FOUNDATION FOR AMERICAN INNOVATION
— Congress Should Reform GAO for the Twenty-First Century. DD: I worked for the Democrats who ran GAO 1980-1997. They wasted my career, they took many big adverse actions against me, and they forced me to retire when I was 49 years old in 1997. They did that because I opposed their political affiliation discrimination, reverse discrimination, and age discrimination and because I became an active member in a class action lawsuit that charged them with the aforesaid in 1988. If Gingrich had reformed GAO instead of gutting it, my Democrat GAO superiors would not have been able to a) force me to take a $23,472/year (21%) pay cut to transfer from IRS to GAO, b) keep me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, c) delay my promotions and never promote me beyond GS-13, d) always rank me in the bottom half of my coworkers for pay-for-performance, and e) force me to retire when I was 49 years old in 1997.
https://www.thefai.org/posts/congress-should-reform-the-government-accountability-office-for-the-twenty-first-century
(FROM THE ARTICLE: Comptroller General Gene Dodaro’s 15-year term leading the Government Accountability Office will end later this month. Mr. Dodaro’s tenure of public service spans more than 50 years. Few Americans have made more contributions to the federal government, and his leadership has resulted in considerable savings for American taxpayers. The end of his term begins a process to fill the vacancy: a bipartisan congressional commission recommends a slate of candidates, the president nominates from that list, and the Senate provides advice and consent, including possible rejection. The process of recommending, nominating, and confirming a new Comptroller General in 1996 and 2008 took about two years, often with irregularities. The upcoming vacancy and looming debate provide an opportunity for Congress—and GAO itself—to reimagine the organization for the twenty-first century. GAO’s more-than-a-century-long history has involved several transformations. During the twentieth century, the organization’s original focus—auditing government payment vouchers–transitioned into broader financial oversight, program evaluations, and directed work on behalf of Congress. Congress started layering on additional responsibilities. In 1974, Congress directed GAO to police impoundments, and in 1996, it gave GAO a role in reviewing regulations. In the 1990s, GAO faced steep budget cuts and staffing reductions, prompting a new comptroller general, David Walker, to refocus the organization’s mission heading into the 2000s—including rebranding the organization to focus on its modern mission of government accountability and delivering a return on investment for American taxpayers in terms of government savings. Over the past quarter-century, GAO’s work has produced roughly $1.5 trillion in financial benefits for the U.S. government. Over the past 15 years, GAO’s annual reviews of duplication and waste across federal programs have resulted in more than $700 billion in financial benefits. As a trusted, nonpartisan institution within the legislative branch, GAO continues to provide substantial value to lawmakers on Capitol Hill. Nevertheless, GAO is now at a crossroads. GAO and the current comptroller general have faced increasing opposition from the Trump administration and some congressional Republicans. OMB Director Russ Vought has stated, “We’re not big fans of GAO,” and called the organization “something that shouldn’t exist.” This opposition is primarily due to concerns about GAO’s recent actions related to its congressionally mandated responsibilities under the Impoundment Control Act and the Congressional Review Act. On Capitol Hill, some members and staff question the usefulness of GAO’s reports and recommendations. During the 117th Congress, a bipartisan select committee passed a recommendation that called for a review of congressional satisfaction with GAO’s work. Some evidence indicates that GAO’s work is not having the intended impact. At least a quarter of GAO’s recommendations are routinely ignored. As of December 2025, more than 5,200 open recommendations remain unaddressed. GAO maintains a “high risk list” of “government operations with serious vulnerabilities to fraud, waste, abuse, and mismanagement, or in need of transformation,” which currently includes 37 areas, including nine items identified in the last century. Some question whether GAO is overly cautious in its approach to evaluating federal programs and activities. There is a long-running joke among congressional staff and even GAO employees and alumni that its reports typically include a balanced framing, such as “progress made, challenges remain,” which requires Congress to probe deep into the reports page and footnotes to actually understand potential problems identified through program evaluations. GAO’s own metrics show a declining impact. As of December 2025, GAO’s own performance metrics reveal a recent decline in the organization’s return on investment and in its ability to encourage federal agencies to implement its recommendations promptly between 2019 and 2024. This decline has occurred despite bipartisan reforms enacted by Congress over the past decade to increase GAO’s ROI and effectiveness. Some question whether these trends are linked to GAO’s transition to widespread remote work, which persists today and was codified by a 2023 agreement with its labor union, and to a headquarters building that is often largely empty, according to GAO staff. . .The upcoming nomination of a new comptroller general offers a chance to put GAO back on the right track. GAO itself should propose reforms and process changes to address these concerns. As Congress and President Trump prepare to recommend and nominate the next comptroller general, we recommend the following reforms to strengthen GAO’s effectiveness and value for Congress and the American people. 1. Reaffirm GAO’s core mission and explicitly prioritize fiscal stewardship…2. Empower the next comptroller general with authority, autonomy, resources, and a mandate for institutional renewal…3. Remove politically charged enforcement duties—especially under the Impoundment Control Act—and maintain strict neutrality under the Congressional Review Act…4. Direct GAO to focus on high-impact audits and program evaluations, supported by transparent performance metrics and independent review…5. Require GAO to produce more precise and actionable recommendations for Congress and federal agencies…6. Strengthen structured collaboration between GAO and Congress and embed GAO expertise within committees…7. Establish a statutory requirement for annual comptroller general recommendations on rescissions and fiscal savings opportunities…8. Expand GAO’s partnership capacity with federal agencies and state governments to strengthen program integrity and reduce mismanagement…9. Require federal departments and agencies to cooperate with GAO’s oversight and information requests fully…10. Expect the next comptroller general to restore bipartisan credibility by avoiding unnecessary political conflict…Throughout GAO’s long history, Congress has recognized the need to review and reform GAO’s mission to meet the times. In 2026, Congress should consider how to focus GAO’s work and use its $900 million in annual funding and more than 3,500 employees to meet the needs of the legislative branch and the American people. As Congress and President Trump work to identify, nominate, and confirm the next comptroller general, Congress should hold hearings and reauthorize GAO to update its mission for the twenty-first century.)

