(FROM THE ARTICLE: The federal records reveal robust growth in the numbers of Illinois tax filers with incomes of $100,000 or greater from 2011 through 2014 when lawmakers temporarily boosted the state’s flat income tax rate to 5% from 3%. Over that time, the total number of federal tax filers in the state grew by 9,000, an almost imperceptible one-tenth of 1%. But the number of filers reporting adjusted gross income between $100,000 and $200,000 grew by 16%, while the number reporting income over $200,000 rose by 29%. BILL ARTICLE: Benefits included dedicated payments of tuition and living expenses to attend high school, college or vocational/technical school, low-cost mortgages, low-interest loans to start a business, as well as one year of unemployment compensation. It was available to all veterans who had been on active duty during the war years for at least 90 days and had not been dishonorably discharged—exposure to combat was not required. The recipients did not pay any income tax on the G.I. benefits, since they were not considered earned income. By 1956, roughly 7.8 million veterans had used the G.I. Bill education benefits, some 2.2 million to attend colleges or universities and an additional 5.6 million for some kind of training program. Historians and economists judge the G.I. In 1967 legislation was passed which expanded preference to all veterans who served on active duty for more than 180 days (no requirement to serve during war, campaign, or conflict) between January 31, 1955 and October 10, 1976. As with the previous year’s law, National guard and reserve service was not included in this expansion. The end of the Vietnam War brought with it yet another law, passed in 1976. This law put added restrictions on veterans whose service begins after October 14, 1976. For post-Vietnam era veterans, preference was granted only if these veterans became disabled, or served in a declared war, a campaign, or expedition. This legislation was the result of the conclusion of the Vietnam War and its draft and the United States Department of Defense’s desire to build a career military service. The Civil Service reform act of 1978 created new benefits for veterans with a 30 percent or more disability. It also gave veterans extra protection in hiring and retention. Under this act, preference was no longer granted to nondisabled veterans who retired at the rank of major or above. In 1988, a law was passed that required the Department of Labor to report agencies’ violations of veterans’ preference and failure to list vacancies with State employment services to the Office of Personnel Management for enforcement.)

(FROM THE LETTER: I am responding to the Herald & Review’s piece (“Time to address reducing some governing layers,” Feb. 24) in which it’s stated that Illinois’ taxes are high because there are too many forms of government. As the executive director of the Township Officials of Illinois, I’d like to share some important data from the Illinois Comptroller’s office that clearly dispels those claims. Indeed, state reporting shows that smaller units of local government in Illinois cost taxpayers less than larger units of government. This can be seen among municipalities where taxes per resident tend to be higher where governments are larger. There has been an aggressive push to eliminate township government in Illinois, often based on information that is simply not true. Townships, which are generally smaller, have had the lowest tax increase rates in recent decades among the various types of government in the state. Further, township labor costs per employee are also the lowest of any government type. Local democracy is stronger where local governments are smaller. If townships were to be eliminated and forced into consolidating with units of government with higher cost structures, taxes, spending and debt are likely to increase. Just as bad, it would make local governments less responsive to constituents. This is no way to reduce taxes.)
