Sources close to the party and the Rauner campaign predict the final results will secure enough votes to guarantee a re-election victory for Chairman Schneider. However, according to Matt Dietrich, a spokesman for the State Board of Elections, the certification process is more of a formality and bears no actual legal weight. “If there is a dispute within the Republican party about the conduct of the county conventions, that will have to be litigated in court. We have nothing to do with rules and procedures within the parties,” Dietrich said in an email. Shaw argues Thursday’s announcement party will make little difference in the outcome of his race, and says a judge will make the final determination. He says the party, even as a private entity, is “heavily regulated by the Illinois state election code.” . . . If Ives gets her way, party unity will have to wait for a judge’s gavel. “I think it is going to be up to the courts to determine this in the end,” she said. “From what we were told, there was some inappropriate voting going on.” “I don’t think that [Rose] will be certified as the winner of the 15th,” Shaw said. “It’s not totally clear who gets to make that decision. I do not agree that he is the winner of the 15th.” Party bylaws provide very few specifics to determine the election process of the chair and its members. Winchester hired corporate attorney Steve Boulton to challenge the voting procedures. Boulton works for Peraica and Associates, a firm with longstanding ties to conservative radio talk show host and political schemer Dan Proft. Peraica and Proft, both strident tea party conservatives who have long yearned for a smaller state government, are hardly strangers to losing elections and then swiftly protesting the results. Neither Proft nor Winchester returned messages seeking a comment for this story, but both are working to thwart Rose’s victory and elect Shaw to the party chair position. While he may stand to benefit from Proft’s behind-the-scenes machinations, Shaw sought to distance himself from the provocative radio host on Wednesday, choosing rather to embrace an embattled governor — and the party’s top donor — in pursuit of his own narrow election win. “I don’t really know Dan that well,” Shaw claimed. “I know he’s a radio personality. I’ve seen him at a few events.” Operatives aligned with Rauner and Schneider have privately suggested Proft and Ives are backing Shaw’s candidacy to settle a political score from a bitter primary. “If I’m such a big fan of Dan Proft, why did I have choice words with him?” Shaw said, referring to a December shouting match between the two men at a Republican event. “He came in and gave a speech and I thought unfairly criticized precinct organizing efforts,” Shaw said. “I got up and questioned his credentials to have a position like that.” Sources close to Ives believe Rauner’s general election loss to billionaire Democrat J.B. Pritzker is inevitable. They are seeking a statewide reset at the party level, which includes a plan to purge Rauner’s allies from the controls over the upcoming four-year term and realign the party closer to the nationalist themes from President Trump’s 2016 campaign. . . “As long as they want to paint a rosy picture, I’d ask them to keep thinking that way because they’re in for a surprise in November,” Shaw predicted. “Bruce Rauner is a fighter. I predict Bruce Rauner gets re-elected governor and I’m going to be there standing by his side as his chairman. He’s my governor and he’s going to be my governor another four years.”)

GOP sources tell us that the unofficial breakdown is pretty closely divided between Schneider and Shaw, making the 15th district outcome all that more impactful. Chapin Rose (R-Mahomet). The first step in the legal action is expected to be an appeal to the Illinois State Board of Elections, which under law, must certify the votes in party elections. Among other charges, Winchester is expected to challenge the use of votes by acclamation in some counties — a move that gives the candidate with more than half of the votes the entire final tally, which violates party rules and may violate state law. Republican sources said that the Republican Party put up Chapin to run against the incumbent Winchester as punishment for his backing Rep. Jeanne Ives (R-Wheaton) in the Republican primary against Gov. Bruce Rauner. Winchester, who could not be reached for comment, also opposes the re-election of GOP Chairman Tim Schneider. The party’s 18 central committee people, one representing each congressional district, is scheduled to meet May 19 to elect a state chairman, and sources say that Schneider’s re-election bid is in jeopardy. Mark Shaw, Lake County Republican chairman and central committeeman in the 10th Congressional District, said that people should not jump to conclusions about the outcome of the race between Winchester and Rose. “Just because the party said Chapin won doesn’t mean he won,” Shaw said. “Until May 19, there is no party governing board, and Chaplin can’t just show up on that day and act like he’s a committeeman. The results have to be certified first, and I expect the board will find a lot of irregularities in the voting process.” He added that he knows Winchester as a man of “integrity and honesty” and he would not be taking legal action unless he was convinced that election law procedures were violated. Results of the election show that Winchester received zero votes in nine of 33 counties, including four of the 10 most populated, a result that Shaw and others said would be impossible. Several counties, sources said, failed to even offer Winchester as a candidate for consideration. (FROM THE ARTICLE: A white supervisor in the Cook County Adult Probation Department has filed a federal lawsuit claiming he was wrongly dismissed last year, while numerous black employees in the department have received little or no discipline for alleged misconduct. Philippe Loizon, a former deputy chief who made about $115,000 a