(FROM THE ARTICLE: The average total compensation for partners at Chicago law firms increased 13 percent in the last two years to $780,000, according to a new study. The growth rate eclipsed New York, where partners in the country’s largest legal market averaged $1.7 million annually, but compensation only went up 5 percent from 2014. By contrast, partners in San Francisco saw their comp shoot up 51 percent to $997,000, according to the report from New York-based legal recruiters Major Lindsey & Africa. The survey sample included more than 2,100 partners from across the country, with 244 from Chicago. The survey only went to lawyers practicing at the country’s largest firms; approximately 8,600 of Cook County’s more than 45,000 lawyers work at such operations. The city’s partners had the 10th highest average compensation among the 14 legal markets ranked by the headhunting firm. Growth in compensation has slowed since the last time the firm conducted the survey: Between 2012 and 2014, comp for the city’s senior lawyers grew nearly 20 percent from $575,000. Chicago’s lower compensation average may stem from the city’s historic practice of making lawyers partner at a younger age, said Jeffrey Lowe, the Washington D.C.-based author of the study. More of the partners taking the survey in Chicago are likely billing at the same rates as associates elsewhere in the country. Chicago’s billing rates, too, are a comparative bargain compared to the rest of the country. Partners in Chicago on average billed at $687 per hour. Only Philadelphia, Atlanta, Dallas, Seattle, Miami and “other” markets had lower rates. Just over a quarter of Chicago’s partners rated themselves as either “not at all” or “not very” satisfied with their compensation.)

The Clarendon Hills-based company Love From Above Inc. has a contract to purchase the building from its current owner, PCM Properties LLC, a subsidiary of Invesco PowerShares. The group is set to close on the property in December. Love From Above plans to offer a two-year transitional housing program for women who find themselves in “crisis pregnancies,” said Yvonne Florczak-Seeman, president and founder of Love From Above. A culinary program and fashion design program also will be offered, she said. “We’ll also have a full-blown child care program, where their children will stay within the building,” Florczak-Seeman said. “Babies will be taken care of by volunteers while the moms go to school. We’ll have a full-time licensed teacher on the premises as well who will also work with them on their homework and give classes on finances and mothering classes.” The program would be offered to women 18 to 26 years old, she said, and would serve both expectant mothers and single mothers. The facility would serve up to 12 women. This would be the company’s first facility, which will be called The Butterfly Garden…A Place for Healing and Transformation. Florczak-Seeman, who is 52, experienced an unplanned pregnancy herself when she was 16. “Unfortunately, the choice for me was made to have an abortion,” she said. “I didn’t have any other options. That abortion brought forth some very serious emotional, physical, psychological and spiritual aftermath.” Florczak-Seeman said she wants those in the program to understand “pregnancy is not a terminal disease.” “Pregnancy is not something that will kill them,” she said. “Pregnancy is something that lasts nine months. During that time, they can still continue their education. They can still do what they need to do. They can still have these children and be great mothers, and be successful young ladies in school.”)

