Peter Breen plans to announce today a concerted pushback to the HB40 abortion bill just signed into law — including legal action and a new legislative proposal. “We’re going to be dropping a bill on the House and Senate on prohibiting taxpayer funding of abortion,” Breen, who is also the Republican House floor leader, told POLITICO. The proposed legislation is not an attempt to repeal the full HB40 abortion bill that Gov. Bruce Rauner signed into law, setting off a firestorm within his own party. This legislation, according to Breen, would focus on the taxpayer funding portion of the HB40 and not the trigger law. Breen described the legislation as modeled off the federal Hyde Amendment. “This bill really is a fresh start. That was always the real problem with HB40, was the taxpayer funding of abortion.” Whether the potential legislation has hope of surviving in a Democratic-dominated General Assembly is another question, however. Legal challenge — Breen, an attorney for the Thomas More Society, said there’s movement to contest HB40 in court, arguing that the effective date in the bill is in error. Instead of Jan. 1, it should be June 1st, Breen argues, since the bill wasn’t released until well past May 31. Democrats used a parliamentary move to delay sending HB40 — and other bills — to the governor for months. Breen said a lawsuit could work to put on trial that practice, which he argues goes against the spirit of the law. “That is worth filing a lawsuit. The Democrats have been playing games with this on multiple bills. Holding bills over until after May 31 is not in the constitution. That is something we are very actively pursuing,” Breen said. “At the very least what our argument would be, is it can’t be effective until June 1st.” That five months means the state wouldn’t pick up the cost of potentially thousands of publicly-funded abortions, he said. The Illinois Dept. of Public Health reports more than 39,000 abortions in Illinois in 2015.)

Even Chicago Tribune columnist John Kass, who made his name railing against the Combine, was riding the Rauner train.  In July 2013, he wrote this gushing column, “Illinois Republicans: Get ready for Bruce Rauner, multimillionaire businessman and possible candidate for governor could be just the ticket to take on the status quo, fix broken state.” I’m not kidding. That’s the title of Kass’ column. The equivalent of a sloppy wet journalistic kiss. You can’t pay for that kind of media…or can you? It was official: Bruce Rauner, the Combine millionaire was now Illinois’ newest savior. Today is a different story. In the wake of the political bloodbath of HB40, Rauner’s once merry band of conservative enablers are desperate to rewrite history. All of a sudden, they are pointing the finger at Rauner, calling him a liar, crying that they were “deceived.” This outrage is fake. Republicans who took millions of dollars from Rauner are the ones shrieking the loudest.  In the National Review, political operative Dan Proft lashes out at Rauner’s “radical-left social agenda.” Does that mean Dan will be giving Rauner his $5 million back? By claiming Rauner deceived them on abortion and illegal immigration, Rauner’s shills are lying to voters again. Shamelessly, they are also demanding voters support their hand-picked candidate against Rauner in the GOP primary. Why should anyone believe them after the destruction Rauner has wrought? Or is a ruse designed to help Rauner in this desperate but deep blue state? Suddenly even John Kass is anti-Rauner and he’s pushing his own candidate too. Rauner donated $510,000 to the ACLU in 2012, specifically to fund pro-abortion-related litigation. He named Obama’s former Chief of Staff Bill Daley to his transition team. Since elected, he has continued to fund Planned Parenthood with taxpayer-funded grants.  In 2016, Rauner also signed a bill forcing pro-life doctors and crisis pregnancy groups to promote abortion. In the immediate aftermath of the bill signing, several Republican lawmakers said they can no longer support Rauner. Since the legislature currently isn’t in session, we have yet to see how that will translate when it comes time to actually vote on something the governor wants — or doesn’t want — to pass. Then there was the announcement last week by Rep. DAVID HARRIS, R-Arlington Heights, that he would not run for re-election. Harris was one of the handful of House Republicans who voted for the final tax and spending package. He gave an impassioned speech as the House was preparing to override Rauner’s veto of the deal in which he said he didn’t get elected to preside over the financial ruin of the state. His vote, though, drew the ire of anti-tax Republicans and also drew himself a primary opponent. In announcing his decision not to run again, Harris told media outlets the Republican Party is at war with itself. He told public radio that he did not see how the infighting would make the party stronger. Rauner was asked about all of that during an appearance in Chicago last week. “We have many passionate members of the Republican Party,” Rauner said. “Not everybody is going to agree on every issue. We can have reasonable disagreements. Reasonable people can reasonably disagree.” He ticked off issues that Republicans can find common ground on, such as lower taxes, more economic growth, less regulations, more efficient government and political reform like term limits. He said “no group is defined by any one issue.” That’s no doubt the case, but we’ll see if the abortion issue — and Rauner’s position on it — is the dominant one as things move forward.)

