(FROM THE ARTICLE: Legalizing marijuana use in Illinois won’t only lead to more vehicle crashes, but it will hamstring police and prosecutors by making arrests problematic, transportation experts said Tuesday at a AAA forum. Illinois has allowed medical marijuana since 2014, and legislation is pending in the General Assembly to permit the general use and sale of up to one ounce for people 21 and older. “We finally made so much headway with reducing fatal alcohol-related car crashes, and now this comes along and blows it out of the water,” Carol Stream Deputy Police Chief John Jungers said at the Oak Brook conference. “My concern is about putting a law in place without being prepared for the repercussions.” AAA has studied the impact of legalization in Washington state and found marijuana use and fatal crashes are increasing. The portion of drivers in fatal crashes who recently used marijuana spiked to 17 percent from 8 percent from 2013 to 2014, the motorist advocacy group reported. “Illinois is not ready for this,” Illinois Traffic Safety Resource Prosecutor Jennifer Cifaldi said, adding her greatest fear was “an increase in traffic fatalities.” Advocates for legalization say changing the law would take marijuana out of the hands of drug dealers, reduce related crimes and allow people to buy a legitimate product from regulated and licensed businesses. A majority of Democratic gubernatorial candidates either support legalization or want a referendum on the issue. It’s been estimated the move could generate $350 million to $700 million to boost Illinois’ budget. Authorities at the conference said it’s difficult to get convictions for driving under the influence of cannabis because the state’s crime lab does not conduct that test. Illinois law now prohibits driving with 5 or more nanograms of tetrahydrocannabinol or THC in a person’s system. THC is the active ingredient in marijuana that can affect a person’s brain and behavior. Colorado Traffic Safety Resource Prosecutor Jennifer Knudsen said many marijuana products, including gummy bears, drinks and cookies, have become available since that state legalized cannabis. Normalizing marijuana makes it difficult for Colorado police to make judgments on whether a person is impaired during traffic stops. And in court, “when we get our juries, many of them voted for it (legalization),” she said. Alcohol use has been studied for decades, Jungers said, but the effect of marijuana on drivers is relatively unknown. “It affects people differently. … There’s not enough science to write a law,” he said. “It’s something that we’re hoping the legislature takes a really close look at,” AAA spokeswoman Beth Mosher said. “There are other issues than whether or not this is good financially for Illinois.” Cifaldi thinks legalization isn’t a matter of if but of when. “It’s going to happen,” she said.)

Hax’s correspondent told about her 20-something boyfriend, a daily user of marijuana who, among other things, hadn’t driven his own car in two years simply because he had lost his car keys! (ACCORDING TO RICH MILLER: A Capitol Fax/We Ask America poll found that 61 percent of 1,064 likely Republican voters had a favorable impression of Gov. Rauner. Just 24 percent had an unfavorable opinion, despite the fact that he has been taking enormous heat from his right flank ever since he signed a publicly funded abortion on demand bill into law in late September. . .We didn’t test President Donald Trump in this poll, but nationally he’s been getting somewhere between 80 and 85 percent support from members of his own party. So while Rauner has some very real problems when compared with Trump, is the opposition stiff enough to actually take him out in the primary? The poll, conducted for my newsletter subscribers Oct. 25-29, found Gov. Rauner is leading Rep. Ives 64-19, with 16 percent undecided. The poll had a margin of error of +/-3 percent. . .According to the poll, 83 percent of Republican voters have never heard of Ives. . .According to the poll, 85 percent of Downstaters and suburban Cook voters have never heard of Ives, and neither has 78 percent of collar county suburbanites. Gov. Rauner’s Downstate lead over Rep. Ives is 65-17. It’s 67-16 in suburban Cook County and 65-22 in the collars. Among men, Rauner leads 69-21 with 10 percent undecided. Among women, it’s 60-17, with 23 percent undecided. Forty-seven percent of the respondents were mobile phone users. Her only “bright spot” is Chicago, where Rauner’s lead is 41-34. Even so, 76 percent of Chicagoans say they’ve never heard of her, meaning they chose her without knowing who she is. Chicago is the only region where Rauner’s favorability is upside down. Just 40 percent have a favorable opinion versus 49 percent who have an unfavorable view.)

(FROM THE ARTICLE: Parties were held together by union or business philosophies, respectively, plus the glue of patronage jobs (jobs awarded by a political patron, such as an urban boss or governor) for precinct workers who linked themselves directly to voters. For my master’s thesis on the Illinois Republican Party of the 1950s and 1960s, I found that at one time 82 of the state’s 102 GOP county chairmen held state jobs courtesy of a Republican governor. The push by reformers for selection of state government employees on merit and court decisions that prohibited job largesse based on party affiliation have largely eliminated patronage jobs. The resource that patronage provided parties has now been replaced, ever more expansively, by the money of mega-millionaires. So today, party organizations are shells of their past importance, and big-money candidates use parties almost solely as labels by which to get onto the ballot. This coming year in Illinois, for example, two billionaires are spending hundreds of millions—at current spending rates—to win the governorship a year from now. Incumbent governor Bruce Rauner also is funding the campaigns of favored legislators, a job traditionally left to the candidates themselves (in my era) and more recently by legislative leaders who raised money for their troops. In the past, when party organizations helped win elections, a wannabe candidate was asked: How much work have you done for the party, and how loyal have you been? Now the question is: How much money do you have or can you raise?)

Yesterday it was reported that legislative staff in Springfield is holding up to 27 separate sexual harassment complaints against members of the Illinois General Assembly. A complaint must be filed with the Legislative Inspector General to be considered a “case.” Through that loophole, the political establishment in Springfield has been able to claim that there are no pending cases of sexual harassment. State Representative Jeanne Ives (R-Wheaton) issued the following statement calling on Governor Bruce Rauner and House Speaker Mike Madigan (D-Chicago) to fill the position immediately: “Illinois has a reputation for political corruption. Government transparency and accountability should be top priorities for any leader who is serious about reform,” said Ives. “The charges of sexual harassment recently brought to light by Denise Rotheimer went unheard for a year. (FROM THE ARTICLE: Between early 2016 and mid-2017 (January to August), the number of mostly self-made government worker millionaires jumped from 3,272 to 16,475. Given the rising stock market, more people are moving into the seven-figure retirement club every month. In August, there were 46,088 people with account balances between $750,000 and $999,000. That was up from only 18,846 in January 2016. So how did they do it? The early TSP millionaires were all political appointees. Either elected (members of the House or Senate) or appointed to top jobs. Many were successful lawyers who were named federal judges. They brought their outside accounts with them and into the TSP, which is probably the least expensive and most closely monitored investment option on earth. According to some sources, one-time government employee Albert Einstein once said that compounding is the eighth wonder of the world. Or words to that effect. Or not. But even if he didn’t, and if he were alive today, he probably would have kind things to say about what happens when people invest over a long period of time, keep calm in good times and bad, and stay the course. In the case of federal investors, it helps immensely to take advantage of the 5 percent match Uncle Sam offers employees. As TSP investor Emily in Washington points out, for a TSP investor making $100,000 per year, that government match translates into a tax-deferred pay raise. And as salary goes up, so does the value of the match. Every now and then, we hear from a self-made TSP millionaire. While they come from all agencies, jobs and income levels, they all have a couple of things in common: They’ve been investing for a long time, an average of 28 years. They have all or most of their money in the C and S funds. When the market tanks (as it did in 1997 and 2008), they continue to buy the stock funds, getting more shares because they consider them on sale. More bang for the buck.)
