(FROM THE ARTICLE: The owner of a chain of Illinois news outlets — including this one — answered critics and defended the right of conservatives to have a voice in the largely blue state during a recent broadcast of a Chicago-based radio talk show that he co-hosts. “I’m the first newspaper publisher in, apparently, modern times who has a point of view,” Dan Proft, co-host of Illinois Rising, said. “And that is a problem, such a problem, that I’m a brazen propagandist engaged in mock journalism, according to Eric Zorn. I’m also something of a political operative, though Mr. Miner over at the Reader imagines I’d prefer a loftier description.” There’s a far more serious motive behind the name calling, Proft’s Illinois Rising co-host, Pat Hughes, said during the same broadcast. “Look at the irony,” Hughes said. “Eric Zorn is commenting on your newspaper from a newspaper. He’s making political commentary. And the fact that there’s other opinion leaders out there that can get out to readers in a way that’s more efficient, in a way that they’re interested in consuming the news, is a threat not just to their model economically but to the monopoly that they feel they have on thought. And from Zorn’s perspective — and I suspect Miner’s perspective — from left-leaning, liberal orthodoxy.” Proft, co-founder with Hughes of the Illinois Opportunity Project, is Liberty Principles PAC chairperson and treasurer, as well as a senior fellow at the Chicago-based conservative think tank Illinois Policy Institute. Illinois Rising is a presentation of the Illinois Policy Institute. Proft is a principal of Local Government Information Services, which owns this publication. Proft and Hughes were responding to a March 23 op-ed article in the Chicago Tribune in which Zorn referred to Proft’s Illinois news outlets as “mock journalism.” Zorn’s column was published a week before a similarly themed piece in the Chicago Reader by Michael Miner titled, “If your community news is slanted, Dan Proft may be to blame.” Zorn’s column wasn’t the first time the Tribune writer has targeted Proft. In July 2009, a few weeks after Proft announced his ultimately failed bid for the Republican nomination in the governor’s race, Zorn used his column to call Proft a “seethingly eloquent conservative attack dog.” The Tribune has allowed Proft space in its columns to voice his views as well. On July 11, 2016, it published Proft’s op-ed piece, “How to (really) achieve the ‘important conversation,’ ” about the sniper attack in Dallas a few days earlier that killed five police officers. Proft criticized the mainstream news media’s coverage of the incident, as well as other incidents in which police officers have been shot by black men, and urged less-biased, more-objective coverage. “There is plenty of intellectual room between ‘cops can do no wrong’ and ‘cops are all racists waging war against minorities,’ ” Proft wrote. “The reasoned room in between is occupied by most of the Americans who are not on television, radio or Twitter.” Proft cited the apparent hypocrisy of critics dismissing his news outlets as not being objective while their own work is published by companies with far less transparent political biases. “I’m transparent about my point of view,” Proft said. “That certainly informs the stories that we select to cover and the way that we cover them. And that’s the case for everybody in journalism. I hate to break it to those who think there’s this superhuman race of journalists who have no point of view. Every human being has a point of view, and it influences how they do their jobs. So, if we could just start from that agreed upon point, then maybe we could get somewhere. But they have an agenda.”)