(FROM GOOGLE AI: IRS revenue officer (RO) training involves extensive on-the-job training in tax law, collection techniques, and civil investigative methods. The program typically spans up to a year and includes a series of in-person training units held in various cities. Training Details On-the-Job Focus: New hires receive substantial on-the-job training, which can last anywhere from several months to a year. Structured Units: The training is often delivered in multiple units (e.g., Unit 1 through Unit 4) in various locations. Trainees have reported traveling to different cities for these multi-week sessions. Core Curriculum: The curriculum is designed to educate officers in the specifics of tax law and the techniques necessary for collecting delinquent taxes and securing delinquent returns. This includes: Conducting research, interviews, and investigations. Analyzing financial information for assigned cases. Understanding business law, including laws governing fraudulent transfers and secured debts. Learning how to interact with taxpayers and their representatives, often in the field at homes or businesses. Assessment: Training involves open-book tests, and satisfactory completion of the required levels is often a prerequisite for continued employment and promotion. Continuing Education: Once initial training is complete, officers must stay current with changes in the tax code and enforcement procedures throughout their careers. Post-Training Work Environment After successfully completing the initial training year, revenue officers may be eligible for frequent telework up to four days a week, depending on performance and management discretion. Application Process and Requirements To become an IRS revenue officer, a bachelor’s degree in any major is generally required, or a combination of education and specialized experience. (FROM THE ARTICLE: Some people are performers. In June 2020, Nancy Pelosi and Chuck Schumer led a group kneeling in the U.S. Capitol wearing African kente stoles. National Football League end zones say “Choose Love” and “It Takes All of Us.” Empathy? More like images over action. Then there are coddlers. They paternalistically throw money at problems: welfare, drug programs, ObamaCare. They create rules and regulations to protect “marginalized” groups: Title IX, affirmative action and federal contract set-asides. To pay for it, they rationalize redistribution of wealth so the world can be “fair” for everyone. This progressive playbook often fails. See low-income housing, preferential college admissions and rising insurance premiums. Is letting men on women’s swim teams and in women’s bathrooms empathy? I can’t get there. . .New York Mayor-elect Zohran Mamdani is a coddler: “We will prove that there is no problem too large for government to solve, and no concern too small for it to care about.” Yikes. Is that empathy or a threat? Sadly, we know how the latter ends. Lately there has been talk of a $140,000 poverty line for a family of four. See what I mean? Economist Milton Friedman put it best: “One of the great mistakes is to judge policies and programs by their intentions rather than their results.” Intentions like “social justice” inevitably lead to organizing and activism and raised taxes—empathy is expensive!—and redistribution of wealth, without solving the underlying problems. For me, empathy and that elusive righteousness is about restoring lost dignity. And that often means setting up rules and then getting out of the way and letting freedom and free markets do their magic. There is little political credit for that whole “freedom” thing. Just results. The American way is: Do what you want, but respect the dignity of others. An essential part of respect is to not be pitied. Freedom is dignity. That’s true empathy.)

