Rauner spent part of his Saturday at an invitation-only roundtable at the McHenry County GOP’s Crystal Lake headquarters – an event featuring a Who’s Who of party insiders, including: McHenry County Sheriff Bill Prim, McHenry County State’s Attorney Patrick Kenneally and McHenry County Board Member Jim Kearns. But State Rep. David McSweeney, R-Barrington Hills, took issue with someone else in attendance at the Saturday meet-up: McHenry County’s new chairwoman, Diane Evertsen, who at one time served as president of the Minutemen Midwest – an organization the Southern Poverty Law Center designated a “nativist extremist” group. “The governor should apologize for meeting with a known extremist,” said McSweeney, who heard about the meeting after it happened. McSweeney pointed to Evertsen’s association with Minutemen Midwest, which the SPLC named several times on its annual list of nativist extremist groups between 2007 and 2010. The Alabama-based civil rights nonprofit defines nativist extremist groups as organizations that go beyond mere advocacy to personally confront suspected undocumented immigrants or those who hire or help them. McSweeney said a simple Google search reveals the views of the group Evertsen chaired. The legislator characterized those views as “disgraceful.” Minutemen Midwest had a website – www.minutemenmidwest.com – but it has been taken down since its launch. While the site is dead, some of the material published there is recoverable with the internet archive known as the “Wayback Machine,” McSweeney said. McSweeney highlighted an article published on the website written by William H. Calhoun titled “Illegal Immigration: Third-World Invasion” – a piece suggesting the U.S. is under threat by immigrants of different “blood.”​ “Invaders from the Orient, Asia, Africa, Central and South America are invading the first world, and they are intent only upon conquest,” the article said. “With the exception of a very small upper class of pure European blood, most Mexicans are either Amerindian or Mestizo (mostly Amerindian with a few drops of Spaniard or African blood). They are not Western; genealogically they are Asiatic; and they despise the West.” The article appalled McSweeney, he said. “It’s probably the most extreme article that I’ve read in a long time,” McSweeney said. “It’s disgusting.” Evertsen, a 73-year-old Harvard grandmother who once served on the McHenry County Board and now serves on McHenry County College’s board of trustees, could not be reached for comment. The Northwest Herald also reached out to Gov. Rauner’s campaign communications director for comment, but campaign officials weren’t immediately available Tuesday. About 20 people attended the Saturday gathering, according to sources invited to the event.)

(FROM THE LETTER: Are you kidding me, Springfield? The state of Illinois is imploding at a frightening rate, and you’re focused on passing a bill that forces our schools to teach LGBT history? (Paid for by our outrageous property taxes, by the way.) This bill (SB3249) also requires schools to teach about the illegal deportation of Mexicans during the Great Depression and labor union contributions to our economy. And children will not be permitted to graduate eighth grade if they don’t receive this instruction. Holy political agenda, Democrats! But, perhaps you are sincerely interested in teaching our children an accurate and nondiscriminatory account of our history. If this is true, you must necessarily include a unit on the societal benefits that Catholics have contributed toward Illinois’ schools, hospitals and charities. The impact is quite significant. I would encourage anyone reading this to demand that your particular group be recognized in a mandatory history unit as well. After everyone feels good about being recognized, there might be a few minutes left in the school day for reading, writing and arithmetic.)

