(FROM THE ARTICLE: The Republican National Committee is expected to approve a resolution condemning racism and white supremacy at its summer meeting in Nashville — but don’t call it a rebuke of President Trump. “This has nothing to do with the president,” said the resolution’s sponsor, New Jersey RNC committeeman Bill Palatucci. “This is the RNC saying that racism and bigotry have no place in America.” Palatucci, an attorney who served as general counsel to Trump’s presidential transition committee, said that he began drafting the resolution on August 13, the day after a white supremacist rally in Charlottesville ended with the murder of a counterprotester. “The core issue was for us as RNC members to clearly and loudly denounce white supremacists,” explained Palatucci. “There can be no hesitation for the Party of Lincoln.” The resolution itself makes no mention of Trump or the president’s multiple reactions to Charlottesville, which led to three presidential advisory councils being disbanded as their members quit in protest. Instead, it states that “the racist beliefs of Nazis, the KKK, white supremacists and others are completely inconsistent with the Republican Party’s platform,” and urges that “swift and certain justice be meted out to domestic terrorists.” Most of the remaining text focuses on the history of the party, and the need for colorblind policy and politics. “We recall that the Republican Party was founded in the struggle against slavery and a rejection of the racial beliefs underlying the institution of slavery,” the resolution reads. “The Republican Party subsequently led the fight to assure all human beings have equal standing before the law, promoting instead the foundational idea that each person be judged as an individual on merit and not on the color of skin or other circumstance of birth.” The RNC’s resolution nonetheless breaks from the president by condemning white nationalists specifically and not dovetailing into criticism of the left. It’s the latest of several Republican responses that have taken that tone, but have often been buried by coverage of the president. RNC Chairwoman Ronna McDaniel gave the party’s first official response to Charlottesville at an ill-timed August 14 event in Detroit designed to demonstrate the party’s ongoing outreach to black voters. “White supremacy, neo-Nazi, KKK and hate speech and bigotry are not welcome and [do] not have a home in the Republican Party,” McDaniel told reporters, as black Republicans waited for a closed-press roundtable to begin. “This isn’t a partisan issue. This is an American issue.” Over the next 10 days, Republicans in every state fended off questions about the president’s markedly different response to Charlottesville — condemning violence on “many sides,” attacking the “alt-left,” and occasionally being congratulated by white nationalist leaders for his tone. It was agonizing for Republicans who had tried, before Trump, to broaden the party’s appeal to non-white voters. Sen. Tim Scott (R-S.C.), the highest profile black Republican in Congress, told Vice News that Trump’s “moral authority” had been compromised by his Charlottesville response. Michael Steele, who as the first black RNC chairman had apologized for the GOP’s racial politics, said after Charlottesville that his party was making a grave error by defending Trump. “In 2009, I declared the Southern Strategy of the GOP was dead. It was over,” Steele said on an August 15 episode of his Sirius XM radio show. “I am sad to say that in the course of the 2016 campaign, that strategy was revived. And now this seminal moment faces this party, where you’re either going to kill this bastard right off the top, just get rid of the Southern Strategy or you’re going to own it in perpetuity.” Outside of the Opryland complex, other Republicans were engaged in an argument about what else the party needed to do. On Tuesday, Sen. Lamar Alexander (R-Tenn.) told reporters that a bust of Nathan Bedford Forrest, the founder of the Ku Klux Klan, should be removed from the state capitol complex. But the leading Republican candidates for governor, including Rep. Diane Black (R-Tenn.), stopped short of that, suggesting that the issue needed further debate in the Republican-controlled state legislature. And further away, the leadership of the Democratic National Committee accused Republicans of distracting from a crisis that they’d enabled long before Trump’s victory. “The Republican Party, led by President Trump, has cultivated a culture of hate through their rhetoric and policies,” said DNC spokeswoman Xochitl Hinojosa. “A vote on a resolution doesn’t fix the systemic problems within the Republican party. When will they take responsibility, denounce racism and stop pursuing divisive policies like voter identification laws and extreme immigration reforms?” Republican officials, who entered the Nashville meeting celebrating a historic level of control in Washington and states, said that their resolution would at least clear up where they stood and where the president needed to arrive. “I think the vote on the resolution will be unanimous and I support it,” said Steve Duprey, an RNC committeeman from New Hampshire. “I do think it is useful to remind America that our party condemns all of these hate groups, and that while the President may have not articulated it as well as he could have initially, he too has been forceful in condemning racists, supremacists, the alt right, Nazis, and other hate groups.”)

