(FROM THE ARTICLE: It’s for the feds to do something like Pennsylvania has done with its inheritance tax: Tax from Dollar One (after deductions for funeral expenses, medical bills and other legitimate debts), but at very modest rates. You see, Pennsylvania only takes 4.5 percent from an estate whose heirs are the decedent’s children, grandchildren or other “lineal descendants.” It exempts spouses from tax altogether and also provides generous exemptions for legitimate family-owned farms and businesses. (The feds, by contrast, currently have a top rate of a confiscatory 40 percent, although as I said, it’s a joke since almost nobody pays it.) (FROM THE ARTICLE: The other day, one of my sources suggested I get a job in corporate public relations. That’s where the money is, he told me. While he may be right, he’s overlooking the reason journalists do what they do. Journalists believe in finding truth, or reporting it as close as objectively possible. They also believe in holding government accountable to its citizens, among many other responsibilities. There is a gratification in being able to inform readers of something they didn’t know or news they can use in their everyday lives. Landing a position in corporate or government PR is a lot more lucrative than working at a newspaper or a TV station. It’s been that way for a long time. It’s a good job, and many of those folks are helpful in communicating to news outlets. But PR and marketing positions have drawbacks. One of them in particular is that many PR folks must toe the company line. It’s hard to get to objective truth when there’s a built-in bias. What news outlets can’t do is let government and other institutions become less accountable to the public. The official line can’t become the only line. The news release from a government agency or corporate entity shouldn’t be treated as gospel. Many newspapers are hungry for stories to fill their pages. Enterprising groups, including the conservative Illinois Policy Institute, sense that desperation. A few years ago, the institute formed the neutral-sounding Illinois News Network, which offers stories with a conservative bent to newspapers around the state. The Illinois News Network is nothing to scoff at. Recently, it hired a big player in northern Illinois’ media world as its news director — Dan McCaleb, editorial director of Shaw Media, which runs a bunch of papers in the suburbs. (Full disclosure: I worked for the institute for five months after working for a Shaw Media weekly.) Another conservative group is distributing supposedly local newspapers that favor Gov. Bruce Rauner and other Republicans. Starved Rock Country has its own version, the Illinois Valley Times. I have yet to find one writer in that paper who has burned any shoe leather anywhere near here. Many of its writers hail from the Philippines. Covering La Salle County from across the world is no substitute for reporters on the ground holding the powers that be accountable. I’ll do what I can to avoid ending up as a PR flack for corporate types. The work of a journalist is too essential.)

For 31 years, Roger Claar has served as Bolingbrook mayor.  He’s on the ballot again Tuesday. But he’s facing a serious challenge from Jacqueline Traynere. Claar hosted for Trump last fall.   The big money event was held at the village-owned Bolingbrook Golf Club, or as some residents call it, “Rog Mahal.” “You’re bringing in somebody who talks negatively about the minorities in our community, who disrespects the message on the Statue of Liberty, who just spews hate,” Traynere said. Bolingbrook voted overwhelmingly for Hillary Clinton and Traynere is pounding Claar for backing Trump. Today, Claar hit back. “She’s an opportunist. She’s running because of the Trump fundraiser,” he said. “I doubt she would have run otherwise.  I’ve had many people tell me, ‘I was disappointed, but I’ve forgiven you.’” The race has also turned personal. Traynere claims the mayor was unprofessional and rude to her when raised questions about violence against women. “I do believe that we have a domestic violence issue that’s pretty high profile in our community,” she said. “He requested the meeting to tell me to sit down and shut up. This is the kind of mayor that we have in this community. If he doesn’t like what you have to say he tells you to sit down and shut up. He’s a bully.” The mayor told WGN News he doesn’t recall the conversation. “I don’t bully. I’m a bully for Bolingbrook. I stand up for Bolingbrook,” he said. Traynere has also made Bolingbrook’s debt an issue in the campaign. “Two years ago, we only owed $180 million. As of June of last year, we owed $316 million,” she said. Mayor Claar admits the village is adding debt, but he says it’s being used for crucial infrastructure investments. He says Traynere  may serve on the Will County Board, but she has no municipal experience. “She’s saying nothing about what she’s going to do except for saying hate me and called me a bully. Now, is that a good platform? I guess we’ll see Tuesday.” Mayor Claar says he does not regret the Trump fundraiser.)