(FROM THE ARTICLE: Among those confirming that they either intend to run or are seriously considering doing so in Roskam’s west suburban 6th District are Amanda Howland, a lawyer and psychologist who got 42 percent of the vote against him in 2016; Barrington Hills Planning Commission member Kelly Mazeski, a former state senate hopeful and ex-financial consultant; and Carole Cheney, who now works as district chief of staff for neighboring Congressman Bill Foster, D-Geneva. Howland says she’s definitely in the contest and points to the name recognition she built up in her prior race. Mazesk is “exploring” running but is interested enough that she’s met both with the Democratic Congressional Campaign Committee (the party’s House elections unit) and Emily’s List, a prominent women’s funding group. Cheney says she “likely” to get in the race because, “The people in the 6th Congressional District are entitled to a representative who respects and listens to them regardless of political party.” The field of possible candidates is bigger than that, though, with several other names being rumored. The biggest—one that some insiders say has DCCC’s blessing—is Maura Sullivan. I wasn’t able to reach her, but Sullivan comes right out of central casting: a former U.S. Marine and Iraq war veteran who graduated from Northwestern University, got an MBA from Harvard University, and until recently was a senior public affairs official at the Pentagon. But Sullivan also reportedly lives in Evanston, something that likely would become an issue if she moved to run. DCCC isn’t tipping its hand, other than saying that the 6th is on its short list of national targets for next year. Says a spokeswoman, “There’s no question that Rep. Peter Roskam is out of step with Illinois voters. We fully expect to have a strong recruit in the sixth district and it’s why we’ve made an unprecedented investment in the region by investing in a full-time, local organizer to harness the grassroots energy we’re seeing on the ground.” To emphasize the point, the DuPage County Democratic Organization says it’s expecting quite a turnout for its annual dinner on April, with at least three Democratic candidates for governor expected to attend: Chris Kennedy, Ameya Pawar and J.B. Pritzker. Robert Peickert, chair of the DuPage County Democratic Organization, says he hopes to build on momentum from the fall, when the party increased from 1 to 18 the number of township slots it holds in the county. However, the other 54 township positions are held by Republicans, and Roskam says he’s not sweating. “DCCC is not unknown to me. I saw them in ’06 and ’08,” he told me in a phone call. While Hillary Clinton may have out-polled Trump in the district in November, “I did better than John McCain (when he was the GOP presidential nominee) and outdid Obama in Obama’s big year (2008,) says Roskam. “I know the district and the playbook.” It looks like 2018 could be interesting.)

His legal troubles started in 2003, when his medical license was suspended after an undercover sting operation at a Louisville motel for allegedly writing fraudulent prescriptions. According to the documents, the licensing board had learned that Dao had become sexually interested in a patient and hired the patient as his office manager. That man later said he quit his job because Dao “pursued him aggressively” and arranged to provide him with prescription drugs in exchange for sex. Dao was ultimately convicted in late 2004 of several counts of obtaining drugs by fraud or deceit and was placed on five years of supervised probation and surrendered his medical license. His longtime effort to get his license back finally succeeded in 2015, when the licensing board allowed him to practice medicine again.)

(FROM THE ARTICLE: Illinois is a different story. I’ve spent most of my adult life here; for more than 25 years I’ve called Chicagoland home. I started a business and raised my family here. But the more I’ve watched the city of Chicago and the state flail about in the last few years, unable to protect its citizens and unwilling to put its fiscal house in order, the more convinced I’ve become that maybe it’s time for Illinois to leave the Union – as a favor to the rest of America. I’m joking about “ILexit,” but less than you might think. In the city of Chicago, the carnage – and, yes, I use that Trumpian phrase on purpose – continues unabated.  Six people were shot dead on Wednesday, including a pregnant woman in her 20s, making it the deadliest single day in the city since eight people were killed on Christmas.  So far this year, homicides are outpacing last year’s obscene total of 762, a 55 percent increase from 2015 and the highest number of murders the city has seen since 1996. Decades of mismanagement, lavish spending programs, and kowtowing to public employee unions have left the city’s finances in shambles. Taxes and fees in the city are skyrocketing, while its bond status has been reduced to junk. Despite all this, voters have continued to reward just one party with power. Democrats have run the city of Chicago since before Franklin Roosevelt was president. Outside of Chicago, things are no better, even if they’re a bit more bipartisan. Of Illinois’ last four governors, two (Republican George Ryan and Democrat Rod Blagojevich) went to prison. (Two others, Otto Kerner and Dan Walker, both Democrats, also spent time in the slammer.))

