As currently planned, students at the Winnetka and Northfield campuses will hear from a keynote speaker at the Feb. 28 event on “Understanding Today’s Struggle for Racial Civil Rights,” and choose two of more than 100 sessions or workshops to attend, according to Assistant Supt. When President Trump fired acting Attorney General Sally Yates earlier this week, it brought to light a serious problem at the Justice Department: Obama devotees and appointees ensconced in the agency. Yates, one of those holders from the Obama administration, had defiantly refused to defend Trump’s executive order calling for a temporary ban on refugees from seven predominately Muslim countries. Conservative activists have praised the president for his decision to fire Yates. J. Christian Adams, a former Justice Department attorney, contends the Obama appointee was merely fulfilling her assignment: disrupt the new administration’s plans. “Sally Yates was one of thousands of saboteurs who have been left at the Justice Department from the Obama years. She was just the first one to engage in her act of sabotage,” he said during a recent interview on American Family Radio. “There are many, many, many dozens of hundreds yet to come from other employees who have been left there.” Ronald Reagan once said: “The nearest thing to eternal life we will ever see on this earth is a government program.” According to Adams, that could also apply to the federal bureaucracy as a whole. “… You can’t get rid of it; Trump can’t get rid of it [or] change it. You can’t drain the swamp anymore because of federal civil service rules,” exclaims the founder of the Election Law Center. “… It’s almost like you need to go back to the spoil system where [when] you win an election you get to pick the employees. The Illinois Policy Institute’s budget plan would move all new employees and as many current workers as it can persuade into a 401(k)-style retirement plan, instead of defined pensions. The proposal also would make most able-bodied people without children ineligible for Medicaid, impose the state’s most recent contract offer to unionized state workers, reduce state payroll by 10 percent, and freeze property taxes for five years. Illinois Policy Institute CEO John Tillman said it also would end state revenue sharing with larger local governments, which he claimed spend more money than they should. “We want to end that charade. We want to create local accountability. If a local school district wants to engage in pension spiking at the end of a teacher’s career, they can do that. If they want to give administrators excessive compensation packages, they can do that. But they won’t be able to send the bill to other taxpayers anymore,” he said. Tillman said state mandates on local government would be reduced, but he acknowledged there would be skepticism and resistance to much of the IPI budget plan. “Every single political actor at the local level will want to hold on to every penny they can, and it won’t be until the public demands these reforms that we really see the political will,” he said. State Rep. Jeanne Ives (R-Wheaton) said she thinks the public will press for approval of the IPI budget plan. “That four-person family where the dad’s working his tail off, and maybe has a second job, and they know that they’re funding the Medicare for an able-bodied single adult who doesn’t want to get a job; I’ll tell you what, they’re all in on this plan, sir. The mayor ducked into the airport’s international terminal Sunday, shook hands with volunteer attorneys and called on residents across the city to host refugees and immigrants in their homes as an act of defiance to President Donald Trump’s restrictive executive order. Trump’s order, signed on Friday, suspends all U.S. refugee resettlement for 120 days, bars Syrian refugees indefinitely, and blocks travel into the U.S. for 90 days for citizens of Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen. It will also stop green card holders from those seven countries from entering the U.S. again if they travel abroad. On Saturday, after more than a thousand protesters marched inside and outside the terminal, Emanuel released a statement saying the travel restrictions had “tarnished America’s standing as a beacon of hope for the free world.” The next evening, he bypassed the crowds and made for the dozens of volunteer lawyers who had set up a makeshift office at a McDonald’s inside the terminal. Some volunteers held up signs in Arabic and Farsi offering counsel to travelers who had been detained, while others huddled around laptops drafting writs of habeas corpus on their behalf. “I want to thank all the lawyers here who are assuring people that when they come, what they’re met with is support, security and safety,” Emanuel said. “That’s who we are, and that is what we’re doing.” Meanwhile, officials from the city’s aviation department, which runs operations at the airport, dropped off a shipment of coffee and pastries for the lawyers. While Emanuel was at the airport, his office released a statement saying he would host immigrants in his home who had been granted legal status under the DREAM Act. Trump has so far laid off the legislation, which outlines a path to citizenship for immigrants who enter the country illegally as young children. “At a moment of unease and vulnerability for so many, let’s come together as a city and put action behind our words and the values we hold dear