— State workers key in Jimenez, DelGiorno 99th House race – Doug Finke  (DIERSEN: In your precinct, in your municipality, in your township/ward, and in your county, what percent of the voters are past or present government employees?  I was a federal employee for almost 30 years and I have been a federal retiree for 19 years.)
http://www.sj-r.com/news/20161021/election-preview-state-workers-key-in-jimenez-delgiorno-99th-house-race
(FROM THE ARTICLE: State workers make up a significant part of the 99th House District that covers a large part of Springfield and western and southern Sangamon County. It’s no coincidence, then, that a state worker issue is playing a significant role in the race between incumbent Rep. Sara Wojcicki Jimenez, R-Leland Grove, and Democratic challenger Tony DelGiorno of Springfield.)
— 1,100 non-union state workers getting $3,016 bonuses – Doug Finke  (DIERSEN: In 1989, the Democrats who ran GAO started their pay-for-performance system a) to retain and to promote their employees who were Democrat, minority, female, and/or younger and b) to get rid of their employees who were Republican, White, male, older, and/or non-veteran.  Of course, obviously, needless-to-say, without question, under that system, my Democrat GAO superiors always ranked me in the lower half of my coworkers and never gave me any bonuses.)
http://www.sj-r.com/news/20161021/1100-non-union-state-workers-getting-3016-bonuses
(FROM THE ARTICLE: Gov. Bruce Rauner’s administration is awarding one-time bonuses worth a total of between $3 million and $4 million to non-union workers whose bosses say are doing exceptional work. About 1,100 merit-compensation employees are in line to each receive a $3,016 bonus under the plan. “In an effort to recognize the hard work and dedication that non-bargaining unit employees demonstrate on a daily basis, coupled with the lack of systematic increases over the past several years, the state has authorized bonus payments for eligible non-bargaining unit employees,” Michael Hoffman, acting director of the Department of Central Management Services said in a memo to agency directors and others. “These bonuses do not make up for this unfair lack of wage increases for non-bargaining unit employees during previous administrations,” he said. “However, they do represent a commitment that, going forward, all employees will be treated equally, regardless of bargaining unit status.” Hoffman said the last across-the-board salary increase for non-bargaining unit employees was in 2005. The last merit pay program for them was in 2009. The memo says the bonuses are available to non-bargaining unit employees whose base salary as of July 1 was less than $100,000. Those earning more were not eligible. A number of other merit-comp employees were also excluded. Members of Rauner’s executive office were not eligible, nor were employees subject to Senate confirmation, those who left state employment before Sept. 16 and those who worked less than three months during the fiscal year that ended June 30. Rauner’s office said that left a potential pool of about 2,000 employees eligible for the bonus. In order to qualify, an employee had to receive an “exceptional” rating on his or her evaluation. Rauner’s office said about 1,100 employees got that rating. The size of the bonus was determined by adding all of the salaries of all non-bargaining unit employees making less than $100,000 a year, computing 2 percent of that and then dividing that amount by the number who actually qualified to receive it. That came to $3,016 for each of the workers who qualified. The administration has argued that a bonus system is cheaper than raises for the state in the long run because the payments are one-time and not built into a person’s base salary, and because they are not pensionable. The bonuses already have been issued to many, but not all, of the workers who qualify for them. The administration said it depends on how quickly individual agencies process them. Although the state is delaying payments to many organizations and vendors because of the traditional fall slowdown in tax collections, the bonus payments are being made. Rich Carter, spokesman for Comptroller Leslie Munger, said the bonus payments can’t be differentiated from regular payroll when agencies submit payroll information to the office for payment. “There’s nothing that says bonus on it,” he said. “They send us the payroll and we process the checks. As you know, we are required by court order right now to pay payroll on schedule.” In his memo, Hoffman said the bonus system is similar to one implemented in contract agreements the state has reached with 18 bargaining units representing state employees. Most of those workers belong to one of several Teamsters locals or trade unions. In those agreements, 2 percent of payroll was set aside to award performance bonuses. The administration and the American Federation of State, County and Municipal Employees, which represents about 38,000 state workers, still have not agreed on a new contract. The administration wants the union to accept a four-year wage freeze while also imposing a performance bonus plan. Bargaining stopped in January when state negotiators said they believed the talks were at an impasse. The Illinois Labor Relations Board is expected to rule on the issue next month. An administrative law judge who held hearings on the issue said she believed the two sides had reached impasse on some issues, but should continue bargaining over wages and benefits. ASFCME had no comment Friday on the administrations bonus payments to non-union workers.)

