(FROM THE ARTICLE: At noon on Friday, 55-year old Barack Obama became a federal retiree. His pension payment will be $207,800 for the upcoming year, about half of his presidential salary. Obama and every other former president also get seven months of “transition” services to help adjust to post-presidential life. The ex-Commander in Chief also gets lifetime Secret Service protection as well as allowances for things such as travel, office expenses, communications and health care coverage. All those extra expenses can really add up. In 2015 they ranged from a bit over $200,000 for Jimmy Carter to $800,000 for George W. Bush, according to a government report. Carter doesn’t get health insurance because you have to work for the federal government for five years to qualify. The pensions and other benefits were first created in 1958, when former President Harry Truman was experiencing financial trouble. The annual payments are currently the same as what cabinet secretaries earn in a given year, and those salaries are set by Congress. But the days of this kind of taxpayer support for ex-presidents may be numbered. Last year, the Republican Congress passed a bill that would have set a flat $200,000 a year in pension payments and capped other expenses at $200,000 a year per president. The cost of living increases for the pension would be tied to the same formula used to increase social security benefits. But that $400,000 could quickly disappear under the proposed law, which cuts the pension and expense payments by a dollar for every dollar that a former president earns above $400,000. So taxpayers are off the hook entirely once a president earns $800,000 a year. Given that most former presidents can earn significant incomes from speeches and writing books, it’s very possible that the taxpayer support of former executives could become a thing of the past. But Obama vetoed the legislation, telling Congress that he did so because the bill also would have terminated the salaries and benefits of former presidents’ staff, and made it harder for the Secret Service to protect former presidents. “If the Congress returns the bill having appropriately addressed these concerns, I will sign it,” he said. But the legislation never got back to his desk. The president’s salary is $400,000, but during the campaign President Trump said he would decline the pay.)

Others in Illinois have formed their own groups in Illinois to combat waste, fraud and abuse by public officials, including a coalition in Morgan County that has managed to bust several bureaucrats there. “They’re replicating the model,” Mr. Allen said. “We’re excited to see them step up and have success.” Edgar County Watchdogs, now rebranded as Illinois Leaks, has also spurred state media to action. Mr. Allen said Chicago Tribune reporters have told him his and Mr. Kraft’s work has “forced them to do a better job and do it faster.” Messrs. Kraft and Allen came together in 2011, discussing each other’s bureaucratic woes at a candidate’s dinner. Mr. Kraft had asked to film a school graduation so he could sell the video and learned that someone else was hired for the job without public discussion. (FROM THE ARTICLE: At the bottom of the Daily Herald story (Jan. 5, 2016), find this commentary from Stan Zegel, Executive Director at Citizen Participation Institute in Winfield where he states a referendum would be binding. It appears the petitions are invoking a procedure established by state law 65 ILCS 5/7-1-16 whereby 250 electors in a municipality (a village or a city) can cause a referendum like this to be held. It is a binding referendum. It further appears that no such referendum is necessary in the acquiring municipality. That explains why no petitions have been circulated in Naperville. If the voters in a particular municipality vote against it, then it cannot be submitted again in that municipality until at least 22 months later, and then it will take it will take far more than 250 signatures to put it on the ballot again in that municipality. If it passes in any municipality, then that place automatically becomes part of Naperville. Any bonded indebtedness of an approving municipality, and of Naperville, get merged together and everyone shares in paying off the combined debt. Thus the taxpayers in Lisle, Woodridge, Warrenville (if the annexation is approved in their municipality) would take on a share of Naperville’s debt, and Naperville taxpayers would take on a share the other places’ debt. It follows that, with everything then part of Naperville, Naperville’s ordinances are in effect throughout the combined area, and everyone can then elect the mayor and members of the Naperville City Council as their terms come up in 2019 and after.)

Its only real juice comes from the power to embarrass, to shame unethical members of the U.S. House (and deter future ethical lapses) by investigating allegations of corruption and submitting reports to the chronically worthless House Ethics Committee. It’s a power that former U.S. Rep. Michele Bachmann, R-Minnesota, decried back in 2008 when the office was created. Bachmann, through a spokesman, predicted that the OCE would prolong “the game of gotcha politics” and create an “unaccountable board of gossips and partisans that can sling mud.” It’s a power that motivated House Republicans — in a closed-door Monday vote — to approve a rules package that would have gutted the OCE, before they reversed course in the face of a public backlash. Bachmann saw negatives in all the positive aspects of the OCE. The office’s best virtue — that it’s independent of Congress — made it “unaccountable” in her eyes. Its willingness to dig into complaints the House Ethics Committee sweeps under the rug made it a “board of gossips.” Bachmann ultimately found herself on the receiving end of an OCE investigation into issues related to her 2012 presidential campaign, including the use of campaign funds to promote her autobiography and the improper mixing of funds between her campaign and her political action committee. The OCE referred the matter to the House Ethics Committee, which dragged its feet for a year, allowing Bachmann to leave office with no repercussions. You could argue, however, that the ongoing embarrassment of the ethics probe persuaded Bachmann to not seek re-election. The political shorthand on the OCE is that it’s a Democratic creation despised by Republicans. There’s some truth in that, because 159 Republicans — compared to only 23 Democrats — voted against its formation in 2008. But the bigger truth is that House members, regardless of party, have viewed the six-member panel largely through the prism of their own experiences with it.)

(FROM THE ARTICLE: The GOP took a lot of flak this past week for its foolish attempt to use House rules to gut the Office of Congressional Ethics. Public scrutiny quickly sunk that effort, but another very dangerous rule change passed without much fanfare or media attention. As a result, House Republicans — with the backing of the incoming Trump administration — now have powerful tools to attack not just entire federal departments, but to go after individual federal workers as well. It’s called the Holman Rule, which was first used in 1876 and last used by Congress in 1983. It allows members on either side of the aisle to offer amendments to appropriations bills — which are often hundreds of pages long — in order to reduce the amount of money an agency receives, the number of employees an agency has, or the amount of money an individual federal employee can be paid. It’s alarming that members of Congress will now be able to engage in targeted witch hunts against entire departments or individual employees who happen to work on subjects that do not fit a representative’s values or agenda. The most obvious targets are Department of Energy climate scientists and State Department teams that work on gender equality issues — both of which have already been singled out by yet-to-be-sworn-in Trump administration. But the rule change can broadly apply to any program or individual civil servant. This means any federal employees — such as those who help monitor dangerous chemicals in the environment, patent examiners, those who administer vital health and food programs, federal student loan advisers — can be targeted. Reviving the Holman Rule is not just about finding waste. The author of the rule change clearly stated that members could cut the amount of money “that could be paid to an employee of the US government.” This is not to say that House members would engage in such behavior, but even allowing for such powers in the legislative process, without any input from the agency or the targeted employee, is unacceptable. The federal workforce has undergone many cutbacks under both Republican and Democratic administrations. The fantastical myth that civil servants are somehow responsible for a ballooning “big government” is simply pretext for baseless political attacks on federal workers. Employees of the federal government work in every congressional district to keep our food, water, and air safe for all Americans. We must take a stand to protect hard-working, diligent employees who now find themselves at risk of losing their jobs or suffering crippling pay cuts if a particular member of Congress or president decides to single him or her out. Members of our country’s federal workforce should not be turned into political pawns.)