(FROM THE ARTICLE: A LinkedIn post by Rohan Verma, CEO and co-founder of Breathe Well-being, has sparked a discussion online about privilege, merit and the role of luck in shaping life outcomes. In his post, Verma argued that educational pedigree and family background play a decisive role in determining future success. He claimed that those who attend elite institutions such as Ivy League universities or India’s IITs and IIMs are far more likely to see their children enter top colleges and corporate leadership roles, while people engaged in low-paid or manual labor largely come from poor families, irrespective of talent or hard work. “If you went to an Ivy League or the IIT/IIM route, your kids will likely attend a good college. And there is zero chance that they will end up doing manual labor. If you are a billionaire, your kids will 100% attend Yale, Stanford, or Harvard (or something similar). And they will later become Board Chairmen and CEOs,” Verma wrote in his post. “On the other hand, – 100% of people doing lowly paid jobs or manual labor come from poor families — regardless of their IQ, talent, or propensity for hard work,” he continued. “This is how privilege persists over generations,” Verma wrote, adding that many manual laborers could have been corporate leaders “had they been born differently”. He concluded by saying that “probably 90% of life is luck,” with only a small fraction accounting for inspirational stories of people who rise against all odds. True humility and awareness, he added, come from recognizing which parts of one’s life fall into that 90%.