Peter Roskam has turned down a third request by the League of Women Voters to appear at a public forum in his suburban district, saying Friday that “large meetings tend to devolve into shouting matches.”  The Wheaton Republican was confronted last weekend by a few hundred protesters when he spoke at a Palatine Township Republican Organization meeting. He is one of several GOP congressman whose appearances have been met with angry protests fueled by Democrats and encouraged by social media. Roskam, in an interview Friday, said he prefers to limit constituent meetings to 25 people. “My experience is that, and we see this around the country, where these large meetings tend to devolve in shouting matches,” he said. “And they’re not helpful in public discourse and it seems like people leave more upset and more angry than when they came.” Asked why he spoke to the Palatine Township GOP event that was attended by about 100 people, Roskam said, “That’s not a forum where it’s conducive to shouting. I mean, these are not people that are coming to shout at a meeting.” A six-term House lawmaker, Roskam met Thursday for about an hour with 12 representatives of the nonpartisan League of Women Voters’ eight chapters in his district. He declined their bid to host him at a large public meeting, an effort league officials said was prompted by a “groundswell of public interest” in having him address voters. Gail Chaney Kalinich, a lawyer and official of the League of Women Voters of Glen Ellyn, said Roskam had agreed to the Thursday meeting as long as no recording devices were used and no members of the news media were on hand. Last October, she said, seven league chapters wanted to host Roskam at a candidate forum with his Democratic rival, but he said no. This month, eight leagues offered to host him on Feb. 23 — or another day that week — during the upcoming congressional recess. Again, the group was told no. On Thursday the leagues were open to any future date for a meeting but were refused, Kalinich said. “He stated that in his view, small meetings are more productive, that a conversation occurs that is not possible with a larger group and that he does not see a way for a large meeting at this point in time to result in anything more than a screaming match,” Kalinich said. (FROM THE ARTICLE: Republican presidential candidates the past many years have spoken of plans to reduce the federal workforce and rein in the bureaucracy in Washington, D.C. Rudy Giuliani in 2008 planned to do so by simply not rehiring workers to replace the retiring Baby Boomers, a proposal that was adopted by John McCain the same year and Mitt Romney again in 2012. President-elect Donald Trump once again adopted the hiring freeze this year in his successful bid to win the presidency via “Donald Trump’s Contract with the American Voter,” promising to “to reduce the federal workforce through attrition.” Now Trump will have the opportunity to finally put that plan into motion and to dust off his famous slogan from NBC’s The Apprentice: “You’re fired.” Because there is another more practical, political problem for Trump, and that is that after 8 years, the current 1.3 million non-defense civilian federal workforce is currently staffed with loyalists to President Barack Obama, who may not wish to implement Trump administration policies and may even seek to undermine the President-elect. On his way out, Obama created an avenue for a small number of political appointees to rehired on the career side to burrow them into the workforce — called conversions. He also changed civil service rules to make it easier to hire federal employees outside of the traditional http://USAjobs.gov system. So, how to drain the swamp? Federal rules make it extremely difficult to fire anybody in the civil service, a process that can take up to two years, even when there is cause like, say, only showing up to work one-third of the time. The federal employee unions get involved, and the whole thing is a mess. That said, federal managers attempting to deal with problem employees had best get started on day one. But one additional step that could be taken would be to reform civil service laws to make it easier to fire career federal employees, legislation that would need to be taken up by Congress, such as proposed by U.S. Rep. Jason Chaffetz (R-Utah) likely to cause a major fight. Another idea is to incentivize early retirement through financially lucrative, limited-time-only buy-outs. This would be accomplished via a one-time appropriation by Congress in the next continuing resolution — due on April 28, 2017 — reducing the amount of time served and the eligible retirement age on a temporary basis. The program could