The federal government subsidizes $17,288 (75%) of my and my wife’s health, dental, and vision insurance, but we have to pay $5,763 (25%). My Social Security is only $2,028 because I get a CSRS pension. Federal COLAs are far less than inflation.  My CSRS pension has been, is, and will forever be dramatically reduced because my Democrat superiors in the federal government wasted my career. (FROM THE LETTER: This is in response to a Monday letter to the editor “Farewell, Sen. Radogno.” Former state Sen. Christine Radogno will be with the taxpayers of Illinois for many decades to come. She can expect to receive pension payments totaling more than $2.3 million during her retirement. Her final salary of more than $95,000 results in an estimated first-year pension of more than $81,000. That payment increases by 3 percent annually, thanks to the ill-conceived General Assembly Retirement System. Dozens of Illinois legislators have said “no” to their pensions. Radogno said “yes,” as if it were an entitlement. Folks retiring on their Social Security pension are much less fortunate. Someone retiring at age 65 would receive only around $35,340 per year, or 37.2 percent of a $95,000 salary (if he or she is married) or otherwise $23,621 per year, which is 24.9 percent of a $95,000 salary. Meanwhile, Radogno’s first-year estimated pension represents 85.3 percent of her salary. Retired Illinois legislators with four or more years of service have their insurance for health care, prescriptions and vision care subsidized. Generous Illinois taxpayers foot the bill for those benefits and their annual pensions! And none of those pensions are subject to Illinois taxation. Illinois taxpayers will be watching Radogno’s replacement. He or she should start by setting a good example: refusing a taxpayer-paid GARS pension and insurance for health care, prescriptions and vision care. Since all folks receiving a pension in Illinois are not subject to Illinois income tax, an income cap needs to be established, say $60,000 as an example. Anything above that cap would be taxed. It is a matter of fairness, and equity, toward paying the $5 billion, 32 percent income tax increase. How about it Illinois state legislators?)

(FROM THE LETTER: I am very disappointed in the article by Marie Wilson alleging the Township Road District merger between Naperville Township and Lisle Township is proving difficult. As a former candidate for Township Trustee I am pretty familiar with the course of events leading up to the referendum. What Marie fails to mention (and it is critically important) is that the initial proposal by the Township and City of Naperville was to have Naperville’s street department take over the Township roads. That would have been the optimum deal and saved the most money. However, the vested interest (Republicans, no less) rose up to stop the loss of their generous pay and benefits. It was only after the Township Supervisor, at that time, cut their budget and forced the road district to strike a deal with Lisle Township. For the new regime at the Naperville Township Road District to cry it’s too difficult to effect the merger is disingenuous at best. They are simply angling to restore their overly generous pay and benefits; and the article by Marie Wilson plays right into their hands.)

(FROM THE ARTICLE: Nearly every day, hundreds of Americans over the age of 50 lose their jobs due to corporate downsizing. These workers remain unemployed for longer periods than do younger workers and are more likely to leave the workforce entirely. The rise of long-term joblessness among middle-aged Americans is straining public resources, contributing to drug use and harming economic growth. What can be done? Paradoxically, federal laws against age discrimination also discourage companies from taking a chance on older job applicants. That’s why the key to helping older workers find jobs is to reduce the costs of letting them go. The United States has been a global leader in protecting workers from employment discrimination on the basis of age. The federal Age Discrimination in Employment Act (ADEA) and similar state laws bar employers from treating older workers differently than their younger counterparts with respect to wages, benefits, and other working conditions. These laws have had a largely beneficial effect for older people who already have jobs. But they make it harder for the unemployed to find work. Companies tend to assume that older job applicants will be problematic employees. Older workers often must adjust to lower salaries than they’re accustomed to and may bristle at working for younger supervisors. Because older workers belong to a protected class under age-bias laws, employers face potential legal action if they attempt to fire disgruntled or unproductive employees. The easier route is to avoid the problem altogether — and not consider job applicants over the age of 50. There are essentially two ways to deal with this problem: sticks and carrots. The most readily available sticks are lawsuits filed by job applicants who believe they’ve been victimized by age bias. But such an approach can only go so far. The law gives employers considerable latitude when it comes to hiring decisions, and effective challenges to hiring bias are extremely rare. Job seekers are not told why their applications are unsuccessful; even when employers adopt across-the-board rules against hiring older workers, such discriminatory policies are rarely written down and thus difficult to prove. Carrots are more effective. Specifically, the government should allow for wider use of “safe harbors” – essentially administrative rules that give employers a risk-free opportunity to hire older workers and then evaluate whether the perceived drawbacks actually materialize. The agency responsible for enforcing the federal statute barring age discrimination is the Equal Employment Opportunity Commission. The EEOC has the authority to grant exemptions, also termed safe harbors, from the ADEA. Early on in the agency’s history, the EEOC promulgated safe-harbor-type guidelines to encourage affirmative action programs and careful use of aptitude tests. The U.S. Supreme Court itself announced a kind of safe harbor in its 1998 rulings telling companies when they will be held liable for sexual harassment committed by supervisors (and when they likely will not). The safe-harbor approach could be used to experiment with ways to overcome hiring barriers confronting older workers. For example, the EEOC could declare that job applicants may be hired for a two-year probationary period. Workers employed under the safe-harbor authority would be protected by all other laws, including laws against harassment and unequal benefits. But if an employer chose to terminate them during the probationary period, the employees would not be permitted to challenge the decision in court. If this safe-harbor approach proved effective in helping older workers find jobs, the EEOC could consider extending it to other groups who face obstacles in the hiring process. These might include people with certain physical disabilities, such as blindness, that are costly to accommodate, or workers with criminal or credit records. Use of the safe-harbor provision provides a way to promote anti-discrimination objectives without any serious downside. It would give older Americans left out of the labor market a chance to persuade employers they can be productive contributors to the new workplace.)

This year again, I delivered flyers to the residences and businesses on the parade route. The flyers listed the Republican entries in the parade and the Republicans who helped sponsor entries. Outstandingly, the flyers were printed courtesy of Alpha Graphics. Star-spangled sentiment lingers: 79 percent of the public would describe themselves as patriotic; 92 percent of Republicans and 80 percent of Democrats agree, along with 95 percent of those who voted for President Trump, and 78 percent of those who voted for Hillary Clinton. So says a wide-ranging Economist/YouGov poll conducted during the last week of June. The Republican Party has a little edge here. The poll found that while 46 percent of Americans overall say that both major political parties are “patriotic,” 33 percent cited the GOP and 21 percent the Democratic Party. But what constitutes patriotism? Sixty-nine percent of Americans overall said that someone could criticize Mr. Trump and still be considered patriotic; 61 percent of Republicans and 73 percent of Democrats agree with that. Another 68 percent also said that one could criticize former President Barack Obama and still be considered a patriot as well; 75 percent of Republicans and 65 percent of Democrats agree. The public is not so cordial toward people who burn the American flag or refuse to pay their taxes, however.