http://www.wowt.com/content/news/Public-losing-interest-in-public-service-397972461.html
(FROM THE ARTICLE: Public service employment include those who serve in the military and government jobs, but what if the newest class of job candidates doesn’t want anything to do with it? “Bring back this sense of civic idealism that you can make a difference,” says Steven Olikara. Millennials are shying away from public service. At least that appears to be the trend according to Olikara, a millennial and founding president of the Millennial Action Project. The organization’s goal is to bring American politics into a more inclusive and bipartisan age by using the talents of younger generations. “There’s this larger narrative that we have to combat which is that you can’t make a difference in public service,” says Olikara. “The levels of distrust continue to be high levels. Something like 80 percent of millennials don’t trust the government to do the right thing.” Olikara says recruitment and compensation are two huge issues when it comes to incentivizing young people. “There is a systemic problem, we need cultural change and I think the biggest thing I hear all the time is we need to be rewarding talent and rewarding results.” Lawmakers who are not millennials are well aware of this issue, so Oklahoma Sen. James Lankford and North Dakota Sen. Heidi Heitkamp held a hearing to examine just that. “We think some of the best missions in the country are in public service, we just need to figure out how we’re going to communicate that to millennials,” says Sen. Heitkamp. She says 31 percent of the federal government is eligible for retirement in 2019. She and Lankford agree that a new wave has to come in and soon. Lankford says with long hiring processes, nothing is fast these days. “Now, almost 100 days to be able to hire one federal employee. That’s a major problem. Most people aren’t going to sit around and wait if they apply for a job even if they want to be able to serve their fellow citizen.” “Hopefully, we can spark some larger public debate around how we can encourage and incentivize,” says Olikara. Among the opportunities young people have is a White House internship program. If you’d like to learn more about the opportunities, visit whitehouse.gov/participate/internships.)

ABC7
— PROTESTERS FACE OFF OUTSIDE TRUMP TOWER IN CHICAGO – Diane Pathieu and Leah Hope
http://abc7chicago.com/politics/protesters-face-off-outside-trump-tower-in-chicago/1560546/
(FROM THE ARTICLE: Dueling groups of protesters faced off Tuesday in front of Trump International Hotel and Tower. Both groups said they want their voices heard and plan to keep supporting their candidate until Election Day. During the busy Tuesday morning rush hour, a group of self-described feminists carried graphic pro-women signs referencing lewd comments Trump made about groping women in a 2005 conversation with TV host Billy Bush. A recording of the exchange was made public this month. Many of the signs could not be shown on TV. But their message was clear: they believe Trump is a sexist, who has gotten away with years of mistreating women. “Women are angry. I mean, we’re tired of being silenced. Sexual assault and rape culture is nothing new so Trump is just giving us a visible reason, but I think a lot of women who are here today are here about things they have been feeling for a long time,” said Alicia Swiz, an anti-Trump protest organizer. Some gathered at the protest highlighted the power of the female vote, chanting “women united will never be defeated.” Another group, which was much smaller but just as vocal, was stationed across the street. They said they believe Trump is the right candidate for president, not Democratic Presidential Candidate Hillary Clinton, and believe the women protesting him have a skewed view of reality. “Donald Trump loves women! He loves all of you [expletive],” a pro-Trump protester yelled. “I’m offended at the hypocrisy because they support a candidate that has Validated Bill Clinton’s sexual assault for decades. Hillary Clinton has enabled Bill Clinton. More women were sexually assaulted because of Hillary Clinton’s actions,” said Suzanne Monk, a pro-Trump protester. Dozens of Chicago police officers surrounded both groups and barricades were set up around Trump Tower to ensure a safe and peaceful environment. The Chicago protest was in conjunction with other anti-Trump protests across the country, including Washington D.C. and New York. Some of the women at Tuesday’s protest left to register to vote.)