Savage’s filing alleges the DuPage Policy Journal is not an independent newspaper, but rather is controlled by the Liberty Principles PAC through Dan Proft. (FROM THE ARTICLE: One of several startup newspapers tied to a conservative Illinois activist has been challenged in a federal complaint as a Republican mouthpiece, meaning it should count as a campaign contribution. Kim Savage, a Democrat from the Chicago suburb of Darien, argues in a Federal Election Commission filing that the DuPage Policy Journal is not an independent newspaper, but controlled by businessman and radio talk-show host Dan Proft through his political action committee, Liberty Principles PAC, which got a $2.5 million contribution last June from Republican Gov. Bruce Rauner. The paper is one of 14 co-owned by Proft that appeared last spring before the state’s primary elections. The complaint, filed last week in Washington, maintains the DuPage Policy Journal is illegally coordinating with GOP congressional candidate Tonia Khouri and that its publication costs should be reported as political contributions in her race to unseat incumbent Democratic Rep. Bill Foster. The PAC, Proft, Khouri for Congress and the Khouri campaign treasurer are named in the FEC document. It contends the DuPage paper is not entitled to a press exemption from campaign finance laws because it’s run by a political organization, is not published regularly, is sent to doorsteps or left in high traffic areas for free and includes “coordinated communications” with a candidate that the law bars for so-called independent expenditure committees. “I’m really concerned about all the dark money from special interest groups and their influence on elections,” said Savage, a former College of DuPage board member. She said she thought the newspaper “was a local, grassroots thing and I was kind of appalled when I found out it was a special interest group that publishes it.” Proft called the FEC complaint “factually incorrect in every possible way,” primarily because the papers are now owned by a private company called Local Government Information Services. According to records filed with the secretary of state’s office, Local Government Information Services incorporated on Aug. 15. “It’s a legitimate newspaper just like any other newspaper,” Proft told The Associated Press. “I’ll put the stories we do on politics and policy up against any other newspaper in the state.” The FEC must seek a response from the targets of the complaints within 15 days, then review those and decide whether to investigate further. There’s no expedited process despite the Nov. 8 election. Proft, a drive-time AM radio talk show host in Chicago who ran for the Republican nomination for governor in 2010, began publishing the newspapers last spring. According to the complaint, they are distributed in 14 areas, including DuPage County; Springfield; Chicago’s north, northwest, and south suburbs; the Quad Cities and the Illinois suburbs of St. Louis. Liberty Principles PAC, which Proft says is not participating in any federal races, was named in complaints about three of the newspapers — two in Chicago’s northern suburbs and one in downstate Cumberland County — filed during the primary election with the Illinois State Board of Elections. The papers were alleged to have improperly engaged in coordinating messages with legislative candidates and had not attributed their funding source. Documents indicate the board found the “coordinated communications” complaints were filed on “justifiable grounds” but took no action. In two cases, it ordered Liberty Principles PAC to include a “paid for by” disclaimer in future issues. Khouri campaign manager John Cooney issued a statement calling the federal complaint “a desperate attempt by Bill Foster and his cronies to divert attention” from issues such as protecting Social Security and Medicare and creating good-paying jobs. A week after hosting a fundraiser that netted Trump $1.5 million— and hours after video recorded during a 2005 appearance on “Access Hollywood” in which the candidate talks about his pursuit of a married woman and groping women— Claar said he’s still backing Trump over Hillary Clinton. “I can’t say (Trump’s statements) doesn’t bother me,” Claar said Saturday in a phone interview while he waited for a flight at a Florida airport. “But I also read excerpts from Hillary’s email that is also somewhat unfortunate.”  Meanwhile, other Illinois politicians weren’t so forgiving. Congressman Rodney Davis, a Republican representing central and southwest Illinois, called for Trump to drop out of the race. Rep. John Shimkus, a Republican from southern Illinois issued a statement Saturday saying he was “profoundly disappointed and disgusted by Donald Trump’s comments.” Gov. Bruce Rauner did not attend this year’s GOP convention and has not endorsed Trump, but has said he would support the Republican nominee. Sen. Mark Kirk, locked in a close race for reelection against Democrat Tammi Duckworth, has also called for his party to drop Trump as a candidate. Claar on Saturday admitted video of Trump in 2005 bragging about groping women and courting a married acquaintance has shaken some of those who paid to be in the crowd of 350 when Trump visited the Bolingbrook Golf Club. Among those in attendance at the fundraiser in the country club’s Reagan Room: Todd Ricketts, head of a conservative super PAC and a co-owner of the Chicago Cubs; Weather Tech CEO Dave McNeil; and Bears Hall of Famer Dan Hampton. Claar, who began a trip to Cuba Friday night and missed the early coverage of Trump’s remarks recorded during a 2005 appearance on Access Hollywood, said he got a text from one of the donors who attended last week’s Trump fundraiser. “He said ‘Well, it’s over,’” Claar said Saturday as he waited for a flight in Florida. “I texted him ‘Why? What happened?’ and he said ‘Google Trump and comments and video’”  “It’s unfortunate,” Claar said. “But it’s not like he’s the first person in the world that’s ever said that stuff.”  Claar said that his discouraged Trump donor also texted him again Saturday after reading about Hillary Clinton campaign emails released by WikiLeaks. “He said ‘He’s back in it,’” Claar said. “That’s how fast this thing is moving.” In the video, Trump is apparently unaware that his conversation with former “Access Hollywood” host Billy Bush is being recorded, as Trump confides that he did “try and f–k” a married woman, and that his fame allowed him to grope women with impunity. “When you’re a star, they let you do it. You can do anything… Grab ’em in the p-ssy. You can do anything,” Trump said. The hacker group WikiLeaks on Friday also released emails from Clinton’s campaign staff that included excerpts from Clinton’s remarks in speeches she made to trade groups after leaving her post as Secretary of State, with the staffers themselves noting that her statements could be used to make Clinton appear overly cozy with the finance industry. “(Trump’s) language is unfortunate, but (Hillary Clinton’s) actions are questionable ethically,” Claar said. “They’re both challenged candidates. “Hillary tolerates the same thing from her husband abusing women for years, while he was president, and nobody talks about that.” Illinois Republicans have generally been lukewarm in their support for Trump even as the billionaire steadily dispatched his challengers during the primaries— including an 8-point in Illinois in March.)