be administered by the Office of Personnel Management, with enough funds to facilitate the buy-outs, which would need to be big enough to promote early retirement. More immediately, in the next continuing resolution, Congress could simply defund the personnel budgets of non-defense civilian departments and agencies, forcing an immediate 10 to 20 percent reduction in the workforce. Specifically, this would be done by taking last year’s enacted full-time equivalent number for each department, agency and office, and then cutting it by 10 to 20 percent. Also, it would be necessary to defund existing preferences under federal rules being given to those laid off being later rehired on a first-in-line basis. This latter part is essential, because otherwise, the Obama personnel who were just laid off will be the first to be rehired when positions need to be filled. That would lay off anywhere from 100,000 to 200,000 federal employees. If it becomes necessary to refill certain positions, that can be dealt with later — with non-Obama personnel. But first things first, let’s start out from a point of reduction, truly limiting the size of the government via personnel. Federal regulations, called Reduction in Force at 5 CFR Part 351, generally dictate a last-in, first-out seniority system when it comes to layoffs. The last federal employees who were hired were by Obama. A 10 to 20 percent reduction of the federal workforce then would naturally hit Obama’s hires the hardest. This too would be a major fight, but tied to the continuing resolution, the continued funding of the non-essential portions of the government would be at stake, giving Republicans in Congress the leverage they need to prevail, provided they are willing to get tough. Congressional Democrats would likely attempt to force a government shutdown over any changes to the civil service via the April funding bill, particularly anything reducing the workforce on a mandatory basis and preempting the possibility of Obama personnel being rehired during a Trump administration. Indeed, Senate Democrats are likely to force a shutdown in the April funding bill no matter what it contains in order to test the new President’s resolve and that of House and Senate leaders. Such a shutdown would be unsurprising, as it will be one of the few tactics available to Democrats whilst in the minority in the House and the Senate to stop Republican policies. To which, there is a simple solution: No back-pay for federal employees after the shutdown ends. Usually, after government shutdowns, non-essential personnel can expect to receive back-pay, essentially a paid vacation for their troubles during the shutdown. So, simply issue a warning that there will be no back-pay during the ensuing government shutdown, and suddenly the federal workforce, if not the unions whose job it is to protect those who have been there the longest, will be the biggest advocates of ending the shutdown immediately — even if it ultimately means an across-the-board reduction of the workforce. Self-preservation would kick in just from a monthly cashflow basis for most employees who have bills to pay. Much of the workforce lives in Maryland, Virginia and the District of Columbia anyway, all of which voted for Hillary Clinton. If there is no back-pay during the ensuing government shutdown, Democrats using the shutdown tactic to forestall inevitable federal workforce reductions would only be punishing their own voting constituencies instead of protecting 80 to 90 percent of them from a cessation of pay. Nobody in the federal government is entitled to their jobs, and with a Republican president, government shutdowns should no longer be leverage used to enact Democratic policies or to protect government employee constituencies. No back-pay during government shutdowns would take away leverage Democrats usually wield. This would increase the likelihood of success in a fight over the civil service issue, and critically, once Democrats capitulate, over any other issue in future policy-based funding battles in continuing resolutions and omnibus spending bills, like Obamacare. It’s time to play hardball. If the Trump administration wants to be able to enact the President-elect’s agenda in the relatively short time that is available, the biggest obstacle may not be Congress. There are problems there to be sorted out, to be sure. The biggest problem will be with the federal workforce itself, leaking to the press like a sieve and undermining the administration at every turn. In this case, hiring freezes, early retirements and a big, real cut in the size of the workforce should be the first order of business by the Trump administration to truly drain the swamp.)

