(FROM THE ARTICLE: President Barack Obama will open an office in Washington, D.C., after he leaves the White House on Jan. 20, and the Chicago-based Obama Foundation is considering opening a branch office here, the Chicago Sun-Times has learned. “As a former president, President Obama will have office space in Washington, D.C., when he leaves office,” said Amy Brundage, an Obama spokeswoman, referring to the official office funded by taxpayers for former presidents. The federal government covers the costs of offices and a small staff for former presidents, plus a pension and other compensation for travel, an acknowledgement of the role — albeit not official — former presidents serve after they are no longer in office. For example, according to the General Services Administration, in FY2015, former President George W. Bush received $796,000 to cover health benefits, travel costs, office space, telephone costs, postage, printing costs, other services, supplies and materials, and equipment. “This was the highest amount of any former President for that year,” the Congressional Research Service noted in a March 2016 report covering the federal benefits provided to former presidents and their widows. As a former president, Obama will receive a $205,700 annual pension — and that’s after just eight years on the job. The pension is paid monthly with eligibility beginning at noon on Jan. 20, after President-elect Donald Trump takes the oath of office. Obama will get his pension check monthly. The Obama family is remaining in Washington after they move out of the White House, renting a home in the Kalorama neighborhood here. The family is staying in Washington until Sasha, 15, a sophomore at the private Sidwell Friends school here, graduates from high school. So while Obama and first lady Michelle are locating their Obama Center, a library and museum complex, in Jackson Park on Chicago’s South Side, Obama’s taxpayer funded office, for now at least, will also remain in Washington. The Washington Post reported that Obama is renting space in a building owned by an environmental group, the World Wildlife Fund, at 1250 24th St. NW, not far from the Kalorama residence. Former presidents have no rules binding them when it comes to locating their taxpayer-funded offices. The General Services Administration is authorized to write rent checks for space anywhere in the U.S. The location does not have to be connected to the presidential library or foundation headquarters.)

A new analysis from the Hamilton Project released Monday adds important evidence: Biomarkers of stress have risen much more rapidly for low-income people than for high-income ones. The most recent national data show that life expectancy declined in 2015. Although these statistics are not broken down by income, it’s a good bet that the greatest declines were concentrated among lower- and middle-income people, because for decades gaps in life expectancy by income have been widening — as a National Academy of Sciences panel I co-chaired documented. Our panel was unable to explain why this has been happening, however. A sharper decline in smoking among high-income people is one partial explanation, but this and other identifiable factors can’t account for most of the growing longevity gap. And so I’ve come to suspect that the hidden factor is stress: As income inequality has increased, life has become substantially more stressful for low- and moderate-income families than it is for high-income families, and prolonged exposure to such stress is literally killing people.)

(FROM THE ARTICLE: A Wheeling native is the driving force behind a new website that identifies professors from Illinois and around the country and claims they “discriminate against conservative students and advance leftist propaganda in the classroom.” The Professor Watchlist is part of Turning Point USA, founded by Charlie Kirk, a 23-year-old Wheeling High School graduate. “It’s no secret that some of America’s college professors are totally out of line,’ Kirk wrote in a recent blog post, adding it is “time to expose them.” The website describes itself as “an aggregated list of pre-existing news stories that were published by a variety of news organizations.” Most of the listings, which include professors’ names and photos, give as attribution campusreform.org, which is run by the conservative Leadership Institute. The Professor Watchlist says it will “continue to fight for free speech and the right for professors to say whatever they wish” but states “students, parents, and alumni deserve to know the specific incidents and names of professors that advance a radical agenda in lecture halls.” Kent State history professor Julio Pino, among those named on the site, told The New York Times the site is “a kind of normalizing of prosecuting professors, shaming professors, defaming professors.” According to the list, Darwin Pagnac, an instructor at Des Moines Area Community College, required students to write about climate-change skeptics and address their motivation and who funds their efforts. Dr. David Pook, a professor at Granite State College in New Hampshire, is listed for saying he helped write Common Core standards in order to end white privilege and “that as a white male in society I am given a lot of privilege that I didn’t earn.” Professors from Northwestern University, DePaul University, Columbia College Chicago, the University of Illinois at Chicago and Loyola University Chicago are on the list. The Professor Watchlist says Columbia College chemistry and environmental science Professor Keith Kostecka called for the demise of the Tea Party and commented that House