(FROM THE ARTICLE: A long-vacant office building in a prominent Wheaton location could be repurposed as a group home for new and expectant single mothers. Built in 1987 as the Wheaton Inn bed-and-breakfast, the 19,813-square-foot, three-story brick building at 301 W. Roosevelt Road, later was used as the offices for Invesco PowerShares, an exchange-traded fund firm. The company relocated to offices in the former Sara Lee building in Downers Grove in July 2012, and since then, the building has been vacant and listed for sale. Now, the Clarendon Hills-based nonprofit group Love from Above has a contract to purchase the building and is proposing to place up to 12 expectant mothers in the house. The group’s founder and CEO, Yvonne Florczak-Seeman, said Love from Above intends to buy the building from Invesco PowerShares subsidiary PCM Properties LLC and use it for a two-year transitional housing program. The building will be known as the Butterfly Garden, she said. “This is for women in college who get pregnant who want to continue their education but don’t want to have an abortion. For them, their choices are parenting or abortion,” Florczak-Seeman said. For Florczak-Seeman, 52, the issue of support during an unplanned pregnancy is a powerful — and personal — one. As a teenager, she experienced an unplanned pregnancy and made the decision to have an abortion — a decision she says she regrets. “Pregnancy is not a terminal illness or a disease,” she said. “It’s a nine month process. We need to empower these girls. Motherhood won’t destroy them; it will mature them. Motherhood or adoption is a beautiful decision. I have been feeling that this kind of program is much needed. There is not one organization that empowers young ladies.” The building will serve as the home for women ages 18 to 26 for two years each, Florczak-Seeman said. The building would have a nursery to care for babies whose mothers want to attend classes. The group also would offer on-site culinary and fashion design programs for mothers, she said. The group, which also would place all of its offices on the first floor of the building, relies on private donors, Florczak-Seeman said. “We are very excited,” she said. Wheaton officials said that while they have received an application from the group, they haven’t yet determined what kind of zoning change, if any, the group’s proposed use would require. PCM Properties LLC bought the building for $2.625 million in 2005 from Kathryn Harbison, who had run the Wheaton Inn bed-and-breakfast.)

