(FROM THE ARTICLE: Republican presidential candidates the past many years have spoken of plans to reduce the federal workforce and rein in the bureaucracy in Washington, D.C. Rudy Giuliani in 2008 planned to do so by simply not rehiring workers to replace the retiring Baby Boomers, a proposal that was adopted by John McCain the same year and Mitt Romney again in 2012. President-elect Donald Trump once again adopted the hiring freeze this year in his successful bid to win the presidency via “Donald Trump’s Contract with the American Voter,” promising to “to reduce the federal workforce through attrition.” Now Trump will have the opportunity to finally put that plan into motion and to dust off his famous slogan from NBC’s The Apprentice: “You’re fired.” Because there is another more practical, political problem for Trump, and that is that after 8 years, the current 1.3 million non-defense civilian federal workforce is currently staffed with loyalists to President Barack Obama, who may not wish to implement Trump administration policies and may even seek to undermine the President-elect. On his way out, Obama created an avenue for a small number of political appointees to rehired on the career side to burrow them into the workforce — called conversions. He also changed civil service rules to make it easier to hire federal employees outside of the traditional http://USAjobs.gov system. So, how to drain the swamp? Federal rules make it extremely difficult to fire anybody in the civil service, a process that can take up to two years, even when there is cause like, say, only showing up to work one-third of the time. The federal employee unions get involved, and the whole thing is a mess. That said, federal managers attempting to deal with problem employees had best get started on day one. But one additional step that could be taken would be to reform civil service laws to make it easier to fire career federal employees, legislation that would need to be taken up by Congress, such as proposed by U.S. Rep. Jason Chaffetz (R-Utah) likely to cause a major fight. Another idea is to incentivize early retirement through financially lucrative, limited-time-only buy-outs. This would be accomplished via a one-time appropriation by Congress in the next continuing resolution — due on April 28, 2017 — reducing the amount of time served and the eligible retirement age on a temporary basis. The program could be administered by the Office of Personnel Management, with enough funds to facilitate the buy-outs, which would need to be big enough to promote early retirement. More immediately, in the next continuing resolution, Congress could simply defund the personnel budgets of non-defense civilian departments and agencies, forcing an immediate 10 to 20 percent reduction in the workforce. Specifically, this would be done by taking last year’s enacted full-time equivalent number for each department, agency and office, and then cutting it by 10 to 20 percent. Also, it would be necessary to defund existing preferences under federal rules being given to those laid off being later rehired on a first-in-line basis. This latter part is essential, because otherwise, the Obama personnel who were just laid off will be the first to be rehired when positions need to be filled. That would lay off anywhere from 100,000 to 200,000 federal employees. If it becomes necessary to refill certain positions, that can be dealt with later — with non-Obama personnel. But first things first, let’s start out from a point of reduction, truly limiting the size of the government via personnel. Federal regulations, called Reduction in Force at 5 CFR Part 351, generally dictate a last-in, first-out seniority system when it comes to layoffs. The last federal employees who were hired were by Obama. A 10 to 20 percent reduction of the federal workforce then would naturally hit Obama’s hires the hardest. This too would be a major fight, but tied to the continuing resolution, the continued funding of the non-essential portions of the government would be at stake, giving Republicans in Congress the leverage they need to prevail, provided they are willing to get tough. Congressional Democrats would likely attempt to force a government shutdown over any changes to the civil service via the April funding bill, particularly anything reducing the workforce on a mandatory basis and preempting the possibility of Obama personnel being rehired during a Trump administration. Indeed, Senate Democrats are likely to force a shutdown in the April funding bill no matter what it contains in order to test the new President’s resolve and that of House and Senate leaders. Such a shutdown would be unsurprising, as it will be one of the few tactics available to Democrats whilst in the minority in the House and the Senate to stop Republican policies. To which, there is a simple solution: No back-pay for federal employees after the shutdown ends. Usually, after government shutdowns, non-essential personnel can expect to receive back-pay, essentially a paid vacation for their troubles during the shutdown. So, simply issue a warning that there will be no back-pay during the ensuing government shutdown, and suddenly the federal workforce, if not the unions whose job it is to protect those who have been there the longest, will be the biggest advocates of ending the shutdown immediately — even if it ultimately means an across-the-board reduction of the workforce. Self-preservation would kick in just from a monthly cashflow basis for most employees who have bills to pay. Much of the workforce lives in Maryland, Virginia and the District of Columbia anyway, all of which voted for Hillary Clinton. If there is no back-pay during the ensuing government shutdown, Democrats using the shutdown tactic to forestall inevitable federal workforce reductions would only be punishing their own voting constituencies instead of protecting 80 to 90 percent of them from a cessation of pay. Nobody in the federal government is entitled to their jobs, and with a Republican president, government shutdowns should no longer be leverage used to enact Democratic policies or to protect government employee constituencies. No back-pay during government shutdowns would take away leverage Democrats usually wield. This would increase the likelihood of success in a fight over the civil service issue, and critically, once Democrats capitulate, over any other issue in future policy-based funding battles in continuing resolutions and omnibus spending bills, like Obamacare. It’s time to play hardball. If the Trump administration wants to be able to enact the President-elect’s agenda in the relatively short time that is available, the biggest obstacle may not be Congress. There are problems there to be sorted out, to be sure. The biggest problem will be with the federal workforce itself, leaking to the press like a sieve and undermining the administration at every turn. In this case, hiring freezes, early retirements and a big, real cut in the size of the workforce should be the first order of business by the Trump administration to truly drain the swamp.)

