(FROM THE ARTICLE: Despite losing her reelection bid, DuPage County Clerk Jean Kaczmarek says she will continue with an appeal challenging recent court rulings in her ongoing feud with the county board. The Glen Ellyn Democrat has been locked in a yearslong battle with the board over how she runs the county clerk’s office and how bills get paid. That fight ended up in court and was a key factor in why the two-term incumbent found herself facing a challenger in the Democratic primary election. On Tuesday, DuPage County Board member Paula Deacon Garcia defeated Kaczmarek to become the Democratic nominee for county clerk. In November, she will face Republican Patricia Kladis-Schiappa, an attorney from Burr Ridge. Deacon Garcia and Kladis-Schiappa both say they would end the legal battle with the county board if they are elected. However, Kaczmarek will continue to serve as county clerk until the end of November. In the meantime, she says she intends to pursue an appeal she filed earlier this year. “The need for clear legal standards to govern the relationship between different elected offices is of much greater and wider consequence than the results of any individual election,” Kaczmarek said in a statement. Noting that a DuPage judge sided with the county in two recent rulings, a spokesman for the DuPage County state’s attorney’s office said the office will “continue to vigorously defend the county in this matter.” Kaczmarek has argued that multiple opinions issued by the Illinois attorney general’s office have supported the contention that elected officials have internal control over their office. In addition, Kaczmarek claims the county has tried to require her office to make unnecessary budget transfers in order for bills to be paid. County board members counter that they don’t want to tell Kaczmarek what to do. However, they say the county can require its elected officials and department heads to follow basic accounting procedures and state laws on bidding. Still, Kaczmarek insists that the county board and the state’s attorney’s office “continue to mislead the public regarding the fact that they are simply ignoring” everything that the attorney general’s office has advised. “There must be independence of county officers from county board interference,” Kaczmarek said. “Nothing has changed regarding the need for higher courts to clarify whether every attorney general’s opinion on these issues for decades has simply been wrong. The rest of the state is operating under different rules than DuPage County.” The county board filed a lawsuit in 2024 seeking a judge’s order to compel Kaczmarek into compliance with county accounting procedures for bill payments. At the time, Kaczmarek would not fill out the requested paperwork for budget transfers to get bills paid, arguing that it wasn’t necessary because there was enough money in her budget to cover the expenses. Last August, a judge ruled in the county’s favor and compelled Kaczmarek to follow the county’s accounting procedures. Then in December, the same judge ruled against Kaczmarek’s request for summary judgment, where she argued contracts with two election-related vendors were exempt from bidding rules because they fell under professional services. In January, Kaczmarek’s attorney filed the notice of appeal challenging both rulings. On Wednesday, Kaczmarek’s attorney, Ken Florey, said legal briefs from both sides should be filed in the coming months. He was hopeful a ruling could be issued before the November election. In the US, some thirty percent of Gen Z women (age 18-27) are self-identifying as LGBTQ, etc.—mainly lesbian and—compared to around 1-2% for women in the World War 2 generation. This means that almost a third of traditionally marital-age women are likely disinterested in traditional marriage. This is a significant factor in why almost half of Americans are unmarried. As a result of the decline in marriages, the American replacement rate continues its slide south of the 2.1 children per couple needed for replacement. It is now hovering at 1.6. If one argues that lesbian couples can also raise children, the data show that, when looking at children with two parents, 99.5% of those parents are heterosexual. However, of the children in homosexual households, 3/4 of those households are headed by lesbians. The effect of this unprecedented lesbian phenomenon is producing societal and demographic challenges that do not bode well for the US as the beacon of hope, strength, and the protector of Western traditional family values. Many will claim that: 1) there is no choice or free will with sexual identity and identity is fixed for life, and 2) pursuing a long-term lesbian relationship can be an equivalent substitute for traditional marriage, so the long-term societal impacts are not a worry. Are they correct? Is there free will? Is there a biological, chemical, DNA, or physical test for people to self-diagnose their sexual orientation? There is not. Notwithstanding the aforesaid, the Democrats who ran GAO did not want me to transfer because I was not a Democrat, minority, female, or veteran. To stop me from transferring, they offered me a transfer only if I accepted a $23,699/year (21%) pay cut in today’s dollars, a downgrade from GS-12 Step 5 to GS-9 Step 10. They anticipated/expected that I would not suffer that pay cut to transfer, but I did, and they were furious. They immediately did everything that they could to get rid of me. They gave me bad job assignments, unfair performance expectations, unfair performance appraisals. They delayed my promotions back to GS-12. Of course, they kept me off audits of IRS. To counter that, I completed the requirements for a master’s degree in accounting in 1980, I passed the Certified Internal Auditor examination on my first attempt in 1981, and I became a licensed CPA in 1981. Finally, in 1986, the GAO manager who had arranged my transfer got back into power and assigned me to audits of IRS and promoted me to GS-13. But in 1987, because he had done that, they forced him to retire. In 1989, to get rid of me, they threw me off audits of IRS for the rest of my GAO career. They gave me a very bad job assignment, very unfair performance expectations, and a very unfair performance appraisal. They ranked me at the bottom of my coworkers for pay-for-performance and made it clear that they would always do that. They would have taken even stronger adverse actions against me if my Congressman Henry Hyde had not come to my defense. Because they wanted to get rid of me, they were furious when I became a certified fraud examiner in 1990, government financial manager in 1994, financial services auditor in 1996, and forensic accountant in 1997 and when I earned a master’s degree in financial markets and trading in 1997. They succeeded in forcing me to retire when I was 49 in 1997.

