https://www.nytimes.com/2018/03/25/opinion/college-graduation-gap.html

(FROM THE ARTICLE: First, some good news: In recent decades, students from modest backgrounds have flooded onto college campuses. At many high schools where going to college was once exotic, it’s now normal. When I visit these high schools, I see college pennants all over the hallways, intended to send a message: College is for you, too. And thank goodness for that message. As regular readers of this column have heard before, college can bring enormous benefits, including less unemployment, higher wages, better long-term health and higher life satisfaction. Now for the bad news: The college-graduation rate for these poorer students is abysmal. It’s abysmal even though many of them are talented teenagers capable of graduating. Yet they often attend colleges with few resources or colleges that simply do a bad job of shepherding students through a course of study.)

http://wglt.org/post/rauner-seeks-unite-gop-after-squeaking-out-primary-win#stream/0
(FROM THE ARTICLE: Gov. Bruce Rauner is seeking “common ground” with Republicans on divisive issues after barely surviving an insurgent challenge in Tuesday’s election. Rauner said his 19,000-vote victory over state Rep. Jeanne Ives in the GOP primary has confirmed for him the need to “bridge the divides.” He told reporters Thursday after a campaign kickoff at a Springfield sign-making company that focusing on “what unites us” is key to victory. That includes lowering property and income taxes and imposing political term limits. “We are working right now, every day to find bridges on issues that divide us. My primary focus is on what unites us. That’s the key to changing the state. That’s the key to victory,” he said. He said Democratic nominee J.B. Pritzker is in cahoots with Democratic House Speaker Michael Madigan. Rauner says nemesis Madigan is part of a “Mafia protection racket” by getting rich off of legal work reducing property tax assessments. Madigan has said he follows the law and strict ethical standards.)

Will Rauner agree that political parties exist to help elect candidates who can and will defend and advance their platform?)
http://nprillinois.org/post/rauner-gop-voters-i-have-heard-you#stream/0
(FROM THE ARTICLE: At a campaign stop in Springfield, reporters asked what exactly Rauner heard — but his answer was vague. “Specifically there were some issues that divide us,” he answered. He explained he had known for a while that he “needs to find common ground” to bridge the divides, and said he’d like to focus on key issues that unite them — like enacting term limits and lowering property and income taxes. His opponent, Jeanne Ives, was more specific on those issues during her campaign. She said Rauner was out of touch with Republicans on abortion and a so-called sanctuary law. She also said Rauner placed too much blame on House Speaker Michael Madigan for his own failures as governor. Unlike the Democratic candidates who lost to J.B. Pritzker but pledged to support him, Ives has yet to call on her base to rally behind Rauner — or even to call Rauner at all. Rauner said his campaign team tried to set-up a call with Ives on Wednesday without success. “We will ultimately bring people together,” he said referring to Ives’ GOP base and his.)

My critics/opponents have lots of religious, government, political, and/or financial clout in Wheaton, in Glen Ellyn, in Milton Township, in DuPage County, and in Illinois, but nevertheless, they blame me for their problems, blame me for your problems, blame me for my problems, and blame for everyone’s problems.)
https://www.federaltimes.com/federal-oversight/congress/2018/03/20/house-passes-reinstatement-of-rule-that-could-cut-federal-employee-pay/
(FROM THE ARTICLE: The House of Representatives in a contentious March 20, 2018, vote passed the continuation of an old procedural rule that would give Congress the ability to cut the pay of individual federal workers and to eliminate entire agency programs. The Holman Rule, first passed in 1876 and named for Indiana Rep. William Holman, was removed from the House rule book in 1983. The rule was then reinstated in the Rules of the House for the 115th Congress, but applied only to the first session or year. House Republicans extended the Holman Rule through the end of the current Congress by adding it to H.Res. 787, which provides for the consideration of two unrelated bills. “Last night, without any public debate, House Republicans snuck into legislation the Holman Rule — a cynical and dangerous attack on federal workers that allows members of Congress to reduce the salaries of federal employees. This archaic tool, also known as the Armageddon Rule, is nothing more than a backdoor way for Republicans to dismantle the federal workforce and carry out political vendettas at the expense of career civil servants,” said Rep. Gerry Connolly, D-Va.)

