Excerpt… Other than the requirement that conventions be held on a particular date, the Election Code only directs that a county convention elect a county chairman, select delegates to the state convention and shall be held “within the county.” There is no statutory requirement that a convention must be conducted in any particular manner. In other words, for county organizations without bylaws that might direct otherwise, a convention could possibly be conducted by a conference call (so long as all participants are within the county), or by use of absentee ballots or other methods to elect a chairman and to conduct business. As for the requirement that state convention delegates are chosen at the county convention, that task may be delegated (as has traditionally been the case) to county chairmen if necessary. Of course, all notice requirements must be adhered to, as always. For counties with bylaws that dictate how their conventions are to be run, those bylaws will control, and county organizations should abide by them. Staff at the city’s electoral board got back to work Tuesday after a few days off and have resumed their four main post-election tasks: vote-by-mail ballot processing, a review of provisional ballots, a precinct canvass — which means a review of all documents and tapes from the various precinct voting locations — and a 5% retabulation of ballots. That would be April 7. Cook County Clerk Karen Yarbrough released unofficial results for suburban areas on Saturday. There are still some mail ballots that the county can receive so long as they arrive by March 31, James Scalzitti, a spokesman for the clerk, said in an email. Of the 60,000 mail ballots that were sent out by the clerk’s office, around 33,000 will have been tabulated by Wednesday morning, Scalzitti said. The county’s results are expected be certified in early April.)

(FROM THE ARTICLE: The DuPage County Board conducted its regularly scheduled meeting Tuesday in Wheaton, and while all board members participated in the meeting, not all were physically in the board room. “There [are> 11 members present and seven participating on telephone,” said DuPage County Board Chairman Dan Cronin following a roll call at the beginning of Tuesday morning’s meeting. Cronin started off the first meeting of the board since Governor J.B. Pritzker’s stay-at-home order saying that the board “will continue to conduct the people’s business while adhering to public health and safety guidelines.” He noted that board members who were at the meeting in-person were at least six feet apart from each other. He said there were four staff members in attendance. Board member Liz Chaplin said the entire board should be on the phone, that it would have been the responsible thing to do. “Leaders have to lead by example, and if we’re going out to meetings when we have the opportunity to tele-conference, what kind of example are we setting?” she said. Board member Mary Ozog said she has risk factors and her son works at Costco and encounters lots of people every day. “We could all be carriers as the Surgeon General said yesterday. And, let’s face it, we all know there’s not enough tests. We can’t rule it out and we can’t find out if we may have had this virus at this point. And, this virus kills,” she said. Ozog said it was her civic duty to attend the meeting by phone. She’s hoping the next meeting on April 14 is entirely by phone. “We should be staying home and working to flatten the curve we’ve all been told about and try not to spread this virus any further,” she said. She points out that doing a meeting entirely by phone is doable. She cites Monday night’s Glen Ellyn board of trustees meeting. “The village of Glen Ellyn where I live had last night, I believe three staff members and the village president. No board members were present and they conducted their meeting through teleconference.” Members of the public were not allowed at the DuPage County board meeting so as not to increase the potential spread of COVID-19. (FROM THE ARTICLE: Why do the wealthy align with the Democrats? The answer may seem counter-intuitive, but it is really quite simple. It’s surely not ideals or high-minded principles. Nor is it ignorance. Rather, it boils down to raw self-interest. In his book, The Age of Entitlement: America Since the Sixties, Christopher Caldwell notes that rich Americans think themselves to be as vulnerable as blacks. They are a relatively small minority of the population. They fear being resented for their wealth and power and of having much of that taken from them. Accordingly, the wealthy seek to protect what is theirs by preventing strong majorities from forming by using the divide and conquer principle. As R.R. Reno writes when reviewing Caldwell’s book: “Therefore, the richest and most powerful people in America have strong incentives to support an anti-majoritarian political system.” He goes on: “Wealthy individuals shovel donations into elite institutions that incubate identity politics, which further fragments the nation and prevents the formation of majorities.” Some of the rotten fruit of the wealthy taking this approach include multiculturalism, massive immigration of diverse people, resistance to encouraging assimilation, racial strife, trying to turn white males into pariahs, and the promotion of gender confusion. Through it all, society is bombarded with the Orwellian mantra that “diversity is strength,” as if repeating it often enough can make it so. It is also why patriotism and a common American culture are so disparaged today. Those from the upper strata of society project the idea that if you’re a flag-waving American, you must be some kind of retrograde mouth-breathing yokel. The wealthy as a groups are content to dissolve the glue that holds the U.S. together. And it is all done to enhance and preserve their power, wealth, and influence. This is why they so hate Donald Trump. He strives to unite people and the country, although you’d never know that that is what the president is doing if you live in the media bubble. Trump’s MAGA agenda is an anathema to the managerial class.)

(FROM THE ENDORSEMENT: It’s easy to understand why both candidates for the Republican nomination for DuPage County recorder consider the position a perfect fit for their credentials. Ron Almiron, an attorney from Wheaton, has a long and deep history of service in local projects, service agencies, school and community boards and even more recently treasurer and CFO for the Wheaton Mosquito Abatement District. Babette Holder Youngberg, a communications professional from Wheaton, boasts a long history in real estate and property management that is specifically relevant to the duties of this office. Both candidates speak knowledgeably and think creatively about a role that demands a disciplined combination of attention to detail and customer service. Choosing between them is no simple matter for voters. The distinction for us comes down to depth of community involvement and level of detail in the vision for the office. Almiron’s diverse range of community, school and government activities gives him a slightly more refined sense for operating a government office, and he approaches the role with compelling intensity. Whoever ultimately wins the election in November, there is a possibility he or she will not serve long. If voters approve a consolidation measure in the General Election, the elected recorder’s position will be eliminated and the duties folded into other county offices. Youngberg and Almiron argue that the public is best served by an elected recorder but both agree to work cooperatively toward a smooth transition if voters decide to eliminate the office. Republican voters can’t go wrong with either candidate in this primary. Our choice is Almiron.)

With justifiable pride, the Downers Grove Republican points to various state firsts he has implemented — including the first county checkbook online, the first transparency portal and the first auditor hotline. He has served as the president of the Association of Illinois County Auditors and notes that he knows how “to ask the awkward questions” that an auditor must raise when working with county officials to fix errors, find wrongdoing or just make things work better. His challenger for the party’s nomination in the March 17 primary is retired bank officer Jeffrey Mack, of Downers Grove. Mack has an appropriate financial background for auditor and a reasonable familiarity with the duties of the office. His strongest argument, however, is that he could bring a “fresh set of eyes” to the operation. That’s not an irrelevant point, but Mack doesn’t build on it by demonstrating why a new perspective alone would justify replacing an auditor with Grogan’s record and credentials. Grogan is Republicans’ strongest alternative for the November ballot, and he gets our endorsement.)