The annual chamber report showed overall retail sales of $2.682 billion, down 1.3 percent from 2015 to the lowest level in three years. But trends varied across 10 spending categories from 2015 to 2016. (FROM THE EDITORIAL: Republican Gov. Bruce Rauner unleashed a political firestorm within his own party by signing controversial abortion legislation into law. The merits of the abortion issue aside — more on that later — it’s patently clear that Gov. Bruce Rauner made a political mess for himself when he signed a new law that provides for taxpayer-funded abortions in Illinois. He double-crossed Chicago Cardinal Blase Cupich, to whom he promised a veto, alienated Republican legislators he has demanded loyalty from and outraged single-issue abortion opponents who now consider him an unreliable and, probably, an immoral turncoat. What, politically, did Rauner gain from signing the bill? Nothing. Abortion-rights proponents perceive decisions like the one the governor made as the minimum they are due. They are angry that Rauner waited as long as he did to announce his support for the measure. So Rauner won himself no friends among Democrats and abortion-rights groups; they have at least 100 other reasons to dislike his brand of governance. In one respect, of course, Rauner’s decision vindicates the self-description he provided voters when running in 2014. Rauner said he wasn’t a politician, something he considered a bad thing, but a businessman who knew how to identify and solve problems, something he suggested Illinois desperately needed. Well, it’s abundantly clear that he’s not a politician. The best of politicians are able to read the tea leaves, weigh costs and benefits, and reach conclusions on dual policy and political questions that are not self-destructive. Rauner did the opposite when he signed the abortion legislation. There’s no doubt Democrats intentionally put him in a trick bag when they passed this cynical measure. That’s what members of one party often do to members of the other party — present them with no-win choices sure to raise vigorous criticism. But just because Democratic House Speaker Michael Madigan handed Rauner a gun, it didn’t mean the governor had to shoot his own foot. That’s where the substance of this legislation comes into play. People want to cast House Bill 40 as either pro- or anti-abortion. But abortion is legal and has been since the U.S. Supreme Court issued its 1973 decision in Roe v. Wade, a constitutionally guaranteed right that abortion opponents, no matter how hard they try, cannot abridge. Despite that, abortion-rights proponents have steadily and dishonestly warned since 1973 that Roe is on the verge of being overturned, something that has not happened and remains unlikely to happen. H.B. 40 does two things. It would keep abortion legal if Roe were someday overturned. How ironic it is that our legislators busy themselves passing legislation addressing issues that are not, and may never be, problems while they studiously avoid addressing existing problems that are crippling the state? That provision is essentially meaningless because, in the unlikely event Roe is overturned, the issue would return to the individual states for a legislative solution. Does anyone really think that Illinois legislators wouldn’t rush to reinstate legal abortion? Democrats control Illinois, and few if any of them are willing to challenge the party’s abortion-rights litmus test. The second measure, one much more obnoxious to rank-and-file citizens, is the new mandate that provides taxpayer-funded abortions for individuals covered by state-employee health insurance or those on the Medicaid welfare program. Given the disgraceful fact that one in four Illinois residents is on Medicaid, it’s a virtual certainty that many thousands more abortions will be performed — all at taxpayer expense. Despite what abortion-rights proponents want to acknowledge, there are deep moral questions involved here. To compel all taxpayers — especially those with legitimate and sincere antipathy about the medical procedures that terminate lives of unborn children — to finance abortions is a real slap in the face. On that question alone, Rauner would have been on solid ground to explain — in a persuasive and principled way — why it would be a mistake to press financial responsibility for funding abortions on the public at large. There is no question that Rauner is, for understandable reasons, a flawed chief executive, a duck out of water. It’s not clear whether he’s hard-headed and impulsive, the recipient of bad advice or someone who ignores good advice. But he makes unforced errors, and signing this legislation is one of them. That said, he’s one of the few powerful politicians in Illinois who recognizes the extent to which the state is failing and offers real solutions to restore the state’s weak economy, improve our dire financial standing, eliminate the self-dealing and outright corruption in government and smash a discredited political status quo that is driving productive people from the state. Unfortunately, he made his job that much harder going forward and his retention of the job in 2018 even more problematic with his inept and inconsistent handling of an issue that was, on the merits, much less a Hobson’s choice than he perceived it to be.)