DAILY SIGNAL
— Would ICE Have Deported Jesus at Christmas? AWAY WITH THE MANGER: How the Left Tries to Weaponize Christmas Against Trump. DD: How strongly have Democrat leaders taken over your church?
https://www.dailysignal.com/2025/12/14/would-ice-have-deported-jesus-christmas/
(FROM THE ARTICLE: This year, Catholics in Massachusetts are protesting President Donald Trump’s immigration policies by swapping “Away in a Manger” for “Away With the Manger.” This marks yet another instance of Trump opponents weaponizing the Christmas story to demonize immigration enforcement by claiming Jesus was a refugee and suggesting Immigration and Customs Enforcement would have arrested and deported the Christ child in the manger. The Catholic priest at St. Susanna Parish in Dedham, Massachusetts, set up a classic nativity scene with shepherds, sheep, wise men, and … a sign reading “ICE was here” in the place where Mary, Joseph, and baby Jesus would normally be. While the Catholic leadership opposed this “divisive political messaging,” the Rev. Stephen Josoma blamed the Trump administration for any division. Meanwhile, Lake Street Church of Evanston, Illinois, put baby Jesus in zip ties and an emergency blanket, and placed gas masks on the faces of Mary and Joseph. The church said this symbolizes the conditions of ICE detention facilities and the use of tear gas on “peaceful protesters, journalists, and community members advocating for immigration reform.” “The Holy Family were refugees,” the church posted on Facebook. “By witnessing this familiar story through the reality faced by migrants today, we hope to restore its radical edge, and to ask what it means to celebrate the birth of a refugee child while turning away those who follow in that child’s footsteps.” Was Jesus a Refugee? These strained analogies rest on a kernel of truth. According to Matthew 2:13-23, an angel appeared to Joseph, warning him to flee to Egypt because King Herod the Great aimed to kill Jesus. Herod ordered the slaughter of male children in Bethlehem, but Jesus survived in Egypt. God sent another angel to Joseph later, advising him to return to Israel because “those who sought the child’s life are dead.” Jesus arguably fit the definition of a refugee: someone forced to leave his or her country to escape war or persecution. However, anyone seeking to tie Jesus’ sojourn in Egypt to the plight of refugees or illegal aliens in America today will at once encounter a plethora of problems. Herod, the king who sought to kill Jesus, owed his position to the Roman Senate. Jesus fled Roman-ruled Judea to reside in Roman-ruled Egypt, and then returned to Roman-ruled Judea. Politically, Jesus’ flight to Egypt resembles a conservative family fleeing New York for Florida, or a liberal family moving from Texas to Illinois, more than it does a Somali refugee seeking asylum in the U.S. Jesus did not immigrate to Egypt and did not seek to become a citizen there. Furthermore, the Roman Empire at the time did not grant most of the population the right to vote, and it did not award government benefits to Jewish refugees in Egypt. Modern Western democratic welfare states need to regulate immigration more heavily than ancient empires did, partly because immigrants and refugees often claim benefits from the public purse, and these aliens may also seek to influence politics by voting or other means. Merely shouting, “Jesus was a refugee!” does nothing to address the serious concerns that illegal immigration poses. Caring for ‘The Least of These’ Christians should, of course, heed the Matthew 25 parable in which Jesus says God will reward us for helping “the least of these.” We should care for the sick, feed the hungry, and clothe the naked, to the best of our ability. These commands to love our neighbor do not extend to using the force of the state to redistribute funds, however. Jesus calls on us to love our neighbors, not to bully our neighbors into forking over cash so the government can then serve other neighbors. That parable urges us to see Jesus in the least fortunate, and Christians are right to provide aid to those who are struggling. That doesn’t mean, however, that we must sacrifice national sovereignty or oppose the enforcement of immigration law. In our globalized world, Christians can and should help those in other countries before they seek to enter the U.S., and it would be grotesque for Christians to prioritize aid for those who violated the law to come to America over legal immigrants or the poor people who are still struggling in their own countries. Contrary to the suggestion of the Evanston church, Jesus, Mary, and Joseph were not political activists. Yes, Jesus came to usher in a new kingdom—but when the Jews sought to make him a king, he refused. Jesus did not set himself up as a political leader. Rather, he and his followers urged Jews and Christians to pay their taxes and to submit to the ruling authorities, knowing that the spiritual freedom of the gospel matters far more than any political cause. Jesus knew of political movements against Roman oppression, and he did not endorse them. Jesus’ decision not to lead a political rebellion against Rome likely contributed to the Jewish leaders’ scheme to have him executed. None of this is to say that Christians cannot support political causes, but it does mean that Mary and Joseph likely would not have joined the agitators who seek to block ICE from enforcing immigration law. Perhaps more importantly, ICE would not have removed Jesus from the manger—any more than it would remove conservative New Yorkers from Florida or liberal Texans from Illinois. Christmas is about the birth of Jesus, not an excuse to demonize law enforcement. It’s high time for St. Susanna Parish to put the Christ child back in the center of the nativity scene where he belongs.)

— 1 in 4 Unemployed Americans Has a Degree—The Future of White-Collar Jobs. DD: I have been unemployed since I was 49 in 1997 despite my having a job-related bachelor’s degree, three job-related master’s degrees, six job-related professional certifications, and a job-related professional license. Why is that? It is because my Democrat GAO superiors forced me to retire and because of the many additional adverse actions that they took against me before that because I complained about their political affiliation discrimination, reverse discrimination, and age discrimination and because I became an active member of a class action lawsuit that charged them with the aforesaid when I was 40 in 1988.

— Want a Job? Ditch the Degree and Pick Up a Trade. The future belongs to trades and hands-on skills. DD: Doctors discouraged my father from seeking a college degree because he had brittle type 1 diabetes. According to them, the stress would kill him. So he got an office job. He often decried his not having a degree. He was often passed over for promotions. He blamed his not having a degree for that, but his health problems were also a big factor. That led me to earn four degrees. A bachelor’s degree in management from NIU when I was 21 in 1970. An MBA from Loyola when I was 27. A master’s degree in accounting from DePaul when I was 31. And a master’s degree in finance from IIT when I was 48. That also led me to pass the CPA examination on first attempt when I was 30. To pass the Certified Internal Auditor examination on my first attempt when I was 32. To become a licensed CPA when I was 32. And to earn four more job-related professional certifications when I was 41, 45, 47, and 48.

