CRAIN’S CHICAGO BUSINESS
— Parade of Democrats lines up to challenge Peter Roskam – GREG HINZ  (DIERSEN: My critics/opponents, their operatives, and their dupes hint/imply/argue/shout at Roskam a) that I have caused all of his problems, that I am causing all his problems, and that I will forever cause all his problems as long as I keep sending out GOPUSA ILLINOIS emails and b) that Roskam has gotten far more votes because I am no longer the TAPROOT Republicans of Illinois chairman, a Wheaton Chamber of Commerce Government Affairs Committee member, the Milton Township Republican Central Committee webmaster, an Illinois Center Right Coalition Steering Committee member, or an American Association of Political Consultants Midwest Chapter board member.  Who does Roskam want the next Illinois Republican Party State Central Committee member for the 6th Congressional District to be?)
http://www.chicagobusiness.com/article/20170412/BLOGS02/170419958
(FROM THE ARTICLE: Among those confirming that they either intend to run or are seriously considering doing so in Roskam’s west suburban 6th District are Amanda Howland, a lawyer and psychologist who got 42 percent of the vote against him in 2016; Barrington Hills Planning Commission member Kelly Mazeski, a former state senate hopeful and ex-financial consultant; and Carole Cheney, who now works as district chief of staff for neighboring Congressman Bill Foster, D-Geneva. Howland says she’s definitely in the contest and points to the name recognition she built up in her prior race. Mazesk is “exploring” running but is interested enough that she’s met both with the Democratic Congressional Campaign Committee (the party’s House elections unit) and Emily’s List, a prominent women’s funding group. Cheney says she “likely” to get in the race because, “The people in the 6th Congressional District are entitled to a representative who respects and listens to them regardless of political party.” The field of possible candidates is bigger than that, though, with several other names being rumored. The biggest—one that some insiders say has DCCC’s blessing—is Maura Sullivan. I wasn’t able to reach her, but Sullivan comes right out of central casting: a former U.S. Marine and Iraq war veteran who graduated from Northwestern University, got an MBA from Harvard University, and until recently was a senior public affairs official at the Pentagon. But Sullivan also reportedly lives in Evanston, something that likely would become an issue if she moved to run. DCCC isn’t tipping its hand, other than saying that the 6th is on its short list of national targets for next year. Says a spokeswoman, “There’s no question that Rep. Peter Roskam is out of step with Illinois voters. We fully expect to have a strong recruit in the sixth district and it’s why we’ve made an unprecedented investment in the region by investing in a full-time, local organizer to harness the grassroots energy we’re seeing on the ground.” To emphasize the point, the DuPage County Democratic Organization says it’s expecting quite a turnout for its annual dinner on April, with at least three Democratic candidates for governor expected to attend: Chris Kennedy, Ameya Pawar and J.B. Pritzker. Robert Peickert, chair of the DuPage County Democratic Organization, says he hopes to build on momentum from the fall, when the party increased from 1 to 18 the number of township slots it holds in the county. However, the other 54 township positions are held by Republicans, and Roskam says he’s not sweating. “DCCC is not unknown to me. I saw them in ’06 and ’08,” he told me in a phone call. While Hillary Clinton may have out-polled Trump in the district in November, “I did better than John McCain (when he was the GOP presidential nominee) and outdid Obama in Obama’s big year (2008,) says Roskam. “I know the district and the playbook.” It looks like 2018 could be interesting.)

CHICAGO SUN-TIMES

http://chicago.suntimes.com/news/report-troubled-past-of-kentucky-doctor-dragged-off-united-plane/
(FROM THE ARTICLE: The Elizabethtown, Kentucky, physician became a focus of attention not only because videos of the incident had been broadcast around the world, but also because he was convicted more than a decade ago of felony charges involving his prescribing of drugs and spent years trying to regain his medical license. In between, Dao made money playing poker, logging $234,664 in winnings, TMZ reported. . .According to records from the Kentucky Board of Medical Licensure, Dao went to medical school at the University of Medicine of Ho Chi Minh City in Vietnam, graduating in 1974. He was licensed in Kentucky with a specialty in pulmonary disease. His legal troubles started in 2003, when his medical license was suspended after an undercover sting operation at a Louisville motel for allegedly writing fraudulent prescriptions. According to the documents, the licensing board had learned that Dao had become sexually interested in a patient and hired the patient as his office manager. That man later said he quit his job because Dao “pursued him aggressively” and arranged to provide him with prescription drugs in exchange for sex. Dao was ultimately convicted in late 2004 of several counts of obtaining drugs by fraud or deceit and was placed on five years of supervised probation and surrendered his medical license. His longtime effort to get his license back finally succeeded in 2015, when the licensing board allowed him to practice medicine again.)