CRAIN’S CHICAGO BUSINESS
— Duckworth wants a bonus for Social Security recipients – GREG HINZ (DIERSEN: Civil Service Retirement System recipients like me get the same COLA that Social Security recipients get. The COLAs that I have received since I retired in 1997 have been far less then what inflation has been in Wheaton since 1997.)
http://www.chicagobusiness.com/article/20161018/BLOGS02/161019815/duckworth-wants-a-bonus-for-social-security-recipients
(FROM THE ARTICLE: Is she playing Santa Claus right before a big election? Or just helping out little folks who need money at the expense of greedy corporate types? Decide for yourself, but Democratic U.S. Senate hopeful Tammy Duckworth surely wants to get some attention with her renewed call today to give every single Social Security and SSA recipient, and those receiving veterans’ benefits, an annual 3.9 percent bonus. That could amount to $581 a head—”almost three months of groceries for seniors or a year’s worth of out-of-pocket costs on prescription drugs for the average Medicare beneficiary—Duckworth said in a statement. With roughly 70 million people getting the extra check, the total cost to the treasury would be about $40 billion. Duckworth’s action came in a joint statement with Sen. Elizabeth Warren, D-Mass., one of the Senate’s leading progressives, a day after officials announced that the annual Social Security cost-of-living adjustment will be a near-invisible 0.3 percent for 2017 after zero this year. The Social Security Administration says the modest hike is all that’s warranted, given inflation. But Duckworth termed it “another disappointment” and “inadequate.” Warren and Duckworth said 3.9 percent amounts to the average percentage raise that top corporate CEOs received in the last year. And to pay for the Social Security bonus, the two would eliminate business’ tax deductibility for bonus payments on top of salary that some companies make to their chiefs. In fact, Duckworth’s office says, such corporate “performance” payments now amount to 55 percent of total CEO compensation. The underlying bill Duckworth and Warren favor to accomplish this has been stalled in the GOP-dominated Congress for a while. But they’re clearly hoping to jump-start it. Duckworth’s opponent, incumbent Sen. Mark Kirk, R-Ill., had no immediate comment.)

http://illinoisreview.typepad.com/illinoisreview/2016/10/in-front-of-billy-graham-center-in-wheaton-donald-trump-is-antichrit.html
(FROM THE ARTICLE: WHEATON – While evangelist Billy Graham’s son Franklin Graham stands solidly behind the Republican presidential candidate Donald Trump, students at the elder Graham’s alma mater Wheaton College are evidently not in agreement. “Donald Trump is the ‘Anti-Chrit'”, a misspelled chalking said on the steps of the evangelical school’s Billy Graham Center. Although Graham has declared his continuing support for Trump despite videos revealing and rumors suggesting immoral behavior which Graham preaches against, he wrote on his Facebook page this week that he’s not condoning Trump’s behavior: “A lot of people are slamming evangelicals for supposedly giving Donald J. Trump a pass. That’s simply not true. No one is giving him a pass. I’m certainly not, and I’ve not met an evangelical yet who condones his language or inexcusable behavior from over a decade ago. However, he has apologized to his wife, his family, and to the American people for this. He has taken full responsibility. This election isn’t about Donald Trump’s behavior from 11 years ago or Hillary Clinton’s recent missing emails, lies, and false statements. This election is about the Supreme Court and the justices that the next president will nominate. Evangelicals are going to have to decide which candidate they trust to nominate men and women to the court who will defend the constitution and support religious freedoms. My prayer is that Christians will not be deceived by the liberal media about what is at stake for future generations.”)

