CHICAGO SUN-TIMES
— Rauner staffers ‘dropping like flies’ in wave of firings, resignations – Tina Sfondeles

— Rauner aide fired for ‘unacceptable’ tweets — on his first day on job – Tina Sfondeles  (DIERSEN: Who recommended Ben Tracy? Who does background investigations for the Rauner Administration?)
http://chicago.suntimes.com/news/rauner-aide-fired-for-unacceptable-tweets-on-his-first-day-on-job/
(FROM THE ARTICLE: Gov. Bruce Rauner’s “body man” — a hand-picked assistant chosen to travel with him — was terminated on his first day of the job after a series of homophobic and racist comments were found on his Twitter page. Ben Tracy was chosen by the administration to replace Kyle Haevers, who was told on Sunday that he was being moved to another department. The administration on Monday confirmed Tracy’s termination. “These tweets are unacceptable. The individual in question is no longer an employee of our Administration,” Rauner’s Director of Communications Laurel Patrick said in an email. In several tweets, Tracy used the word f*****. In another he comments on a political story saying “Maybe body slamming reporters is the winning formula for republicans in IL?” The tweets were reposted by @RadicalCandorIL – a parody account that has criticized the governor since the rash of firings began last week.)

— Is it 2006 all over again? – Shia Kapos  (DIERSEN: I should write a book about those who shout at Gidwitz, at Oberweis, and at Brady that my GOPUSA ILLINOIS emails caused them to lose in 2006. To punish me for Brady’s loss, his supporters tried, but failed to have the Illinois Center Right Coalition censure me at its 2006 annual convention.)
http://chicago.suntimes.com/news/kapos-cupich-says-hopelessness-of-guns-racism-fueled-childs-death/
(FROM THE ARTICLE: Some Illinois Republicans are having deja vu, circa 2006. That’s when a divided GOP lost the governor’s race. Treasurer Judy Barr Topinka won the Republican nomination that year to challenge incumbent Democrat Rod Blagojevich. Topinka’s primary was brutal. She bested businessman Ron Gidwitz, dairyman Jim Oberweis and state Sen. Bill Brady. The race was so bitter that Oberweis, now a state senator, balked at endorsing Topinka. Divisiveness persisted into the general election and Topinka, who died a few years later, wasn’t able to convince voters that the party was unified. Fast-forward to Republican lawmakers recently defecting from Gov. Bruce Rauner on the vote to end a budget impasse. That split could have a similar effect on the coming gubernatorial election, according to a few GOP insiders.)

http://www.chicagobusiness.com/article/20170717/BLOGS02/170719869/rauner-hires-political-unknown-as-campaign-chief
(FROM THE ARTICLE: Besler was not available for comment, and a couple of GOP campaign vets I spoke with say they do not know who he is. A statement released by the Illinois Republican Party says GOP officials consider him as “a talented leader who understands the political landscape, the state’s critical issues, and the opportunity facing Illinois Republicans in the 2018 election.” Besler’s LinkedIn page indicates he attended Northern Illinois University, worked as a legislative liaison for then-Cook County State’s Attorney Jack O’Malley, and then spent 11 years as director of public relations for Experian, an information services company. At the Illinois Opportunity Project, he worked with Ben Tracy. He is the man who was hired and then immediately fired by Rauner today as his traveling aide or “body man” after reports emerged of racist and homophobic social media posts by him. In an email, Proft confirmed that Tracy did work for the project under him and Besler as “a junior policy analyst” but the neither was aware of his tweets. We don’t use or condone that kind of language. He was wrong to say the things he said and he’s accepted the consequences.” Proft said Besler also worked for the House campaign organization.)

Cabot Phillips, media director of Campus Reform.org, said on “Fox & Friends” the footage is not misrepresented and that a number of students believed socialism to be about “social justice for all [and] equality.” “Sadly, most people my age are being taught that competition is scary because there’s a chance of losing, but we need to make sure that everyone has an equal chance of opportunity, not outcome,” said Phillips. Please plan on watching the 22-minute fireworks Monday evening July 3 at Graf Park, and stopping by the DuPage Republicans booth.  Please plan on watching the parade on Tuesday morning July 4 or walking in the parade with one of the Republican entries. If you want to walk with one of the Republican entries, I suggest being at the staging area at Fifth Third Bank on north Main Street at 9:00 AM. This year is the 10th anniversary of an elephant walking behind Roskam in the parade.  I had the honor of raising $2,000 on short notice from DuPage Republicans to sponsor that elephant.  – Dave Diersen