They have been even more furious ever since I got married I was 29 years old and the federal government started paying 72% of my wife’s healthcare insurance premiums. (FROM THE ARTICLE: On the Sunday before Thanksgiving, a wealth manager named Michael Green published a Substack post arguing that a $140,000 income is the new poverty level for a family of four in America, where the official poverty line is $32,150. The post promptly went viral. One would hope that economic commentators coast-to-coast mentioned Green as their “person I’m most thankful for” at their family gatherings that week, because he gave them something to masticate ever since. By the time I got married when I was 29 in 1978, I had worked for IRS for almost 7 years and my salary was $108,978/year in today’s dollars. I had earned an MBA from Loyola in 1976 and I was taking graduate evening accounting courses at DePaul. I lived in a one bedroom condo in the Outer Drive East building that I had bought in 1976. In a June letter, Trump officials accused the University of California-Los Angeles of “race-based admissions in all but name.” It criticized UCLA for considering factors like applicants’ family income, ZIP code and high school profile. Colleges often weigh that kind of information in admissions decisions. Demographics that vote for Democrats include: liberal, minority, female, younger, unmarried, have less money than others, have more health problems than others, LGBTQ, non-Protestant, non-German American, and/or have ancestors who have not been in America for a long time. Demographics that vote for Republicans include: conservative, White, male, older, married, have more money than others, have fewer health problems than others, heterosexual, Protestant, German American, and/or have ancestors who have been in America for a long time. Those who have demographics that vote for Democrats want the Democrat Party platform, that is, they want more dependency on government and charity, that is, socialism and communism, Affirmative Action and DEI, that is, race and gender based preference giving, patronage, political affiliation discrimination, reverse discrimination, age discrimination, religious discrimination, and national origin discrimination, abortion, mass/illegal immigration, booze, gambling. pot, and other vices, and/or diminishment of Second Amendment rights. Those who have demographics that vote for Republicans want the Republican Party platform that is, they want personal responsibility, that is, capitalism, equal opportunity (no race or gender based preference giving), right to life, enforcement of immigration laws, avoidance of vices, and Second Amendment rights. The Democrat Party platform promotes poverty and crime. The Republican Party platform promotes prosperity and safety. Democrat leaders ever-increasingly promote the Democrat Party platform. How successful some of the administration’s objectives for the federal workforce will ultimately be depend upon the final outcomes of the legal challenges. . .Downsizing the Federal Workforce. (FROM THE ARTICLE: New voter-participation data circulating among Illinois conservatives is highlighting what many now argue is the real and long-running crisis inside the Illinois Republican Party: collapsing enthusiasm, shrinking turnout, and a leadership class that has failed the base for more than two decades. Illinois has 12.5 million residents, with roughly 10 million old enough to vote. About 8 million are registered. Yet only 6 million typically vote in a presidential cycle, and just 4 million show up for midterms. According to attorney Tom DeVore, who has studied the numbers closely, the picture for Republicans is even worse. . .For twenty years, the Illinois GOP establishment has presided over shrinking maps, shrinking turnout, shrinking relevance, and a stunning refusal to engage real voters on real issues. “You can complain about the Democrats all day long, but at the end of the day they just want it more badly than Republicans,” DeVore said. “We have a voter-enthusiasm problem in Illinois Republican politics. The party sucks, so Republicans don’t vote.” He argues the problem is not Democrat strength — it’s Republican failure. “Republicans not voting allows bad Republican leaders to stay in office,” he said. “It’s a vicious circle that only a group of people with real courage and talent can resolve.” And while party insiders often bristle at criticism, DeVore says the truth is simple: “They want to blow smoke and tell you it’s the Democrats’ problem, when in reality it’s Republican leadership’s failures.” Democrats already dominate every level of state government, and without a significant shift in Republican engagement, 2026 would simply reinforce the trend. The emerging data shows a participation gap, not a population gap — and unless those millions of inactive Republican-leaning voters reenter the process, Illinois’ political landscape is likely to remain exactly where it has been for the past two decades.)