People who were already in the workforce had higher-level jobs and were making good money at Boeing and other companies, Launius said, and many of them weren’t jumping out of their seats to become civil servants. That holds true for things targeted with sin taxes—Cook County Board President Toni Preckwinkle’s main argument in favor of her soft-drink tax was that it would limit consumption and improve public health. It also holds true for things much more consequential than soda, like jobs. Illinois ranked fifth in the Midwest and 14th nationally in private-sector job creation from January 2010 to January 2011, the first 12 months of the recession recovery. But that changed when state politicians enacted a “temporary” income tax hike in January 2011. Since then, 82,000 people have dropped out of Illinois’ workforce, a decline of 1.2 percent. The rest of the country’s labor force has grown by over 8.7 million people, a 6 percent increase. After the 2011 tax hike, what seemed like an economic recovery in Illinois ground to a halt. Jobs growth rebounded slightly after the 2011 income tax expired in January 2015, but the damage was done, and the 2017 income tax hike didn’t help. Illinois ranked 42nd in employment growth last year. “Tax more, get less” also applies to Illinois’ housing market. Illinois homeowners’ real property tax burden—the percentage of household income paid in property taxes—grew six times faster than incomes grew from 2008 to 2015. An hour outside of Chicago, Phil and Laura Valdez say, for instance, that their property tax bill in Sandwich (population 7,400) accounts for 12 percent of their income. What statutory authority does a Road District have to spend your hard earned tax dollars on a private political blogger publication? (Note there are a lot of other subscriptions to talk about that Miller had that also have no public purpose or statutory authority) Now I don’t fault Rich Miller for making money and creating a business with his Capital Fax publication, but how on earth can the Algonquin Township Road District justify spending Road District money on a political blogger subscription? I wonder if the local McHenry County Blogger Cal Skinner could get away with charging his local public bodies for his news reporting? And just about now all the naysayers are going to justify tax dollars for the local newspaper. (FROM THE ARTICLE: I’m trying hard to swear less here. I figure I should be more statesmanlike, but, man, it’s hard. Get a load of House Bill 4412 for SURS, the Illinois university pension. It’s a bill that would require the pension board to make best efforts to “ensure that the racial and ethnic makeup of [SURS’] senior administrative staff represents the racial and ethnic makeup of the System’s membership.” Prairie State Wire’s article on this is linked here. In other words, look at the race of people in the pension and discriminate when you hire against people who don’t match up. What possible sense does that make? Has it occurred to sponsors that members of the pension fund generally were hired years and years ago when things were, to put it nicely, less inclusive? It’s the new arrivals and groups historically discriminated against who will be hurt. The discrimination that would result if the bill becomes law would be particularly hard on minorities that arrived in large numbers in recent years, particularly Hispanics and Asians. Most perplexing is that the main sponsors ought to know better. They are Carol Ammons (D-Chicago), who is African American; Luis Arroyo (D-Chicago), who is Puerto Rican; and Elgie Sims (D-Chicago), who is African American. Then there’s David McSweeney, also a sponsor, and a conservative Republican from Arlington Heights. Baffling. Extend the logic of this bill to other pensions and consider the absurdity. Many, if not most, of the 671 pensions around Illinois undoubtedly are made up predominately of ethnic groups that historically were common in their area or that dominated particular professions for whatever reason. Should they discriminate in hiring against those who don’t match up? Consider the Chicago firefighters’ pension. Based on personal research, it’s comprised of about 6.4 billion Southside Irish, 96.4% of whom are my relatives. Should the pension’s hiring goal be to match that? If so, good luck, you Padillas, Dabrowskis, Lombardis, Kapoors, Weinsteins, Kims, Wangs, Browns and all the rest.)

Chapin Rose (R-Mahomet). The first step in the legal action is expected to be an appeal to the Illinois State Board of Elections, which under law, must certify the votes in party elections. Among other charges, Winchester is expected to challenge the use of votes by acclamation in some counties — a move that gives the candidate with more than half of the votes the entire final tally, which violates party rules and may violate state law. Republican sources said that the Republican Party put up Chapin to run against the incumbent Winchester as punishment for his backing Rep. Jeanne Ives (R-Wheaton) in the Republican primary against Gov. Bruce Rauner. Winchester, who could not be reached for comment, also opposes the re-election of GOP Chairman Tim Schneider. The party’s 18 central committee people, one representing each congressional district, is scheduled to meet May 19 to elect a state chairman, and sources say that Schneider’s