(FROM THE ARTICLE: Today, black lawmakers praised Governor Rauner for signing a bill to seal some criminal convictions.  It only made sense that we ask the lawmakers about that the Illinois Policy Institute cartoon making news. Rep. LaShawn Ford challenged the governor about it. “Let’s make it right today. Can you apologize?” he asked Rauner. Rauner replied,  “Let me be clear, I’m not apologizing for anything that I have nothing to do with.” This Illinois Policy Institute cartoon, which shows a black child asking a fat white man for money, continues to dog Rauner. This afternoon, after signing various criminal justice reform bills with several black lawmakers looking on,the governor had a chance to put the controversy to bed. “Governor, please join us in condemning hate and racism in any form in Illinois,” Ford said. “We in American stand united against racism,” Rauner said. But made no mention of the cartoon. The governor has faced enormous criticism for his response to the drawing which some have called racist. On Tuesday, the governor’s office released a statement saying, “…the governor – as a white male – does not have anything more to add to the discussion.” The governor would distance himself from that statement put out by his office. And overnight, Rauner’s entire communications team departed. “There are four folks who are not with us going forward,” he said. Four staffers were either fired or resigned including the two aides who worked on the “white male” statement. “I believe it was drafted by Diana Rickert and sent out on her e-mail by Laurel Patrick,” he said. WGN News asked the governor repeatedly today whether he agrees with the cartoon’s message but he won’t say. “Here’s the issue I have been talking about for years. We have a TIF system. Numerous Springfield sources say the new team Rauner brought in last month—most of them from the libertarian Illinois Policy Institute—are heading for the exits after an embarrassing situation this week in which Rauner retracted a statement put out via staff saying he couldn’t comment on an allegedly racist cartoon posted by the Institute because he was a “white male.” Rauner spokeswoman Laurel Patrick did not answer calls and her email was automatically directed to other officials who did not respond. But among those reportedly on the hit list are chief of staff Kristina Rasmussen, who insiders say authorized the “white male” statement, and communications director Diana Rickert. Word of the second shakeup became instant political fodder for Democratic gubernatorial hopeful J.B. Pritzker. “In a move straight out of the Trump playbook, Bruce Rauner has reportedly fired his communications team, who were just 37 days on the job,” the Pritzker campaign said in a statement. “There is a problem that no amount of staff changes can fix, and his name is Bruce Rauner.” If the turnover is as widespread as it appears—and as of this writing, the administration has yet to confirm these actions or describe their extent—the changes will throw Rauner’s re-election effort into chaos. Rauner confirmed the communications team shakeup in a statement released Thursday. “Diana Rickert, Laurel Patrick, Meghan Keenan and Brittany Carl have submitted their resignations to the Office of the Governor,” a statement said. “We are grateful for their hard work on behalf of the people of Illinois and wish them all the best going forward.” Rickert, Keenan and Carl are alumni of the Policy Institute. Patrick previously had worked for Wisconsin Gov. Scott Walker. Later, during a morning appearance in Naperville to sign legislation regarding pensions, Rauner said the departures were “by mutual agreement.” He also said the communications team’s departure was “all the changes there are.” The departures come as Rauner is trying to move past the issue of a controversial political cartoon posted by the Policy Institute and clean up a statement his relatively new communications office sent out. The background: The cartoon showed an African-American child panhandling for money from a suit-wearing white man with a cigar in a commentary on Chicago’s use of tax increment financing districts and school funding. Lawmakers from both political parties said the cartoon was offensive, and the organization took it down. Rauner had tried to avoid the issue, saying he hadn’t seen the drawing. Rauner’s administration put out an initial statement Tuesday noting the cartoon was removed. “And the governor — as a white male — does not have anything more to add to the discussion,” the statement read. Rauner sent out a