I am very interested in the election results in my precinct. I spent many hours a) putting 800 mailing labels for the Republican and NA voters in my precinct and 400 return address labels on 400 DuPage County GOP envelopes, b) putting them into walk order, c) stuffing them with an unmarked sample ballot, a Milton Township Republican Organization (MTRO) Voter Guide, and campaign literature the five Republican candidates who provided MTRO with their literature, d) dividing them into 5 batches, and e) hand-delivering them. I used my photocopier, paper, and ink to copy the unmarked sample ballot 400 times 2-sided back-to-back. If I spent 6 minutes getting each envelope ready, that would be 40 hours. I spent about 15 hours hand-delivering the envelopes, or about 3 hours per batch. Only one registered hard-D voter in my precinct threatened me for what I did. – Dave Diersen

I am happy to report that only one RDV in my precinct shouted threats at me while I hand-delivered envelopes recently to the 400 residences in my precinct that have at least one registered Republican voter (RRV) or one registered NA voter (RNAV) without knocking on any doors. But he is an aggressive, nasty, wealthy, and prominent realtor with a common name in a $1.1 million home. He shouted at me in a very threatening tone that he had thrown my envelope in his trash, that I should not deliver anything there anymore, that he knew who I was, that he knew where I lived, and that if I ever delivered anything there again, he would come to my home and dump it on my driveway. While I did not realize who he was until after the incident, he had known who I was for many years. He had been a RDV in my precinct very near my home years ago. I now know that after he sold that home, he bought the aforesaid home. I delivered to his home only because there was a RNAV in his home. To avoid future threats from RDVs like him, I will identify those homes in my precinct that have RNAVs but not deliver to those homes that also have RDVs but no RRVs, something I did not take the time to do this time. There are limits on the time that I can spend. I spend 10+ hours a day 7 days a week putting GOPUSA ILLINOIS newsletters together and sending them out. I spent many hours putting 800 mailing labels and 400 return address labels on 400 envelopes, putting them into walk order, stuffing them with an unmarked sample ballot, a Milton Township Republican Organization Voter Guide, and five candidate campaign literature pieces, dividing them into 5 batches, and hand-delivering them. I used 400 DuPage County Republican Central Committee envelopes and I used my photocopier, paper, and ink to copy the unmarked sample ballot 400 times 2-sided back-to-back. If I spent 6 minutes getting each envelope ready, that would be 40 hours. I spent about 15 hours hand-delivering the envelopes, or about 3 hours per batch. Should I write about an extremely powerful RRV in my precinct who also told me that she threw my precinct letter in her trash?

If I had not be denied my 7th Amendment right to a jury trial in Diersen v. GAO, and if you had served on that jury, would you have sided with GAO or with me? To justify their denying me a jury trial, the judges and justices hinted/implied/argued that no jury would side with me. But the trial record showed that my Democrat superiors had illegally forced me to retire so that they could give my job and my preferred corner office to my Black subordinate who had less work experience than I had, had less education than I had, had one professional certification while I had six, and had no professional license like I had. In 1993, when I was a 45-year-old GAO employee who had 25 years of federal service, to get rid of their employees a) who they had not promoted into their Senior Executive Service, currently $197,200/year, b) who were Republican, White, male, older, and/or non-veteran, and/or c) who had 25 or more years of federal service, the Democrats who ran GAO “offered” them a $25,000 buyout if they took early retirement. Their buyout “offer” expired in 1 year and their early retirement “offer” expired in 4 years. They succeeded in forcing me to take the early retirement “offer” on September 30, 1997. Things that I had done that helped me survive those 4 years included a) my earning job-related master’s degrees in 1997, 1980, and 1976, b) my earing job-related professional certifications in 1997, 1996, 1994, 1990, 1981, and 1979, and c) my earning a job-related professional license in 1981.