One of the few black journalists in the White House press corps, Ms. Ryan has covered presidents and clashed with press secretaries for 20 years. But her encounters with the Trump administration are propelling the 49-year-old, Baltimore-bred journalist to a new level of prominence — and into a contentious debate over this White House’s attitudes toward gender and race. First there was Mr. Trump’s bizarre request, at a February news conference, that Ms. Ryan arrange a meeting between him and the Congressional Black Caucus. “Are they friends of yours?” the president asked, apparently oblivious to the racial undertones of posing such a query to a black journalist. Then came Tuesday, when Mr. Spicer laced into Ms. Ryan after she asked how the administration planned to revamp its image in light of reports about suspicious ties with Russia. “It seems like you’re hellbent on trying to make sure that whatever image you want to tell about this White House stays,” Mr. Spicer shot back from the lectern, after accusing Ms. Ryan of harboring an “agenda.” When Ms. Ryan tried to clarify, he interrupted. “You’re asking me a question and I’m going to answer it,” he said, adding in a tone: “I’m sorry, please stop shaking your head again.” Mr. Spicer is belligerent on the best of days. But his tone toward Ms. Ryan struck some viewers — including Hillary Clinton — as pointed and condescending, particularly because it was directed toward a black woman. “April Ryan, a respected journalist with unrivaled integrity, was doing her job just this afternoon in the White House press room, when she was patronized and cut off trying to ask a question,” Mrs. Clinton told a women’s group in California. Whoopi Goldberg expressed her disgust on “The View.” John Dingell, the former Democratic representative from Michigan, wrote on Twitter: “If the WH doesn’t want talented journalists like @AprilDRyan to shake their heads, perhaps they should stop acting like some damn children.” For Ms. Ryan, the attention is energizing, and a bit unsettling. She posted supportive comments from fans and celebrities on her Twitter feed, but also some of the racist replies that she says are a byproduct of her job. When a Florida radio host requested a photo with her at the White House — “I just love the way you don’t take no for an answer” — Ms. Ryan politely declined. “It’s going to look like I’m gloating,” she said. “Look, I’m a black woman in a white male dominated town,” Ms. Ryan said later, when asked if she felt treated differently. In some of the 136 counties with the highest rates of disability use across the country, almost all of them rural with a white majority, more than 1 in 6 working-age adults receive federal disability payments. Once on disability, as the Washington Post points out, recipients rarely get off the program. By and large, these are not individuals who fell off a roof and broke their back or lost limbs in an industrial accident. They suffer from back pain or diabetes or emphysema or liver cirrhosis or some other lifestyle-induced ailment. But, perhaps more importantly, they live in communities where job opportunities are few, especially for those who don’t have a college education. But disability programs are just a fraction of the government’s assistance programs. A 2015 study by the U.S. Census Bureau showed that 52.2 million people, or roughly 1 in 5 Americans, received help in 2012 from one of six means-tested programs. And, of course, this doesn’t count Social Security or Medicare, which pays out to individuals on average far more over their lifetimes than they contributed in taxes.)