(FROM THE ARTICLE: On Dec. 29, the 15-year term of Comptroller General Gene L. Dodaro will end, leaving the Government Accountability Office without a Senate-confirmed leader. The Trump administration has made no secret of its hostility toward GAO, and this creates a dangerous opening for the executive branch to undermine or even capture the agency that exists for one purpose: to help Congress do its job. The current president and his allies in Congress have publicly targeted GAO, recognizing that a weakened watchdog means weakened oversight of executive action. GAO support to Congress extends beyond any single administration. If GAO is captured or hollowed out, the damage will outlast the current presidency. Rebuilding independent investigative capacity takes decades. Losing it takes a moment of inattention. At stake is the legislative branch authority and responsibility set forth in Article I of the Constitution to oversee the executive branch. Congress must act immediately to protect GAO during the transition. This means forming a visible, bipartisan, bicameral coalition — backed by constitutional experts—to reject any executive interference with the legislative branch agency. Any attempt by the current president to appoint, nominate, or direct GAO leadership should be challenged publicly and legally. The message must be unambiguous: GAO belongs to Congress. Most Americans have never heard of GAO. That’s by design. The agency operates as Congress’s nonpartisan, nonpolitical right hand — conducting audits, evaluations, and investigations that give legislators the facts they need to oversee federal programs and hold the executive branch accountable. GAO doesn’t make policy or substitute its judgment for Congress’s. It provides the independent, professional analysis that makes genuine oversight possible.)

— EEOC Issues Updated Guidance on National Origin Discrimination DD: I am 100% German national origin and a Missouri Synod Lutheran. All my employers would have hired noncitizens and/or non-German Americans instead of me if they could have. There are many negative German stereotypes. SEE: https://en.wikipedia.org/wiki/Stereotypes_of_Germans I lived in Crete 1948-1972 when it was overwhelmingly German American and Lutheran. While I was a Firestone Store employee for more than 2 years and a federal employee for almost 30 years, many, most, and at times virtually all of my supervisors, supervisors, coworkers, and subordinates had loved ones who were killed by Germans. In my defense, I stressed that while all my ancestors immigrated from what is now Germany, they all immigrated way back in 1840s and 1850s. I stressed that my grandfather on my father’s side fought the Germans in WWI. I stressed that my uncles on my mother’s side fought the Germans in WWII. I stressed that my father would have fought the Germans in WWII if he had not been 4-F.
https://www.lawandtheworkplace.com/2025/12/eeoc-issues-updated-guidance-on-national-origin-discrimination/
(FROM THE ARTICLE: The EEOC has issued a one-page technical assistance document, “Discrimination Against American Workers Is Against the Law” and updated its national origin discrimination landing page, reinforcing national origin discrimination protections with a focus on immigration-related issues. The latest guidance follows the EEOC’s previous 2016 Enforcement Guidance on National Origin Discrimination, which remains in effect. Title VII, which is enforced by the EEOC, prohibits employment discrimination because of race, color, religion, sex, or national origin, and applies to most private employers with 15 or more employees. Under Title VII, discrimination based on national origin with respect to compensation and other terms and conditions of employment is unlawful, and employers are prohibited from limiting, segregating or classifying employees in a way that could deprive them of opportunities based on their national origin. The new technical assistance document defines national origin discrimination as “treating employees or applicants unfavorably or favorably because they are from a particular country or part of the world, because of ethnicity or accent, or because they appear to be of a certain ethnic background.” The landing page emphasizes that Title VII protects all workers, “including Americans,” and explains that national origin discrimination can include preferring foreign workers, including workers with certain visa statuses, over American workers. It further highlights that discrimination can occur when the victim and the person engaging in the discrimination are of the same national origin.)

DD: The Democrats who ran GAO in 1980, IRS in 1971, and the Post Office in 1966 hired me because they could not find a qualified Democrat, minority, female, younger person, or veteran who would take the job. They wasted my career and forced me to retire when I was 49 in 1997 because I refused to become a Democrat. My ending salary in today’s dollars was $153,151/year, but only because I earned three job-related master’s degrees, six job-related professional certifications, and a job-related professional license. With those qualifications, I would have earned much more in the private sector.

