(FROM THE ARTICLE: With a median household income of $40,581, millennials earn 20 percent less than boomers did at the same stage of life, despite being better educated, according to a new analysis of Federal Reserve data by the advocacy group Young Invincibles. The analysis being released Friday gives concrete details about a troubling generational divide that helps to explain much of the anxiety that defined the 2016 election. Millennials have half the net worth of boomers. Their homeownership rate is lower, while their student debt is drastically higher. The generational gap is a central dilemma for the incoming presidency of Donald Trump, who essentially pledged a return to the prosperity of post-World War II America. The analysis also hints at the issues of culture and identity that divided many voters, showing that white millennials — who still earn much more than their blacks and Latino peers — have seen their incomes plummet the most relative to boomers. . .The analysis of the Fed data shows the extent of the decline. It compared 25 to 34 year-olds in 2013, the most recent year available, to the same age group in 1989 after adjusting for inflation. Education does help boost incomes. But the median college-educated millennial with student debt is only earning slightly more than a baby boomer without a degree did in 1989. The homeownership rate for this age group dipped to 43 percent from 46 percent in 1989, although the rate has improved for millennials with a college degree relative to boomers. The median net worth of millennials is $10,090, 56 percent less than it was for boomers. Whites still earn dramatically more than Blacks and Latinos, reflecting the legacy of discrimination for jobs, education and housing. Yet compared to white baby boomers, some white millennials appear stuck in a pattern of downward mobility. This group has seen their median income tumble more than 21 percent to $47,688. Median income for black millennials has fallen just 1.4 percent to $27,892. Latino millennials earn nearly 29 percent more than their boomer predecessors to $30,436. The analysis fits into a broader pattern of diminished opportunity. Research last year by economists led by Stanford University’s Raj Chetty found that people born in 1950 had a 79 percent chance of making more money than their parents. That figure steadily slipped over the past several decades, such that those born in 1980 had just a 50 percent chance of out-earning their parents. This decline has occurred even though younger Americans are increasingly college-educated. The proportion of 25 to 29 year-olds with a college degree has risen to 35.6 percent in 2015 from 23.2 percent in 1990, a report this month by the Brookings Institution noted. The declining fortunes of millennials could impact boomers who are retired or on the cusp of retirement. Payroll taxes from millennials helps to finance the Social Security and Medicare benefits that many boomers receive — programs that Trump has said won’t be subject to spending cuts. And those same boomers will need younger generations to buy their homes and invest in the financial markets to protect their own savings. “The challenges that young adults face today could forecast the challenges that we see down the road,” said Tom Allison, deputy policy and research director at Young Invincibles.)

(FROM THE EDITORIAL: As part of its broader package of rules for the 115th Congress, the House of Representatives revived the Holman Rule, a provision that allows House members to propose amendments to spending bills that closely manage federal agencies. These “retrenchment” amendments can affect details down to individual federal salaries and the number of staff in an office. This rule allows Congress not only to eliminate entire programs (although it can do this already) but also to reassign or eliminate federal employees, individually or in groups. News that the Holman Rule was to be revived was greeted with pearl-clutching panic by such left-liberal news organizations as the Washington Post, which colorfully opined that the move “threatens to upend the 130-year-old civil service.” Others even asserted that Congress firing a federal employee would amount to an unconstitutional bill of attainder. This is ridiculous. The restoration of the Holman Rule means merely that when it comes to firing a federal employee, the president’s signature on an act of Congress can do it. It doesn’t seem extraordinary that the heads of the federal government should be able to dismiss their staff. Up to now, firing even the worst federal bureaucrat has been very, very difficult, so difficult that voters no longer control the agencies they employ and that govern their lives. Rep. Morgan Griffith, R-Va., whose idea it was to bring back the rule, put it succinctly when he asked, “Who runs this country, the people of the United States or the people on the people’s payroll?”  Given that the rule requires an act of Congress, it will be invoked only to deal with the most egregious cases. But there is an abundance of cases in which the bureaucracy and arbitrators cover up for their colleagues. Take Elizabeth Rivera of Puerto Rico, for example, who was restored to her job at the Department of Veterans Affairs after pleading guilty to involvement in an armed robbery. Her union not only thwarted managers’ attempts to fire her, but even successfully won back pay for the period when she had been off the job. As part of its argument for her reinstatement, officials of the American Federation of Government Employees pointed out that her manager at the agency is also a convicted sex offender. Of course, federal employees don’t have to go so far as to participate in violent or sexual crimes to diminish the reputation of the government. Internal Revenue Service employees who deleted Lois Lerner’s emails when they were under congressional subpoena were not fired. Aside from a few scapegoats, the VA employees who systematically manipulated the agency’s computer system at more than 100 facilities, harming veterans to win themselves performance bonuses, were not fired. Two VA managers who stole hundreds of thousands of dollars from their agency could not be fired. Nor could many of those implicated in the notorious scandal involving a General Services Administration conference in Las Vegas in 2010. Bad-penny federal employees are nothing new. But the multiplicity of recent examples helps demonstrate the larger point. The civil service is superior to the spoils system, by which top-to-bottom political hires once dominated the federal government in the 19th century. But there is a balance between the benefits and drawbacks of civil service protections, and at the moment the scales have tipped too far in one direction. It’s time someone helped federal employees by instilling in them the same healthy fear of losing their job that everyone in the private sector experiences. The Holman Rule or something like it is needed to restore public confidence, both in government and in the civil service. We hope Congress does not hesitate to exercise this power. It will send a clear message to those abusing a near-absolute protection that federal employment was never meant to confer.)