as a welcoming city,” the statement read. Emanuel and the City Council last week affirmed Chicago’s status as a “sanctuary city,” which bars local law enforcement from helping federal officials identify or deport undocumented immigrants. Trump has threatened to withhold federal funding from the city over its status. The revelation came as the nonprofit Congressional Institute that organizes the retreat investigates how audio of the gathering leaked. In an email to GOP lawmakers, institute president Mark Strand did not directly say that the impersonator was the same person who leaked the audio, but that was the implication. “The Congressional Institute is continuing to investigate this breach in order to fully understand how it happened and to ensure it does not happen again,” said Strand’s email, which was obtained by The Associated Press. The audio was leaked to several news outlets and first reported by The Washington Post. It reveals lawmakers airing concerns about the practical difficulties and political risks of repealing and replacing President Barack Obama’s health care law, among other things. There is also audio of a question-and-answer session with Pence, indicating that the intruder was in the same room as the vice president, which raises security concerns. It was not immediately clear if she was also present for the session with Trump, who spoke before Pence but did not engage in a private discussion with lawmakers. The email says that the unauthorized person “misrepresented herself on multiple occasions to retreat organizers as the spouse of an elected official” and used counterfeit credentials. She went through the same security checkpoints as every other attendee, including magnetometers, and was escorted from the event around 6:30 p.m. Thursday, after Trump and Pence left. (FROM THE ARTICLE: A pension fund in Cleveland became the first plan to approve benefit cuts for current retirees — even though it is still years away from running out of cash. The move, some critics say, could open the door for other troubled pension plans to follow suit. The financially strapped Iron Workers Local 17 Pension fund proposed a plan for extending its life span by reducing benefits for workers and retirees. Now that the plan has received final approval, roughly half of the 2,000 participants will see their pension benefits shrink on Feb. 1. Benefits will be cut by 20 percent on average, but some retirees are expecting their monthly payments to be slashed by as much as 60 percent. The unprecedented move comes after a 2014 law made it possible for troubled pension plans to reduce benefits to retirees if it would improve the financial health of the fund. The legislation dealt a major blow to federal protections that for nearly 40 years guarded the financial promises made to retirees. The announcement stunned some former ironworkers, many of whom said they sacrificed time with family and other opportunities so that they could earn a secure income stream in retirement. Joe Finley, 63, said he regularly worked 12 hours a day and took weekend shifts so that he could earn more credits for his pension. Now, his monthly check is set to be reduced to $1,900, from the roughly $3,500 he was previously receiving. The lost income is about equal to his monthly mortgage payment, causing Finley to worry that he may have to put his three-bedroom home on the market. “This is the devastation that I knew was coming, but I just couldn’t wrap my mind around it,” Finley said after learning the news. “You play by all the rules … and then they pull the rug out from under you.” The fund’s proposal was first green-lighted by the Treasury Department late last year before being put up for a vote by members this month. The impact will vary based on the individual’s work status and age. About half of the participants are not going to see any cuts at all because of their age or a disability. Others will see minor reductions. But more than 300 participants will see their checks cut by between 30 and 60 percent. Some people who took advantage of an early retirement option are among those facing the steepest cuts. Some critics say the divide in outcomes may have ultimately pinned workers, who could have felt they were choosing between a smaller pension and no pension at all, against retirees who feel they have few options for making up the lost pay. More than half of the 1,938 people eligible to vote did not cast a vote. About 16 percent, or 300, voted against the cuts. Another 600 members voted in favor of the changes. “I’ve been sort of sitting here staring off in the distance,” said Larry Burruel, 68, who is expecting his pension check to be cut in half. “We’re going to have to make a lot of cuts,” said Burruel, who is worried he and his wife will struggle to afford their medical bills with the smaller paycheck. The leaders of the ironworkers fund said making cuts now could prevent the need for more dramatic reductions in the future. Without changes, the ironworkers fund was on pace to run out of cash by 2024. At that point, the plan would have had to rely on the federal insurance program meant to protect multiemployer plans. But that program is also facing steep shortfalls and is on track to run out of money by 2025. “The suspension plan, while reducing their pensions now, is a better alternative than letting the pension fund become insolvent,” the trustees of the fund said in a statement. The ironworkers make