WASHINGTON POST
— Federal retirees to get small sip of COLA – Eric Yoder (DIERSEN: Civil Service Retirement System recipients like me get the same COLA that Social Security recipients get. The COLAs that I have received since I retired in 1997 have been far less then what inflation has been in Wheaton since 1997.)
https://www.washingtonpost.com/news/powerpost/wp/2016/10/18/federal-retirees-to-get-small-sip-of-cola/
(FROM THE ARTICLE: Annuity benefits to retired federal employees will increase by 0.3 percent in January, the government announced Tuesday, a cost-of-living adjustment that translates into a monthly boost averaging around $10. The adjustment, or COLA, to federal retirement benefits mirrors that for Social Security and is based on the change in an inflation index from the third calendar quarter of one year to the next. Tuesday’s announcement follows the release of the inflation figure for September, the last month of that count. As of Oct. 1, 2015, there were about 2,054,000 federal retirees plus about another 545,000 survivor beneficiaries, according to the Office of Personnel Management. There are about 44,500 retirees or survivor beneficiaries in the District, about 163,200 in Maryland and about 144,500 in Virginia. California has the most, 215,500. Seventy percent of federal retirees draw their benefits from the Civil Service Retirement System (CSRS), which generally applies to those first hired before 1984; by contrast, more than 90 percent of current federal employees are under the Federal Employees Retirement System (FERS), which generally applies to those first hired in 1984 or after. The average monthly annuity of a CSRS retiree as of October 2015 was $3,529, while the average for those retired under FERS was $1,355. Average monthly benefits for survivor beneficiaries of deceased retirees were $1,560 and $544, respectively. There was no cost-of-living increase under either federal retirement program or under Social Security in January of this year, because the inflation count for the measuring period toward that adjustment ended in negative territory. In that situation — which has happened two other times in recent years — benefits are not cut. The two federal retirement programs differ in that FERS employees pay into Social Security as well as into the federal retirement fund and become eligible for a benefit from that program. Social Security is not part of the CSRS system, although some under CSRS become eligible for a Social Security benefit through other work or through a spouse’s employment; in those cases, offsets commonly reduce or even eliminate that benefit. The average monthly Social Security benefit nationwide is $1,355. FERS employees also get employer contributions, of up to 5 percent of salary, toward the Thrift Savings Plan, the 401(k)-style retirement saving program for federal workers, while CSRS employees don’t. But while all CSRS retirees receive a full COLA regardless of age, those retired under FERS don’t receive COLAs until age 62 unless they fall under certain exceptions. Also, a FERS COLA is reduced if the inflation count exceeds 2 percent, a provision that hasn’t applied since the 2012 boost. A COLA applies only to retirees, not to active employees, most of whom are in line for a raise averaging 1.6 percent in January. Increases for the two groups are set through different processes, and the amounts don’t necessarily track each other. Federal retirees commonly use increases in their health insurance costs as a comparator to the COLA. In the Federal Employees Health Benefits Program (FEHBP) — for which most federal retirees are eligible — the enrollee share of premiums will increase by 6.2 percent on average in January. That translates into about $11 a month more on average for self-only coverage, about $22 more for self-plus-one coverage and about $28 more for family coverage. However, enrollees have the choice of many plans in an upcoming open season — 31 in the Washington area — and some insurers are holding premiums about steady or even decreasing them slightly. . .National Active and Retired Federal Employees Association President Richard G. Thissen said the developments show that the COLA increase should be determined by a separate inflation measure that specifically tracks spending patterns of retirees. “Given the large increase in health care and insurance costs, it is crystal clear that the current formula does not accurately reflect how seniors spend their limited annuities,” he said in a statement. Many federal retirees also are enrolled in Medicare, which acts as the first payer for those who also have FEHBP coverage. About half of those retired under the CSRS, along with certain other Medicare enrollees, could face much higher premiums for their Part B (physicians and related services) coverage in 2017 than others will pay. That’s due to a “hold harmless” provision protecting most enrollees from Medicare hikes that exceed the increase in their Social Security benefits — effectively passing the entire Medicare premium cost increase to those not protected. Next year’s Medicare premium rates are to be announced in November. Last year, Congress provided partial relief for the 2016 plan year for those affected, and a coalition including federal employee and retiree groups recently wrote to Congress seeking an extension. “Congress must act now to prevent a massive increase in Medicare Part B premiums for this group of retirees,” American Federation of Government Employees President J. David Cox Sr. said in a statement. “Although most seniors would be protected, this group will have to pay more solely because of the uniqueness of their pension system.”)

(FROM THE ARTICLE: The Rock Island County Republican Party announced Friday that it is withdrawing its candidates from forums hosted by the Black and Brown Coalition. Rock Island County Republican Chairman Bill Bloom says that during the planning of the political forum, a Republican representative was asked to leave, and was told the planning needed to be a “safe zone,” though a Democratic representative was allowed to stay. Bloom also says there were other issues, including unanswered questions about the format and the exclusion of several races. “First off, we weren’t quite sure if it was a level playing field. You almost never get a completely level playing field, we weren’t sure what the slope of this field was at all. It also seemed that things were a little bit slap-dashed, a little disorganized with how it was coming together. And I know they’ve been trying to put it together in a very short period of time, but, but, there was just too many unknowns, too many variables and too many things that couldn’t be explained, uh for us to retain our position in the forum,” Bloom said.)

For a while, there was partial unity as most of the defeated candidates and their supporters endorsed Trump, even Texas Senator Ted Cruz. CHICAGO SUN-TIMES
— Trump put stop to aides’ bid to research his personal past – Michael Sneed  (DIERSEN: Of course, obviously, needless-to-say, as everyone knows, that if you run as a Christian, as a conservative, and/or as a Republican, sooner or later, Democrats will take anything in your “personal past” that they can spin as being is being anti-Christian, anti-conservative, and/or anti-Republican and splash it all over their television stations, their newspapers, their radio stations, their websites, their etc. to paint you as being a Christian hypocrite, a conservative hypocrite, as a Republican hypocrite, and/or as an etc.-hypocrite.  What do you say to those who paint me as being a Christian hypocrite because I put GOPUSA ILLINOIS emails together on Sunday mornings instead of attending Christian church services?)
http://chicago.suntimes.com/politics/sneed-trump-put-stop-to-aides-bid-to-research-his-personal-past/
(FROM THE ARTICLE: It’s true. It’s so Donald. It’s totally shocking. In the wake of a report Donald Trump rebuffed attempts by top political aides to research his personal past, Sneed is told Trump personally told them he had “no appetite for a deep dive” into his personal life. “We knew he had this playboy image, but we thought much of his behavior had been covered in the New York tabloid papers due to his divorces from Ivana and Marla Maples,” said a top Trump source familiar with the inner workings of the early stages of the Trump campaign, who requested anonymity. “Besides, it was the beginning of the campaign and we thought for the primary at least we had enough information. Who knew we’d get this far,” said the source, who verified that Trump’s top campaign brass in the early part of his campaign requested a typical vetting examination for people seeking office. “He [Trump] was not interested in such a background evaluation. We were much more focused on his past and present stances on health care and abortion,” added the source. Now fighting a groundswell of female complaints of past Trump behavior and sexual assault, the free media Trump relied on in the past is now working against him. It’s his female critics who have now seized the free TV podium.)

