Republicans who participated in the parade were: DuPage State’s Attorney Bob Berlin; DuPage County District 4 officials Grant Eckhoff, Tim Elliott, Amy Grant, and Tim Whelan; James Mendrick for DuPage Sheriff; Frank Bibbianno for DuPage Sheriff; Karen Wilson for DuPage Judge; and the Milton Township Republican Central Committee (MTRCC). Republicans who walked with entries included Ron Almiron, Lori Carlson, Joseph Caruso, Flo Dangelo, Sal Falbo, Chris Heidorn, Pat Hinchey, Marty Keller, Larry LaVanway, Antonio Lollino, Paula McGowen, Ron Menna, David Norck, Thommen Poozhikunnel, Mary Rash, Pat Ryan, and Janet Shaw. Gary Muehlfelt drove the truck that pulled the outstanding MTRCC float. Peter Breen, Mike Connelly, and Jeanne Ives could not participate in the parade because of the Democrats. Peter Roskam participated in a different parade. This year, for the 12th year in a row, “DuPage Republicans” helped sponsor the parade and fireworks. “DuPage Republicans” was one of the two $2,500 “Star” sponsors and again sponsored the Wheaton high school bands and the Tunes of Glory Pipes and Drums parade entries. Because of a last minute shortage of banner carriers, I had the honor of helping carry the “Sponsored by DuPage Republicans” banner ahead of the Tunes of Glory Pipes and Drums. Outstandingly, again this year Tim Whelan coordinated Republican use of the “DuPage Republicans” booth at the fireworks. This year again, I delivered flyers to the residences and businesses on the parade route. The flyers listed the Republican entries in the parade and the Republicans who helped sponsor entries. Outstandingly, the flyers were printed courtesy of Alpha Graphics. This year, outstandingly, Roger Claar is a $500 contributor, Chris Nybo is a $250 contributor, Phil Suess is a $150 contributor, and Bob Berlin, Peter Breen, Mike Connelly, Grant Eckhoff, Tim Elliott, Amy Grant, Gwen Henry, Paul Hinds, Jeanne Ives, Marty Keller, Deanne Mazzochi, Paula McGowen, James Mendrick, Peter Roskam, Darlene Ruscitti, and Tim Whelan are $100 contributors. (FROM THE ARTICLE: The Bloomington City Council will not act Monday night on a proposed resolution intended to assure Bloomington’s immigrant residents that they are welcome. The item is being pulled from the agenda for the 7 p.m. Monday council meeting so the city can wait for Gov. Bruce Rauner to act on related legislation, said Mayor Tari Renner. The resolution would be a statement of the city’s dedication to diversity and inclusion and not a change in law enforcement policy, according to background documentation submitted to the council. The Illinois Trust Act, if enacted, would prevent state law enforcement agencies from assisting in immigration actions unless there’s a warrant and offer protections from immigration enforcement to some safe havens such as schools. If Rauner signs the bill, possibly by Aug. 1, it would affect some of the language in the city’s proposed resolution, said Renner.)

(FROM THE ARTICLE: Nearly every day, hundreds of Americans over the age of 50 lose their jobs due to corporate downsizing. These workers remain unemployed for longer periods than do younger workers and are more likely to leave the workforce entirely. The rise of long-term joblessness among middle-aged Americans is straining public resources, contributing to drug use and harming economic growth. What can be done? Paradoxically, federal laws against age discrimination also discourage companies from taking a chance on older job applicants. That’s why the key to helping older workers find jobs is to reduce the costs of letting them go. The United States has been a global leader in protecting workers from employment discrimination on the basis of age. The federal Age Discrimination in Employment Act (ADEA) and similar state laws bar employers from treating older workers differently than their younger counterparts with respect to wages, benefits, and other working conditions. These laws have had a largely beneficial effect for older people who already have jobs. But they make it harder for the unemployed to find work. Companies tend to assume that older job applicants will be problematic employees. Older workers often must adjust to lower salaries than they’re accustomed to and may bristle at working for younger supervisors. Because older workers belong to a protected class under age-bias laws, employers face potential legal action if they attempt to fire disgruntled or unproductive employees. The easier route is to avoid the problem altogether — and not consider job applicants over the age of 50. There are essentially two ways to deal with this problem: sticks and carrots. The most readily available sticks are lawsuits filed by job applicants who believe they’ve been victimized by age bias. But such an approach can only go so far. The law gives employers considerable latitude when it comes to hiring decisions, and effective challenges to hiring bias are extremely rare. Job seekers are not told why their applications are unsuccessful; even when employers adopt across-the-board rules against hiring older workers, such discriminatory policies are rarely written down and thus difficult to prove. Carrots are more effective. Specifically, the government should allow for wider use of “safe harbors” – essentially administrative rules that give employers a risk-free opportunity to hire older workers and then evaluate whether the perceived drawbacks actually materialize. The agency responsible for enforcing the federal statute barring age discrimination is the Equal Employment Opportunity Commission. The EEOC has the authority to grant exemptions, also termed safe harbors, from the ADEA. Early on in the agency’s history, the EEOC promulgated safe-harbor-type guidelines to encourage affirmative action programs and careful use of aptitude tests. The U.S. Supreme Court itself announced a kind of safe harbor in its 1998 rulings telling companies when they will be held liable for sexual harassment committed by supervisors (and when they likely will not). The safe-harbor approach could be used to experiment with ways to overcome hiring barriers confronting older workers. For example, the EEOC could declare that job applicants may be hired for a two-year probationary period. Workers employed under the safe-harbor authority would be protected by all other laws, including laws against harassment and unequal benefits. But if an employer chose to terminate them during the probationary period, the employees would not be permitted to challenge the decision in court. If this safe-harbor approach proved effective in helping older workers find jobs, the EEOC could consider extending it to other groups who face obstacles in the hiring process. These might include people with certain physical disabilities, such as blindness, that are costly to accommodate, or workers with criminal or credit records. Use of the safe-harbor provision provides a way to promote anti-discrimination objectives without any serious downside. It would give older Americans left out of the labor market a chance to persuade employers they can be productive contributors to the new workplace.)