(FROM THE EDITORIAL: Economic inequality: The Chicago area has yet to make much headway bridging the chasm between haves and have-nots. Disinvestment continues to ravage the city’s South and West sides and many south suburbs, perpetuating a cycle of violence and outmigration that destroys neighborhoods. In the meantime, downtown and the North Side flourish, recharged by a steady influx of millennials. It’s an imbalance that robs residents in struggling neighborhoods of access to parity in education, jobs, housing and transportation. “These residents are not well connected to opportunities provided by the region’s economy,” CMAP states in preview report to “On To 2050,” the regional comprehensive plan that the agency will release next year. “As a result, a substantial portion of the region’s human capital — embodied in the talents and skills of these residents — is being wasted.”)

— College of DuPage OKs settlement with former administrators – Robert Sanchez  (DIERSEN: I saw no evidence that Republican U.S. Senators or Republican U.S. Representatives who represented Illinois while Chennareddy, et al. v. GAO was pending (1987-?) (http://www.leagle.com/decision/In%20FDCO%2020120402879/CHENNAREDDY%20v.%20DODARO) or while  Diersen v. GAO was pending 1998-2005 (https://gopillinois.com/documents/) urged GAO to settle. Their not urging GAO to settle can be taken that a) they reject the equal opportunity (no race or gender based preference giving) plank in the Republican Party platform, b) they promote age discrimination, c) they promote patronage, d) they promote political affiliation discrimination, and/or e) they promote retaliation for complaining about the aforesaid. Their not urging GAO to settle continues to be used by my critics/opponents, their operatives, and their dupes to hint/imply/argue/shout that the following adverse actions that GAO took against me were justified: forcing me to retire in 1997 when I was 49 years old, always ranking me in the bottom half of my coworkers for pay-for-performance purposes, not promoting me beyond GS-13, keeping me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forcing me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980.)

https://federalnewsradio.com/commentary/2017/06/where-is-the-federal-workforce-and-why-does-that-matter/
(FROM THE ARTICLE: When you look at the map, you can see a couple of things. The first is obvious. There is a large concentration of federal employees in the District of Columbia, Maryland and Virginia. In Maryland, for example, the number of federal jobs equals 2.17 percent of the population. It is in the national capital region, so that is to be expected. What may be more surprising is the ratio in middle America, Alaska and Hawaii. In Alaska, the number is 1.48 percent. Other states with high ratios of federal jobs/population are Hawaii (1.55 percent), New Mexico (1.05 percent), Oklahoma (0.97 percent), South Dakota (0.96 percent) and other states in the center of the country.)

Maxine Waters, D-Calif., led chants to impeach the president. “There are so many issues on the front burner right now, and I think you’ll see that reflected,” said Richard Pfeiffer, Chicago’s Pride Parade coordinator. “Since the change in Washington in November, LGBT people and others have been marginalized verbally and in other ways. DAILY HERALD
— DuPage County may seek referendum to dissolve election commission – Robert Sanchez
http://www.dailyherald.com/news/20170605/dupage-county-may-seek-referendum-to-dissolve-election-commission
(FROM THE ARTICLE: County officials have been told the election commission could be dissolved with a binding referendum. But the county can’t form a bipartisan election commission board without a state law change. One of the obstacles facing the proposed state law is that Democratic leaders in DuPage have criticized it. For example, they didn’t like the proposed process to appoint election commissioners. They’ve also voiced concern about the suggested salaries of the commissioners. Cronin, meanwhile, said he wants a consolidation of the election commission and the clerk’s office because it’s expected to save taxpayers at least $300,000 a year. The savings would be achieved by combining staff and finding efficiencies. “My priority is — and always has been — savings for the taxpayers,” Cronin said. “If we can do the same quality service more efficiently and save taxpayers money, that’s the direction we should take.” Before taking any steps to dissolve the election commission, Cronin said he first would have a “robust discussion” with county board members.)

More is expected of non-veteran White males a) because they were born with silver spoons in their mouths, b) because they have always been privileged, and c) because they benefited from their parents’, their grandparents’, their great grandparents’, and the rest of their ancestors’ racism and sexism. Non-veteran Whites males are expected to pay the price of Affirmative Action, Diversity, and Inclusion.)

