(FROM THE ARTICLE: According to a recent article in the Manhattan Institute’s City Journal, Seattle spends more than $1 billion annually struggling with its homeless problem, “nearly $100,000 for every homeless man, woman and child in King County.” Yet, the article continues, “the crisis seems only to have deepened, with more addiction, more crime and more tent encampments in residential neighborhoods. By any measure, the city’s efforts are not working.” The author, Christopher Rufo, a fellow at the Seattle-based Center for Wealth, Poverty & Morality at the Discovery Institute, surveys what he calls the “ideological power centers” driving the discussions in Seattle about how to deal with their homeless. Not surprisingly, they are all on the left, and, of course, one socialist city councilwoman explains it as “how deeply dysfunctional capitalism is.” Seattle-based corporations, such as Amazon, Microsoft, Starbucks and Boeing, in her analysis, “drive up housing prices and push the working class toward poverty and despair — and, too often, onto the streets.” The irony of this distorted analysis lies in tying it to the immigration crisis. BILL ARTICLE: Benefits included dedicated payments of tuition and living expenses to attend high school, college or vocational/technical school, low-cost mortgages, low-interest loans to start a business, as well as one year of unemployment compensation. It was available to all veterans who had been on active duty during the war years for at least 90 days and had not been dishonorably discharged—exposure to combat was not required. The recipients did not pay any income tax on the G.I. benefits, since they were not considered earned income. By 1956, roughly 7.8 million veterans had used the G.I. Bill education benefits, some 2.2 million to attend colleges or universities and an additional 5.6 million for some kind of training program. Historians and economists judge the G.I. Bill a major political and economic success—especially in contrast to the treatments of World War I veterans—and a major contribution to America’s stock of human capital that encouraged long-term economic growth. In 1967 legislation was passed which expanded preference to all veterans who served on active duty for more than 180 days (no requirement to serve during war, campaign, or conflict) between January 31, 1955 and October 10, 1976. As with the previous year’s law, National guard and reserve service was not included in this expansion. The end of the Vietnam War brought with it yet another law, passed in 1976. This law put added restrictions on veterans whose service begins after October 14, 1976. For post-Vietnam era veterans, preference was granted only if these veterans became disabled, or served in a declared war, a campaign, or expedition. This legislation was the result of the conclusion of the Vietnam War and its draft and the United States Department of Defense’s desire to build a career military service. The Civil Service reform act of 1978 created new benefits for veterans with a 30 percent or more disability. It also gave veterans extra protection in hiring and retention. Under this act, preference was no longer granted to nondisabled veterans who retired at the rank of major or above. In 1988, a law was passed that required the Department of Labor to report agencies’ violations of veterans’ preference and failure to list vacancies with State employment services to the Office of Personnel Management for enforcement.)