year, on Tuesday sued Chief Judge Timothy Evans, alleging that Evans, the county’s first African-American chief judge, had discriminated against him because of his race. Evans fired Loizon in May 2017 following a series of Tribune investigations into accusations that a rogue unit of officers under Loizon’s command had improperly teamed up with Chicago police and the FBI to conduct warrantless searches of homes, and coerced probationers to work as police informants. The county paid $110,000 to two Chicago men who alleged in federal civil rights lawsuits that probation officers, joined by the FBI and city police, conducted illegal searches of homes. And a series of gun cases fell apart following accusations of those questionable searches. Loizon, who was assigned to desk duty for two years before he was dismissed, said the Tribune’s accusations were false and were “based primarily on information provided to the reporters by convicted felons.” He said he had a “clean personnel record” and received outstanding job reviews during his 29 years with the probation department. He alleged Evans treated him differently because he is white. “Evans imposed discipline against Loizon in a manner and at a level he had never imposed on an African-American employee of the (department), despite conduct of an egregious nature by some of the African-American employees,” according to the suit. Evans’ spokesman, Pat Milhizer, declined to comment, citing a state Supreme Court rule that he said forbids judges and court personnel from commenting on pending court matters. One of Loizon’s lawyers, Gregory Friedman, declined to comment Wednesday, referring the Tribune to a statement he issued last June. In that statement, Friedman said Loizon was an exemplary employee who was wrongly fired, and that the Tribune had “done a great disservice to a good man. “Throughout his employment, Mr. Loizon performed his duties in an outstanding manner and in conformity with Departmental polices,” Friedman wrote then. “Philippe Loizon was a diligent and dedicated probation officer and Deputy Chief.” In his suit, Loizon identified 12 current and former probation officers, all of whom are black, who allegedly committed misconduct or violated department policy, yet received little or no punishment at all. The suit cited a probation officer who frequently worked to turn probationers into police informants; an officer who falsely claimed to meet with probationers who actually turned out to be in jail or dead; and an officer who shot and wounded a 14-year-old boy. Loizon said that none of those employees were disciplined. Loizon is seeking reinstatement as deputy chief, back pay with interest, compensatory and punitive damages, and his lawyers’ fees and expenses.)

But the primaries behind them, the winners still have to convince those who wanted someone else at the top of the ticket. Incumbent Gov. Bruce Rauner probably thought he didn’t need to worry about his only Republican opponent, state Rep. Jeanne Ives, during the primary campaign. In the past, he’d called her a “fringe candidate” and decided to forgo campaigning against her until just a few weeks before election day. When the votes were tallied election night, Rauner had snuck past Ives by just 3 percentage points. It was closer than most expected, and the governor acknowledged that in his victory speech by saying he had heard the message those dissatisfied voters were sending him. “I have traveled the state and I have listened to you,” he said in his election night speech. . .Rauner, on the other hand, must try to get more than the 50 percent of Republicans who voted to renew their trust in him and get them out to the polls in November. Chris Mooney, a political science professor at the University of Illinois Chicago, said the governor has the more difficult task of restoring trust with a large segment of his party’s base. “And so the question is can Rauner look to them – he doesn’t have to worry about them voting for Pritzker, I think that’s pretty clear. What he has to do is get them to come out to vote in November.” . . . Rauner has done his best to separate himself from President Trump, but there are similarities in their backgrounds. Both tout success in business and very wealthy. Rauner’s wealth has been a key rallying point for Democrats, who view him as out of touch with the working class and spotlight his attacks on organized labor to make their point. . .Rauner has been traveling the state campaigning, it appears he has yet to bring Ives’ backers into the fold. This may not be an easy feat to accomplish – even for the wealthy governor. Ives was heavily outspent, but she was able to easily tap into the dissatisfaction among conservatives who felt Rauner had broken his promise on key legislation, including a measure to allow public funding for abortions. Despite a push from conservative groups – and even Chicago Cardinal Blaise Cupich – to hold the governor to his word, Rauner signed the legislation into law. Ives herself makes that point, saying many of her supporters feel betrayed. “There are supporter voters of mine, they are saying we are not going to vote for him regardless of what he says.” While the circumstances might be different, the insurgent campaign Ives ran harkens to Donald Trump defeating establishment Republicans on his way to the White House. Those who felt left out, or maybe taken for granted, went for Trump and sent a message. In Illinois, Rauner doesn’t deny there is still work for him to do. Soon after election night, Rauner hit the campaign trail to acknowledge there were some divisive issues. “And I know now, as I’ve known for a while that we need to find common ground to bridge the divides.” As for Ives, she has said she will vote for Rauner but made it clear she has no plans to campaign for him. While both Pritzker and Rauner will spend the next several months telling all voters why they should be elected, they’ll also be busy mending fences – in their own political backyards.)

