(FROM THE ARTICLE: Interim City Manager Martin Shanahan meets the job description to become the permanent city manager, the city council was advised last week. Interim City Attorney Chris Regis provided the opinion because the matter had been raised by at least one council member. Interestingly enough, Regis delivered the opinion moments before Mayor Bob O’Dekirk declared that city staff should not be involved in any application process or candidate search for a permanent city manager because it would be a conflict of interest. The theory is that since all city staff falls under the supervision of Shanahan as interim city manager, they have a conflict of interest in the selection of a new city manager. Therefore, city employees who normally would be involved in a city hiring process cannot be called upon to provide staff support for the council in a candidate search or even in a simple posting of the job. Apparently, no conflict of interest applied to Regis, however, in determining that Shanahan met the job qualifications, although Regis is a city employee who was advising the council on whether they could hire Shanahan for the job.)

They stood across the street from Mark’s Deli, whose owner along with two other plaintiffs has challenged the city’s decision to allow the opening of a pot shop in the now-vacant quarters of the Sons of Italy at 124 Washington St. The lawsuit alleges that allowing the shop violates the constitutional rights of nearby property owners, violates federal narcotics laws and is detrimental to Haverhill. “I believe strongly we need to get the underground economy into the mainstream,” said Douglas Edison, a longtime community activist who is running for City Council. “Why are we stopping it? You can’t just say ‘no’ to everything,” he said. Edison pointed out the shop will pay taxes to the city. “We need money for schools,” Edison added. Caroline Pineau, who already owns and operates the Yoga Tree at 90 Washington St., hopes to open the recreational marijuana store. “I’ve been fighting for this for 15 years,” said Michael Crawford of Marblehead. He called the lawsuit “frivolous.” A friend of his who suffered from mental health problems and addiction had a very positive outcome after he started using medicinal marijuana, Crawford said. “It turned his life around,” he said. Crawford wore a shirt bearing the message, “more weed, less greed.” Another City Council candidate, Nick Golden, said Pineau is being “unfairly targeted” by the lawsuit. “She represents the type of person and entrepreneur that we’re trying to attract,” said Golden, who is on the staff of state Rep. Lori Ehrlich, D-Marblehead. “I think it’s really important to support small business owners,” Christina Barbieri, a former Haverhill resident, said. She and others noted that possession of marijuana is now legal in Massachusetts and that Haverhill voters supported this change. The protesters held signs with messages such as “drop the lawsuit.” Many motorists driving by honked in support of the cause. A few people voiced their objection to having a pot shop in the city, Crawford said. One man confronted the protesters and called them “immature.” As he walked away from the group, he extended his two middle fingers. (FROM THE ARTICLE: Local municipal staffers and attorneys are scrambling to read and understand the 600-page bill legalizing recreational marijuana before its Jan. 1, 2020 effective date. The bill that passed in the Illinois House on the last day of the legislative session in Springfield, Friday, May 31, was passed by the Illinois Senate just two days before. Gov. J.B. Pritzker is expected to sign the bill, but marijuana remains illegal at the federal level. The bill gives some control to local municipalities, including creating zoning regulations and limiting dispensary options for operating, along with allowing for some new tax revenue for local communities. “First we have to read the law thoroughly,” Glenview Village President Jim Patterson said. “You can have one sentence (buried in the bill) throw it all away.” Patterson said he fully expects village trustees to consider and act on the bill by October, before it takes effect. Niles Village Manager Steve Vinezeano said a Tuesday, June 11 village board meeting has been scheduled for village staffers to present details about the bill to Niles trustees and discuss options. The lack of affordable housing in her neighborhood, plus landlords that require background checks and fingerprinting, have forced out her Latino neighbors from the community, she said. LSNA is focusing its efforts on Hermosa, the neighborhood just west of Logan Square, where a lot of displaced residents have moved, Rios-Sierra said. “There is still a strong immigrant stronghold [in Hermosa], and we’re trying to maintain that.” She added that the loss of immigrant populations also results in a loss of culture. “It’s really sad to see residents moving in who are upset about an ice cream truck making noise in the summer, or people having their quinceañeras in their backyard,” Rios-Sierra said. “Those are things that really celebrate who we are, so it’s really hard to see people come in and dislike it and complain and call the police.” Sylvia Puente, executive director of the Latino Policy Forum, said that the drop in the immigrant population is a trend that deserves attention, but that the numbers are not particularly alarming. “This is 31,000 over 10 years,” Puente said. “It’s not 31,000 in a year. It’s like 3.000 people per year.” Puente attributed the decrease, particularly among Mexican immigrants, to a slowdown in migrants coming to Chicago from Mexico, which has had a stronger economy in recent years than it did in the 1990s. She also pointed out that the decline could be a sign of other trends, such as the upward mobility of Mexican immigrants who arrived in the 1990s, gained an economic foothold in the city, and then took their families to the suburbs. In addition, Puente said Chicago is no longer the sole point of entry for immigrants, as it was in previous decades. “They go directly to Skokie. They don’t stop in Chinatown anymore,” Puente said. “They go directly to Palatine, Carpentersville, Waukegan, Elgin and Aurora; they don’t go to Pilsen and Little Village anymore.” The Metropolitan Planning Council’s report showed that Chicago’s immigrant population decline is higher among less-educated immigrants, those without a high school diploma. The number of Asian immigrants has increased, although they make up a considerably smaller portion of the total population.)