http://www.dailyherald.com/article/20161014/news/161019173/
(FROM THE ARTICLE: Village records show in the last financial year, which ended April 30, the state sent about $1.7 million to Round Lake Park as its share of taxes including motor fuel, income and video gambling. Murar said losing any of the state revenue to the pension fund would hurt daily operations. “We’re a small community, a small budget, small operating (expenses),” he said. “It would be very detrimental to the village and those services we provide to the citizens.” No opponents to the ballot question have publicly surfaced. Murar said supporters soon will start knocking on doors as part of a public information campaign.)

http://www.wjbc.com/2016/10/15/durbin-hopeful-gop-can-find-footing-after-election/
(FROM THE ARTICLE: Despite the fact he’s a Democrat, U.S. Sen. Dick Durbin (D-Ill.) hopes to see the Republican party find its footing once the election is over. Durbin said he has respect for the GOP, but some of the divisive comments made during the election process so far have “unleashed a force in American politics” he’s never seen. “I’m counting on good, mainstream, conservative Republicans to step up for the good of the country to say, we’ll sit down – and Democrats do the exactly same thing, and say the election has to be behind us. We’ll stand by the president, whoever that may be,” said Durbin. “And we try to find common ground to solve the problems that face this country.” Durbin gave credit to Republicans who have begun backing off their support of Donald Trump. “The recent revelation of what he said to this Billy Bush fellow 11 years ago was the end of it for most,” said Durbin. “And now Paul Ryan, who is nominally the highest ranking Republican in America, has said he will no longer defend the Republican presidential candidate. “I didn’t think I’d live to see the day.” Durbin spoke to students this week on Illinois Wesleyan University’s campus.)

Since when did we decide that men and women are interchangeable in hand-to-hand combat on the front lines? Why do we insist on women in combat but not in the NFL? Because we take football seriously. That’s no joke; it’s the sad truth. Did we invite the federal bureaucracy to take charge of school bathrooms? I guess I missed that meeting. The schools are corrupt and the universities rotten to the core, and everyone has known it since the 1980s. — Pope sends US church message with cardinal choices – AP  (DIERSEN: Ever-increasingly, the Catholic Church acts like it is an arm of the anti-Christian, anti-conservative, anti-Republican, and anti-American Democrat Party.)
http://www.hotsr.com/news/2016/oct/15/pope-sends-us-church-message-with-cardi/
(FROM THE ARTICLE: Pope Francis named 17 new cardinals on Oct. 9, adding like-minded prelates from dioceses big and small to the club who will elect the next pope. Three were Americans in a clear signal to the conservative U.S. church hierarchy that Francis wants moderate pastors at the helm of the U.S. church. The U.S. appointments also sent a more subtle political message, weeks before the U.S. election, with the surprise pick of Indianapolis Archbishop Joseph Tobin. Tobin has openly opposed efforts by Indiana Gov. Michael Pence, now Donald Trump’s running mate, to bar Syrian refugees from being resettled in the state. A U.S. federal appeals court recently used stinging language in a ruling that will prevent the Republican vice presidential candidate from barring refugee resettlement in Indiana for now. Francis has made the plight of refugees one of the hallmarks of his papacy, even bringing a dozen Syrian refugees home with him from Lesbos, Greece. He has asserted that anyone who wants to build a wall along the U.S.-Mexico border to keep out migrants — as Trump has proposed — is “not Christian.” “You can find a political message” in the Tobin appointment, said Massimo Faggioli, a Villanova University expert on the Vatican.)

Clearly, the government feels the need to urge people to do a better job of preparing for retirement. Are you doing all you can?  Many of your peers aren’t – or at least they think they aren’t. In a recent survey conducted by Bankrate.com, respondents reported that “not saving for retirement early enough” was their biggest financial regret. Other evidence seems to show they have good cause for remorse: 52 percent of households 55 and older haven’t saved anything for retirement, according to a report from the U.S. Government Accountability Office, although half of this group reported having a pension.)

