http://www.chicagotribune.com/suburbs/ct-congressman-roskam-rejects-public-meeting-call-0211-20170210-story.html
(FROM THE ARTICLE: U.S. Rep. Peter Roskam has turned down a third request by the League of Women Voters to appear at a public forum in his suburban district, saying Friday that “large meetings tend to devolve into shouting matches.”  The Wheaton Republican was confronted last weekend by a few hundred protesters when he spoke at a Palatine Township Republican Organization meeting. He is one of several GOP congressman whose appearances have been met with angry protests fueled by Democrats and encouraged by social media. Roskam, in an interview Friday, said he prefers to limit constituent meetings to 25 people. “My experience is that, and we see this around the country, where these large meetings tend to devolve in shouting matches,” he said. “And they’re not helpful in public discourse and it seems like people leave more upset and more angry than when they came.” Asked why he spoke to the Palatine Township GOP event that was attended by about 100 people, Roskam said, “That’s not a forum where it’s conducive to shouting. I mean, these are not people that are coming to shout at a meeting.” A six-term House lawmaker, Roskam met Thursday for about an hour with 12 representatives of the nonpartisan League of Women Voters’ eight chapters in his district. He declined their bid to host him at a large public meeting, an effort league officials said was prompted by a “groundswell of public interest” in having him address voters. Gail Chaney Kalinich, a lawyer and official of the League of Women Voters of Glen Ellyn, said Roskam had agreed to the Thursday meeting as long as no recording devices were used and no members of the news media were on hand. Last October, she said, seven league chapters wanted to host Roskam at a candidate forum with his Democratic rival, but he said no. This month, eight leagues offered to host him on Feb. 23 — or another day that week — during the upcoming congressional recess. Again, the group was told no. On Thursday the leagues were open to any future date for a meeting but were refused, Kalinich said. “He stated that in his view, small meetings are more productive, that a conversation occurs that is not possible with a larger group and that he does not see a way for a large meeting at this point in time to result in anything more than a screaming match,” Kalinich said. Roskam on Friday defended his record in meeting with constituents. “I don’t think I am inaccessible,” he said. . .Kalinich acknowledged that Roskam meets with small groups of people and hosts “telephone town halls” when to her understanding about 20 people are allowed to speak or ask a question. “This isn’t a situation where he’s never communicating,” she said. “He’s communicates in ways that he finds useful and appropriate.”)

(FROM THE PRESS RELEASE: Governor Bruce Rauner joined Tollway Chairman Bob Schillerstrom, Board Directors Corey Brooks and Joe Gomez, and Executive Director Greg Bedalov today to highlight the Tollway’s efforts in strengthening diversity programs to build new opportunities and assistance for minorities, women and veterans. These efforts are breaking down barriers for businesses owned by minorities, women and veterans to compete for state contracts and for workers to qualify for good-paying construction and engineering jobs. „Our commitment to having a diverse workforce is leading to stable, good-paying contracts and job opportunities for minorities, women and veterans,” said Governor Bruce Rauner. „This is just the beginning. When these businesses succeed, we all succeed. I thank the Tollway for its commitment and dedication to ensuring all Illinoisans have access these economic opportunities.” The Tollway’s commitment to strengthening its diversity efforts puts the State of Illinois at the leading edge of diversity initiatives nationwide and serves as a blueprint for continuing to expand these programs in the future. In 2017, the Tollway is boosting its annual investment by more than 60 percent to fund programs that will increase participation by diverse businesses and workers in the Tollway’s 15 year $12 billion Move Illinois capital program.)