(FROM THE ARTICLE: “It could all come down to Colorado.”  That’s the latest conventional wisdom from presidential poll watchers. But it may not be legal American citizens in my adopted home state who choose the next commander in chief. Instead, it could very well be foreign noncitizens voting illegally in the Rocky Mountains — and in other crucial swing states — who seal our country’s fate. Former Colorado Secretary of State Scott Gessler identified nearly 5,000 noncitizens in Colorado who voted in the 2010 general election. Gessler’s office uncovered upwards of 12,000 noncitizens registered to vote. Liberal groups who oppose stronger election system protections attacked him for trying to verify citizenship status — because God forbid public officials sworn to uphold the rule of law actually do anything to enhance the integrity of our election system! Compounding the problem: The militant immigration expansionist group Mi Familia Vota, connected with the Service Employees International Union, has ramped up its efforts in swing states to facilitate naturalization and registration of Latino voters who will promote the open-borders agenda at the polls. Another rare defender of American sovereignty, Kansas Secretary of State Kris Kobach, fought in court for his state’s right to require citizenship documents from people who register to vote at motor vehicle offices. Last month, a federal appeals court struck down the Kansas law despite the U.S. Constitution’s conferral of responsibility for determining who may vote to states. In a scene straight out of “Alice in Wonderland,” Kobach faced a contempt hearing for battling against those who hold contempt for truly free and fair elections. He was forced to sign an agreement with the ACLU allowing more than 18,000 motor-voter registrants to cast ballots this November while litigation continues. Last year, undercover investigative journalist James O’Keefe and his Project Veritas team blew the whistle on North Carolina political operatives who encouraged people to vote even if they were noncitizens. Like Kobach, O’Keefe endures attacks on his efforts to ensure clean elections by grievance-mongers screaming about phony voter “disenfranchisement.” Never mind that a nonpartisan study in 2014 from Old Dominion University concluded “that 6.4 percent of noncitizens voted in 2008 and 2.2 percent of noncitizens voted in 2010.” Put on your shocked faces: These illegal noncitizen voters overwhelmingly supported Democrats. And their votes were enough to tilt the presidential election results in North Carolina to President Obama, along with handing over “Democratic victories in congressional races including a critical 2008 Senate race (Al Franken’s victory in Minnesota) that delivered for Democrats a 60-vote filibuster-proof majority in the Senate.” The ACLU and other left-wing groups sabotaging voter integrity laws see no voter fraud, hear no voter fraud and speak no voter fraud. Thanks to their efforts, voter ID laws have been tossed in Texas, Wisconsin and North Carolina. Committed to flooding the voting rolls with every last potential Democrat constituent, their operational motto is: No unqualified voter left behind. But J. Christian Adams, a former Justice Department election lawyer in the Voting Rights Section, has exposed the systemic assault on the election process at every level by activist groups funded by liberal billionaire George Soros, including: –Blocking citizenship verification. –Automatic voter registration of welfare recipients without local verification checks. –Massive foreign language ballot expansion. –Obstruction of efforts to include state qualification instructions on voter registration forms. This past week, the Public Interest Law Foundation uncovered thousands of foreign aliens registered to vote in swing states Virginia and Pennsylvania thanks to the federal Motor Voter law. It’s the tip of the iceberg because the studies include just a small sample of counties. Oh, Virginia voters, you’ll be thrilled to know that your top election officials are now trying to cover up the true extent of the scandal. PILF noted that the commissioner of the Virginia Department of Elections issued a written guidance to local election officials instructing them “not to respond to our requests for records pertaining to non-citizen voters.” In Pennsylvania, election officials are so apathetic and incompetent that even when aliens begged to get off the voter rolls because they had never registered to vote in the first place, they were ignored. Catherine Engelbrecht of election integrity activist group True the Vote is right: “Just voting isn’t enough.” Keeping this republic depends on the vigilance of citizens committed to an almost impossible task these days: Making American elections American again.)

There is no consistency in testing, standards or labeling. This matters because marijuana’s two psychoactive ingredients, tetrohydrocannabinol (THC) and cannabidiol (CBD), have contrasting effects on the brain. “THC makes you feel high,” said Catharine Winstanley, a psychology professor at the University of British Columbia who does research on marijuana, while CBD “is responsible for its analgesic, antiseizure and purported anticancer effects.” In street marijuana, the THC-to-CBD ratio now tends to be 10 to 1, and it is increasing, a trend occurring even at some marijuana clinics, Dr. Winstanley said. And few people know what effect that has on their brains.