(FROM THE ARTICLE: Naturally, as a conservative writer I write on subjects such as Islam and immigration that would goad a liberal to call me such a name. I also have frequently had political yard signs in my yard for the more conservative candidates in my area. S, my home is well known (or at least easily known) as a place where a conservative Republican lives. As to my writing, I’ve never tried to hide where I live nor written under kitschy Internet names. I have always written under my full name, so it probably isn’t too hard for someone to find me if they are serious enough about doing so. At this point, with those two bits of graffiti I began to wonder, is someone was targeting me because of what I do for a living? So, I made a second police report after the garage door incident. Thus far none of these incidents were really too major but they did show signs of coming faster and picking up in severity. I have no troubles with my immediate neighbors. In fact, our neighbors across the street had been on an extended visit to Mexico for the last several months and the neighbors right behind us just moved in and weren’t even here for much of this vandalism. The other neighbors are two elderly neighbors and a middle eastern family I haven’t even really met. I have had no cross words with any of them. But last night it went into high gear. At about 1 AM or so on Saturday morning, I was awakened by a noise outside my home. I can’t really say what the noise was as it woke me from a deep sleep. It was just a shout that awoke me. I looked at my window and saw what struck me as a strange light outside. So, I went to the front door… And saw my car interior on fire… (PICTURE) The surface of my passenger seat was set aflame and the entire interior of the car destroyed. Fortunately it isn’t a new car (it’s a 1999 Oldsmobile 88). But unfortunately, because it is so old I took off the comprehensive coverage and only have liability. So, insurance won’t cover this destruction and I am now without a car. Naturally the police became involved, but they say they won’t classify it as arson because they don’t have any evidence to show for it. A plastic pop bottle was left inside by who ever did this. It smelled of gas to me. Police wondered if I smoked in the car. I don’t smoke cigarettes and only occasionally smoke a cigar but NEVER in a car. If you’ve ever smoked a cigar you know that doing so in a car is a messy, ashy endeavor. I don’t do it. So, there is nothing that should have set my car on fire  7 hours after I last drove it. Also, it was the surface of the seats that went up in flames. Nothing electrical any where near the burn zone. I firmly believe that this is an attack on me because of my writing. This is the tolerant left in action. They are trying to intimidate me. I will not be silenced.)

On Friday, he axed one of his few remaining conservative aides, chief of staff Kristina Rasmussen. Rauner supporters think his moves help him in Cook County, particularly with pro-abortion-rights suburban women. But will Rauner’s support of “sanctuary state” legislation win him Latino support in a general election? Will his decision to risk his career by supporting taxpayer-funded abortion win him love from Democrats? I don’t think so. Yet such moves do satisfy the media, that which will sing his praises and call him courageous and so on, and vilify or at least marginalize any conservative challenger, whether that is Ives or someone else. That’s how things are wired in Illinois, but you knew that. Ultimately, those singing his praises for his leftward drift will abandon Rauner in the general election in favor of the Democrats, either billionaire J.B. Pritzker, backed by Illinois House Speaker Michael Madigan and Mayor Rahm Emanuel, or Christopher Kennedy. That’s also how things are wired. But you knew that, too. The problem for Rauner is that, as of now, conservatives make up a sizable percentage of the Republican vote. Without them, where is he? But not so fast, says Pat Brady, a Rauner supporter, former Illinois GOP chairman and principal of the government affairs firm Next Generation Strategies. “I understand Ives’ anger. I know social conservatives are upset,” Brady said. “But to their credit, social conservatives, they don’t stay home on Election Day. “Bruce Rauner is the first governor to stand up to Mike Madigan, and the people of Illinois know it,” Brady said. “And 80 percent of the state has had enough with the Boss Democrats. So are conservatives going to throw their lot in with J.B. Pritzker and Madigan? I don’t think that’s going to happen.” That will be Rauner’s hard sell, to convince conservatives that without him, Illinois will remain Madiganistan. It will be difficult if not impossible for him to win without an effective coalition. But without conservatives, what is left of Rauner’s coalition? Wealthy businessmen? That’s not a coalition. In this, he’s quite like Mayor Rahm Emanuel, who also has the money guys with him but not much else, and remains quite beatable. Emanuel has been reaching out to Latinos in anticipation of more bad publicity and negative feelings coming his way when the murder trial of Chicago police Officer Jason Van Dyke, charged with the killing of black teenager Laquan McDonald, rolls around. Emanuel’s administration sat on the video of the shooting until after the mayor won re-election against Cook County Board Commissioner Jesus “Chuy” Garcia. Chuy won’t let him forget it. And neither will Chris Kennedy. But Emanuel has time and other people’s money. Rauner doesn’t have time, and he’ll be spending his own cash. On the Democratic side, at least Pritzker and Kennedy have a game plan. Pritzker with Boss Madigan and a massive TV ad budget. And Kennedy seeking minority votes with endorsements like that of Chuy Garcia’s. But what is Rauner’s game plan? That Boss Madigan has helped ruin the state? Rauner needs more than that, but his plan is becoming increasingly difficult to see. He was a businessman, not a social justice warrior at the beginning, then he wasn’t conservative, then he was a conservative for a few weeks, then he fired all the conservatives working for him and made sure he wasn’t a conservative by supporting taxpayer-funded abortion. It’s all been so very confusing. Conservatives will either find a challenger, or convince Rauner to do the math and hope he won’t seek re-election and save the Illinois GOP from a fight. Or he can run, while conservatives concentrate on their own state House and Senate races and keep the governor at a distance. “It’s best for the state if he announces he’s not running,” Ives said. “It would allow the party to come together and coalesce around another individual who could take on the Democrats. Because Rauner’s base has lost him. There’s no doubt about it. Talk to people around the state. You hear the same thing. His base isn’t with him.” Those who are quite close to the governor say he has no interest in caving, that he’ll fight. It might be politically bloody, but he doesn’t care. Rauner isn’t a weakling. He fought hard. He spent his money. He made terrible political mistakes that he didn’t have to make, but he insisted on making them. Now, he’s paying for them. Conservatives like Jeanne Ives will insist upon it.)