COLLEGE FIX
— Black student rejects victimhood status: ‘I am going to break stereotypes’ – WILLIAM NARDI (DIERSEN: Ever-increasingly, Democrats and RINOs shout at minorities, at women, at younger people, at veterans, and at everyone else that Republicans have caused, are causing, and will forever cause all the problems that minorities, women, younger people, veterans, and everyone else has had, are having, and will have.)
http://www.thecollegefix.com/post/29344/
(FROM THE ARTICLE: As a young, black woman, life on campus is not always easy for Roger Williams University freshman Kalasia Richer. But her hardships are not the result of slavery from years past – as her professors and peers like to insist – but instead from the current political persecution she says she faces for being a conservative on a liberal college campus. “I have been told since day one that I would not succeed without the demeaning benefits of affirmative action,” says Richer, 18. “One of my professors actually told me that it’s offensive to say that everyone can achieve the American dream.” Statements like these are common among the liberal academia, who teach that “systemic oppression” and “institutionalized racism” are the most significant factors of whether or not one will achieve success in life. But because Richer doesn’t but into it, she’s mocked and ridiculed and blackballed. “One of my classes is entirely structured around the so-called belief in ‘white privilege,’” she told The College Fix, referring to a humanities elective. “Professors shame white students from speaking up against it, and whenever I do they look at me like I’m a traitor.” According to Richer, a political science major, such classes victimize women of color and force other students to justify their current “oppression.” In an attempt to balance the political climate of her campus, Richer took a position as the secretary of a proposed chapter of the conservative Young Americans for Freedom group. But late last month, student government leaders refused to allow the club to officially be recognized on campus, accusing it of being too similar to the College Republicans. “I was disgusted by the hostility I felt for daring to give a voice to conservatives on campus,” she says. “College is advertised as a place for your mind to grow, but I didn’t realize how much of a lie it was until I saw firsthand how these ‘student leaders’ attempt to dictate how students think on campus.”)

(FROM THE ARTICLE: Scott Cross made headlines when he testified that former U.S. House Speaker Dennis Hastert abused him when he was a wrestler at Yorkville High School in the late 1970’s. He says sometimes it takes a lifetime for survivors to come forward. “I understand that the average age that an individual is willing to come forward is roughly 42 years of age. Our current state stops at age 38. It is unbelievably hard to step forward and confront a person of power and trust in somebody that you idolized and respect,” said Cross, who is now 54. — Some MBA programs are receiving fewer applications. Here’s why. – Ally Marotti  (DIERSEN: Do you have an MBA?  In 1971, IRS hired me as a GS-7 (currently $43,915) Revenue Officer.  Back then, IRS encouraged its Revenue Officers to take graduate courses in business, accounting, and law.  In 1972, I started taking graduate business courses at Loyola, I deducted the courses, and earned an MBA in 1976. However, it became increasing clear that my Democrat IRS superiors wanted to replace me with someone who was a Democrat, a minority, a female, younger than me, and/or a veteran. In keeping with that, in 1978, my Democrat IRS superiors disallowed all the aforesaid courses. They hinted/implied/argued/shouted that the courses a) were not job-related, b) did not help me carry out my job duties, c) were taken by me to get a job in the private sector, d) qualified me for a new trade or business, and e) were a distraction.  I took IRS to Tax Court and I won, the court allowed all my graduate business courses.  However, the court disallowed the graduate accounting courses that I had taken at DePaul 1976-1978 by accepting my Democrat IRS superiors’ argument that those courses qualified me for a new trade or business.)

Lack of oversight and approval of financial investments, contracts and budget transfers also raised questions.)

(FROM THE ARTICLE: According to the Economic Policy Institute, a left-leaning Washington think tank, the average 1 percenter family in McLean County earned $679,124 three years ago (the latest data available), while the remaining 99 percent earned an average of $51,440. That means a 1 percenter here makes about 13 times more than the rest of us earn, on average. That ratio puts McLean County pretty much in the middle of a ranking of the nation’s 3,064 counties. Somewhat comforting, I think, especially in the context of some other EPI data. For instance, McLean County’s 1 percenters take in 11.8 percent of the income earned here. That compares with 26 percent in Lake County — the high water mark in Illinois — and the national average of 20.1 percent. The latter two numbers are stunners. A local figure that may trouble egalitarians more is that 41 percent of McLean County’s moolah is made by the top 10 percent of earners. Another way to say that: 10 percent of local households take in 41 cents of every dollar earned here. Yet it’s 57 cents in Lake County, and about 48 cents in all of Illinois and the entire nation. Again, striking numbers. Do you aspire to be a 1 percenter in McLean County? Your family would have to earn at least $365,000 to make the cut — about $24,000 less than the national average. The best (and fresher) news comes from the U.S. Census Bureau. Last year, it says, nearly 5,700 McLean County residents climbed out of poverty. Unfortunately 19,116 McLean County residents are still classified as poor. That’s 11.5 percent of our population — a big number, to be sure, but 3.4 percentage points better than two years ago.)