Speaker Paul Ryan should go kill himself. Kostecka told the Daily Herald “this all came about due to someone stealing my identity (from Facebook) several years ago and posting some terrible thing supposedly stated by me that I had and have no part of. I am on this list due to that very unfortunate series of events.” Northwestern University engineering professor Alan Butz is on the list for statements he made denying the Holocaust took place. (FROM THE ARTICLE: President-elect Donald Trump was barely mentioned at the White House Summit on Diversity and Inclusion in Government, but he wasn’t ignored. Top career civil servants and Obama administration political appointees gathered Monday to discuss the importance of a federal workforce that looks like America at all levels, just weeks before the new president, who was overwhelmingly rejected by voters of color, takes office. Trump gained political notoriety by fronting a racist birth certificate campaign to delegitimize Barack Obama, the first black president. Trump then ran a campaign that started with bashing Mexicans and was tarred by his vulgar misogyny. It speaks volumes that he was backed by the Ku Klux Klan, an American Nazi leader, and hailed with Nazi salutes, even as he rejected their support. With that context the summit, planned before his electoral college victory, took on even greater significance. No one was openly critical of Trump during the morning plenary sessions. That would have been impolitic, particularly given the graciousness of the president and first lady toward the incoming occupants of the White House. Indeed, participants seemed to expect the diversity effort to continue under Trump, despite his actions and statements, because it is “imperative,” in the words of acting office of personnel management director Beth Cobert. “The bottom line is simple,” she said in terms Trump can appreciate. “We cannot afford to leave talent and resources on the table.” Yet Trump’s reputation provides good reason for trepidation, as some speakers alluded to — if only obliquely. “Given the nature of this campaign on this issue of diversity and inclusion, I’m sure that there is more than the usual amount of concern and questions,” said Shaun Donovan, Office of Management and Budget (OMB) director. That is “all the more reason,” he added, that career officials “should be thinking about how you step up, how you join together in the coming months and years to make sure that this issue gets carried on.” Carrying on efforts to expand federal workforce diversity after Obama’s departure was a repeated message at the summit. Elizabeth Sherwood-Randall, deputy secretary of energy, said “the work we have begun to date has to be extended across administrations” and how deeply disappointing it would be if that work was “lost or dropped.” Although Gilbert Sandate, chair of the Coalition for Fairness for Hispanics in Government, said the Obama administration has had “inconsistent, spotty success in advancing diversity,” he also praised the president for establishing “one of the most ambitious, multipronged, systematic efforts to institutionalize hiring excellence in government.” The summit grew from Obama’s 2011 Executive Order “establishing a coordinated government-wide initiative to promote diversity and inclusion in the federal workforce.” Sandate does not expect similar efforts under Trump. “Trump’s stated and known views about diversity and inclusion in general … do not bode well for a government workforce that looks like America anytime soon,” said Sandate, who was not at the summit. “I’m afraid the challenge under the Trump administration will be to dig in and fight to hold onto the diversity and inclusion gains made thus far, lest they be quickly eroded or eliminated entirely.” Cobert, who this year said that “one of the most challenging barriers to diversity and inclusion is unconscious bias,” cited three examples of “affirmative steps” taken by the administration “to build a diverse workforce”: In November, the federal government “exceeded the president’s goal of hiring 100,000 people with disabilities into the federal workforce over five years.” The Agriculture Department’s use of “blind applications” that don’t include the names of candidates helped increase the percentage of women in its Senior Executive Service (SES) to 39 percent, an increase of almost 50 percent. The Federal Aviation Administration’s “concerted effort to broaden the recruitment effort” led to a significant increase in job offers to Hispanic candidates and women. “These are examples of real progress,” Cobert said in prepared remarks. True. Yet these success stories also tell us how far away parity remains because of the racism, sexism and implicit bias that makes real inclusion an elusive goal. Female senior executives, for example, remain well below their percentage of the general population at the Agriculture Department and across government. The FAA’s efforts resulted in 28 percent of job offers to women, although women hold up half the sky, as Mao Zedong reminded us. Governmentwide, women were 34.4 percent of the SES workforce in fiscal 2015. The Hispanic-Latino category was a minuscule 2.9 percent, according to an OPM report. The percentage of African American senior executives, however, has increased considerably during the Obama years. In 2008, before he took office, black employees were 8.2 percent of the SES. That had increased to 11.3 in 2015. Without mentioning the president-elect, Sherwood-Randall capsulized the call for civil servants to continue the fight for greater diversity under Trump with this simple directive: “Speak truth to power.”)