CHICAGO TRIBUNE
— Civic Federation calls for 40 percent hike in state income tax rate – Monique Garcia  (DIERSEN: If you ask anti-Trumps in Illinois who can and who should pay more taxes, they will say those who are Trump supporters, Protestant, conservative, Republican, American, White, male, older, rich, gun owners, German American, draft avoiders, and those whose ancestors have been in America for a long time.  The Civic Federation calls for “eliminating Illinois’ tax exemption on retirement income.”  Of course, operatives and dupes for my critics/opponents favor this because I get a $50,856 Civil Service Retirement System pension, $17,288 federal health, dental, and vision insurance subsidy, and $2,028 Social Security.  Virtually all the operatives and all the dupes for my critics/opponents are filled with envy, have severe financial, health, and/or other problems, are not earning credits toward any pension, are not receiving any pension, and/or have saved little or nothing for their retirement.)
http://www.chicagotribune.com/news/local/politics/ct-civic-federation-tax-hike-met-story.html
(FROM THE ARTICLE: A nonpartisan budget watchdog group is calling for dramatic action to get the state’s budget back on track, saying Republican Gov. Bruce Rauner and Democrats are out of easy choices and need to consider raising taxes, among other things. A five-year plan to be released Friday by the Civic Federation calls for a strict spending limit that caps growth at 1.7 percent a year, hiking the personal income tax rate from 3.75 percent to 5.25 percent, eliminating Illinois’ tax exemption on retirement income and lowering the sales tax rate from 6.25 percent to 5.5 percent but expanding it to apply to more services. The group also calls for the elimination of numerous tax breaks that benefit businesses, saying they “do not provide sufficient public value to justify their cost,” and the consolidation of local units of government. Other suggestions include borrowing billions of dollars to help pay down the state’s massive pile of unpaid bills and creating a rainy day fund to better deal with future cash crises. The sweeping agenda will be a tough sell at the Capitol, where a massive budget proposal with similar tax changes stalled in the Senate this week. But it underlines what Democrats and Republicans alike have acknowledged: The longer the budget impasse continues, the more difficult the solutions could become.)

(FROM THE ARTICLE: Say what you will about the winter weather, road congestion and state politics, but at least the suburbs are among the safest places in America, according to the website www.Neighborhoodscout.com. The site’s annual list of the country’s 100 safest cities (with populations of more than 25,000) includes three suburbs in the top 12 and 18 among the top 100. The highest ranking are Lake in the Hills at 7, Bartlett at 9 and Buffalo Grove at 12. Others ranking highly include Wheaton (32), Hanover Park (37), Huntley (43), Hoffman Estates (46), Arlington Heights (49) and Palatine (51). The site says it compiles its list by crunching data on criminal offenses from more 18,000 law enforcement agencies nationwide.)

CRAIN’S CHICAGO BUSINESS
— Yes, small business owners can do something about Chicago’s violence problem – RICHARD MEYERS  (DIERSEN: My critics/opponents, their operatives, and their dupes have always hinted/implied/argued/shouted a) that instead of me, the Post Office should have hired a poor Democrat, a poor minority, a poor female, and/or a poor veteran in 1966, b) that the Post Office should gotten rid of me much sooner than it did so that a poor Democrat, a poor minority, a poor female, a poor younger person, and/or a poor veteran could have my job, c) that instead of me, IRS should have hired a poor Democrat, a poor minority, a poor female, a poor younger person, and/or a poor veteran in 1971, d) that instead of me, IRS should have promoted a poor Democrat, a poor minority, a poor female, a poor younger person, and/or a poor veteran in 1972, 1973, and 1974, e) that instead of me, GAO should have hired a poor Democrat, a poor minority, a poor female, a poor younger person, and/or a poor veteran in 1980, f) that instead of me, GAO should have promoted a poor Democrat, a poor minority, a poor female, a poor younger person, and/or a poor veteran in 1986, and g) that GAO should gotten rid of me much sooner than it did so that a poor Democrat, a poor minority, a poor female, a poor younger person, and/or a poor veteran could have my job and my preferred corner office.)
http://www.chicagobusiness.com/article/20170210/OPINION/170219998
(FROM THE ARTICLE: RECONSIDER YOUR HIRING FRAMEWORK  Small businesses are collectively the largest employer in the Chicago market, yet there is one often overlooked area where they can make a difference: hiring. Here, it is worthwhile to pay attention to the facts, as they differ from intuition. According to a 2015 report from the mayor’s office, once a youth in our city has been detained by the Department of Juvenile Justice, there is an 80 percent chance he or she will return to custody within three years. Understandably, small business owners already face enough challenges in trying to succeed, so they therefore can’t take big risks on employees. But, the data shows, hiring former offenders is not the risk many think it is. The American Job Center network, established by the US Department of Labor and the Department of Education, identifies formerly incarcerated youth who are ready to work, have been prescreened, and have received skill and educational assessments, as well as job readiness, soft skills, and vocational training. By giving former offenders employment opportunities, small businesses can offer them a much better alternative to returning to crime. And according to a study by Florida State University, access to steady jobs can substantially reduce recidivism outcomes. Numerous Fortune 500 corporations, including Apple, AT&T, General Electric, and Kmart, and even the U.S. military, have already paved the way and are hiring these individuals who consistently face significant barriers to employment. Now is the time for small business owners to consider this framework as well.)

