(FROM THE ARTICLE: With a median household income of $40,581, millennials earn 20 percent less than boomers did at the same stage of life, despite being better educated, according to a new analysis of Federal Reserve data by the advocacy group Young Invincibles. The analysis being released Friday gives concrete details about a troubling generational divide that helps to explain much of the anxiety that defined the 2016 election. Millennials have half the net worth of boomers. Their homeownership rate is lower, while their student debt is drastically higher. The generational gap is a central dilemma for the incoming presidency of Donald Trump, who essentially pledged a return to the prosperity of post-World War II America. The analysis also hints at the issues of culture and identity that divided many voters, showing that white millennials — who still earn much more than their blacks and Latino peers — have seen their incomes plummet the most relative to boomers. . .The analysis of the Fed data shows the extent of the decline. It compared 25 to 34 year-olds in 2013, the most recent year available, to the same age group in 1989 after adjusting for inflation. Education does help boost incomes. But the median college-educated millennial with student debt is only earning slightly more than a baby boomer without a degree did in 1989. The homeownership rate for this age group dipped to 43 percent from 46 percent in 1989, although the rate has improved for millennials with a college degree relative to boomers. The median net worth of millennials is $10,090, 56 percent less than it was for boomers. Whites still earn dramatically more than Blacks and Latinos, reflecting the legacy of discrimination for jobs, education and housing. Yet compared to white baby boomers, some white millennials appear stuck in a pattern of downward mobility. This group has seen their median income tumble more than 21 percent to $47,688. Median income for black millennials has fallen just 1.4 percent to $27,892. Latino millennials earn nearly 29 percent more than their boomer predecessors to $30,436. The analysis fits into a broader pattern of diminished opportunity. Research last year by economists led by Stanford University’s Raj Chetty found that people born in 1950 had a 79 percent chance of making more money than their parents. That figure steadily slipped over the past several decades, such that those born in 1980 had just a 50 percent chance of out-earning their parents. This decline has occurred even though younger Americans are increasingly college-educated. The proportion of 25 to 29 year-olds with a college degree has risen to 35.6 percent in 2015 from 23.2 percent in 1990, a report this month by the Brookings Institution noted. The declining fortunes of millennials could impact boomers who are retired or on the cusp of retirement. Payroll taxes from millennials helps to finance the Social Security and Medicare benefits that many boomers receive — programs that Trump has said won’t be subject to spending cuts. And those same boomers will need younger generations to buy their homes and invest in the financial markets to protect their own savings. “The challenges that young adults face today could forecast the challenges that we see down the road,” said Tom Allison, deputy policy and research director at Young Invincibles.)

The joint report with Moody’s Analytics said Illinois is the Midwest’s weakest link. With soft job creation, a decreasing labor force, continued manufacturing slump and population losses, the report said the state must navigate its fiscal challenges without doing lasting damage to its business climate. The COGFA/Moody’s report said Illinois is the only state in the region where no metro area has entered the expansion phase of the business cycle. The numbers speak for themselves.” It’s possible to come back after a recession like neighboring states have, Durkin said, and he’s encouraged by Democrats recognizing the need for reforms to grow the economy.)

(FROM THE ARTICLE: At the bottom of the Daily Herald story (Jan. 5, 2016), find this commentary from Stan Zegel, Executive Director at Citizen Participation Institute in Winfield where he states a referendum would be binding. It appears the petitions are invoking a procedure established by state law 65 ILCS 5/7-1-16 whereby 250 electors in a municipality (a village or a city) can cause a referendum like this to be held. It is a binding referendum. It further appears that no such referendum is necessary in the acquiring municipality. That explains why no petitions have been circulated in Naperville. If the voters in a particular municipality vote against it, then it cannot be submitted again in that municipality until at least 22 months later, and then it will take it will take far more than 250 signatures to put it on the ballot again in that municipality. If it passes in any municipality, then that place automatically becomes part of Naperville. Any bonded indebtedness of an approving municipality, and of Naperville, get merged together and everyone shares in paying off the combined debt. Thus the taxpayers in Lisle, Woodridge, Warrenville (if the annexation is approved in their municipality) would take on a share of Naperville’s debt, and Naperville taxpayers would take on a share the other places’ debt. It follows that, with everything then part of Naperville, Naperville’s ordinances are in effect throughout the combined area, and everyone can then elect the mayor and members of the Naperville City Council as their terms come up in 2019 and after.)

Barack Obama took office, and race immediately became a focal point in a way that was unprecedented in American history. No matter his accomplishments, he seemed destined to be remembered foremost as the first black man to lead the world’s most powerful nation. But eight years later, Obama’s racial legacy is as complicated as the president himself. To many, his election was a step toward realizing the dream of a post-racial society. He was dubbed the Jackie Robinson of politics. African-Americans, along with Latinos and Asians, voted for him in record numbers in 2008, flush with expectations that he’d deliver on hope and change for people of color. Some say he did, ushering in criminal justice reforms that helped minorities, protecting hundreds of thousands of immigrants from deportation, and appointing racially diverse leaders to key jobs, including the first two black attorneys general. These supporters say he deserves more credit than he gets for bringing America back from the worst recession since the Great Depression, the killing of Osama bin Laden, and a major expansion of health care that secured insurance for millions of minorities. They celebrate his family as a sterling symbol of black success. But Obama also frustrated some who believe he didn’t speak out quickly or forcefully enough on race or push aggressively enough for immigration reform. And his presidency did not usher in racial harmony. Rather, both blacks and whites believe race relations have deteriorated, according to polls. Mounting tensions over police shootings of African-Americans prompted protests in several cities and the emergence of the Black Lives Matter movement. Perhaps most strikingly, the president’s successor, Donald Trump, is seen by many as the antithesis of a colorblind society, a one-time leader of the “birther” movement that spread the falsehood that Obama was born in Africa. Trump’s strong reliance on white voters was in sharp contrast to the multiracial coalition that gave Obama his two victories. “President Obama represents the face of the future — multicultural America. Donald Trump represents the old racial order of the black-white divide,” says Fredrick Cornelius Harris, director of the Center on African American Politics and Society at Columbia University. “And for the next decades to come, there will be a battle between those two viewpoints of what America is.”  It took more than two centuries for America to elect a black president. The House Rules specifically cite the Holman Rule which will have the following purpose: “The purpose of this provision is to see if the reinstatement of the Holman rule will provide Members with additional tools to reduce spending during consideration of the regular general appropriation bill.” The Holman Rule will enable the House of Representatives to reduce the number of federal workers at specific agencies or cut their compensation. It would be done as a provision of or an amendment to an appropriations bill.