INSTITUTE OF INTERNAL AUDITORS
— Under Siege Public sector auditors can face intimidation, isolation, retaliation, suspension — even termination — just for doing their job. – Russell A. Jackson  (DIERSEN: I have always been a Republican. I worked for GAO for almost 18 years 1980-1997.  Overwhelmingly, all during that time, my superiors, my supervisors, my coworkers, and my subordinates were Democrats.)
https://iaonline.theiia.org/2017/Pages/Under-Siege.aspx
(FROM THE ARTICLE: The sad reality is that public sector auditors can face retaliation – isolation, smear campaigns, diminution of duties, even suspension and termination – just for doing their jobs. If the fruits of the audit function’s labors conflict with an agency head’s political agenda, too often the political agenda wins and the auditor loses. The threat is so real, and the stakes so high, that many practitioners embroiled in sticky political situations have to inform their colleagues anonymously – or with the approval of a lawyer. That’s why Patton’s tale is attributed directly to him; all his comments have been approved by counsel so they don’t impact the ongoing litigation. Solutions are few, but they do exist. If other practitioners know what to watch for and how to prepare for the worst, some may avoid the untenable situations their colleagues deal with. As an internal auditor under fire at a mid-level school district says, “Exposure of these issues may help someone else.” Ultimately, of course, some public sector auditors caught up in politics will simply have to fall on their swords. At the end of the day, the public servant trying to suppress the truth likely won an election or received an appointment from someone in office, so the auditor trying to tell the truth may be pressured to get on board or get out. But in many cases, targeted relationship-building and a firm grasp of the agency’s governance structure will go a long way toward avoiding catastrophe. The political motivation to punish an auditor often involves information that’s incriminating to the person who ordered the audit in the first place – sometimes under a law or regulation. In one case, an audit investigation found evidence that a school board CEO had been less than honest about his credentials; in another, a culture audit – which, in law enforcement is often going to be politically sensitive – contained pretty damning results; and another uncovered fraud in a university’s program accepting bodies of people willed to science. Often, it’s a more mundane reason, like auditors looking into contracts or programs that executive directors don’t want exposed or, as in Patton’s case, assisting outside agencies in their investigations. Sometimes it’s as simple as an executive director who insists that the audit function in general has a “gotcha” mentality. In fact, one anonymous practitioner facing retaliation at a local school district says she has come to believe that “any audit that falls under the chief operating officer or chief financial officer’s (CFO’s) jurisdiction or any audit that makes a board look like it isn’t providing governance and oversight will be political.” The means of punishing auditors vary as well, within fairly defined limits.)

FED SMITH
— How Do Federal Employees Rate President Trump? – Ralph R. Smith  (DIERSEN: If I was still working for GAO, my Democrat superiors, supervisors, coworkers, and subordinates would have killed me figuratively, if not literally by now.  Members of the following groups have always blamed me for all problems : anti-Trump, anti-Protestant, anti-conservative, anti-Republican, anti-American, anti-White, anti-male, anti-older people, anti-rich people, anti-gun owners, anti-German Americans, anti-draft avoiders (except Bill Clinton), and/or anti-those whose ancestors have been in America longer than their ancestors.)

That is close to the same percentage that have a favorable opinion of the President’s performance so far. 58.5% indicated they disagreed with the priorities of the administration. . .Among Democrats, 85.5% of those taking the survey disagree with the priorities of the administration. Among Republicans, 73.8% agree with the administration’s priorities. And, among Independents, 34.3% agree and 61.4% disagree. . .44.5% of those responding to the survey identified themselves as Independent voters. Republicans were 24.2% of respondents and Democrats 23.5%. The remaining selected the “other” option. . .46.6% of those responding to this survey indicated they voted for Hillary Clinton in the presidential election. 38% indicated they voted for Donald Trump—roughly as the overall percentage of people who indicated they voted for him in the presidential election and the percentage that provides “meets expectations” or higher in this survey. Among Republicans, 78.4% voted for Donald Trump in the election. 10.8% voted for Hillary Clinton and 10.7 voted for another candidate. 89% of those who identified as Democrats voted for Hillary Clinton; 5.7% voted for Donald Trump; and 5.2% voted for another candidate. . .25% of those responding indicated they were more optimistic and more favorable about their federal career. 57% were less optimistic and 17.9% are still undecided.)

(FROM THE ARETICLE: The federal workforce. Blech. Blech, now more than ever, or so it seems, in the minds of the new administration. “A waste of your money,” Trump’s budget director, Mick Mulvaney, said in March about federal climate-change research. “Can we really continue to ask a coal miner in West Virginia or a single mom in Detroit to pay for these programs?” he had said about public broadcasting. “Taxpayers are stuck paying for overly generous compensation,” Rep. Mark Meadows (R-N.C.), chair of the House subcommittee on government operations, said about federal employees as a whole — the big morass of some 2.8 million civil servants nationwide. Donald Trump, master of punchy catchphrases, had spent his campaign and the early days of his presidency promising to do the same thing: “Drain that swamp.” The swamp was the federal government of Washington. The epicenter of the swamp was metaphorically at 80 F St. NW, in the office of a stocky 66-year-old man named J. David Cox. Cox is the president of the American Federation of Government Employees, the largest federal workers union in America. More than 300,000 dues-paying members, and around 400,000 more also protected by default. “Every Zip code in America,” as Cox likes to say. “Coast to coast, Guam to Europe.”)