up only a small portion of the roughly 1 million workers and retirees in pension plans that are on track to exhaust funds within the next two decades, according to the Pension Benefit Guaranty Corporation, which insures private pensions. The Central States Pension Fund, one of the largest multiemployer pension plans in the country, became the first fund to apply to cut benefits under the law with a proposal that would have affected nearly 300,000 current and retired truckers. But Treasury rejected that application in the spring, saying the changes would not be enough to save the financially struggling fund. Some pension advocates said they worry that the approval of the cuts in Cleveland could open the door for other financially struggling pension plans to follow suit. “Retirees … performed dangerous work counting on the promise of their pensions,” said Karen Ferguson, director of the Pension Rights Center. “It is simply wrong that after their years of backbreaking work, they have been left out in the cold.” Ferguson and other consumer advocates argue that rejecting the cuts would have given lawmakers more time to come up with another plan for shoring up pension funds. Sen. Sherrod Brown (D-Ohio), who is critical of the cuts, called on Congress to find a long-term fix. “Too many retirees across Ohio face uncertainty over the benefits they’ve earned,” he said. “We need to work on a bipartisan solution to protect Ohio workers from the mistakes made by those managing their funds.”)

(FROM THE ARTICLE: Longtime Bolingbrook Mayor Roger Claar hosted a big fundraiser for Republican presidential nominee Donald Trump last fall at the fancy village-owned golf clubhouse known locally as the “Rog Mahal.”  Barely a month later, residents of the southwest suburban village voted 66 percent for Hillary Clinton to 27 percent for Trump. Will County board member Jackie Traynere, a Democrat, hopes to use that apparent political disconnect between Claar and his constituents to bring an end to his sometimes controversial 30 years in office. Since announcing her intention to run against Claar in the April 4 municipal elections, Traynere has sought to make the race in part a referendum on Claar’s support for the new president. “Trump isn’t the reason Roger should go. It really is his management of the village,” Traynere, 54, told me recently in a phone interview from Leavenworth, Kansas, where she was traveling on business in her role as a union organizer for the American Federation of Government Employees. But she adds: “The Trump support really pushed people over the edge.” Claar, just back from Trump’s inauguration, argued Tuesday that traditional party politics don’t belong in municipal elections and that he will gladly run on the record that has made him one of the longest serving mayors in the Chicago area. “I think people are generally pretty happy with what’s going on in Bolingbrook,” said the 71-year-old Claar, who aggressively steered the village’s growth from a population of about 33,000 when he took over to more than 75,000 today. Indeed, it’s a tricky business to inject national politics into a municipal election. Candidates don’t even run under party labels. And voter turnout is usually only a small fraction of what it is in a presidential election. But the fact is that Bolingbrook, an increasingly diverse community in every sense of the word, has been trending Democratic in statewide and national elections for the past decade. That suggests an opening for a Democrat mounting a serious campaign, and Traynere seems to be doing just that. She has hired a professional campaign manager and claims the endorsements of Sen. Dick Durbin and Cook County Board President Toni Preckwinkle among others. Traynere was just re-elected to her third term on the Will County Board and served last year as a Bernie Sanders delegate to the Democratic National Convention. Claar starts the election season with a campaign fund of more than $500,000, barely half of what he once kept on hand, but says he has what he needs. “This whole thing is about power. They see this as an opportunity to take over. They want to be in charge of Bolingbrook,” said Claar, who vowed that he will not seek endorsements from any Republicans, including Trump. That doesn’t mean Claar is backing down from his support for Trump, whom he describes as a “breath of fresh air” on the political scene. “He called it like it is. That’s kind of the way I operate,” said Claar. Claar operates as a full-time mayor and pays himself commensurately with a salary of $140,102, not including a $6,000 car allowance. He emphasizes that’s less than Bolingbrook paid the village administrator whose job he eliminated. Claar also is collecting two public pensions: $55,757 from his previous life as a school administrator and $4,532 from his tenure on the Illinois Tollway Authority. His total annual taxpayer compensation of $200,000 looms as a potential campaign issue. Claar resigned from the tollway board in 2000 after the Sun-Times reported he was raising campaign funds from tollway vendors. That was just one of many minor scandals that have dogged Claar through the years, but nothing that has turned the voters of Bolingbrook against him. “I have been vetted on numerous occasions over false accusations,” Claar declared. He predicts Traynere’s emphasis on Trump could backfire. I predict it will make for a more interesting than usual municipal election season.)