One of its owners, Dan Proft, is largely mum about the local paper, which is among a string of conservative publications popping up around the state this year. The local paper, which started in July, has no advertising, other than for a nonprofit conservative group to which Proft belongs. The chain was started in the winter by the Chicago-based Liberty Principles PAC, which receives much of its money from Republican Gov. Bruce Rauner. Over the summer, a private corporation, Local Government Information Services Inc., took possession of the papers, Proft said. The company filed its corporate paperwork with the state in mid-August, a few weeks into its management of the papers. The Times asked Proft how the company makes money with its newspapers. “I’m certain you don’t understand how newspapers or businesses make money,” Proft said in an email to a reporter. “In addition to ads, have you ever heard of the concept of subscriptions as a revenue source for newspapers, for example? Are you familiar with the concept of seed capital used to launch and grow a business? I didn’t think so.” Proft said the reporter could not be fair in reporting about his company’s newspapers, suggesting the reporter favors Long’s opponent, Rep. Andy Skoog, D-La Salle. “That makes you an advocate not a journalist. So please make sure Andy Skoog reports your ‘stories’ as in-kind contributions (in his campaign reports),” Proft said in an email. The registered agent for the company is an accountant, which often is the case in corporate filings. The company’s information listed no president, though Proft has confirmed before he is one of the owners. Proft, a former Republican candidate for governor and radio show host, declined to answer whether any seed money for the company came from Liberty Principles PAC. By law, political action committees must report expenditures and donations. He also wouldn’t say whether the papers would stop circulating after the Tuesday, Nov. 8, election. The paper regularly runs stories favorable to Long, of Streator, and Rep. David Welter, R-Morris, who is facing Democrat Martha Shugart, of Morris. The most recent editions contained headlines such as “Long supports Illinois farming” and “Welter seeks district input.” ‘Justifiable grounds’  In March, the state Board of Elections ruled complaints against Liberty Principles and its papers were filed on “justifiable grounds.” The complaints alleged Liberty Principles failed to include proper attribution of its papers’ funding source and coordinated with candidates. In its ruling, the elections board said Liberty Principles was “admonished” to ensure all its political literature and communications identify the PAC as its funder. Specifically, it must include “paid for by” language. At some point afterward, Local Government Information Services took control of the papers. In July and August, the Illinois Valley Times included no ownership information. Now it lists its corporate owner, but still includes no phone number. Skoog tied to Mautino  Liberty Principles, which Proft heads, still involves itself in La Salle County. This week, the group distributed a mailer linking Skoog to his predecessor, Frank Mautino, D-Spring Valley, whose campaign spending is under federal investigation. “Will Andy Skoog be any different than Frank Mautino?” the flier asks. Earlier this year, Skoog publicly asked Mautino to answer questions about his spending. But, like Gov. Rauner, Skoog declined to join calls for Mautino’s resignation as state auditor general, saying he wants investigations completed first.”)

Their status, argues Nicholas Eberstadt in “Men Without Work,” is a “quiet catastrophe.” Until relatively recently, choosing not to work was a luxury only the wealthy could afford. Everyone else had to keep the wolf from the door (though the temptation to try to live off others has always been with us — see John Smith above). In the 1950s, 98 percent of prime-age males were working or looking for work (i.e., in the labor force). Today it is 88 percent. Recessions have affected labor-force participation, but the downward trend line has been consistent for decades. Only 15 percent of non-working men cite inability to find work as the reason for their idleness. Eberstadt examines the usual explanations. The retirement of baby boomers? It doesn’t account for the decline in work by those aged 25-54 (traditionally, the group most likely to be employed). The participation of prime-age men in the labor force fell from 94.1 percent in 1948 to 84.3 percent in 2015. Aren’t more men in college? If the work patterns of 1965 were obtained today, even accounting for the extra students enrolled in education programs, an additional 10 percent of America’s young men would be employed. “The overwhelming majority of adult male job trainees,” Eberstadt writes, “appear to be job holders already. … Most men enrolled in formal schooling are also in the workforce.”)

But her hardships are not the result of slavery from years past – as her professors and peers like to insist – but instead from the current political persecution she says she faces for being a conservative on a liberal college campus. “I have been told since day one that I would not succeed without the demeaning benefits of affirmative action,” says Richer, 18. “One of my professors actually told me that it’s offensive to say that everyone can achieve the American dream.” Statements like these are common among the liberal academia, who teach that “systemic oppression” and “institutionalized racism” are the most significant factors of whether or not one will achieve success in life. But because Richer doesn’t but into it, she’s mocked and ridiculed and blackballed. “One of my classes is entirely structured around the so-called belief in ‘white privilege,’” she told The College Fix, referring to a humanities elective. “Professors shame white students from speaking up against it, and whenever I do they look at me like I’m a traitor.” According to Richer, a political science major, such classes victimize women of color and force other students to justify their current “oppression.” In an attempt to balance the political climate of her campus, Richer took a position as the secretary of a proposed chapter of the conservative Young Americans for Freedom group. But late last month, student government leaders refused to allow the club to officially be recognized on campus, accusing it of being too similar to the College Republicans. “I was disgusted by the hostility I felt for daring to give a voice to conservatives on campus,” she says. “College is advertised as a place for your mind to grow, but I didn’t realize how much of a lie it was until I saw firsthand how these ‘student leaders’ attempt to dictate how students think on campus.”)