Ricketts said Monday that he and Trump laughed off their personal differences. “We supported other candidates in the primary, but there was never a time when we weren’t going to support the Republican nominee for the general election,” Ricketts said. Ricketts said his fundraising apparatus ended up filling a void left by other Republicans who traditionally played that role, like Karl Rove. “We had an entity and an organization and relationships that made it easier for us to be that entity to support Trump than many others,” Ricketts said. Ricketts said he believes there is a mandate to address working class wages. “We’ve seen wages stagnate among working class Americans and those are the people who put [Trump] into office,” he said. “So the first thing we need to do is generate some economic growth. Victim David Wilcox retreated and curled up into a ball, but not because he was afraid of being hurt. He told the I-Team that he was terrified of fighting back and going to prison where he has spent many years of his adult life. The video of the beating was seen by millions around the world, but this is the first time we learn the back story. After the incident, Wilcox told the public: “I’m not a violent person. I haven’t been in a long time.” On Monday, he explained to the I-Team what he meant. Wilcox said he hasn’t been violent since what happened in Chicago’s Sauganash neighborhood in August 1986, the last time Wilcox was attacked on a public street. He was 20 years old at the time and outside a house party on Kenneth Avenue, Wilcox said he and his 16-year-old pregnant girlfriend were attacked by several men he’d been feuding with. “He ran up on me with a baseball bat and beat up on me” Wilcox told the I-Team on Monday. “I stabbed the guy and he died…They were aggressors. They started the fight.” Wilcox was convicted of murder and sent to Stateville prison after he was sentenced to 20 years. He served nearly seven-and-a-half years after an appeal dropped the charge to manslaughter. “I’d rather get stabbed and die than go back to prison,” Wilcox said Monday. For Wilcox, it wasn’t just one experience in prison that has him fearful of being locked up again. According to Illinois Department of Corrections officials, he’s been in state prison nine times in the past 30 years. His was arrested for retail theft and, in 2013, faced a marijuana charge in Cook County. When last week’s traffic altercation grew into a Trump-bashing incident, Wilcox defended himself by retreating and later explained the incident just as he explained the 1986 killing he was involved in. “She was the first one who threw a punch,” Wilcox said. (FROM THE ARTICLE: Thomas Lifson has correctly observed that reforming the Civil Service System ought to be a high priority for President-Elect Trump and the new Republican Congress. We need to understand why the Civil Service System first created as a reform in how the federal government operated. “To the victors go the spoils” was the way Andrew Jackson put it almost 200 years ago. Jackson expressed the view that the president has the right – legal and moral – to throw out government employees and replace them with cronies. The size of the federal government was proportionately much smaller then than today, and those political allies rewarded with jobs to deliver the mail or to collect tariffs seemed innocuous enough, at least until President Garfield was assassinated by a disgruntled federal office seeker in 1881.  The Pendleton Act of 1883 created a system in which those who sought federal jobs, except for a layer of high-level executives, had to pass an objective hiring system. The second part of Civil Service System reforms was to create protections that made it difficult – really, almost impossible – for any Civil Service System employee ever to lose his job.  This is the heart of the problem.  Presidents can fill the upper echelon of federal agencies with whomever they want (except for the few who require Senate confirmation), and presidents can fire these people easily enough as well.  But no one – not even these high-level political appointees – can fire anyone. Ironically, the problems with the spoils system had nothing to do with firing federal employees, but only with hiring federal employees.  The right reform is simple enough: allow the president to fire any federal employee in the Executive Branch at will, but keep the system in place only for hiring through the Civil Service System. A president would then have the power to fire lazy, dishonest, rude, or unnecessary federal employees, but he could have no power to fill those positions he caused by firing bad federal employees with his supporters or partisans.  So if a federal employee took the Fifth Amendment in an investigation of federal malfeasance, something that Thomas Lifson correctly noted was intolerable, the next day, that employee could be told, “You can either refuse to answer questions or keep your federal job, but not both.” If President Trump brought in business experts to analyze federal operations and detect waste and inefficiency, then President Trump could do what he did so often in his reality television show and fire those who are unnecessary. Anyone familiar with the internal operations of government knows that 30% is a conservative figure for the number of federal employees who do nothing.  Allowing a tough, business-oriented president like Trump to dramatically reduce the size of the federal government would also reduce the cost of government – and all this could be done expeditiously. Federal employees would instantly become not only more efficient, but more polite and responsive to the public (i.e., the folks who pay their salaries).  More than that, coworkers in offices would strongly encourage politeness and civility, because the more complaints a particular office caused, the more likely that office would be to get a bad reputation, and people in that office would be fired. What about the danger of a president forcing people to support him or lose their jobs?  Civil servants ought to be completely apolitical anyway and ought not to contribute to any political campaign or to work for any candidate.  If that was the case in practice, then the president could not know who did not support him and, because all hiring was objective and removed from the president’s power, he could not hire any friends. If the president could not reward anyone by firing a federal employee but could only punish the federal employee by firing him, he would have every incentive to be fair in firing federal employees.  Politicians know that punishing voters loses votes not only because that voter, who may have supported the president, would be unhappy, but because every fired employee has family and friends and neighbors and congregants at his church, and firing an employee causes ill will among all those close to the fired employee. This is a reform is easy to understand and would make sense to the American voter.  Best of all, it would work.  Civility, efficiency, and integrity in the administration of the federal government would improve almost at once.)