(FROM THE ARTICLE: Hillary Clinton wants you to serve your country. The Democratic presidential candidate proposed a new program on Friday aimed at expanding national service volunteer opportunities–for young Americans in particular. Clinton’s National Service Reserve would allow Americans pitch in with ongoing service projects addressing the addiction epidemic or helping the homeless, or perhaps to help provide emergency relief in national disasters and situations such as the water crisis in Flint, Mich. Clinton plans to work with corporations and universities to ensure “reservists” get paid time off to volunteer or, in the case of students, college credit.)

CHICAGO TRIBUNE
— Illinois Senate endorsement: Seth Lewis
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENORSEMENT: 23rd District: The remap of legislative districts in Democrats’ favor helped nudge Sen. Tom Cullerton, former Villa Park mayor and a cousin of Senate President John Cullerton, into this seat in 2012. Cullerton has done some things we like. He was lead sponsor of a bill blocked by Republicans to get rid of the unnecessary lieutenant governor’s office. But he doesn’t wander far off his party’s script and should have voted against a budget this spring that was $7 billion out of balance. He voted “present.” Our nod goes to Republican Seth Lewis, an insurance agent from Bartlett, who as a Bartlett Fire Protection District trustee hasn’t been afraid to vote against more spending. He also isn’t afraid to speak against generous pension packages that taxpayers subsidize — including that of his wife, who is a school superintendent. Ouch. We wouldn’t want to be at the dinner table for that discussion.)
— Illinois Senate endorsement: Dan McConchie
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 26th District: This northwest suburban seat opened in April when incumbent Dan Duffy resigned early. Local GOP leaders rallied to Dan McConchie of Hawthorn Woods, who won the March Republican primary. McConchie didn’t get our endorsement in that race, but he’s getting it this time. He has shown a willingness to work across the aisle and dig into policy, including school funding reform and anti-sex trafficking efforts. His opponent, Democrat Kelly Mazeski of Barrington, is an impressive candidate who has been involved in her local government. She characterizes McConchie as “a one-issue” lobbyist who is too socially conservative for the district. We’re not convinced. McConchie left his job with an anti-abortion organization and has shown he is not a one-issue legislator. Let’s give him a chance. McConchie is endorsed.)
— Illinois Senate endorsement: Mel Thillens
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 28th District: We like Sen. Laura Murphy, D-Des Plaines, because she is direct and outspoken. As a former member of the Des Plaines City Council, she advocated canceling a contract with a group opposing O’Hare airport expansion because taxpayers weren’t getting enough for their money. But so far in Springfield, she has stuck to the Democratic playbook, including voting for piecemeal budget bills that expanded government programs but had no real funding attached to them. She also supported a bill at the behest of the state’s largest employee union that was anti-taxpayer. This is a race where taxpayers could say “Enough!” with the budget games. We’re endorsing Republican Mel Thillens of Park Ridge, whose view of government’s role is less, less and less.)
— Illinois Senate endorsement: Michael Amrozowicz
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 31st District: Let’s get one thing out the way: Republican candidate Michael Amrozowicz’s name is pronounced “Am-RO-zo-wits.” The Gurnee resident and former Lake County Republican Party chairman is running against incumbent Sen. Melinda Bush, D-Grayslake, who was elected in 2012 and buoyed by a new, favorable district map. Bush voted against most versions of pension reform and supported a union-backed bill that most editorial boards from Rockford to Carbondale criticized as irresponsible and anti-taxpayer. The state is broke. Taxpayers are tired of shouldering all the promises. Amrozowicz would bring more fiscal sanity to the Senate. He is endorsed.)
— Illinois Senate endorsement: Pamela Althoff
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 32nd District: Sen. Pamela Althoff, R-McHenry, is running for a two-year term and says if re-elected, it will be her last: “I believe in term limits.” Appointed to the seat in 2003, she has represented the northwest suburbs ever since. She has been successful at passing legislation because she lobbies her colleagues on both sides of the aisle and in both chambers. She knows Democrat staff just as well as Republican staff. Not many legislators can say that. We disagreed with her handling of a government consolidation bill this spring — she watered it down — but she still got the bill passed and signed into law. Althoff is endorsed over Democrat Melissa Coyne, a small business owner and community activist from Fox Lake.)
— Illinois Senate endorsement: Sue Rezin
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 38th District: A rematch is underway between Sen. Sue Rezin, R-Morris, and Christine Benson, D-Ottawa. Benson lost to Rezin 46 percent to 54 percent when they faced off in 2012. Benson retired that year as superintendent of Streator Elementary School District 44, which has been struggling with a budget deficit due in part to the state’s inability to make full school payments. But Streator-area voters signaled they are taxed out. They rejected a school referendum to raise property taxes. Rezin would be a stronger advocate for those tax-weary residents. She is a consistent advocate for government consolidation and financial stability. We doubt Benson, who retired with a generous pension and is backed by organized labor, would be as prudent. With Democrats holding their 39-20 advantage over Republicans in the Senate, taxpayers can’t afford to lose another seat. Rezin is endorsed.)
— Illinois Senate endorsement: Michelle Smith
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 49th District: In this southwest suburban district, Sen. Jennifer Bertino-Tarrant, D-Shorewood, is facing Michelle Smith, R-Plainfield, who is the board president in Plainfield School District 202. On the school board, Smith has tried to keep the property tax levy steady while dealing with unpredictability from the state. “Attempting to build a budget every year is like throwing darts blindfolded,” Smith says. Incumbent Bertino-Tarrant should understand the pressure the state’s financial chaos creates in her district — yet she couldn’t bring herself to vote against House Speaker Michael Madigan’s budget, which was $7 billion out of balance. She voted “present.” Votes like that are the reason the state’s finances are a disaster. Smith is strongly endorsed.)
— Illinois Senate endorsement: Paul Schimpf
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 58th District: We know both Republican Paul Schimpf of Waterloo and Democrat Sheila Simon of Carbondale to be dedicated public servants. Schimpf served in the U.S. Marine Corps and was an adviser to Iraqi prosecutors during the trial of Saddam Hussein. Simon was lieutenant governor under Pat Quinn. But here’s a case where voters in Southern Illinois can demand change. The economy in this part of the state is desperate for revitalization. Democratic policies have not worked. Schimpf supports workers’ comp changes to make Illinois more business-friendly. He also supports tort reform and term limits. Schimpf is endorsed.)
— Illinois Senate endorsement: Dale Fowler
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 59th District: It’s strange that Sen. Gary Forby, D-Benton, claims to be a fiscal steward, often proclaiming that the state should retire its massive pile of unpaid bills. Then he voted in May for House Speaker Michael Madigan’s spending plan, which everyone knew was $7 billion short. He didn’t have to vote for it. Most Democratic senators did not. Remember that, voters of this district, when you show up to cast a ballot on Nov. 8. A better choice is Dale Fowler, mayor of Harrisburg, who knows what “reckless spending” actually means. Fowler is endorsed.)
— FROM THE ARTICLE: 22nd District: Tracy Smodilla of Bartlett, didn’t run in the primary but managed to ward off a Democratic challenge as a last-minute slated Republican. She’s smart, outspoken and fiscally conservative. She is not afraid to stand up to, well, anyone. She successfully fought an unnecessary tax increment financing district in her hometown. We hope to see her name on future ballots.