WASHINGTON TIMES
— Left, not Trump supporters, violent – MARIANNE GASIECKI  (DIERSEN: Ever since the Civil War, Democrats have increasingly promoted, threatened, and committed violence to advance their party’s platform which is anti-Protestant, anti-conservative, anti-Republican, anti-American, anti-White, anti-male, anti-older people, anti-rich people, anti-gun owners, anti-German Americans, and anti-those whose ancestors have been in America for a long time.)
http://www.washingtontimes.com/news/2017/feb/9/letter-to-the-editor-left-not-trump-supporters-vio/
(FROM THE LETTER: Over the past year the media has incessantly promoted the idea that conservatives (and more specifically “Trump supporters”) have been inciting violence and hate across the country. The truth is precisely the opposite. Examining the violent crimes that have taken place in the past year reveals that the Democratic Party is responsible for inciting the violence, and that this pattern of oppression through violence is repeated throughout history as far back as the Civil War. According to the FBI, in 2015 violent crimes were up from 2014 by 3.9 percent, and the murder rate spiked by 10.8 percent. This trend was particularly visible in Chicago, Baltimore, and Washington, cities heavily dominated by Democratic legislatures and strict gun-control laws. These three cities account for more than half of the increase, and the trend continued into 2016. Recall the Occupy Wall Street movement in 2011. These protests were riddled with rape, drugs, public defecation, the desecration of war memorials and the destruction of public and private properties. The Occupy movement supported communist leaders in Chicago and was endorsed by the American Nazi Party and President Obama, who stated, “We are on their side.” The House Democrats, led by Nancy Pelosi, sent out an email urging leaders to sign a petition supporting the growing movement. Violence was also on display in the Ferguson, Missouri, and Baltimore riots, which had the support of Baltimore’s Democratic mayor. But let’s go back even further. The Civil War represented a battle between the pro-slavery Democrats and the anti-slavery Republicans. Southern Democrats so desperately clung to slavery that they fired the first shot near Fort Sumter, choosing war over equal treatment of their fellow man. Following the war, Southern Democrats founded the Ku Klux Klan. To say that every Democrat supports this pattern of violence would be unfair, I know many that are wonderful people. But why would someone choose a party that has been historically oppressive, rather than the party that has promoted liberty and equality through personal responsibility and appropriate legislation?)

http://www.theblaze.com/news/2017/02/09/netflix-debuts-trailer-for-dear-white-people-and-receives-huge-backlash/

The voiceover continues as footage of stereotypical white fraternity and sorority students are shown. In between that, the words “America needs a voice of reason” appear. — DIERSEN HEADLINE: Anti-Trumps say “Donald Trump, who never served in the military, goes after Senate veterans. President sends string of tweets Thursday morning.” Since 1966 when I was 18 years old, my critics/opponents, their operatives, and their dupes have stressed that I am NOT A VETERAN because I sought and obtained student draft deferments 1966-1970 and a financial hardship draft deferment 1970-1971. Since 1966, they have stressed a) that instead of me, the Post Office should have hired a veteran in 1966, b) that the Post Office should gotten rid of me much sooner than it did so that a veteran could have my job, c) that instead of me, IRS should have hired a veteran in 1971, d) that instead of me, IRS should have promoted veterans in 1972, 1973, and 1974, e) that instead of me, GAO should have hired a veteran in 1980, f) that instead of me, GAO should have promoted a veteran in 1986, and g) that GAO should gotten rid of me much sooner than it did so that a veteran could have my job and my preferred corner office.)