re-election bid is in jeopardy. Mark Shaw, Lake County Republican chairman and central committeeman in the 10th Congressional District, said that people should not jump to conclusions about the outcome of the race between Winchester and Rose. “Just because the party said Chapin won doesn’t mean he won,” Shaw said. “Until May 19, there is no party governing board, and Chaplin can’t just show up on that day and act like he’s a committeeman. The results have to be certified first, and I expect the board will find a lot of irregularities in the voting process.” He added that he knows Winchester as a man of “integrity and honesty” and he would not be taking legal action unless he was convinced that election law procedures were violated. Results of the election show that Winchester received zero votes in nine of 33 counties, including four of the 10 most populated, a result that Shaw and others said would be impossible. Several counties, sources said, failed to even offer Winchester as a candidate for consideration. In Fayette County, home to Randy Pollard, Rauner’s downstate director, Winchester was not presented as an option. “Pollard asked for a voice vote by acclamation for Chapin (Rose) and just moved on,” a source said. “He didn’t even mention Winchester was a candidate, much less the incumbent.” Rose also received zero votes in 13 counties carried 100 percent by Winchester. Governor Rauner and Lieutenant Governor Sanguinetti are touring Europe and the state, respectively, to seek answers on vocational and training programs for Illinois youth. YouthBuild Mclean County in Central Illinois is one program close to home that is currently fulfilling the requirements. “Many decades ago our school system used to offer apprenticeship tracks”, said Lt. Governor Sanguinetti. “Over time we lost that… We need to bring back those types of programs to Illinois.” Governor Rauner is currently in Germany at an apprenticeship program learning the ways of the system and how it functions. Sanguinetti says that a four year program is not for everyone and allowing our youth the right to choose what they want to do at an early age will be more beneficial to their future. “For many of our youth, access and opportunity is not looking very bright,” said Sanguinetti. (FROM THE ARTICLE: A white supervisor in the Cook County Adult Probation Department has filed a federal lawsuit claiming he was wrongly dismissed last year, while numerous black employees in the department have received little or no discipline for alleged misconduct. Philippe Loizon, a former deputy chief who made about $115,000 a year, on Tuesday sued Chief Judge Timothy Evans, alleging that Evans, the county’s first African-American chief judge, had discriminated against him because of his race. Evans fired Loizon in May 2017 following a series of Tribune investigations into accusations that a rogue unit of officers under Loizon’s command had improperly teamed up with Chicago police and the FBI to conduct warrantless searches of homes, and coerced probationers to work as police informants. The county paid $110,000 to two Chicago men who alleged in federal civil rights lawsuits that probation officers, joined by the FBI and city police, conducted illegal searches of homes. And a series of gun cases fell apart following accusations of those questionable searches. Loizon, who was assigned to desk duty for two years before he was dismissed, said the Tribune’s accusations were false and were “based primarily on information provided to the reporters by convicted felons.” He said he had a “clean personnel record” and received outstanding job reviews during his 29 years with the probation department. He alleged Evans treated him differently because he is white. “Evans imposed discipline against Loizon in a manner and at a level he had never imposed on an African-American employee of the (department), despite conduct of an egregious nature by some of the African-American employees,” according to the suit. Evans’ spokesman, Pat Milhizer, declined to comment, citing a state Supreme Court rule that he said forbids judges and court personnel from commenting on pending court matters. One of Loizon’s lawyers, Gregory Friedman, declined to comment Wednesday, referring the Tribune to a statement he issued last June. In that statement, Friedman said Loizon was an exemplary employee who was wrongly fired, and that the Tribune had “done a great disservice to a good man. “Throughout his employment, Mr. Loizon performed his duties in an outstanding manner and in conformity with Departmental polices,” Friedman wrote then. “Philippe Loizon was a diligent and dedicated probation officer and Deputy Chief.” In his suit, Loizon identified 12 current and former probation officers, all of whom are black, who allegedly committed misconduct or violated department policy, yet received little or no punishment at all. The suit cited a probation officer who frequently worked to turn probationers into police informants; an officer who falsely claimed to meet with probationers who actually turned out to be in jail or dead; and an officer who shot and wounded a 14-year-old boy. Loizon said that none of those employees were disciplined. Loizon is seeking reinstatement as deputy chief, back pay with interest, compensatory and punitive damages, and his lawyers’ fees and expenses.)