POLITICO
— Hultgren fires aide Nick Provenzano after sexual encounter with teenage boy – NATASHA KORECKI and JOHN BRESNAHAN
https://www.politico.com/story/2018/03/19/hultgren-aide-fired-471883
(FROM THE ARTICLE: Illinois GOP Rep. Randy Hultgren has fired a top aide after the staffer was found in a car last fall with a 17-year-old boy and no shirt on, according to multiple sources and a police report. Nick Provenzano, 56, was dismissed by Hultgren over the weekend, the sources said. Hultgren’s office declined to comment on the details of Provenzano’s firing. “Nick Provenzano is no longer with the office,” said a Hultgren spokesperson. The Hultgren spokesperson said the office only find out about the incident “late Wednesday and immediately placed him on leave before his eventual termination.” But through a Freedom of Information Act request, POLITICO obtained an Oct. 21, 2017, incident report from the city of McHenry Police Department in Illinois. That report shows police investigated Provenzano for public indecency and other potential criminal acts following the episode, but no charges were ever filed. The name of the teenager is redacted in the report. The report states that a homeowner became suspicious when she saw two men sitting in an SUV on a dead-end street with the lights off and called the police. After a police officer arrived, he approached the car and saw that Provenzano had no shirt on, although the other passenger was fully clothed. When Provenzano was questioned by the police about why he had removed his shirt, he said it was “hot.” Provenzano told the officer the two were “hanging out” and “talking about life.” Provenzano later told the officer that he “did not want to admit to anything, but stated that contact between him and [the teenager] was consensual in nature, that nobody was forced or coerced each other to engage in any acts they did not want to, and that he believed [the teenager] was eighteen (18) years old.” The teenager later told police he had met Provenzano on the gay dating site Grindr. The teenager said he was only 17, but the website changed his age to 18. The teenager said police interrupted them during the middle of their sexual encounter, according to the partially redacted report. Provenzano had removed most of his clothes at one point, the report states. After questioning by police, Provenzano was released without charges. He later hired a lawyer to respond to police inquiries, but Provenzano refused to be interviewed again. State prosecutors decided no criminal case would be filed against him. Provenzano was hired as Hultgren’s deputy district director in August 2016. Provenzano had earlier served as Hultgren’s field director during the 2012 and 2014 campaigns. Provenzano is a graduate of DeVry University with “training in electronics, computer technology and business management,” according to his candidate bio. He was paid more than $80,000 as Hultgren’s deputy district director last year, according to House disbursement records. He also earned another $28,000-plus from Hultgren’s reelection committee during 2017, according to records on file with the Federal Election Commission. I don’t know how else to say it,” Ives said. “Why would you spend your millions of dollars trying to take me down? It’s because you don’t have a record you can run on.”)

https://www.politico.com/story/2018/03/18/durbin-hillary-clinton-trump-voters-469912
(FROM THE ARTICLE: Hillary Clinton’s remarks earlier this month characterizing voters who cast ballots for President Donald Trump as xenophobic and misogynistic are “not helpful at all,” Senate Minority Whip Dick Durbin said Sunday, insisting that the Democratic Party is moving beyond Clinton as it approaches the midterm elections. Speaking at a conference in India, Clinton said her success in the 2016 election came in parts of the U.S. that are economically strong, “optimistic, diverse, dynamic, moving-forward” while Trump won more downtrodden regions. “His whole campaign, ‘Make America Great Again,’ was looking backward,” she said. “You know, you didn’t like black people getting rights, you don’t like women getting jobs, you don’t want to see that Indian-American succeeding more than you are, whatever your problem is, I’m going to solve it.” The remarks prompted a quick rebuke from Republicans and especially the Trump administration, which used Clinton’s characterization to cast her once again as out of touch with the majority of the country. Durbin (D-Ill.), too, said Clinton was off base with her comments because a significant number of Trump’s supporters had previously voted for President Barack Obama. “My friend Hillary Clinton is wrong. Thirty percent of the people that voted for Donald Trump had voted for President Obama. Why?” Durbin told “Fox News Sunday.“ “The same people who looked for change with President Obama thought there wasn’t enough, as far as their personal lives were concerned, and they supported Donald Trump. That is a reality the Democrats acknowledge.” The Illinois senator said that while Clinton will continue to generate headlines, Democrats have turned the page from her surprise 2016 loss as they move toward efforts to unseat the president in 2020. “Hillary Clinton, like every American, has the right to express her point of view and she obviously gets press coverage,” he said. “But we are moving onto the next chapter in American history. We have new Democratic leadership, and more people aspiring to be candidates in 2020. It’ll be a different cast of characters completely.”)

