Many millions have not and will not seek a job with the federal government a) because the pay and benefits are terrible compared to big private sector employers, b) because the advancement opportunities are terrible compared to big private sector employers, c) because they lack required education, work experience, professional certifications, and/or professional licenses, d) because they cannot pass an employment examination, e) because they cannot pass a background investigation, f) because they cannot pass a physical examination, g) because they cannot take the demonization, denigration, and condemnation that comes with being a federal employee or federal retiree, and/or h) because they are Republican, White, male, older, and/or non-veteran and they know that the federal government discriminates against the aforesaid. Non-veteran White males who are seeking a job with the federal government should be advised that with only rare exceptions, a) the longer that you are a federal employee, the less likely that private sector employers will hire you, b) your career will be wasted and you will be gotten rid of if you do not make GS-13 (currently $96,403) by age 25, GS-14 (currently $113,920) by age 30, GS-15 (currently $134,000) by age 35, and Senior Executive Service (currently $164,200) by age 40, c) you will be expected to help your superiors and supervisors get rid of their employees who are Republican, White, male, older, and/or non-veteran, and d) virtually everyone despises if not hates federal employees, former federal employees, and federal retirees.)

(THE ARTICLE: In 1980, when I was 31 years old, I took a $19,203 (26%) pay cut in today’s dollars to transfer from IRS to GAO – a downgrade from GS-12 Step 5 (currently $91,880) to GS-9 Step 10 (currently $72,677). According to the Office of Personnel Management, 77% of current federal employees have worked for only one agency, 15% have worked for two agencies, and only 8% have worked for three or more agencies. I worked for the Post Office 1966-1969, for IRS 1971-1980, and for GAO 1980-1997. I should write a book about transferring between federal agencies.

 

GAO audits IRS. In 1980, when I was 31 years old, my Democrat GAO superiors, supervisors, coworkers, and subordinates vehemently opposed my transferring from IRS to GAO. Instead of my taking a $19,203/year (26%) pay cut in today’s dollars, they wanted me to transfer in as an intern and take a $58,902/year (64%) pay cut in today’s dollars (a downgrade from GS-12 Step 5 to GS-4 Step 1). To justify that, they viciously demonized, viciously denigrated, and viciously condemned a) the knowledge of IRS that I had gained by working for IRS for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $81,071-$91,880; b) my having passed the CPA examination on my first attempt in 1979; c) my having almost completed the requirements for a master’s degree in accounting from DePaul; d) my having earned an MBA from Loyola in 1976; and e) the fact that much of what GAO Analysts do is similar to what IRS Revenue Officers do.

 

They hinted/implied/argued that IRS should NOT have a) hired me in 1971, b) promoted me in 1972, 1973, or 1974, or c) let me work there for almost 9 years. They hinted/implied/argued that the Post Office should NOT have a) hired me in 1966 or b) let me work there for almost 3 years. They were disgusted, outraged, and beyond furious that I transferred in with almost 12 years of federal seniority, 30 unused vacation days, and more than 100 unused sick days. They hinted/implied/argued/shouted that legislative branch employees were far superior to executive branch employees. They stressed that I had been a union member while I worked for the Post Office and for IRS and that I had filed grievances.

 

To turn everyone at GAO against me, they stressed to GAO employees a) who were Democrats, that I was a Republican, b) who were liberal or moderate, that I was conservative, c) who were non-Protestant, that I was a Missouri Synod Lutheran, d) who had less money than my wife and I had, that my wife and I had more money than they did, e) who were non-German American, that I was 100% German American, f) who had ancestors who had not been in America for a long time, that my ancestors had been in America since 1844, and g) who were veterans, that I was a draft avoider. They would not have done any of the aforesaid if I had been a Democrat, a minority, a female, or a veteran.

 

Have you worked in toxic workplaces? Soon after I transferred from IRS to GAO in 1980 when I was 31 years old, I learned how toxic its Chicago office was for those who shared my demographics. Nevertheless, I counted on the GAO manager who had arranged for my transfer a) to protect me from political affiliation discrimination, from reverse discrimination, and from age discrimination, b) to get me assigned to audits of IRS, c) to get me promoted to GS-11 Step 10 (currently $87,933), to GS-12 Step 5 (currently $91,880), to GS-13 Step 1 (currently $96,403), etc. However, ever-increasingly, the Democrats who ran the office did everything that they could to get rid of him. Nevertheless, in 1986, he succeeded a) in getting me assigned to audits of IRS and b) in promoting me to GS-13 Step 1 (currently $96,403). (FROM THE ARTICLE: Working on the Luxury Sales team has been amazing, but I think that out of all the projects I’ve done this summer my most fulfilling project has been my Maker Week project. I worked on a Diversity & Inclusion project with interns from a variety of departments to create an employee resource site. The idea came from the fact that many people were unaware of diversity initiatives throughout the company so we thought that creating a database and website to record the diversity initiatives would be a great internal resource and create visibility for the programs. First, we gathered all the information about the diversity initiatives to create the database. Second, we interviewed different people in the company like A.G. Sulzberger, Dean Baquet, Meredith Kopit Levien and other employees involved in diversity initiatives. Lastly, we formatted the website to hold the database, show diversity efforts in recruiting, the newsroom and the business side. We also added a tab for various conferences based on departments. Our showcase at Maker Week was great because employees seemed really interested in the accessibility of the website. It was one of the best projects I’ve worked on and I’m so glad to have been a part of it. I think this project really taught me to be bold in my work. I spoke to all these amazing people by just emailing them and taking a chance and it worked out which was amazing. I’ve also been a diversity advocate throughout my years in school and this project showed me how an idea from one of my passions can become a useful reality. In the fall, I’ll be heading back to Syracuse University to be a Resident Advisor for my last year. I’ll also be a peer facilitator for our first diversity-oriented freshman forum. I want to use the skills I’ve learned in this internship to create something amazing on my campus that is fueled by my passion just like I got to create at The New York Times.)