(FROM THE ARTICLE: Salon reports the plan is part of empowered Republicans overall push to purge thousands of jobs from the payrolls of the federal government at a savings of as much as $10.5 trillion over the next decade. In all, the government could be hit with budget cuts of as much as 10 percent and the federal workforce could be slashed by up to 20 percent over that same period. The plan is said to be the blueprint of the ultra-conservative Republican think tank Heritage Foundation, which has long been on record with its preference for doing away with nearly all of the government’s discretionary spending. In Gingrich’s mind, there’s really only one approach to take when faced with such a critical undertaking. “All those bureaucrats overwhelmingly voted for Clinton,” he said, while admitting the prospect of mass firings could lead to sabotage and a lack of cooperation from workers toward new, incoming cabinet bosses. “There won’t be any real cooperation until we change federal law so we can fire them,” he added. Currently, African-Americans account for roughly one in five of all government employees, a ratio that completely dwarfs their overall population size of just 13 percent. It seems a safe assumption that those figures aren’t lost on Gingrich, who would also seem to be well aware that African Americans have in recent history overwhelmingly voted democratically. “I would say by one week after the inaugural, it will be very interesting to look at how many things have changed,” he recently told a group of supporters convened for a Heritage Foundation event, where he also predicted the laws of “Trumpism,” will soon predict a balanced budget based on policy as much as active campaigning. Gingrich also recently penned an open letter where he advocated for the dismantling of the Congressional Budget Office that provides budget and economic data to members of Congress. “The Congressional Budget Office (CBO) is simply incompatible with the Trump era,” he wrote. “It is a left-wing, corrupt, bureaucratic defender of big government and liberalism.” He later added what the office stands for runs counter to and “is the opposite of [Trump’s] commitments” to Make America Great Again. Gingrich’s current stance is far different from the one he took during the era of President Bill Clinton, when as House Speaker he and fellow Republicans saluted the agency after its analysis found that the then president’s push for a health care plan would swell the deficit. More recently, CBO officials concluded that if the Affordable Care Act, also known as Obamacare, were to be gutted as Republicans have made it a signature vow of doing, the number of uninsured Americans would increase by 18 million in the first year and premiums could skyrocket by up to 25 percent over that same time. Gingrich recently characterized those findings as not only wrong but somehow clearly corrupt. “CBO literally brought in the architect of Obamacare to be the adviser on scoring the very Obamacare legislation that he helped write,” he ranted. “The score was a lie. It was so wrong it was totally indefensible. A year later the CBO produced a new score that was so much more expensive that it was clear Obamacare would have been defeated if it had been the original score.” Overall, the federal government’s workforce is comprised of at least 4 million workers, some 300,000 of them located in D.C. along.)

Specifically, agencies should focus on employment at the GS-12 through Senior Executive Service levels to “identify and eradicate any barriers to equal employment opportunity, consistent with the merit system principles and applicable laws,” acting OPM Director Beth Cobert and Equal Employment Opportunity Commission Chair Jenny Yang wrote in a Jan. 18 memo.