(FROM THE ARTICLE: Can we say anything more about Donald Trump and his election campaign that has not already been said? Let’s look again at Saul Alinsky’s book RULES FOR RADICALS. Could it be that Trump used some of Alinsky’s ideas to win the election? RULES FOR RADICALS was first published in 1971. That’s almost 50 years ago. Here is a book dedicated to Lucifer. Remember him? Not the light bearer, but he who goes by another name: SATAN. Here is a book that supposedly influenced Barack Obama when he was a community organizer in Chicago. Here is also a book that influenced a young Hillary Clinton when she was growing up in Park Ridge, a suburb of Chicago. Perhaps the most important point Alinsky makes in the preface to his book is that the new radicals (1960s-70s) have to work within the system. Change happens by corroding the system from the inside out. Did Trump realize that and worked to change the Republican Party from the inside out? Consider what has happened in higher education since the 60s. The old radicals are now in the system. In fact, the radicals of the 60s ARE the system. They are the ones who now ought to be exposed and displaced. f we were to follow Alinsky’s advice, today, we would have to oppose the system, we would have to support Donald Trump who ran for president as an outsider. When discussing the relationship between means and ends in politics, Alinsky manages to turn self-aggrandizement into a virtue. Alinsky claims, “He who sacrifices the mass good for his personal conscience…doesn’t care enough for the people to be “‘corrupted’ for them.” Isn’t this a most profound insight into what motivates the Clintons and other Democrats in politics today? The Clintons (Obama, too) have persuaded the “people” that they are working for the good of the masses and their alleged personal corruption is the sacrifice they make for that end. Some Democrat politicians will lie and fornicate because in the end they believe their personal vices are unimportant because their politics will abolish poverty, bring about an end to racial discrimination, and install world peace. All of this is done in the light, while in the shadows we see they care little about the masses. Their true end is power and self-aggrandizement. Remember the old union song, “The working class can kiss my #, I’ve got the foreman’s job at last.” Be that as it may, is it possible to learn something from Alinsky, to out Alinsky, so that we may change our society for the better, instead of changing it for the better of politicians and elites? When it comes to tactics, Alinsky is at his practical best. Ironically, he offers advice for those who would today overthrow those who read and used his book, yesterday. Alinsky claims, “Power is not only what you have, but what the enemy thinks you have.” Has this not been one of the underlying themes that moved the Trump campaign forward? Consider the attendance at a Trump rally compared to the attendance at a Clinton rally. Beyond that, consider how Trump’s campaign has applied Alinsky’s rule number three: “Whenever possible, go outside the experience of the enemy.” Among other things, the debates between Clinton and Trump offered a good example of going outside the experience of the enemy. When Trump makes the tweet that he will bring to sit in the audience one of the women of Bill Clinton had an extramarital affair with, he has gone outside the experience of the enemy. The Trump campaign is a classical example of going outside the experience of not only the Democrats, but the media and the chattering elites as well. The media calls Trump unpredictable and blustering. Instead, Trump is the new radical, using Alinksy against Alinsky. If Alinsky’s book has any relevance today, it is to establish the Trump campaign as the new radicals. By wining the election, Trump has undone the old undoers. Trump has turned the enemy’s tactics against itself.)