(FROM THE ARTICLE: Back at the Dawn of the Progressive Age in 1883 our representatives in Congress passed the Pendleton Civil Service Reform Act and promised a Golden Age with a civil service hired on merit instead of the corruption of the Spoils System. With the average federal worker now earning benefits and a pension far higher than the average private sector worker, does anyone still think that the civil service system is anything other than a corrupt spoils system? Only now the jobs in the spoils system are lifetime jobs for Democrats, and Republicans need not apply, whereas in the bad old days the spoils were switched from one party in a fair and equitable manner after each election.)

https://www.politico.com/news/2025/12/07/gene-dodaro-gao-trump-impoundment-00679550
(FROM THE ARTICLE: Gene Dodaro started his career at what is now the Government Accountability Office in 1973, as then-President Richard Nixon was battling Congress for control of federal cash. More than a half-century later, Dodaro runs that watchdog agency amid another epic clash between Capitol Hill and the White House over President Donald Trump’s funding moves. Now, with his 15-year term as comptroller general coming to an end in late December, he’s getting ready to retire. “I’m going into witness protection,” Dodaro, 74, said in a recent interview of his upcoming departure from the independent office with a workforce of more than 3,000. He meant it as a joke. But Dodaro’s agency, which is tasked with auditing federal programs and helping lawmakers fulfill their constitutional duties, has been under an unprecedented level of scrutiny this year as conservative lawmakers and the White House publicly challenge GAO’s objectivity and seek to undermine its influence. Adding to the pressure on Dodaro, the Supreme Court this fall appeared to endorse the view that only the comptroller general has the authority to sue the Trump administration for flouting impoundment law — not the groups losing out on federal cash. Dodaro has declined to take such legal action, despite the urging of some lawmakers, including Senate Appropriations Chair Susan Collins. “People are already suing in many cases,” he reasoned, adding that the court’s decision “surprised” him and that he won’t be “cajoled” into suing. “We’ll see what we need to do. But we need to be prudent and make sure that — when we do it — we’re in the strongest possible position to prevail,” he added. Following the Supreme Court’s opinion, Collins said in a brief interview that it “goes without saying” this dynamic underscores the need for the lawmakers involved in the selection process to find a strong candidate to succeed Dodaro. Dodaro’s last day is Dec. 29, at which point he will hand-pick an acting comptroller general to take the reins of the agency until the Senate confirms a permanent replacement. A panel of 10 lawmakers seated on a bipartisan commission is supposed to suggest candidates for Trump to nominate. Whoever succeeds Dodaro will have to direct ongoing probes into Trump’s funding moves. To date, the agency has issued 11 opinions — five concluding the administration illegally withheld money, two citing some wrongdoing. Dozens are ongoing. “The worst thing for GAO is to look like you have an agenda. That’s what concerns me about allegations like we’re against the current president’s agenda. We’re not,” he said. “Our job, and most of what we’re doing, is in response to actions they’ve taken. It’s not things we’re bringing up out of nowhere.” Because the Office of Management and Budget has stonewalled GAO’s requests for information, the agency is forced to rely on evidence in the many lawsuits against the administration, Dodaro said. Moreover, the GAO head said he has never spoken to Trump’s budget chief, Russ Vought. Multiple attempts to make contact during the first Trump administration were unsuccessful, he added. “His public comments have led me to believe that wouldn’t be a successful approach here,” Dodaro said of Vought, who on social media this spring accused the office of taking a “partisan role in the first-term impeachment hoax,” a reference to GAO’s conclusion that Trump illegally withheld aid to Ukraine in 2019. The past 11 months have been politically difficult for Dodaro in other ways. Earlier this year, top Republicans derided GAO for not blessing Senate GOP efforts to skirt filibuster rules to overturn state waivers issued under former President Joe Biden for pollution standards — and ignored the agency’s conclusion to boot. Dodaro fended off Elon Musk’s attempt to send a downsizing team to GAO as part of the president’s now-disbanded Department of Government Efficiency initiative, before House Republicans proposed cutting the agency’s budget in half for the current fiscal year. It’s not the first time the comptroller general has irked a party in power. During the Biden administration, GAO delivered its first-ever estimate of fraud in the federal government, pegging losses at between $233 billion and $521 billion dollars a year. “OMB wasn’t happy,” Dodaro recalled. Dodaro’s agency doesn’t always disappoint Republicans. Just last week, GOP lawmakers cheered a new GAO report reinforcing their arguments about fraud in the Obamacare insurance marketplace. To investigate this claim, GAO set up 24 fake accounts; 22 successfully enrolled in plans. It ended up costing the federal government thousands of dollars a month. And Congress has averted several crises as a direct result of the watchdog’s warnings. That includes action to replace crucial weather satellites before they fail and to buoy the federal insurance program designed to protect Americans whose pension benefits are at risk. “GAO is incredibly valuable … the ability for Congress to ask a hard question and ask them to chase it,” said Sen. James Lankford (R-Okla.), who added that Dodaro has for years aided him in a running effort to compel federal agencies to identify and describe each program they oversee. Dodaro also started a partnership with experts at the National Academy of Sciences and launched an international effort to help developing countries run audit offices. Sen. Gary Peters (D-Mich.), who is supposed to serve on the commission to recommend candidates for a Senate-confirmed comptroller general, said lawmakers “won’t find anybody as experienced and as knowledgeable” as Dodaro. “The integrity and professionalism he brought to the job, I thought, was exceptional.” Dodaro attributes any praise to decades of relationship maintenance, including with top Trump administration officials who used to be members of Congress and senators who formerly served in the House. “I try to pull out all the stops on my Italian charm,” he joked. “We’re not only in the auditing business. We’re in the relationship business.” The next comptroller general could be anyone, and it could be a long time before that person is seated. Dodaro is the only Senate-confirmed GAO chief who was picked from inside the agency, and he held the position in an acting capacity for more than two years before then-President Barack Obama nominated him upon the recommendation of lawmakers. The Senate confirmed him by unanimous consent in 2010. “If it can be done quickly, that’s fine. If it can’t, then they need to take their time to get the right person in the job, because it’s 15 years,” Dodaro said of the selection process for his successor. “I have great confidence in the people at GAO … and I have confidence in the Congress to take their responsibility seriously and pick someone. This is their person — to serve them.”)