new statement Tuesday evening, though the governor stopped short of saying he found the cartoon offensive himself. “Earlier today an email went out from my office that did not accurately reflect my views. I can understand why some people found the cartoon offensive. And I believe we should do more as a society and a nation to bring us together, rather than divide us,” the statement read in part. “It is not my place to comment on every cartoon or picture that comes from people outside the governor’s office or to tell people how they should feel.” On Thursday, the governor put the blame for the controversial statement about the cartoon on his former communications team, saying he did not “have knowledge” of the statement before it went out and it was not approved by him or his chief of staff. Rauner said it was drafted by Rickert, and sent out by Patrick. Rauner declined to say if he believed the cartoon was racist, repeatedly saying “I understand why some people are upset by it.” “My job is not to comment on every cartoon, every political statement that comes from outside our administration, and I will not do that. What I will do is fight every day for justice, fairness, equality,” Rauner said. Asked by reporters about the Illinois Policy Institute’s involvement in his administration, Rauner downplayed the influence. “A very tiny fraction of our administration is from that organization, and they in no regard, in no regard, does that organization speak for me or my administration, and I do not lean on them for any particular issue or policy,” Rauner said. The think tank was aligned with many of Rauner’s goals and he had given it more than a half-million dollars before becoming governor. The Rauner administration turmoil started last month when he dumped his chief of staff Richard Goldberg after lawmakers overrode the governor’s veto of a state budget and tax hike package as some Republicans broke ranks and joined Democrats. That went a long way toward ending a two year budget stalemate and decreased Rauner’s leverage to win his economic agenda Democrats oppose. Bruce Rauner plans to sign into law on Monday both an automatic voter registration and an immigration measure that would limit the role of local law enforcement in federal efforts —a move that may spark some backlash among his conservative base. Conservative firebrand Joe Walsh tweeted if he signs the immigration bill, “Governor Rauner is done.” Last week the governor on WBEZ-FM called the immigration measure — the Illinois Trust Act — “very reasonable,” but would not confirm whether he’d sign it. On Tuesday, the governor’s office confirmed he’d sign the immigration and voter registration measures on Monday. The immigration legislation would prohibit police in Illinois from detaining or arresting a person based on their immigration status or on federal immigration detainer. It would allow law enforcement officials, however, to detain a person with a judge’s order. The bill passed with bipartisan support and was supported by faith leaders, law enforcement and businesses. But Republicans initially opposed the measure, arguing it will cause a conflict with federal laws. State Sen. Dave Syverson of Rockford has said Republicans are concerned the “blanket prohibition could result in leaving criminal illegal immigrants, including those accused of violent crimes, on the streets.” The conservative news organization Breitbart just wrote an article on the bill suggesting Rauner would be helping Democrats “frustrate federal immigration enforcement.” And Walsh, a former congressman and talk radio personality, weighed in on Tuesday, tweeting that if Rauner “allows Illinois to become a sanctuary state, I will not support his reelection. No way.” When TV reporter Mary Ann Ahern tweeted that Rauner planned to sign the bill, Walsh responded: “If true, bad terrible day for Illinois. Gov Rauner is done.” Rauner has steered clear of making comments about federal issues, specifically about “sanctuary cities.” He has said he’s in support of a comprehensive immigration policy, however. The automatic voter registration measure will automatically register people to vote at state drivers’ facilities, when applying for, updating or renewing a driver’s license or state ID — unless they opt out. It also creates a similar program for other state agencies. The governor vetoed a similar measure last year, citing concerns over voter fraud, and federal election laws. Illinois will be the ninth state to approve automatic voter registration. The measure was sent to the governor June 29.)