(FROM THE ARTICLE: Add Illinois to the list of states that are balking at turning over massive amounts of voter data that is normally kept private to a commission chaired by Vice President Mike Pence. In an interview, Ken Menzel, general counsel to the Illinois State Board of Elections, said the board this morning finally received a written request from the Presidential Advisory Commission on Election Integrity. The commission says it’s trying to prevent voter fraud; Democrats say it is attempting to drive down voter turnout among progressive voters. The request was mistakenly sent to Secretary of State Jesse White, whose office passed it on to the board. Menzel said the matter will be researched and referred to the board for possible action. But the board doesn’t meet until Aug. 22, Menzel added, so nothing is going to be happening soon. And it’s clear that at least some requested data will not be going to the feds. “They’re certainly not going to get the last four numbers of (each registrant’s) Social Security number,” he said. “We don’t give that out to anybody.” Some other information—the commission asked for past military records, felony convictions and other data—may be possible, Menzel indicated. But if the solution will not come on my watch, I hope and pray that the Governor, other legislative leaders, Democrats and Republicans in the Senate and House can find a path to solve the state’s problems,” Radogno said in a statement. Radogno and Illinois Senate President John Cullerton last December came together to craft the “grand bargain” package to try to end the impasse. While the plan fell apart at times, all measures within the package passed the Illinois Senate. It was Radogno, R-Lemont, who came to Cullerton to try to come up with a plan to try to solve the budget crisis. In her statement, Radogno thanked Cullerton for his “friendship and working relationship.” “Though I leave political office with a sense of sadness and some disappointment, I leave with no regrets. I did my best – that’s all I could do. It has been a privilege to serve. But now I am looking forward to returning to private life and spending time with my family, especially my five grandchildren.” Radogno began her third term as leader in 2013. The resignation of the top Illinois Senate Republican comes a couple months after she and Democratic Senate President John Cullerton tried to negotiate an end to the record budget impasse. Those talks fell apart, and Democrats blamed Republican Gov. Bruce Rauner, who had been shut out of the talks. “I believe it’s time for a new Senate Republican leader. I have done everything I can do to resolve the state’s budget crisis. I will continue to do so for the coming days,” Radogno said in a statement. “But if the solution will not come on my watch, I hope and pray that the governor, other legislative leaders, Democrats and Republicans in the Senate and House can find a path to solve the state’s problems. Radogno, 64, of southwest suburban Lemont, said she is leaving office “with a sense of sadness and some disappointment” but “with no regrets.” “I did my best — that’s all I could do. Even before her announcement, behind-the-scenes efforts to replace Radogno were being made by state Sen. Bill Brady of Bloomington, who served as her top deputy in the Senate GOP caucus, and by state Sen. Karen McConnaughay, the former Kane County Board chairwoman from St. Charles, legislative sources said. Talk of Radogno’s decision had begun spreading privately during the closing days of June in the aftermath of months of contentiousness with a Democratic legislative majority and a demanding Republican governor who has extensively used his personal wealth to command loyalty among GOP lawmakers. Radogno found her members’ loyalty to Rauner sometimes created problems with loyalty to her leadership, some GOP lawmakers said privately. That surfaced in attempts with Democrat Cullerton to negotiate an end to the state’s historic budget impasse known as the “grand bargain.” Rauner contended the so-called bargain did not go far enough and Democrats accused him of stripping away votes from a version of the package. Though Radogno has been in the General Assembly for 20 years, a decision to step down had been expected as the grind of legislative sessions, particularly serving in the minority, began to take its toll. Besides the political battles, Radogno also had some personal tragedies during her tenure, including the June 2014 death of her 31-year-old daughter, Lisa. In 2009, Radogno became the first woman to lead one of the four legislative caucuses. She succeeded Frank Watson of Downstate Greenville, who had suffered a stroke. Before running for the Senate, she was a La Grange trustee for seven years. Prior to that, she was a social worker at Mercy Center for Health Care Services. She holds a master’s degree in social work from Loyola University.)