http://www.chicagotribune.com/suburbs/naperville-sun/ct-nvs-dupage-county-early-voting-st-1002-20160930-story.html
(FROM THE ARTICLE: Early voting  Early voting started Thursday in the DuPage County, and has already drawn hundreds of residents eager to cast ballots in a presidential election expected to draw 80 percent of the county’s registered voters. “Early voting has started! We can vote for Hillary today! Then we’ll get a glass of wine,” said Maureen Quirk, of Wheaton, who joined co-worker Debbie Szydlo, of Carol Stream, at the Wheaton-based election commission office Friday afternoon to make official their votes for the Democratic presidential candidate. “She needs suburban white women. Well, here we are,” Quirk said. About 160 voters Thursday and nearly 200 Friday filled out ballots to vote for president, U.S. Senate, DuPage County offices and other races at the 421 N. County Farm Road office, said Joseph Sobecki, assistant executive director of the DuPage County Election Commission. The site is the first early polling place in DuPage County. Nearly a dozen more are scheduled to open around the county Oct. 24 and will operate through Nov. 7. Election Day is Nov. 8. The crowd Friday wasn’t exclusively made up of Democrats or Clinton supporters. Voters Bob and Carole Rutan, both 74, of Wheaton, said they are registered Republicans although they declined to name their candidate of choice. “I don’t like either one of them that much,” Carole Rutan said. The couple said they wanted to vote before heading to Florida later in October. Sobecki said he and his staff are preparing for record voter turnout — expected to be as high as 80 percent — in this year’s general election. The spring primary election drew a record number of DuPage County voters, with nearly 290,000 ballots cast. “It was the highest total number we’ve had since we recorded primaries,” Sobecki said. “We expect that trend to continue for the general election.”)