(FROM THE ARTICLE: Now that prominent conservatives are seeing Governor Bruce Rauner for who he really is, we arrive at a genuinely dramatic moment in a state where the Republican Party’s failures have paved the way for Leftist policies to ruin the state. After signing several outrageously left-wing bills into law, an increasing number of rank and file conservatives and elected political leaders are finally seeing the truth about Governor Rauner. This gives conservatives in Illinois the opportunity to get their act together. Technically, every election cycle is another chance for limited government and pro-family Republicans — but some opportunities are greater than others. This is one. Examples of the lost chances happened in 1982 (Don Totten’s lt. governor candidacy), 2002 (the caucus leadership changes in the General Assembly), 2004 (Jack Ryan’s U.S. Senate campaign), and the past three gubernatorial primaries (all of which, 2006, 2010, and 2014, were lost due to State Senator Bill Brady’s involvement…that’s a sad story for another article). I would be remiss if I didn’t point out that there were people warning about Rauner four years ago — including IFI’s Laurie Higgins. Another voice, probably the loudest and most thorough, was Doug Ibendahl at RepublicanNewsWatch.com. Among the stronger recent statements, my favorites are that of State Rep. Peter Breen: “The Rauner experiment is over,” — and State Rep. David McSweeney: “Rauner is a failed governor.” Will Rauner run for reelection? He says he is, but we’ll see. If he does and conservatives mount a credible challenge to him, can Bruce and his millions of dollars be defeated? Not unless conservatives unite around a solid, intelligent and able governor/lt. governor ticket and run the best campaign of their lives. (Anyone reading this who personally knows Bill Brady, please ask him to stay the heck away from the race and enjoy leading the GOP super-minority in the state senate.) As simple as all of that sounds, Illinois conservatives have proven incapable of uniting, and in fact, have not been up to the task of successfully taking on the 40 years-in-the-making RINO (Republican in Name Only) establishment. Since Jim Thompson was elected Illinois governor in 1976, the RINOs have usually been happy to cooperate with the Democrats as long as individuals in the RINO club were able to become rich in the process. Yes, there were exceptions, such as moments during the decade-long state senate Republican majority in the 1990s, when Republicans acted as Republicans are supposed to. The fact that they were exceptions, however, is why we are where we are today. As several people are now realizing, this is a unique opportunity. President Donald Trump tapped the economic and cultural frustration in the electorate and defeated a talented primary field and the Democratic Party dynasty of our era in the general election. The same exasperation that exists in Illinois caused a majority of voters in Pennsylvania, Ohio, Michigan, Wisconsin, and Iowa to help candidate Trump take down the vaunted “blue wall.” Does it exist here on a large enough scale to send Rauner back to the private sector and take down the next silly Democratic Party left-wing nominee? Yes and yes. But it will take a competence level we haven’t seen from Illinois conservative candidates and consultants in a couple of generations. Does the candidate and consultant talent exist here to step up and lead? Yes on candidates and maybe on the consultants. Too many conservative campaign consultants don’t realize that in this era of Trump, things are different. The statewide campaign can no longer be all about their financial take on media buys, and their percentage of the cost of massive direct mailings and yard signs, or the fact that these “wise” consultants think they’re the smartest people in the room (they’re not). The campaign must be all about effectively communicating to the people of Illinois the serious problems that exist here. Those problems have gotten worse during Bruce Rauner’s tenure, and will speed-up in the wrong direction under a radical lefty like J.B. Pritzker. I have been saying this for decades — the people of Illinois are not much different from all those in the red states that surround us. This is not Vermont or Massachusetts or California. Cook County might not turn red any time soon, but there are plenty of what used to be called Reagan Democrats living in Chicago and its surrounds to give a conservative a primary and general election win. All that has been missing all these years is effective conservative leadership in the Illinois Republican Party. While Rauner’s money has purchased the party apparatus for the time being, a counter insurgency is possible and necessary. And the time for that is now.)