— Some Colleges are Still Requiring Diversity-Related Admissions Essays. “College Transitions, an admissions consulting firm, identified 19 colleges with optional or required diversity essays” DD: UIC admitted me when I was 18 in 1966, NIU when I was 20, Loyola when I was 23, DePaul when I was 27, and IIT when I was 43. But because I oppose race and gender based preference giving, if I was 18, 20, 23, or 43 today, they would not admit me today.

— 9 types of discipline boomers developed that younger generations were never required to build. These forms of discipline still matter today—perhaps more than ever. — DD: Democrat leaders ever-increasingly hint/imply/argue/shout that if you vote for Democrats, healthcare will be free. The federal government paid 72% of my healthcare insurance while I was a federal employee 1966-1969 and 1971-1997, it has paid 72% of my healthcare insurance since I was forced to retire in 1997, and it has paid 72% of my wife’s healthcare insurance since we got married in 1978. That helped me endure tremendous efforts my Democrat superiors to waste my career and to get rid of me.

DD: I have been fighting age discrimination since I was 25 years old in 1974 when my Democrat IRS superiors deemed me to be too old to be promoted to GS-13. I ultimately did make GS-13, but not until I was 38 and had a) earned an MBA when I was 27, b) passed the CPA examination on my first attempt when I was 30, c) transferred to GAO and earned a master’s degree in accounting when I was 31, and d) passed the Certified Internal Auditor examination on my first attempt and became a licensed CPA when I was 32.

— DD: All my employers would have hired noncitizens instead of me if they could have. My critics/opponents cannot say anything like that because they did not have to take bad jobs like I had to. I had to work my way through college. Their parents had lots of money. They bought them cars, paid for their college expenses, and got them good jobs. I did yard work 1962-1964. I delivered newspapers 1962-1966. I washed dishes 1964-1966. I cleaned golf shoes, chipped slag, and pumped gasoline in 1966. I delivered mail 1966-1969. I worked on an automotive assembly line in 1970. I sold tires, automotive services, and major appliances 1970-1971. I pumped more gasoline 1971-1972. I collected delinquent federal taxes 1971-1980. I audited federal agencies 1980-1997.