State Rep. Jaime Andrade denounced the cartoon on the floor of the General Assembly, drawing a bipartisan standing ovation when he denounced it as “s—.”  State Rep. Christian Mitchell, D-Chicago, called it a “Sambo” cartoon.  State Rep. Tom Demmer, R-Dixon, agreed, tweeting “Cartoons don’t make racism any more palatable @illinoispolicy should delete their cartoon and apologize. That has no place in policy debate.” The response from Rauner’s office on Tuesday did not go over well with Mitchell. “Wait what? So being a white male removes @GovRauner from a position of moral leadership? This is more disgraceful than saying nothing,” Mitchell tweeted. The Illinois Policy Institute defended the cartoon, which was intended to depict how Chicago siphons money from education with TIF funds. The think tank denied that it was racist, but removed it from its website, saying it was distracting from the debate over education funding and “the failure of political leaders to address the root cause of our struggling education system.” The think tank has been aligned with the governor, and Rauner has tapped its staff to replace senior members of his own administration since his budget veto was overridden earlier this year. Claiming it was supported by “the immigration community” in addition to the Illinois Sheriff’s Association and businesses, Rauner told WBEZ, Chicago’s FM public radio channel, that SB31 “seems very reasonable.” Rauner’s office did not respond to Breitbart News’s request to clarify to whom “the immigration community” referred. The patriotic immigration reform group Federation for American Immigration Reform (FAIR) strongly criticized SB31 in an interview with conservative site Illinois Review. Meanwhile, the Chicago chapter of the American Immigration Lawyers Association and open-borders groups like the Illinois Coalition for Immigrant and Refugee Rights, have urged Rauner to sign the bill. SB31 does not concern the handling of immigrants or refugees, but illegal aliens, who are neither. Harmlessly titled the “Illinois Trust Act,” SB31 prohibits all Illinois state and local law enforcement from complying with federal agents’ “immigration detainer” orders. In effect, it will be illegal under the act for police in Illinois keep someone who federal agents tell them is an illegal alien in custody long enough for them to arrive and enforce immigration laws. Instead, they will be compelled to release illegal aliens back onto the street when they have no non-immigration-related reason to keep them locked up. The bill is similar to provisions in effect in the so-called “sanctuary state” of California. “It does not tie law enforcement’s hands. It actually encourages between local law enforcement and federal immigration facilities,” Rauner said, indicating he would make up his mind on whether to sign it in the next few days. Rauner’s office confirmed to Breitbart News Monday that the governor has yet to reach a final decision on SB31. One Illinois immigration hawk was unconvinced. “I think the biggest question Illinois taxpayers have for Governor Rauner and any legislator who would want to pass this bill is, ‘Does making it easier for illegal aliens to stay in Illinois improve the lives of Illinois residents?’” former Republican candidate for the U.S. Congress and Illinois Minutemen-founder Rosanna Pulido told Breitbart News. She explained: “We already spend 4.5 Billion dollars a year for free services for illegal aliens. By signing this Bill, SB 31, Rauner will create an even stronger magnet for illegal aliens who are looking not to be apprehended by the law. Thus, the already overburdened taxpayer will be saddled with even more of a burden. It will truly be the straw that broke the camels back. Personally I am already checking out a different state I can move to.  It is a truly sad day in Illinois.” Brian McCann, whose brother Dennis was killed by an illegal alien who escaped to his native Mexico because of Chicago’s existing “sanctuary” policies, joined other families to opposing SB31. “All the killers were illegal aliens,” McCann told the Illinois Review. “The three of us have made repeated requests to meet with the governor to urge him to veto this dangerous measure. We will meet with the governor downstate or upstate before the August 28th deadline for a veto.” At the launch of Advocates for Victims of Illegal Alien Crime (AVIAC) in June, McCann expressed his frustration with the mainstream media’s constant focus on sympathetic stories about illegal immigrants and not on Americans who are harmed by so-called sanctuary policies. “We get no support … We don’t get coverage,” he told Breitbart News then. If Rauner hoped to curry favor from his state’s rampant political left by signaling support for SB31, he did not find that support forthcoming. “Rauner is a guy who is trying to wreck the lives of working class families,” a spokesman for long-time Illinois Speaker of the House Michael Madigan told WBEZ in response to Rauner’s comments on the sanctuary bill. “I can’t say it any more simply.”)