Factors for 915 Cove Court in Wheaton include the subdivision being built in a watershed area and a former septic field, the tremendous amount of surface and subsurface storm water that flows onto the lot during and after heavy rains, the inadequate number of storm sewer inlets in the subdivision, the disruption, obstruction, and improper connection of 6″ and 4″ subterranean drainage lines when the home was built, the pouring the foundation walls on cracked footings, the improper installation and intentional blockage of exterior foundation footing tiles, the installation of only one sump pump when there should have been two or even three or even four, the many long and wide cracks in the basement floor, and the fact that all the storm water that gets into the storm sewer system on the lot is limited to the capacity of one 4″ pipe.  What factors decrease the likelihood of your basement flooding?  For 915 Cove Court, they include the installation of steel reinforcement rods in foundation walls, the installation of interior footing tiles, my paying $900 when the home was built in 1984 to have all nine of the home’s downspouts directly connected to Wheaton’s storm sewer system, my installing a backup sump pump, my unobstructed and properly connecting the aforesaid subterranean drainage lines to Wheaton’s storm sewer system, my paying for unobstruction (the removal of stones) from some of the exterior footing tiles, my adding hundreds of feet of French drains and many storm sewer inlets on the lot and connecting them directly to Wheaton’s storm sewer system, my properly sealing the many long and wide cracks in the basement floor, my paying for conversion to an overhead sewer system before the basement was finished in 2005, and my paying for a 20-W whole house natural gas backup electric generator for the home.  Since 1984, because of Wheaton’s failure/refusal to assure that building codes were enforced when the subdivision was constructed and 915 Cove Court was built, I have been forced to spend many thousands of dollars and many hundreds of hours of my labor to stop basement flooding.)

Aaron Schock’s attorneys say the staffer who was wired for sound was his Peoria district office manager. Although not named in this week’s new Schock court filing, the only district manager during that time period was Bryan Rudolph, a political science and government degree-holder from Wheaton College. Prosecutors are likely to make Rudolph a key component of the government’s corruption case against former Schock, unless Schock’s lawyers can stop it. It was obvious from the time Schock was charged that federal agents had help from inside. His lawyers now claim in a new filing this week that Schock’s Peoria district manager “covertly record private conversations with and between Mr. Schock and his staff;” claiming the manager “stole” thousands of email messages and illegally took congressional office records. The manager then, whom the I-Team identified as 32-year-old Bryan Rudolph, consented to be an informant only after Schock had announced his resignation in March 2015, according to the defense filing. Rudolph, whose resume states that he began working for the federal government’s Social Security Administration in 2007, did not return messages or answer emails on Thursday concerning the undercover work or claims that evidence he gathered had been illegally obtained. Schock’s attorneys rip the government’s use of the staffer-turned-informant; in the court record they say that he broke the law by stealing information from the Illinois Republican’s files. They call it a trail of improper – if not outright illegal – acts. Schock is accused of numerous federal corruption charges including wire and mail fraud, theft of government funds and falsifying federal election filings. Prosecutors say he pocketed thousands in improper vehicle reimbursements, camera equipment and proceeds from selling tickets to the World Series and Super Bowl. Attorneys for Schock plan to ask that the case be thrown out because of how the informant evidence was gathered – or at least that the evidence collected by the office manager be barred from trial.)

As Democrat Susana Mendoza left the state capital Thursday and entered her state-purchased vehicle, she was followed by an Illinois GOP operative who shot video of her. Republicans later tweeted about Mendoza’s “loaded,” luxurious ride. The implication is that state government may be broke, but Mendoza’s living large on the taxpayer’s dime. Mendoza was furious, saying in a counter-tweet that the Illinois Republican Party was “creepily stalking me.” It’s the latest flap between Republican Gov. Bruce Rauner and Mendoza over who’s doing the most to look out for taxpayers. But does the GOP’s charge really hold up? Mendoza’s ride is a 2016 Ford Explorer, purchased used in January, with 16,431 miles. Total cost was $32,279. An invoice provided to CBS 2 shows Gov. Rauner’s main ride is newer, larger and more expensive. It’s a Ford Expedition XLT with extended length. It was purchased new, last December, by state police, at a cost $54,000. That is 67 percent more than Mendoza’s car. A Rauner spokesperson points out state police purchased the new vehicle – not Rauner’s office – even though the governor uses it. State police, of course, report directly to the governor.)
