 13 percent in real terms since 1992 and its work force reduced by 40 percent — more than 2,000 people. By contrast, Congress’s budget has risen at twice the rate of inflation and nearly doubled to $2.3 billion from $1.2 billion over the last decade. Mr. Coburn’s report is replete with examples of budget savings recommended by G.A.O. He estimated that cutting its budget would add $3.3 billion a year to government waste, fraud, abuse and inefficiency that will go unidentified.)

Two recent events demonstrate the problem Rauner has. Conservative state Rep. Jeanne Ives of Wheaton almost ended Rauner’s dream of a second four-year term in the primary. Rauner received just 51 percent of the primary vote to 49 percent for Ives. Despite that, some Republican leaders hoped that Ives might be persuaded to support Rauner in the general election. After all, if Pritzker wins, Democrats will regain total control of state government and her political party will be relegated to the irrelevant status it endured from 2003 to 2015, when the GOP captured the governor’s office. But time has not healed the sting of defeat for Ives. Asked last week about her intentions, an embittered Ives indicated there is no way she’ll endorse Rauner. “No. I’m not going to endorse the governor. I’m going to let him buy back his voters,” she said. Ives’ differences with Rauner are strictly ideological. A social conservative, she deeply resented Rauner’s decision to sign legislation authorizing taxpayer-funded abortions. Ives is not alone, as demonstrated by the strong support she received in the primary. To make matters worse for Rauner, there’s state Sen. Sam McCann of Plainview. Some are preposterous; some are all too plausible. Within hours of Thursday’s murders, Buzzfeed writer Anne Helen Petersen tweeted, “I’ve had people email death threats, threaten to cut my dog’s throat, tell me I’d pay for my fake news.” We get these threats, but we never get used to them. A healthy tension between the press and politicians is as old as the country, and actually an important part of its governance. Once in a while, it gets dangerously, disastrously unhealthy. The second president of the United States, John Adams, threw newspapermen in prison under laws that, like English law, were broad enough to imprison people for almost any criticism of the government. The election of Thomas Jefferson and the affirmation of the First Amendment soon put an end to this persecution. His “fake news” retorts try to diminish stories he doesn’t like, and the “scum” journalists who reported them. When he calls the press “the enemy of the people,” he is deploying the same term used by Nazi Germany and Stalin’s Soviet Union to demonize the leader’s own enemies.)