A big difference nowadays, he says, is that some of the nearly 9 million workers who lost jobs in the recession have yet to find work, or retire, and continue to drift in and out of the labor force, searching for jobs sporadically. (FROM THE ARTICLE: The Office of Congressional Ethics isn’t allowed to subpoena anyone, doesn’t have the power to hold hearings and can’t recommend sanctions. Its only real juice comes from the power to embarrass, to shame unethical members of the U.S. House (and deter future ethical lapses) by investigating allegations of corruption and submitting reports to the chronically worthless House Ethics Committee. It’s a power that former U.S. Rep. Michele Bachmann, R-Minnesota, decried back in 2008 when the office was created. Bachmann, through a spokesman, predicted that the OCE would prolong “the game of gotcha politics” and create an “unaccountable board of gossips and partisans that can sling mud.” It’s a power that motivated House Republicans — in a closed-door Monday vote — to approve a rules package that would have gutted the OCE, before they reversed course in the face of a public backlash. Bachmann saw negatives in all the positive aspects of the OCE. The office’s best virtue — that it’s independent of Congress — made it “unaccountable” in her eyes. Its willingness to dig into complaints the House Ethics Committee sweeps under the rug made it a “board of gossips.” Bachmann ultimately found herself on the receiving end of an OCE investigation into issues related to her 2012 presidential campaign, including the use of campaign funds to promote her autobiography and the improper mixing of funds between her campaign and her political action committee. The OCE referred the matter to the House Ethics Committee, which dragged its feet for a year, allowing Bachmann to leave office with no repercussions. You could argue, however, that the ongoing embarrassment of the ethics probe persuaded Bachmann to not seek re-election. The political shorthand on the OCE is that it’s a Democratic creation despised by Republicans. There’s some truth in that, because 159 Republicans — compared to only 23 Democrats — voted against its formation in 2008. But the bigger truth is that House members, regardless of party, have viewed the six-member panel largely through the prism of their own experiences with it.)

Most company defined-benefit pension plans were changed long ago into 401(k) plans, where your eventual checks will depend on the amount you contributed and the performance of the investments you chose. But for millions of union workers, part of the attraction of paying union dues over a lifetime of work was the promise of a pension. Many of those pensions are so-called multi-employer plans, which cover workers for unrelated employers in the same industry. Now, as a result of years of mismanagement, bad investments or bad assumptions on returns, some funds are running out of money to keep their pension promises to union workers. State Rep. Jeanne Ives (R-Wheaton) said publicly funded universities in Illinois lack a uniform standard on accepting illegal immigrants, leading to a patchwork of policies that may be unfair to legal residents of Illinois. “Who it’s unfair to is our own students who cannot attend,” Ives recently told DuPage Policy Journal. “I think that we had a flight of students leaving our state for other universities that give them a better deal.” Illinois State University reported that it had 49 students who identified themselves as not in the country legally during the fall 2016 term. The number of illegal aliens who applied to become students in fall 2017 is 79. The university stresses on its website a core value of diversity. “Undocumented students … who apply to Illinois State are treated identically to any other U.S. citizen or permanent resident,” the university’s policy states. Illegal immigrants who want to study at the university may also be eligible for the in-state tuition rate; they will be asked to complete an affidavit when applying for that tuition rate, according to the university website. However, Illinois State University policies on need-based financial aid and state departmental scholarships are more nuanced. The school is prevented from handing out state or federal funds based on need to illegal immigrants, but those students can freely apply for state scholarships if they meet certain minimum requirements, according to the university website. Ives said she is uncertain if a new state law would need to be passed to create a statewide policy on whether illegal immigrants should be allowed to attend publicly funded universities. Taxpayers are already footing the bill for illegal immigrants to get primary and secondary education — through 12th grade — and Ives thinks state fiscal policies need to be realistic. “We have no budget, and we’re really broke,” she said of the state’s continuing fiscal crisis.