http://www.dailyherald.com/news/20180317/the-donors-behind-the-dollars-in-governor-races-will-war-chests-matter
(FROM THE ARTICLE: But after President Donald Trump upset expectations in 2016, all bets should be off in Tuesday’s election, especially with potential low turnout and undecided voters creating flux, suburban experts said. “If the real hard core turns out, Rauner is in trouble,” veteran Republican organizer Pat Durante of Addison said. “If the moderates turn out, Ives is in trouble. If you asked me to pick who’ll win today … I couldn’t.” . . . On the Republican side, Rauner reported a formidable $55.6 million cash in hand at the end of 2017. In 2016, the governor donated $57 million to his campaign, and over the course of his political career, he’s given himself $95 million, state records show. That’s a stark contrast to Ives, who banked $404,000 cash in hand in the last quarter of 2017. But she surged in 2018, raising more than $3.3 million, mainly because of a $2.5 million windfall from Dick Uihlein of Lake Forest, founder of Uline shipping supplies and a one-time Rauner donor. “I never expected Ives to spend the kind of money she’s spending,” Durante said. Other significant Ives contributors include Chicagoan Vincent Kolber, president of rail equipment firm Residco and a former Rauner donor, with over $500,000; Hinsdale IT entrepreneur William Merchantz with $75,000; and the Illinois Opportunity Project, whose co-founders include conservative talk show host Dan Proft. Rauner has garnered more than $440,000 in 2018. His biggest donors include previous supporter and Chicago executive William Kunkler of C.C. Industries with $100,000 and the Illinois Republican Party with $191,000. Rauner has donated about $200,000 to the state GOP since 2010. Durante wouldn’t predict who’ll win, but he senses an enthusiasm gap. “I would think the hard-core base will go for Jeanne,” he said. “I think Rauner needs to get to those moderate Republicans. … It might be tougher for him than he imagines.” . . . For starters, Rauner wasn’t supposed to have an opponent, but the state’s entrenched financial crisis and political gridlock provoked rumblings of unrest from the rank and file. Despite the government dysfunction, the Winnetka investment banker is endorsed by mainstream Cook and DuPage Republicans. Ives, of Wheaton, has picked up a slew of local endorsements such as the Wheatland Township Republican Organization, Republican Organization of Wheeling Township and Batavia Township Republican Organization. She launched her bid after Rauner supported Medicaid funding for abortions. The conservative West Point grad has used social issues to whip up support among the GOP base, although the strategy has backfired with moderates. Last week, Ives launched an ad blitz calling Rauner a “fake” Republican, while he’s retaliated with commercials linking her with beleaguered Speaker Michael Madigan, a Democrat.)

(FROM THE ARTICLE: There are a number of issues that the state is facing in regard to retaining teachers and substitute teachers in school districts, such as reducing $250 to $300 it costs for a substitute license, reduce the requirements for out-of-state teachers, and increasing the rate of pay for subs. “The biggest thing is the rate of pay for substitute teachers,” said IARSS Association President Mark Jontry. “With the exacerbated shift in the economy, there is a reduced number of applicants because we have a stronger economy. People are now looking for job opportunities outside the state.” To compete with other counties of the state, Klosterman’s district had to increase the pay of its substitute teachers to $90 a day. “It was necessary to be competitive and expand the candidate pool for us to make sure that we did everything we could to fill positions as much as possible,” he said. Other methods Klosterman’s district implemented were using social media to advertise and speaking with employees, parents, friends, relatives, etc., asking if they know anyone who would like to be a substitute.)