(FROM THE ARTICLE: Last month, the state’s voters decided on the Republican and Democratic nominees for governor. But the primaries behind them, the winners still have to convince those who wanted someone else at the top of the ticket. Incumbent Gov. Bruce Rauner probably thought he didn’t need to worry about his only Republican opponent, state Rep. Jeanne Ives, during the primary campaign. In the past, he’d called her a “fringe candidate” and decided to forgo campaigning against her until just a few weeks before election day. When the votes were tallied election night, Rauner had snuck past Ives by just 3 percentage points. It was closer than most expected, and the governor acknowledged that in his victory speech by saying he had heard the message those dissatisfied voters were sending him. “I have traveled the state and I have listened to you,” he said in his election night speech. . .Rauner, on the other hand, must try to get more than the 50 percent of Republicans who voted to renew their trust in him and get them out to the polls in November. Chris Mooney, a political science professor at the University of Illinois Chicago, said the governor has the more difficult task of restoring trust with a large segment of his party’s base. “And so the question is can Rauner look to them – he doesn’t have to worry about them voting for Pritzker, I think that’s pretty clear. What he has to do is get them to come out to vote in November.” . . . Rauner has done his best to separate himself from President Trump, but there are similarities in their backgrounds. Both tout success in business and very wealthy. Rauner’s wealth has been a key rallying point for Democrats, who view him as out of touch with the working class and spotlight his attacks on organized labor to make their point. . .Rauner has been traveling the state campaigning, it appears he has yet to bring Ives’ backers into the fold. This may not be an easy feat to accomplish – even for the wealthy governor. Ives was heavily outspent, but she was able to easily tap into the dissatisfaction among conservatives who felt Rauner had broken his promise on key legislation, including a measure to allow public funding for abortions. Despite a push from conservative groups – and even Chicago Cardinal Blaise Cupich – to hold the governor to his word, Rauner signed the legislation into law. Ives herself makes that point, saying many of her supporters feel betrayed. “There are supporter voters of mine, they are saying we are not going to vote for him regardless of what he says.” While the circumstances might be different, the insurgent campaign Ives ran harkens to Donald Trump defeating establishment Republicans on his way to the White House. Those who felt left out, or maybe taken for granted, went for Trump and sent a message. In Illinois, Rauner doesn’t deny there is still work for him to do. Soon after election night, Rauner hit the campaign trail to acknowledge there were some divisive issues. “And I know now, as I’ve known for a while that we need to find common ground to bridge the divides.” As for Ives, she has said she will vote for Rauner but made it clear she has no plans to campaign for him. While both Pritzker and Rauner will spend the next several months telling all voters why they should be elected, they’ll also be busy mending fences – in their own political backyards.)

They’re the Californians who will lose a collective $12 billion because the new law caps a deduction they have been able to take for paying their state and local taxes, according to a new analysis by the Franchise Tax Board. Very wealthy Californians earning more than $1 million a year will pay the lion’s share of that money, with 43,000 of them paying a combined $9 billion. It’s not all coming from the wealthy. Another $1.1 billion will come from households earning less than $250,000, hiking their tax liability $4400 on average. That’s not peanuts, but it’s a far cry from the average $209,302 per family that will be owed by those households earning more than a million dollars a year. Put this another way. That represents the federal tax liabilities that everyone else in the country subsidized through SALT. The “progressive” income tax used taxes paid by people in low-tax states to repay the wealthy for their taxes in places like California. The SALT deduction really only comes into play for people who can itemize enough to outstrip the standard deductions, so its benefit plays mostly to the wealthy anyway. It also plays mostly to the benefit of a very few states. California and New York taxpayers soak up almost third of all benefits from SALT deductions; add in New Jersey, Illinois, Texas, and Pennsylvania, and they account for more than half of its benefits.)

Mr. Kirsanow said he assumes the segregated meetings were instituted in response to a recommendation in District 65’s May 2017 Equity Report that the District create “social identity affinity groups.” He said, “I am astonished that District 65 spent taxpayer money on a report that includes the recommendation, ‘separate teachers by race.’ Separating teachers by race fosters racial division and is prima facie unlawful. By its nature, it forces teachers to view themselves in terms of what divides them, rather than what they have in common. It also encourages a binary view of society that, depending on your perspective, is either, ‘whites against everyone else’ or ‘everyone else against whites.’ It may even foster a sense among both groups that they are threatened by the other. “However well-intentioned, this is segregation for the 21st century,” Mr. Kirsanow said. “Unless a legitimate, nondiscriminatory educational reason can be articulated, the segregation almost certainly would be found unlawful. Discussions of politically correct notions of ‘privilege,’ unsupported by methodological rigor, do not qualify as legitimate reasons, and they are by their own definition discriminatory.” The letter also suggested that the District’s hiring practices may run afoul of prohibitions against racial discrimination in hiring.