Needless-to-say, my critics/opponents, their operatives, and their dupes would be overjoyed if Trump would cut if not end my Civil Service Retirement System pension, my Social Security, and/or my COLAs.)
https://federalnewsradio.com/mike-causey-federal-report/2017/06/poking-the-retiree-beehive/
(FROM THE ARTICLE: Currently there are 2,625, 261 federal retirees or their survivors.  Right now, as you read this, another 300,000 active duty federal workers are eligible to retire and will, sooner or later, do so.  That’s a lot of people. Go into any McDonald’s, from Scottsville, Ky., to Pismo Beach, Calif., at any time of the day and you will likely see a former fed, or six, chowing down and talking.  The same for your local grocery store whether it is in Washington, D.C., to Washington Court House, Pa.  Or on Guam or American Samoa.  Former feds, and their wallets, purses or credit cards, are just about everywhere. Years ago a very sophisticated federal retiree — my mother — who lived near Fort Myers, Fla., explained that lots of people continue to eat out after retirement “we just do it earlier.”  So we may not see them, but they are definitely there.  According to data from the Office of Personnel Management just over 17 percent of all federal retirees have monthly annuities of $4,000 or more.  Another 22 percent get between $3,000 and $2,999 while 14 percent get $1,000 to $1,999.  Fewer than 9 percent get $1,000 or less per month from their civil service retirement benefit.   Most of the current retirees are under the older CSRS system which fully indexes their annuities to inflation regardless of age.   Workers retiring under the FERS system get cost of living adjustments (starting at age 62) that are partially indexed to inflation.  At least since the Reagan administration. But life-after-retirement (for current feds too) could change drastically if Congress goes along with the Trump administration plan to charge current workers 6 percent more for their retirement benefits, to reduce COLAs for CSRS retirees by giving them 0.5 percent less than the actual increase in inflation each year, by eliminating COLAs completely for FERS retirees (9 out of every 10 current workers is under FERS and would become part of the Zero Diet COLA group), and to eliminate an annual “gap” payment that now goes to FERS retirees until they reach age 62 and become eligible for Social Security. Although they too retire under an enhanced version of the civil service retirement program, many politicians at the House, Senate and now White House level view federal workers either as clowns, drones or creatures from the swamp.  They lap up studies — usually from conservative think tanks —showing federal workers are overpaid and ignore those that show feds, particularly at higher grade and skill levels, are dramatically underpaid compared to their private sector counterparts in Washington, Houston, San Francisco and New York City. Reducing the buying power of federal workers (by making them pay more for their pensions) and retirees, by reducing or eliminating COLAs in the future, could hurt many communities that depend on the federal pay or pension dollar to stay afloat.  So how big a deal is the federal-postal retiree dollar.  Check out this chart from the OPM.  It shows the number of retirees (and their survivor annuitants in each state, and the value of their annuity payments.  The chart does not include the value of Thrift Savings Plan accounts the retirees have or any Social Security payments they received for covered work before or after they were in government:)

GOVERNMENT EXECUTIVE
— The Trump Budget’s Assault on Federal Workers – Sen. Ben Cardin  (DIERSEN: According to this article, Trump’s budget shows the “disdain he has for federal employees.” Given that, my critics/opponents, their operatives, and their dupes would shout at Trump and at his supporters a) that I was a federal employee for almost 30 years and b) that I have been a federal retiree for almost 20 years.)
http://www.govexec.com/excellence/management-matters/2017/05/trump-budgets-assault-federal-workers/138304/
(FROM THE ARTICLE: A budget is supposed to reflect the president’s priorities and the values our country holds dear. Unfortunately, the budget President Trump recently sent to Congress shows how much disdain he has for federal employees and the taxpayers they help and support every day. Civil servants perform countless tasks that assist, defend and protect Americans. They are saving lives, empowering small businesses, keeping America safe from harm, and otherwise ensuring a safe and prosperous future for our country, children and families. Many of our federal employees perform jobs that no one else can do, often in places no one else would work.)