State Board of Elections records show that 41 county GOP organizations received gifts from the IL GOP from $5000 to $25,000. Never before has the IL GOP had the resources to distribute funds in such a manner. Where did the unprecedented party funding come from? County leaders tell Illinois Review they were asked to fill out applications, and checks were sent their ways – no requests or expectations voiced in the process. The Illinois Republican Party has been consistently sending out press releases over the past few months promoting Governor Rauner, however. Leading up to the check distribution, only five major donations were made to the IL GOP, including nearly $5 million from Citizens for Rauner, which the Rauners fund personally. — Madigan treating Democratic State Central Committeewoman hopeful like foe – Tom Kacich (DIERSEN: If you asked your Republican Precinct Committeeman/Captain the following questions, would they know the answer: a) Who represents our congressional district on the Illinois Republican Party (IRP) State Central Committee (SCC), b) is he/she seeking another term, and c) who has declared their candidacy for the IRP SCC position?)
http://www.news-gazette.com/news/local/2018-03-14/tom-kacich-madigan-treating-democratic-committeewoman-hopeful-foe.html
(FROM THE ARTICLE: Pamella Gronemeyer, who is running for the low-profile position of Democratic state central committeewoman in the 13th Congressional District, hasn’t promised to try to unseat longtime Democratic Party Chairman Michael Madigan. But one of Madigan’s campaign committees, Friends of Michael J. Madigan, has paid for robocalls by Sen. Dick Durbin and AFL-CIO President Mike Carrigan that endorse Gronemeyer’s opponent, Jayne Mazzotti of Taylorville. And Madigan spent thousands of dollars on mail pieces against two other state central committee members endorsed by Our Revolution, a group of Bernie Sanders supporters like Gronemeyer who want to reform the Democratic Party of Illinois. That might include toppling Madigan, who has headed the party since 1998. “I think it’s been a very tough fight with him and Rauner. Certainly, I’m opposed to Rauner,” said Gronemeyer, a pathologist who lives in Glen Carbon and owns SEMC Pathology in Highland. “But I think that maybe it might be time to contemplate a change. I think (Madigan) should want to embrace some of the people who are running on the slate with me. “We are good Democrats. We went to the convention. We supported things. We got out the vote. I think he should embrace us rather than run ads against us. Or come and talk to us even.” Our Revolution includes 13 candidates from around the state running for either state central committeeman or committeewoman. Even if all were elected next Tuesday, they probably couldn’t transform the 36-member state central committee. But Gronemeyer said she “would like to make the party more progressive. The idea is that it’s sort of staid. We had a lot of progressive activity during the Bernie campaign, and we’d just like to expand the progressive part of it. “The party doesn’t reach everybody. There are a lot of young people and other people who sort of feel left out. I think the Illinois Democratic Party could use some new blood, not that I’m new, but I think I’m a young 65.” Gronemeyer said she doesn’t know why the head of the Democratic Party is using robocalls against her or mailers against some of her colleagues. “I don’t know why Madigan would be afraid of us. We don’t want to throw everything away. Gosh darn it, I supported a tax increase because we have to do something with our budget,” she said of the state income tax increase last year. “They shouldn’t be afraid of us. They should want people to be involved, and that’s what our goal is. “Do I want to declare war on him? No, I want to see if we can work together. I want to see how we can work. I don’t think that declaring war is necessarily a good tactic. But I’m not saying I wouldn’t like to see someone else in there either. We need to see who is available and what they offer.” Madigan spokesman Steve Brown said the robocalls for Mazzotti are simply “in support of incumbent members of the committee who have been longtime Democratic activists.” He said that recorded calls from U.S. Sen. Tammy Duckworth also have been used on behalf of incumbent state central committee members. “I don’t think anyone is afraid of them,” Brown said. “But you run campaigns to win, and in the case of Sen. Durbin’s calls and the Carrigan calls and the Duckworth calls we made, it is to support party activists who are running to win. We’re not afraid of anybody.” Mazzotti declined to return messages seeking a comment.)

