(FROM THE ARTICLE: It was a massacre.  It wasn’t pretty. There was no forewarning; it happened quickly and abruptly. And Sneed hears there is more to come. To wit: While Gov. Bruce Rauner’s press and policy troops were busting their butts during budget negotiations, plans were already afoot to make a hard right politically — clean house and bring in a new team. First up! On Monday morning, Rauner personally ousted his Chief of Staff Richard Goldberg, who was described by his troops as fiercely loyal to the governor and his mission. It would be the only one the governor would personally fire. “Everyone was in shock,” said a Rauner staffer who asked to remain anonymous. “I mean everyone came to work Monday morning. But when we were told Richard [Goldberg] was out, we had a feeling if he could do that to him — who was a leader and fiercely loyal — who wouldn’t they do that to? “Over the next 24 hours everyone was a wreck,” the source added. “Staff fear was at its height. Doors were shut. People were crying. We then watched one person’s head roll after another. When you see a friend you respect who has worked so hard get dismissed just like that, it’s very difficult.”  On Tuesday morning, Rauner’s communications director, Brad Hahn, was fired by Rauner’s new Chief of Staff Kristina Rasmussen — who had served as president of the Illinois Policy Institute, a conservative-leaning think tank. The buckshot: Hahn was calmly told his services were no longer required and was asked to clean out his office before being escorted out of the building. Laurel Patrick, who worked for Wisconsin Gov. Scott Walker, is now head of communications. On Tuesday evening, Catherine Kelly, deputy director of communications for Rauner’s administration, was also abruptly fired by Rasmussen. Kelly, however, who was also asked to clean out her office before being escorted out, was in the process of delaying an anticipated move to Texas in August, where her husband had been offered a job with a law firm. Did he see the handwriting on the wall? Lance Trover, the gov’s prickly deputy chief of staff for communications, had given his notice last month. The big question: Will Mike Mahoney, the governor’s policy chief, be told to leave? “Mike was the guy who kept the troops together, but the expectation is that there is a lot more to come in the cleaning house department,” a Rauner source said. “It’s been tough. The morale is bad. People are afraid. It has been a coup d’etat type of environment. The conservative Illinois Policy Institute has taken charge.” Sneed hears Rauner and his wife, Diana, were planning on making these changes earlier — especially in the communications department — but surprised some of their advisers on how quickly they moved to do so. “I knew a few heads would roll, but am told there’s more to come.”)

(FROM THE ARTICLE: As readers of this newspaper are fully aware, white Americans have been targeted for discrimination and demonization for decades now. With openly anti-white public policies institutionalized across the country—affirmative action, diversity, quotas, and forced racial integration, for example—and a distorted, highly weaponized historical narrative that depicts whites as evil and oppressive, whites now regularly find themselves in the crosshairs of the hostile, anti-white forces ruling this country. In reality, though, whites are blatantly discriminated against and targeted for ridicule, slander, and other abuse—including physical assault, rape, and murder—on a daily basis. Case in point: A former high-tech employee at Infosys, an India-based technology consulting firm with offices across the United States, has filed a lawsuit against his former employer alleging that the company is openly hostile to white workers and favors those from India and other parts of South Asia. Erin Green, who worked as a supervisor at Infosys in its Plano, Texas office and rose to the rank of head of global immigration, was terminated in June 2016 for allegedly violating the company’s code of conduct for utilizing his work computer for personal use. Green, a white man, maintains that non-Indian and non-Asian employees were systematically discriminated against, berated, and denied raises and promotional opportunities. Green is one of many former employees and job applicants of the tech giant who have filed lawsuits against Infosys alleging improper treatment and outright discrimination.)

In 2014, that all changed. When Congress passed the Affordable Care Act, it decided Members of Congress – and their staffs – should be required to get their insurance benefits through the ACA exchanges. Members and their staffs are given the choice of 57 plans through the Washington, D.C. exchanges.  According to Adam Hudson, a spokesman for DC Health Link, that adds up to about 11,000 people. At the time of the ACA debate, Rep. Tom Coburn (R-OK) said, “What’s good for the goose is good for the gander. If we’re going to create a government-run plan, then let’s put us in it.” According to the Congressional Research Service, the employer (the government) pays between 72 percent and 75 percent of the premium. That’s slightly more than the average of 83 percent covered by large employers and even with the average of 72 percent covered by small employers. Some Members choose not to take the employer contribution or choose to donate it.)

(FROM THE ARTICLE: The sad reality is that public sector auditors can face retaliation – isolation, smear campaigns, diminution of duties, even suspension and termination – just for doing their jobs. If the fruits of the audit function’s labors conflict with an agency head’s political agenda, too often the political agenda wins and the auditor loses. The threat is so real, and the stakes so high, that many practitioners embroiled in sticky political situations have to inform their colleagues anonymously – or with the approval of a lawyer. That’s why Patton’s tale is attributed directly to him; all his comments have been approved by counsel so they don’t impact the ongoing litigation. Solutions are few, but they do exist. If other practitioners know what to watch for and how to prepare for the worst, some may avoid the untenable situations their colleagues deal with. As an internal auditor under fire at a mid-level school district says, “Exposure of these issues may help someone else.” Ultimately, of course, some public sector auditors caught up in politics will simply have to fall on their swords. At the end of the day, the public servant trying to suppress the truth likely won an election or received an appointment from someone in office, so the auditor trying to tell the truth may be pressured to get on board or get out. But in many cases, targeted relationship-building and a firm grasp of the agency’s governance structure will go a long way toward avoiding catastrophe. The political motivation to punish an auditor often involves information that’s incriminating to the person who ordered the audit in the first place – sometimes under a law or regulation. In one case, an audit investigation found evidence that a school board CEO had been less than honest about his credentials; in another, a culture audit – which, in law enforcement is often going to be politically sensitive – contained pretty damning results; and another uncovered fraud in a university’s program accepting bodies of people willed to science. Often, it’s a more mundane reason, like auditors looking into contracts or programs that executive directors don’t want exposed or, as in Patton’s case, assisting outside agencies in their investigations. Sometimes it’s as simple as an executive director who insists that the audit function in general has a “gotcha” mentality. In fact, one anonymous practitioner facing retaliation at a local school district says she has come to believe that “any audit that falls under the chief operating officer or chief financial officer’s (CFO’s) jurisdiction or any audit that makes a board look like it isn’t providing governance and oversight will be political.” The means of punishing auditors vary as well, within fairly defined limits.)

There were small percentages of those who were military or retired military, contractors, union staffers or no federal affiliation. The most common rating for the President’s performance was “Unsatisfactory.” 53.07% of those responding selected this option. A total of about 62% selected unsatisfactory of “Below Expectations.” 13.58% selected “Outstanding.” 38.3% selected categories from “Outstanding” to “Meets Expectations.” . . . Among Republicans, 78.4% voted for Donald Trump in the election. 10.8% voted for Hillary Clinton and 10.7 voted for another candidate. 89% of those who identified as Democrats voted for Hillary Clinton; 5.7% voted for Donald Trump; and 5.2% voted for another candidate. . .25% of those responding indicated they were more optimistic and more favorable about their federal career. 57% were less optimistic and 17.9% are still undecided.)