He would do better to confer with the Government Accountability Office, the independent, nonpartisan federal agency that supports Congress to meet its constitutional responsibilities, and improves performance and ensures accountability on behalf of all Americans. Amid the turmoil of presidential transition, with more than 4,000 political appointees to be named and additional professional turnover difficult to quantify, GAO is a rock. Only one of its 3,000-plus employees, U.S. Comptroller General Gene Dodaro, is appointed, and his 15-year term runs through 2025. What’s more, GAO wants to help the incoming president-elect, as Dodaro explained last week at an event hosted by Nextgov. “Under the Presidential Transition Act, GAO has a special responsibility—we’re referred to as a resource that incoming administrations are encouraged to talk to, to find out about their management challenges, risk and responsibilities,” Dodaro said. “So we take that responsibility very seriously, and we don’t wait until people to come us.”  After the election, GAO unveiled its Transition App, for example, allowing users to view a range of serious issues organized by topic and agency. New personnel within an agency can use it to get up to speed about waste, fraud, abuse and other issues plaguing their new workplace. The app boils nearly 6,000 open recommendations from GAO to roughly 10 priority recommendations per agency. “The app was created specifically to help the incoming administration and Congress understand the issues across government,” Dodaro said. The app also directs users to more information, including links to a management agenda concerning issues like finance and cybersecurity, and GAO’s most important product, the High Risk List. The 2015 iteration of the list included IT acquisition and veteran health care among several dozen of the riskiest, problematic federal programs. That GAO has already identified opportunities to improve technology—an issue Trump presumably addressed with the Silicon Valley tech execs—and veteran health care—which Trump during the campaign trail often criticized the current administration of executing so poorly on—ought to catch the attention of Trump’s transition team. Dodaro, speaking last week, said GAO will deliver its next high-risk list in February, following Trump’s inauguration. GAO will also release a report on technology, encompassing feedback from a forum Dodaro hosted on IT that included tech executives, members of Congress and other experts. IT is actually a momentum area for GAO, with the executive branch implementing 23 percent more of approximately 800 recommendations the watchdog made in 2016 compared to 2015. In data center consolidation alone, GAO has identified upward of $8 billion in savings across agencies, or almost 10 percent of the federal IT budget. And that’s only a drop in the bucket compared GAO’s overall work. In fiscal 2015, it identified $136.7 billion in improper payments made by programs like Medicaid. In fiscal 2016, GAO found $63.4 billion in financial benefits to taxpayers, rooting out waste, fraud and abuse, returning $112 to taxpayers for every $1 spent on the agency. GAO also identified a tidy 1,234 ways to make government more efficient. If Trump is serious about rooting out government waste, he should spend an afternoon with GAO, rather than a room full of Silicon Valley tech executives. Or, as one columnist for Government Executive suggested recently, Trump could trade Twitter for GAO’s transition app.)

These “highly compensated” public servants cost Illinois taxpayers over $8 billion. We found Cook County animal-control officers making $105,000; suburban school administrators at $503,000; university doctors earning $1.3 million; and 72 small-town ‘managers’ out-earning every governor of all 50 states. This research helps explain why Illinois has a net outward migration of residents. In order to pay these exorbitant salaries, Illinois has burdensome property taxes that are driving people out of the state. Illinois also has the double dippers — 15,000 “retired” public employees who go back to work in government and acquire a second pension. There’s former Republican Gov. Jim Edgar, who took $2.25 million in salary from the University of Illinois between 2000-2013 while also receiving more than $2 million in pension from a two-term stint as governor. Former state Rep. Roger Eddy now makes $322,200 — $291,725 as executive director of Illinois Association of School Boards and $30,500 from his lawmaker’s pension. Public pay and pension envy in Illinois is real. LifeWay Research conducted a study on 2,000 of these unchurched Christians in partnership with Billy Graham Center for Evangelism in Wheaton. The “unchurched,” as defined, are people who have not attended worship service in the past six months. Rainer and his team discovered five surprising truths about the unchurched. First, most of them have some church background. “Contrary to some perceptions, the great majority of unchurched have a church background. Almost two-thirds of them (62 percent) went to church regularly as a child,” he said. Next, most unchurched quit church because they got out of the habit of going to church. A number of them left the church for negative reasons, but majority simply quit because they felt like quitting. Third, one-third of the unchurched actually have plans to return to church in the future. Rainer said this is good enough reason for the church to actively invite them and get them interested. Fourth, the unchurched are actually very open to gospel conversation. “Nearly half (47 percent) would interact freely in such a conversation. Another third (31 percent) would listen actively without participating,” shared Rainer. He said it’s time that Christians stop using the “poor