https://www.nytimes.com/2017/02/08/technology/personaltech/a-low-tech-guide-to-becoming-more-politically-active.html
(FROM THE ARTICLE: Stay Educated  The first challenge to getting more politically active is filtering out the torrent of political news to understand what you should care about. One high-level approach is to read the executive orders posted on the White House website. Beyond that, following your members of Congress is an important way to get deeper information, says Indivisible, an activism guide published by former congressional staff members. These are the people who introduce legislation, so keeping up with them is crucial if you want to be more politically active. After identifying your members of Congress, visit their websites and sign up to receive their newsletters and invitations to local events. You can create Google News alerts on certain lawmakers to keep up with their actions. Another approach is following the legislation you care about. Mr. Tauberer’s tool, GovTrack.us, lets you share your location, select an issue and view the bills that have been introduced. For example, Senator Dianne Feinstein of California introduced a bill to nullify the effect of the executive order on immigration. The site says there is a 7 percent chance of the bill being enacted. You could then contact Ms. Feinstein’s office to say you support or oppose her bill.)
— Federal Workers Get Guidance for Discussing the Politics of Trump – CHARLIE SAVAGE and JONATHAN WEISMAN  (DIERSEN: If I was still working for GAO, my Democrat superiors, supervisors, coworkers, and subordinates would have killed me by now figuratively if not literally.  They would blame me for Trump’s election just like anti-Trumps blame me for Trump’s election in my precinct, in Wheaton, in Glen Ellyn, in Milton Township, DuPage County, and Illinois.)
https://www.nytimes.com/2017/02/09/us/politics/donald-trump-administration.html
(FROM THE ARTICLE: With the president already running for re-election, federal workers get guidance on office politics  The day President Trump took the oath of office, he filed paperwork to declare his candidacy for re-election, not so much because he was overeager but because money was still flowing into his campaign coffers, and any funds raised over $5,000 in 2017 would have had to be returned unless Mr. Trump registered as a candidate. And we know the president doesn’t like refunds. So what’s a federal employee to do with a boss who was technically running for office the day he stepped into the Oval Office? The Office of Special Counsel has answers. It has told federal employees that they may not express a view about whether Mr. Trump should be re-elected or defeated in 2020 while on duty or in the workplace, but it assured them that they were otherwise free to express support or disapproval about Mr. Trump and his policies. A new guidance document (https://www.documentcloud.org/documents/3457194-2017-Hatch-Act-Trump-Guidance.html) was issued on Tuesday after the office said that it had received numerous inquiries about the impact of Mr. Trump’s filing for re-election. In contrast, former President Barack Obama filed such paperwork more than two years after his inauguration. The office — an independent agency that watchdogs civil-service protections — said that with the exception of expressly advocating Mr. Trump’s success or failure in the 2020 election, federal employees were still pretty free. “Because the 2020 election is still more than three years away, at this time not all expressions of support or opposition to President Trump constitute political activity for purposes of the Hatch Act,” which prohibits federal employees from politicking, it said. The office also developed a new answer to its list of frequently asked question (https://osc.gov/Pages/HatchAct-FAQs.aspx) that spells out with greater detail the scope and limits of federal employees’ right to express their views while they are at work or on duty. The new answer distinguished between expressing a view about current events, policy issues and matters of public interest — which federal employees are always free to do — and political activity, meaning advocating the success or failure of a particular political candidate or party.)