They’re the Californians who will lose a collective $12 billion because the new law caps a deduction they have been able to take for paying their state and local taxes, according to a new analysis by the Franchise Tax Board. Very wealthy Californians earning more than $1 million a year will pay the lion’s share of that money, with 43,000 of them paying a combined $9 billion. It’s not all coming from the wealthy. Another $1.1 billion will come from households earning less than $250,000, hiking their tax liability $4400 on average. That’s not peanuts, but it’s a far cry from the average $209,302 per family that will be owed by those households earning more than a million dollars a year. Put this another way. That represents the federal tax liabilities that everyone else in the country subsidized through SALT. The “progressive” income tax used taxes paid by people in low-tax states to repay the wealthy for their taxes in places like California. The SALT deduction really only comes into play for people who can itemize enough to outstrip the standard deductions, so its benefit plays mostly to the wealthy anyway. It also plays mostly to the benefit of a very few states. California and New York taxpayers soak up almost third of all benefits from SALT deductions; add in New Jersey, Illinois, Texas, and Pennsylvania, and they account for more than half of its benefits.)

Mr. Kirsanow said he assumes the segregated meetings were instituted in response to a recommendation in District 65’s May 2017 Equity Report that the District create “social identity affinity groups.” He said, “I am astonished that District 65 spent taxpayer money on a report that includes the recommendation, ‘separate teachers by race.’ Separating teachers by race fosters racial division and is prima facie unlawful. By its nature, it forces teachers to view themselves in terms of what divides them, rather than what they have in common. It also encourages a binary view of society that, depending on your perspective, is either, ‘whites against everyone else’ or ‘everyone else against whites.’ It may even foster a sense among both groups that they are threatened by the other. “However well-intentioned, this is segregation for the 21st century,” Mr. Kirsanow said. “Unless a legitimate, nondiscriminatory educational reason can be articulated, the segregation almost certainly would be found unlawful. (FROM THE ARTICLE: White privilege has become the target of many initiatives in higher education. The goal, advocates say, is to fight racism and promote justice. Yet the practice often doesn’t seem constructive. In my college career, I’ve spoken to many peers and professors who insist adamantly that any conversation about race in America should begin and end with the accusation of white privilege. The aim seems to be to establish guilt, not build understanding. As I see it, the main goal of discussing white privilege should be to promote a more complex and nuanced view of the world so that, for example, it would be difficult for one of my white peers to drive through the Washington neighborhood where I grew up and say: “What’s wrong with those people?” People of all races should aim to understand the range of attitudes and perspectives on race that make the issue a difficult one. Often that’s not how activists approach it. “I’m not interested in talking to white people who aren’t woke,” one student told me. When I asked him to clarify, he said: “Ain’t no white person earning my trust unless they admit to being racist and apologize on behalf of their ancestors.” Although I strongly disagree with this view, I have some sympathy for it. For many African-Americans, focusing on white privilege allows them to assuage a damaged self-image that is the legacy of centuries of racial subjugation. That feeling should be taken seriously, not dismissed. But the way to bring people of different races and viewpoints to the table is not by belaboring the unconscionable demand that white people confess their guilt for social problems that no individual could have created. To build understanding around issues of race, we instead should try to engage others in good faith, especially when doing so can be difficult.)