http://nprillinois.org/post/campaign-workers-illinois-push-protections#stream/0
(FROM THE ARTICLE: Accusations of harassment from a campaign worker against her supervisor and close aide to Illinois House Speaker Michael Madigan, Kevin Quinn, led to Quinn’s firing last month. Madigan is still struggling with the ripple effects from Alaina Hampton’s claims, with some observers predicting this could be the downfall for the powerful politician. Hampton’s story has also brought attention to how political campaigns deal with sexual harassment. Organizers with a national movement to unionize campaign workers say with the high-pressure and temporary nature of campaign work, there’s often a push to ignore problems like harassment. “We think that (campaigns) are important and working really hard to elect the candidates is something that can change the future of our state,” said Emma LaBounty, an Illinois-based organizer with the Campaign Workers Guild. “But, it’s also something where a lot of times employers will use that as a reason why people should just put their head, work really hard and just not allow themselves to worry about anything else. . . until after election day.” Four Chicago House Democrats recently held a meeting with the Campaign Workers Guild. Campaign workers were invited to talk about their experiences and what they wanted to see change in the workplace. Meanwhile, one of the legislative groups tasked with addressing sexual harassment in Illinois government is looking to change the state election code and Human Rights Act to add protections for campaign workers. A panel appointed by Madigan in the wake of the Hampton’s allegations – U.S. Rep. Cheri Bustos, Comptroller Susana Mendoza and state Rep. Carol Ammons – will examine the issue as well. The panel won’t handle any investigations, but plans to talk with those who have spoken out about sexual misconduct within the Democratic Party, according to a letter from the three officials released last month. All funding and work for the panel will be independent from the Democratic Party. “This is a long-standing problem,” said state Rep. Kelly Cassidy, a Chicago Democrat and one of the lawmakers who met with LaBounty. “This is something that is endemic to this industry. We are the most nontraditional of nontraditional workplaces.” In an environment that requires considerable work in an often tight time span, it’s common to encounter unclear expectations and confusion about where employees go to report a problem such as sexual harassment, LaBounty said. Often one person is assigned the human resources role in addition to their campaign duties, and that person rarely has training or experience, LaBounty said. In large campaigns, a more formal HR department is more common, but its existence does not remedy the concerns of campaign workers. “Those are the sorts of situations where, while having adequate processes and adequate HR is certainly something that might be a little bit helpful for stabilizing the situation. . . the HR people still work for and are accountable to the employer at the end of the day,” she said. The guild is working in Illinois and several other states to get contracts for campaign workers that include specific clauses protecting them from harassment and requiring each campaign to have a person to file complaints with and a process to move the claim forward to an impartial third-party investigation. So far, the union group has only been contacted by Democratic campaigns, but if a Republican campaign staffer were to approach the group with an interest in unionizing, they would help, LaBounty said. Leaders of the House Task Force on Sexual Harassment are looking to strengthen the complaint reporting process as well. Their proposal includes changes in the state election code that would mandate all political committees maintain discrimination and harassment policies. Additionally, training in sexual harassment and discrimination would be required. “They would have to have some of the things that we require of ourselves in government,” said state Rep. Sara Wojcicki Jimenez, a Republican from Leland Grove. She and Democratic Rep. Barbara Flynn Currie co-chair the task force. By expanding the definition of an employee to include some campaign workers and the definition of employer to include the political committees that run campaigns in the Human Rights Act, Jimenez is hoping the committee will be able to tackle the issue of the campaign misconduct reporting structure. “A lot of what we’re doing right now is diving into our current law to see where we need to make some adjustments to include places for folks not only to get training if they work on a campaign, and if something were to happen, how they could report that up through the process and get a due process situation to hear their complaint,” Jimenez said. The task force has set up an email account, sdhtaskforce@ilga.gov, for the general public to submit suggestions and tips for amending the law to better tackle the nationwide issue of sexual harassment and discrimination.)

(FROM THE ARTICLE: Today’s immigration That was then. Today, millions of immigrants, including some who make it here legally, assume they don’t have to learn English or assimilate to our culture and values, but, rather, that we accommodate theirs. Moreover, they believe they are entitled to collect welfare, get free health services and even vote in our elections. Naturally, the always dependable ACLU is fighting for illegal aliens to have the right to vote in presidential elections. But can we really place all the blame on immigrants, both illegal and illegal, who after arriving in this country become dependent on the free perks and unconditional services handed out by our government (courtesy of taxpayers) for their living, hand-outs that not even American citizens are privy to. It is, after all, what a great many sources are telling immigrants, people like college professors, newspaper publishers, owners of cable TV stations, Hollywood celebrities and, worst of all, members of Congress. Lazarus’ Words Used to Thwart Trump After President Donald Trump’s executive order on immigration in January of 2017, many critics quickly took up a familiar rallying cry, lifting words from the Statue of Liberty that have for decades represented American immigration: “Give me your tired, your poor / Your huddled masses yearning to breathe free.”)