— Republicans deliver ethics complaint over CPS Rauner letter – Lauren FitzPatrick
http://chicago.suntimes.com/news/republicans-to-file-ethics-complaint-over-cps-rauner-letter/
(FROM THE ARTICLE: Angry about an anti-Rauner letter that went home to Chicago Public School parents earlier this week, Chicago’s Republican Party announced an ethics complaint Wednesday against schools CEO Forrest Claypool. Chris Cleveland, head of the city’s Republican party, met with reporters Wednesday afternoon outside the office of the schools’ inspector general, where he dropped off his complaint. “It’s entirely improper to send political propaganda home with children,” said Cleveland, whose child attends Lincoln Elementary School in Lincoln Park. He was surrounded by sign-waving supporters — Republican activists, not CPS parents. “Earlier this week, Chicago Public Schools CEO Forrest Claypool used taxpayer resources to send a blatantly political letter home with students,” read a copy of Cleveland’s complaint to the schools’ watchdog. “Using public time and resources on such a letter should always be considered a misuse of taxpayer funds, but it is made even more egregious in light of CPS’s self-declared financial crisis.” Mayor Rahm Emanuel and Gov. Bruce Rauner have battled over Rauner’s veto of a bill that would have sent $215 million to CPS for teacher pensions. The governor nixed the measure in December right after Illinois Senate President John Cullerton said it wasn’t tied to overall pension reform. The money is now attached to the Illinois Senate’s grand bargain package, which also now includes a statewide fix to how the state doles out money to school districts. This week, Claypool and Gov. Bruce Rauner ramped up their rhetoric, each blaming the other for CPS’ budget woes. On Monday, Claypool likened Rauner to unpopular President Donald Trump, while announcing another $69 million in mid-year cuts he’s calling spending freezes at the state’s largest school district. He gave principals letters to distribute to parents and to Local School Council members the same day he told them that half of their discretionary spending for things like school supplies would be frozen indefinitely. “Governor Rauner, just like President Trump, has decided to attack those who need the most help. Governor Rauner and President Trump regularly attack Chicago because they hope to score political points. It is shameful,” read the first line of the parents’ communique. Tuesday, Rauner fired back via an open letter penned by his education secretary Beth Purvis who told Claypool to look in the mirror. She placed the blame for the financial mess squarely on CPS’ “continued mismanagement” and calling the latest cuts “curiously timed.” She called the spending freezes “a shock to all of us,” noting that CPS’ pension payment isn’t due until June. CPS’ code of ethics does specifically prohibit political campaigning, saying that, “No Official or Employee shall use his or her official Board position to engage in Political Activity or endorse a Candidate for Elective Office” and “No Official or Employee is permitted to use Board resources to perform any Political Activity. But as long as no staffer is coerced into the activity, “Nothing in this Section prohibits Political Activities that are otherwise appropriate for an Employee to engage in as part of his or her official employment duties,” the policy reads. Inspector general Nicholas Schuler confirmed he had received the complaint and then declined to comment on it. Not all principals actually printed the letter or emailed it home. CPS wouldn’t immediately say how much district money had been spent on its distribution.)

Government is nasty.  Politics is nasty. If I sought a government office or a political office, by critics/opponents, their operatives, and their dupes would use the aforesaid against me.)
https://news.uic.edu/lincoln-laureate-aspires-to-help-others
(FROM THE ARTICLE: Rafid Rahman had a simple objective when he began classes at UIC four years ago. He just wanted to help others.
“One thing my parents have always told me is, ‘Wherever you go, at any stage of your life, you can always give back,’” said Rahman, a senior in anthropology and biology. “Even if it is really small, there’s something you can do to help your community. So I really wanted that to be the focus of any club I joined.” Fast-forward seven semesters, and the Springfield native is being honored for his strong commitment to service with the Lincoln Laureate, an award given to a senior at each undergraduate institution in Illinois. “I’m super honored,” he said. “I can’t say that enough. So many people that I know here have done great things and made UIC such a great campus, and I don’t think this campus would be the same without any of them. To be recognized out of those people and be the sole winner of this award, I’m truly honored.” In total, 56 students across the state named Lincoln Laureates, which takes into account public service and academics. Gov. Bruce Rauner joined the Lincoln Academy of Illinois in recognizing the students at the Old State Capitol Nov. 12. Rauner presented the students with a certificate of merit, a medal of Lincoln and a $1,000 check from the Lincoln Academy.)

Puzder, the head of the parent company that owns fast food companies Hardee’s and Carl’s Jr., said he and his wife have already paid back taxes on the employee. “My wife and I employed a housekeeper for a few years, during which I was unaware that she was not legally permitted to work in the US,” Puzder said in a statement. “When I learned of her status, we immediately ended her employment and offered her assistance in getting legal status.” He added: “We have fully paid back taxes to the IRS and the state of California and submitted all required paperwork.” The Huffington Post first reported the fact Puzder employed an undocumented worker.)

CHICAGO NOW
— The most famous federal appellate judge in the Country tells it like it is: Berkowitz w/Posner (DIERSEN: Have you ever argued a lawsuit before Judge Posner?  I did in 1996. SEE: David J. Diersen v. Chicago Car Exchange, Inc., 110 F.3d 481 (7th Cir. 1997), cert. denied, 118 S.Ct. 178 (1997) (
http://caselaw.findlaw.com/us-7th-circuit/1385001.html) The lawsuit involved the Federal Odometer Act (FOA), the Department of Transportation’s (DOT) authority to grant exemptions from the FOA, and the sufficiency of material facts that would make a dealer suspicious of a car’s mileage. On September 16, 1996, I presented oral arguments to Chief Judge Posner and to Circuit Court Judges Coffey and Kanne.  On March 31, 1997, the Appellate Court agreed with me and ruled that DOT’s exemption for cars over 10 years old was invalid.)