The Naperville Township Republican Organization decided to hold a primary next year instead of a caucus to choose candidates for positions before the April 4 election. Seats included in the primary are for supervisor, clerk, assessor, highway commissioner and four township trustees. Carl Schultz, Naperville Township Republican chairman, said the group chose to buck its recent trend of slating candidates through a caucus because a primary will allow all interested voters to get involved. “I think it’s a very positive move,” Naperville Township Supervisor Rachel Ossyra said. “It shows the organization’s commitment to transparency, accountability and ensuring all the voters have access.” With a caucus, state-mandated to take place during a gathering on a certain night, Schultz said “there’s a lot of people that are excluded — not maliciously, but by fact.” Military members or college students or anyone who happens to be out of town on caucus night wouldn’t be able to participate, Schultz said. Neither would anyone in the hospital or unable to access the caucus site. The decision comes at a time when Naperville Township is the subject of political discussions about government consolidation — either by managing road district operations through agreements with other entities or by potentially eliminating townships themselves. “Given some of the local issues regarding townships, we thought we should broaden (the candidate selection process) and make it as open to the entire community as possible,” Schultz said. “It gives voters the best opportunity to weigh in on what’s going on.” What’s going on, Schultz and Ossyra say, is really a discussion about “modernizing government.” The discussion could mean more people will want to be involved as candidates. The county’s Finance Department showed the Finance and Budget Committee newly designed timesheets that will be required to report their hours if they plan to continue with the Illinois Municipal Retirement Fund’s (IMRF) pension program. Under the law, newly elected part-time county board members will no longer qualify for taxpayer funded pensions while existing board members will still qualify but must document they worked the required 600 hours a year, according to a law initiated by state Rep. Jack D. Franks (D-Marengo). Rauner signed a bill outlining the changes into law late last month. Kane County board members also serve as commissioners on the Forest Preserve District of Kane County, however, it is a separate governing body that is not addressed in the new law, said John Hoscheit, chairman of the Finance and Budget Committee. The time sheet deals with county board work and must be kept by board members who want to continue participating in the IMRF pension program, he said.)

(FROM THE ARTICLE: A judge has ordered Groupon to turn over workforce and hiring data to the federal agency charged with investigating companies for job discrimination. U.S. District Judge Sara Ellis ruled on Sept. 21 that the Chicago company will need to provide the Equal Employment Opportunity Commission with demographic information on both its workforce and the men and women logged in its job applicant database. The agency is investigating the company for racial discrimination in hiring. Groupon had been fighting an EEOC subpoena for the data, arguing that it was irrelevant, overly broad and burdensome. Ellis dismissed all three objections. “When investigating a charge of race discrimination, EEOC ‘is authorized to consider where the overall conditions in a workplace support’ the allegations,” Ellis wrote. Two-thirds of Groupon’s U.S. workforce is white, according to a company blog post. Court filings say the company has 1,900 employees in Chicago and received 25,000 job applications between Jan. 1, 2014 and the present. A spokesman for Groupon did not immediately return a request for comment. The agency is investigating a claim by Adrian Stratton, who filed a charge of racial discrimination in October 2014, after the company did not hire him for an open position as vice president of merchandising. But the successful pursuit of Groupon’s data makes the case “much more significant than just a single subpoena,” said Linda Friedman, a name partner at Stowell & Friedman in Chicago who represents plaintiffs in discrimination cases. Like Wall Street, racial minorities are underrepresented in the tech industry. The EEOC can use workforce and hiring data to analyze the racial makeup of a company’s workforce compared to the community in which it recruits. The greater the disparity, the greater the likelihood of discrimination. The agency is exercising its power to broadly investigate a company in the name of the public interest, rather than getting bogged down in the specifics of a single individual’s claim. “A lot of people feel the EEOC has been too quiet and too silent,” she said. “So it’s good to see it’s alive and breathing.”)