While many schools have tried on-site executive education, DePaul’s Kellstadt Graduate School of Business has been more successful than most, attracting nearly 1,000 students and millions in company-subsidized tuition dollars since starting in 2013. Still, there’s a push-pull in such partnerships, and they don’t always survive. DePaul, the largest Catholic university in the U.S., with a total student headcount of nearly 23,000, saw its graduate schools gain students last year, even as its overall enrollment continued a six-year decline. DePaul cut 62 employees, or 3.5 percent of its nonfaculty staff, in June to “better position the university for the future,” it said. The Master of Business Administration is considered a must by many corporate climbers, and their employers often foot a portion of the cost. Eighty-five percent of U.S. employers plan to hire MBAs this year, down from 91 percent last year, according to survey results released in June by the Graduate Management Admission Council. The decline reflects more students seeking related, specialized master’s degrees in subjects like data science and computer engineering. Since DePaul launched its on-site Corporate Employer Outreach, or CEO, program, it has produced 421 graduates. An additional 374 are enrolled now, plus 155 coming this fall, Depeder says. An MBA from DePaul costs about $76,000, but the cost varies for on-site corporate cohorts, depending on the number of students, she says. Companies hosting DePaul’s program can tailor it to their business needs and knit together workers from disparate parts of their businesses. (FROM THE ARTICLE: During an era of ever-evolving and newly discovered rights, we forget that sovereignty, both federal and state, is an absolute right that is being ignored in the immigration debate. We have the right, both as residents of states, particularly at the border, and as citizens of this federal republic, to be governed by our consent and to admit people to this country only through the consent of our laws. We’ve already explained that it is a founding principle that a president has the power and the responsibility to repel a large-scale incursion into our country. A state has a similar responsibility when it is experiencing an invasion and the federal government refuses to act. The entire purpose of a federal government What if our own federal government is impotent in protecting our border states from violent drug cartels and the crime, social ills, and public cost drain of mass migration from across the border, while the federal courts are downright preventing the states from protecting themselves? The Constitution is clear as to the responsibilities of the federal government and why we have one in the first place. The federal government exists not to impose more regulations on the people, but to protect their rights and security where states are inherently incapable of doing so effectively — namely, in repelling an invasion. Ironically, it is the one act of war a president can pursue without the consent of Congress, yet the invasion at our border is the only one we refuse to address. Article IV, §4 of the Constitution tasks the federal government with guaranteeing states’ protection against invasion. That is because, in the words of Madison (Federalist #45), the “few and defined” powers of the federal government were to be applied “principally on external objects, as war, peace, negotiation, and foreign commerce.” State governments, on the other hand, deal with “the internal order, improvement, and prosperity of the State.” This is war But what if an outside force buttressed by the most dangerous paramilitary organizations in the world invades a border state and disrupts its internal order, improvement, and prosperity – and the federal government doesn’t stop it? Well, the Constitution is not a suicide pact. Article I, § 10, cl. 3 (the Compact Clause) states: “No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.” The Constitution is clear that, all things equal, states shouldn’t engage in warfare with other countries. But all things are not equal in this case, and the Constitution made an exception for those times when states are invaded and in imminent danger. Well, is this really an invasion or imminent danger, you might ask? Andy McCarthy wrote an incisive column yesterday reminding us that we are looking at the immigration issue through the wrong lens. We view it as a legal problem, when in essence it’s a national security problem. Just consider the crime statistics in Texas alone since 2011: According to the DHS and the Texas Department of Public Safety, over 251,000 criminal aliens have been booked into local Texas jails between June 1, 2011, and April 30, 2018. They have been charged for a total of 663,000 offenses, including: . . . And those numbers only include those illegals verified by federal authorities through fingerprints. Roughly 50 percent, and often the most dangerous ones, are never interdicted by federal authorities before they commit murder and mayhem in Texas. Where is this coming from? It’s not a natural disaster. It’s coming from a concerted and organized massed migration completely orchestrated by the drug cartels, often with the help of the Mexican government. As these quotes show, this is not some sort of legal problem with immigration loopholes, but our biggest current threat to our national security and homeland. These are often former Mexican military, in the case of the Zetas cartel, who now hold territory on Texas soil and use military tactics to divert the border patrol with bogus asylum seekers and bring in drugs, crime, and gangs. If this is not an invasion or an imminent danger, I’m not sure what is. I don’t think our Founders could have imagined such a colossal human and monetary toll from massive migration. Even without the military and drug cartel side of this, just the sheer wave of impoverished and often troubled migrants, of which over 90 percent turn out to be invalid asylum claims, should be enough to constitute an invasion. As Andy McCarthy rightfully observes, “If you look at federal asylum law, it addresses the individual migrant, not a systemic incursion. … It does not address what could happen if thousands of migrants simultaneously seek asylum.” States retain their sovereignty over violent incursions Amazingly, the political class questions even the president’s ability to repel the invasion without lawfare, but in reality, even a state, particularly Texas, should be able to do so. I’m not suggesting that the governor direct the Texas Air National Guard to drop bombs on the cartels, but the state would be well within its rights to start returning some of the migrants across the border. Joseph Story in his commentary on the Compact Clause writes that while the prohibition on states making war is obviously necessary, it was “wisely guarded by exceptions sufficient for the safety of the states, and not justly open to the objection of being dangerous to the Union.” Still, a state may be so situated, that it may become indispensable to possess military forces, to resist an expected invasion, or insurrection. The danger may be too imminent for delay; and under such circumstances, a state will have a right to raise troops for its own safety, even without the consent of Congress. Haven’t the border states (the ones that still care) waited long enough with too much delay? Some might suggest that this is not a declared war. But if you look at the original language of Article IV’s guarantee clause protecting states from invasion, Madison originally drafted its language to be read as protecting against “foreign violence.” It’s clear that this was not necessarily referring to formal warfare with a nation-state, but repelling violent incursions from Indian tribes. When the drug cartels use families and children to distract from the core of the invasion, the cartels are no different from Hamas using human shields at the Gaza-Israel border. Israel rightfully treats this as a military issue, and our government should too. If it fails to do so, the drug cartels should be on the receiving end of what happens when you mess with Texas. As Scalia asked: “Are the sovereign States at the mercy of the Federal Executive’s refusal to enforce the Nation’s immigration laws? A good way of answering that question is to ask: Would the States conceivably have entered into the Union if the Constitution itself contained the Court’s holding?”)

(FROM THE ARTICLE: Companies continually test ways to incent employees to perform more effectively, often turning to worker-motivation tools such as bonuses, “up or out” employee ranking tournaments, and employee of the month rewards. Behavioral scientists warn that these programs, if not constructed carefully, can open a box full of unintended consequences that ultimately harm rather than help the organization. The financial crisis of 2008 was partially fueled by origination bonuses paid to bank loan officers who were incented to approve bad loans. Less well understood, but uncovered in HBS research several years ago, is that those bank bonuses also caused loan officers to perceive reality differently—they believed those loans would succeed. It’s not just financial incentives that are under study. Employers seek to change the behavior of workers in all manner of ways: to make more ethical decisions, to get flu shots, to lose weight, to be wiser about personal financial planning. Behavioral scientists are becoming the new HR superstars in some organizations. Research through the years at Harvard Business School has explored this good intentions-bad outcomes dilemma in many settings, from the glitzy world of Las Vegas to steamy laundry plants in Asia.
