(FROM THE ARTICLE: Longtime Bolingbrook Mayor Roger Claar hosted a big fundraiser for Republican presidential nominee Donald Trump last fall at the fancy village-owned golf clubhouse known locally as the “Rog Mahal.” Barely a month later, residents of the southwest suburban village voted 66 percent for Hillary Clinton to 27 percent for Trump. Will County board member Jackie Traynere, a Democrat, hopes to use that apparent political disconnect between Claar and his constituents to bring an end to his sometimes controversial 30 years in office. Since announcing her intention to run against Claar in the April 4 municipal elections, Traynere has sought to make the race in part a referendum on Claar’s support for the new president. “Trump isn’t the reason Roger should go. It really is his management of the village,” Traynere, 54, told me recently in a phone interview from Leavenworth, Kansas, where she was traveling on business in her role as a union organizer for the American Federation of Government Employees. But she adds: “The Trump support really pushed people over the edge.” Claar, just back from Trump’s inauguration, argued Tuesday that traditional party politics don’t belong in municipal elections and that he will gladly run on the record that has made him one of the longest serving mayors in the Chicago area. “I think people are generally pretty happy with what’s going on in Bolingbrook,” said the 71-year-old Claar, who aggressively steered the village’s growth from a population of about 33,000 when he took over to more than 75,000 today. Indeed, it’s a tricky business to inject national politics into a municipal election. Candidates don’t even run under party labels. And voter turnout is usually only a small fraction of what it is in a presidential election. But the fact is that Bolingbrook, an increasingly diverse community in every sense of the word, has been trending Democratic in statewide and national elections for the past decade. That suggests an opening for a Democrat mounting a serious campaign, and Traynere seems to be doing just that. She has hired a professional campaign manager and claims the endorsements of Sen. Dick Durbin and Cook County Board President Toni Preckwinkle among others. Traynere was just re-elected to her third term on the Will County Board and served last year as a Bernie Sanders delegate to the Democratic National Convention. Claar starts the election season with a campaign fund of more than $500,000, barely half of what he once kept on hand, but says he has what he needs. “This whole thing is about power. They see this as an opportunity to take over. They want to be in charge of Bolingbrook,” said Claar, who vowed that he will not seek endorsements from any Republicans, including Trump. That doesn’t mean Claar is backing down from his support for Trump, whom he describes as a “breath of fresh air” on the political scene. “He called it like it is. That’s kind of the way I operate,” said Claar. Claar operates as a full-time mayor and pays himself commensurately with a salary of $140,102, not including a $6,000 car allowance. He emphasizes that’s less than Bolingbrook paid the village administrator whose job he eliminated. Claar also is collecting two public pensions: $55,757 from his previous life as a school administrator and $4,532 from his tenure on the Illinois Tollway Authority. His total annual taxpayer compensation of $200,000 looms as a potential campaign issue. Claar resigned from the tollway board in 2000 after the Sun-Times reported he was raising campaign funds from tollway vendors. That was just one of many minor scandals that have dogged Claar through the years, but nothing that has turned the voters of Bolingbrook against him. “I have been vetted on numerous occasions over false accusations,” Claar declared. He predicts Traynere’s emphasis on Trump could backfire. I predict it will make for a more interesting than usual municipal election season.)

(FROM THE ARTICLE: Robert Saar, the longtime executive director of the DuPage County Election Commission, no longer is overseeing the day-to-day operation of the agency — and hasn’t been since mid-December. Election commissioners said Monday that Saar officially will retire March 14 but has not been in the office since Dec. 16, when he informed them about his plans to step down. He has been using accrued time off since then, they said, and has no plans to return to work. Joseph Sobecki, the commission’s assistant executive director, is serving in the agency’s top administrative role on an interim basis. “The election commission wishes Mr. Saar the best in his retirement,” said Cathy Ficker Terrill, chairwoman of the election commission board. Saar has been with the commission since 1981 and served as executive director since 1997. Pat Bond, the commission’s attorney, said retirement was on Saar’s “radar” in recent years. “As each election approaches, he doesn’t want to leave anybody in a lurch,” Bond said, “so he stuck around.” This year, the circumstances are different. Saar told commissioners about his retirement just days after DuPage officials announced a plan to ask state lawmakers to return election oversight power to the county clerk’s office by merging it with the election commission.)

(FROM THE ARTICLE: Salon reports the plan is part of empowered Republicans overall push to purge thousands of jobs from the payrolls of the federal government at a savings of as much as $10.5 trillion over the next decade. In all, the government could be hit with budget cuts of as much as 10 percent and the federal workforce could be slashed by up to 20 percent over that same period. More recently, CBO officials concluded that if the Affordable Care Act, also known as Obamacare, were to be gutted as Republicans have made it a signature vow of doing, the number of uninsured Americans would increase by 18 million in the first year and premiums could skyrocket by up to 25 percent over that same time. Gingrich recently characterized those findings as not only wrong but somehow clearly corrupt. “CBO literally brought in the architect of Obamacare to be the adviser on scoring the very Obamacare legislation that he helped write,” he ranted. “The score was a lie. It was so wrong it was totally indefensible. (FROM THE ARTICLE: At noon on Friday, 55-year old Barack Obama became a federal retiree. His pension payment will be $207,800 for the upcoming year, about half of his presidential salary. Obama and every other former president also get seven months of “transition” services to help adjust to post-presidential life. The ex-Commander in Chief also gets lifetime Secret Service protection as well as allowances for things such as travel, office expenses, communications and health care coverage. All those extra expenses can really add up. In 2015 they ranged from a bit over $200,000 for Jimmy Carter to $800,000 for George W. Bush, according to a government report. Carter doesn’t get health insurance because you have to work for the federal government for five years to qualify. The pensions and other benefits were first created in 1958, when former President Harry Truman was experiencing financial trouble. The annual payments are currently the same as what cabinet secretaries earn in a given year, and those salaries are set by Congress. But the days of this kind of taxpayer support for ex-presidents may be numbered. Last year, the Republican Congress passed a bill that would have set a flat $200,000 a year in pension payments and capped other expenses at $200,000 a year per president. The cost of living increases for the pension would be tied to the same formula used to increase social security benefits. But that $400,000 could quickly disappear under the proposed law, which cuts the pension and expense payments by a dollar for every dollar that a former president earns above $400,000. So taxpayers are off the hook entirely once a president earns $800,000 a year. Given that most former presidents can earn significant incomes from speeches and writing books, it’s very possible that the taxpayer support of former executives could become a thing of the past. But Obama vetoed the legislation, telling Congress that he did so because the bill also would have terminated the salaries and benefits of former presidents’ staff, and made it harder for the Secret Service to protect former presidents. “If the Congress returns the bill having appropriately addressed these concerns, I will sign it,” he said. But the legislation never got back to his desk. The president’s salary is $400,000, but during the campaign President Trump said he would decline the pay.)

That impulse doesn’t bode well for retirement savings. The psychological tendency to prioritize the present over the future has troubling implications, especially in an era in which Social Security is underfunded and old-fashioned pension plans are falling by the wayside, leaving individuals increasingly responsible for creating their own retirement security. “Time, resources and attention are limited,” says Neil Lewis Jr., a Ph.D. candidate in social psychology at the University of Michigan and co-author of a recent study that examined ways to counteract the impulse to spend now instead of saving for retirement. “People allocate them to events that are pressing, rather than to events that may happen later.” . . .