The federal government wastes the careers of and gets rid its employees who are Republican, White, male, and/or non-veteran who fail to make GS-13 (currently $96,403) by age 25, GS-14 (currently $113,920) by age 30, GS-15 (currently $134,000) by age 35, and Senior Executive Service (currently $164,200) by age 40. Extremely few federal employees make the aforesaid promotions.)

(FROM THE ARTICLE: The federal government officially outlawed age discrimination in the workplace 50 years ago and therefore it is now nothing but a distant memory. We now pause for the laughter to die down. Unfortunately, it is still with us—as are a number of other forms of bias also outlawed around the same time, not incidentally—according to the very agency that enforces the law in the federal workplace as in other workplaces, the Equal Employment Opportunity Commission. The Age Discrimination in Employment Act was passed in 1967 but its effective date was put off until June of the following year. The law barred discrimination on grounds of age with respect to any term, condition, or privilege of employment; barred retaliation for opposing employment practices that discriminate based on age or for filing an age discrimination charge; and generally barred including age preferences in job notices. Protection against bias on the basis of advanced age was an admirable foresight in a nation awash with young baby boomers. However, “After 50 years of a federal law whose purpose is to promote the employment of older workers based on ability, age discrimination remains too common and too accepted,” says an EEOC report. “Despite decades of research finding that age does not predict ability or performance, employers often fall back on precisely the ageist stereotypes the ADEA was enacted to prohibit.” While quantifying age discrimination is difficult—in part because, like other forms of discrimination it often is not formally reported—“the perception that age discrimination exists in our workplaces is prevalent,” it said. It cited a recent survey finding that more than 6 in 10 workers age 45 and older say they have seen or experienced age discrimination in the workplace and of those, 90 percent say it is somewhat or very common. This most frequently takes the form of unlawful firing, harassment, discriminatory terms of employment and discriminatory discipline, said the assessment of the nationwide workforce whose findings should be of special concern in the generally older federal workforce. For those who don’t have a job and are looking at an older age—such as in the common scenario of a federal employee who retires relatively young and wishes to continue working—things can be even worse. In another survey cited in the report, more than 3 of 4 older workers said their age was an obstacle to finding a job. It also cited studies that have documented age discrimination by employers as reflected by the share of job applicants who are called for an interview when applications contained an age, versus those that were age-neutral. Employers also have been found to be signaling a preference for younger workers by stating that “digital natives” are needed.)

(FROM THE ARTICLE: The average age of a federal employee is pushing closer to the 50-year mark and less than 17 percent of workers are under age 35, pointing to the facts that people are working longer and fewer young people are entering government. Civil service reform discussions have for years focused on streamlining hiring and modernizing the approach to employee compensation, never quite getting any of it done. Some believe federal employees are underpaid, others claim they’re overpaid. Maybe there is just too much noise in the system for some to regard federal employment as a great place to work. Perhaps we need to hit the reset button and take a hard look at what is right. Let’s begin with a basic premise: To obtain a job, you must possess a skill set, or at least the aptitude to develop the skills needed. Employment then becomes a form of contract. The employer agrees to pay the employee money and benefits in exchange for job performance consistent with defined requirements and standards. This should be obvious. However, in today’s environment we need to add a second premise: In a rapidly changing world, jobs and organizations must continually evolve, grow, and adapt to be effective. This applies to government, not just the private sector. It should be easy, right? Unfortunately, it’s not. Achieving the following three things would go a long way toward improving the performance and accountability of federal employees.)
— One Quarter of Suspended Feds Have Been Suspended Before – Eric Katz (DIERSEN: Of course, my critics/opponents, their operatives, and their dupes stress the many adverse employment actions that my Democrat superiors in the federal government took against me. My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $19,203 pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974. My Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests in 1969 and 1968.)

— Actions Needed to Ensure Agencies Have Tools to Effectively Address Misconduct (DIERSEN: My critics/opponents, their operatives, and their dupes have always hinted/implied/argued/shouted that my Democrat superiors in the federal government took adverse employment actions against me, that is, disciplined me, because of my misconduct and a) NOT because of political affiliation discrimination, reverse discrimination, or age discrimination, b) NOT because I complained about the aforesaid, and c) NOT because I became an active member in a class action lawsuit in 1988 when I was 40 years old that charged them with reverse discrimination, age discrimination, and retaliation.)