Of course, my critics/opponents want journalists to be licensed. Of course, if/when they succeed in doing that, they will grant the first license to Rich Miller and refuse to grant me a license. They will stress that I do not have a degree in journalism, that no one pays me for what I do, that my website and my emails do not contain any advertising, that no one pays to visit my website, that no one pays me to get my emails, that “conservative” and/or “Republican” leaders have treated me like I am not a journalist, for example, when they refuse to keep my email address on their press advisory and press release lists, etc. Will they require journalists like me who state that they are conservative and/or Republican to be approved by conservative and/or Republican leaders before they can use Facebook, publish websites, post things on websites, end out emails, etc.?)

(FROM THE ARTICLE: Syndicated conservative columnist Scott Reeder wrote that Rauner’s central accusation, that Ives is a “lackey” of Democratic House Speaker Michael Madigan, “is a lie, wrapped in a prevarication, enveloped with deception, packaged in falsehood and bound up with a fabrication.” Opinion editor Jim Slusher of the Daily Herald called that same claim “utterly laughable” and “perhaps the most ludicrous of the accusations being posited this campaign cycle.” “Hyperbole and exaggeration are commonplace in political ads, but this … struck us as not just over the top but over the moon,” wrote PolitiFact Illinois in an extended examination of the gobs of mud Rauner is hurling at Ives. They “turn credibility and rational argument inside out. That is why we give them our lowest possible credibility rating, Pants on Fire!” At issue here are three 30-second commercials that fall under Rauner’s rubric “Jeanne Ives: Madigan’s Favorite Republican.” Let’s unpack:)

(DIERSEN: I passed the CPA examination on my first attempt in 1979 and the Certified Internal Auditor examination on my first attempt in 1981. (FROM THE ARTICLE: Currently there are no professional requirements to the county’s auditor. If this referendum passes, the Auditor will be appointed for 5 years by the board. Additionally if appointed the candidate must hold a number of credentials including a bachelor’s degree, professional certification (CPA, CGAP or CIA) and be a Peoria county resident. “The county board has got a draft ordinance that they would move to adopt if the referendum is successful and that has requirements for a selection process which they would appoint similar to how they appoint the supervisor assessments,” said county administrator Scott Sorrel.)

DAILY HERALD

http://www.dailyherald.com/article/20180311/news/303119996/

That was before the explosion of Facebook, Twitter and YouTube as political platforms. Now some of a campaign’s most pivotal efforts happen in the often-murky world of social media, where ads can be targeted to ever-narrower slices of the electorate and run continuously with no disclosure of who is paying for them. Reporters cannot easily discern what voters are seeing, and hoaxes and forgeries spread instantaneously.)

— Grasso calls for Harold to drop out of AG race over alleged anti-gay adoption remarks – GoPride.com News Staff
http://chicago.gopride.com/news/article.cfm/articleid/92211604/candidate-calls-for-harold-to-drop-out-of-ag-race-over-alleged-antigay-adoption-remarks

(FROM THE ARTICLE: In a statement, Harold campaign spokesman Jason Heffley said, “It is troubling that NBC Chicago chose to run with a political hit piece based on anonymous sources that occurred almost twenty years ago. “Two decades ago when Erika was 20 years old, she did not support same sex adoption. It was a different era when many from both political parties did not support it. Erika, like many others, has changed her position on the issue over the last twenty years. She acknowledges that position was wrong and now strongly supports same sex adoption and foster placement. “She does not recall the specific exchange alleged by anonymous sources. If some form of that exchange did occur, it was wrong and it is in no way reflective of how Erika feels or has lived her life. She has spent her career working to protect the interests of the underserved and advocating for those who have been bullied and abused.”)