excuse” that the unchurched aren’t really interested in gospel conversations, because in reality, it is the church members themselves who are not interested in initiating gospel conversations. Lastly, Rainer said if Christians invite the unchurched to attend worship services, they will definitely come. “Among the unchurched, 55 percent said they would attend church if invited by a family member. And 51 percent said they would attend church if invited by a friend or neighbor. These numbers are staggering. A report by the Social Science Research Council estimates that black families will have 40 percent less wealth by 2031 because of the Great Recession. It also estimates that white families will have 31 percent less. That is better. It is still bad. Nobody I worked with had the luxury of my aerial view. They had high school diplomas and uncertain futures, and no easy explanation for why the dream didn’t work out for them. If being white made life so much easier, the thinking seemed to go, why was it still so hard? The ready-made answers that are front and center in our culture — a rigged system, new workers taking jobs, corrupt politicians — are a big part of what put Donald J. Trump in office. At its ugliest, whites’ resentment is channeled along race lines, often toward groups that many white people believe compete against them for resources — or don’t deserve resources at all. Grappling with this idea of who deserves benefits is a longstanding, difficult conversation. But the anxiety over economic competition is easier to answer. Working-class whites aren’t losing out because other groups are taking limited resources. They, along with the minority workers who the Economic Policy Institute says constitute about 40 percent of the working class, are facing uncertainty because of structural economic change. That ranges from the decline of unions and manufacturing to the rise of an urban service economy. Collectively, this translates to lower wages for working people, while the fruits of economic growth accrue at the top.)

The New York Times reported the website was an outlet that U.S. intelligence officials and private cybersecurity companies believe was created by a unit controlled by the GRU, Russia’s military intelligence agency. Klitzing said FBI agents raised questions about emails involving the state GOP accounts during their visit. The four email accounts involved were inactive or rarely used, and the hacked emails dated to 2015, long before the 2016 contests for president and Illinois offices, Klitzing said. A review of the emails provided by the state GOP shows the messages were largely rudimentary in nature, ranging from requests for training and local party event invitations to reports and discussion that U.S. Rep. Other compromised emails included a half-dozen messages from Chicago businessman Peter Smith, chairman of Corporate Venture Alliances LLC, involving the October 2015 GOP contest to replace Boehner as House speaker. Smith is a longtime Republican conservative and has been a supporter of former House Speaker Newt Gingrich. Jeanne Ives (R-Wheaton) said being inclusive does not necessarily mean being productive. “This is the type of thing that you see happening across higher education everywhere,” Ives told the DuPage Policy Journal. “What they are doing is that they are segregating students based on all sorts of (criteria) such as gender, sex, race and religion. (They are saying) ‘everybody should feel good about themselves for who they are and not based on merit.’ That is completely wrong.” The university, in its goals of inclusivity, has enacted several diversity programs, including holding a “Bystander Intervention/De-Escalation Training” session, taught by a self-described “radical queer feminist activist” and creating an Office of Inclusion and Intercultural Relations (OIIR), dedicated to recruiting and retaining underrepresented students while promoting diversify education and civility, and fostering leadership skills for the global world. Ives said the OIIR contradicts itself via segregation of students, i.e. students are not judged on their merits, but on their background. “That is not very American,” Ives said. “That is not how we built this country. We built this country on hard work and people of all political stripes, all colors and all nations doing their best and succeeding and giving everybody equal opportunity and not an unequal outcome. So this is the University of Illinois along with other universities in the state just running amok.” Ives said the office does not encourage hard work, but instead promotes division. “It’s actually shameful to segregate kids this way,” Ives said. “They should be pushed, to an extent. In 1990 the United States Supreme Court, ruling in a case brought by five frustrated job seekers against the Republican Party of Illinois, outlawed political favoritism in all government hiring except for policy-making posts, saying that only merit should count. This was a strange concept in Illinois, where the spoils system had always been rather the point of politics. This spring the issue is heading for the Court again in a different case, and Gov. Jim Edgar, a Republican, filed a brief last month asking the Justices to reverse its ban on government favoritism. He argues that patronage actually helps the democratic system. As another top Republican here, State Representative Lee Daniels, put it, patronage “doesn’t need to be a dirty word.” In response, civil libertarians say it is an embarrassment for the state to have political leaders arguing against meritocracy. “It seems only in Illinois,” said Harvey Grossman, the head of the American Civil Liberties Union office in Chicago, “would state officials be willing to publicly endorse the corrosive practice” of patronage.