The lieutenant governor position pays $135,669 a year, but Sanguinetti wasn’t paid the full amount in either 2015 or 2016, receiving $120,000 in 2015 and $68,000 in 2016, according to state records. Sanguinetti chaired the Local Government Consolidation and Unfunded Mandates Task Force, which highlighted DuPage County consolidation efforts and made 27 recommendations in December 2015. Sanguinetti “has advocated for consolidation at all levels of government — including her office and other constitutional offices like the Treasurer and Comptroller,” spokeswoman Marcela Cartagena said.)

— What about jobless Americans? – DAVE GORAK, Executive Director, Midwest Coalition to Reduce Immigration
http://www.chicagobusiness.com/article/20170203/ISSUE07/170209930
(FROM THE LETTER: There are some critical elements missing from any discussion about President Donald Trump’s executive order and his threat to withhold federal funding to cities like Chicago that provide “sanctuary” to illegal aliens. First, the federal government cannot “force” local governments to enforce its immigration laws. As long as these cities honor detainers for illegal aliens in their custody and do not prohibit federal agents from doing their jobs, they aren’t likely to lose any federal money because they have not violated 8 U.S. Code Section 1324. Second, why aren’t the defenders of “immigrants” and “refugees” showing equal concern for the 50 million working-age Americans the federal government says are jobless? Why aren’t they demanding to know why the government is permitting 8 million illegal aliens to remain in their payroll jobs in the construction, manufacturing and service industries? Are these jobs Americans won’t do? Not according to the Bureau of Labor Statistics, which says the majority of those jobs are already being done by Americans. If you haven’t noticed, nobody in or out of Congress, especially the media, can be bothered with such questions. These are issues far more critical in the long run than how much cities like Chicago deserve to lose financially if they are breaking the law.)

http://www.sacbee.com/news/politics-government/capitol-alert/article131067164.html
(FROM THE ARTICLE: Cox, a trained certified public accountant and attorney who once ran the Republican Party in Cook County, Illinois, previously mounted long-shot campaigns for the U.S. Senate, where he debated then-Senate candidate Barack Obama in 2003. Five years later, Cox ran for U.S president, reasoning at the time that too often Republicans ran as “conservative when they wanted our votes; only to watch them almost turn into liberals once they were elected.” “I am a long term, dyed-in-the-wool conservative, brought to the Republican Party by Ronald Reagan; believing that government isn’t the answer to our problems, government is the problem,” he wrote at the time. Since moving to California, Cox has settled in Rancho Santa Fe, working to lessen the influence of special-interest money in the Democratically-controlled state.)

— Removal of Federal Employees for Misconduct or Performance – Ralph R. Smith   (DIERSEN: All during the almost 30 years that I worked for the federal government, I blew the whistle on political affiliation discrimination, reverse discrimination, and age discrimination.  In 1988, when I was 40 years old, I became an active member in a class action lawsuit that charged GAO with reverse discrimination, age discrimination, and retaliation.  My Democrat GAO superiors retaliated by forcing me to retire in 1997 when I was 49 years old, by not promoting me beyond GS-13, by keeping me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and by forcing me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980.  My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions, and disallowed my partial day per diem claims.  My Democrat Post Office superiors forced me to resign in 1969 and disallowed my sick leave requests.  If I had not blown any whistles, the federal government would have promoted me into its Senior Executive Service long before I was 40 years old.)

http://www.gopusa.com/?p=20246
(FROM THE ARTICLE: In a recent article, “Surge in foreign students may be crowding Americans out of elite colleges,” The Washington Post stumbled on the truth about one of the factors affecting the rising cost of college for American students. The percentage of foreign students enrolling in both public and private colleges and universities has skyrocketed. Their sponsors, Middle East governments and regimes like China, buy their way into American colleges and universities for their own students, forcing up costs for the dwindling number of Americans fortunate enough to gain admission. It is estimated that over one million international students are enrolled in U.S. colleges and universities. That figure has doubled in 15 years. The growing international enrollment is crowding out qualified U.S. students.)