I don’t know,” Swartz wrote in the email. “DNAinfo has lost money since it began operation … It’s never been profitable. … DNAInfo has been supported by a single investor, Joe Ricketts,” the email said. Ricketts, founder of TD Ameritrade, one of the largest online discount brokerages in the world, also started a DNA site in Chicago. SPRINGFIELD STARTE JOURNAL REGISTER
— Will ‘Real GOP of Illinois’ stand up? Unlikely – Bernard Schoenburg  (DIERSEN: According to this article, the anonymous website calls itself a “free speech zone” and says “Republicans are afraid to criticize (Rauner) because of the money he can spend attacking people.”  My critics/opponents, their operatives, their dupes read all my GOPUSA ILLINOIS emails very closely.  They look for anything in the emails that they can use against me.  It is called opposition research.  They immediately bring to the attention of the following people anything in the emails that is critical of them: Congressmen Bost, Davis, Hultgren, Kinzinger, LaHood, Roskam, Shimkus; Governor Rauner; Lt. Governor Sanguinetti; Radogno, Connelly, Nybo, and the rest of the Republican State Senators; Durkin, Ives, Breen, and the rest of the Republican State Representatives; DuPage County elected officials including Berlin, Kachiroubas, Grogan, Cronin, Zaruba, Hinds, Jorgensen, Bucholz, Henry, Ruscitti, Cantore, Larsen, Zay, Wiley, Eckhoff, Grant, Elliott, Murphy, and Whelan; Township elected officials including Heidorn, Hinkle, LeVan, Muehlfelt, Falbo, Nathwani, Molitor, and Keller; Wheaton elected officials including Gresk, Suess, Fitch, Scalzo, Rutledge, and Saline; Illinois Republican Party leaders including Schneider, DeMonte, Porter, Colgan, Dorgan, Higgins, Claar, and Bond; DuPage County Republican Party leaders including Krajewski, Hinds, Kachiroubas, Murphy, Keller, Minor, Marchese, Schultz, Czernek, Fisher, Cuzzone, Durante, Grogan; and Milton Township Republican leaders Keller, LeVan, Austin, and Nathwani.  My critic/opponents, their operatives, and their dupes hint/imply/argue/shout that if I was a “good Republican,” I would not include in GOPUSA ILLINOIS emails links to any articles that are critical of the aforesaid people; that if I was a “good Republican,” I would only include links in GOPUSA ILLINOIS emails that glorify and praise the aforesaid people.)
http://www.sj-r.com/opinion/20170408/bernard-schoenburg-will-real-gop-of-illinois-stand-up-unlikely
(FROM THE ARTICLE: A mystery website, realgopillinois.com, is billing itself as “the official news site for real Republicans.” But welcome to campaign season, where things are not always as they seem. The site is professional-looking, with items presented as news stories and a solicitation for tips. AARON DeGROOT, a spokesman for the state GOP, said the site has no connection to the party and he has “no idea who these folks are.” Its creators aren’t making it easy to find out, either. A computer expert at my newspaper tells me there’s no easy way to track the origin of the site because its domain was registered anonymously. An address listed at the bottom of the group’s email is in Champaign, but turned out to be a UPS store. An employee there said they do rent mailboxes. The group name doesn’t turn up in the Illinois State Board of Elections, but it appears to have started a Facebook page recently. I emailed to find out more. The response came with no name attached. “We are just a group of everyday citizens who are upset with the Democrat Party and how they’ve ruined this state,” the response stated. “We are also upset with the Illinois GOP and Gov. (BRUCE) RAUNER. We all voted for Bruce Rauner in 2014 even though some of us were very unsure about him because of his history. Two years in, we’re disappointed in Gov. Rauner and the Illinois GOP. … With the debt mounting, taxpayers will probably be on the hook for even more and the politicians won’t care. … Gov. Rauner spends millions making sure his own people win GOP primaries and destroying other Republican candidates just because he can. Isn’t that what (House Speaker MICHAEL) MADIGAN does?”  The response also called the website a “free speech zone” and said “Republicans are afraid to criticize (Rauner) because of the money he can spend attacking people. Illinois won’t survive Mike Madigan or Bruce Rauner if we don’t stand up and speak out (about) what both political parties and their henchmen are doing now.” The site doesn’t just go after Rauner — it also has taken a swipe at CORY JOBE, the state tourism director, for contributing $1,000 to new Springfield City Council member KRISTIN DiCENSO, a Democrat, and even at the late JUDY BAAR TOPINKA, “who routinely headlined gay marriage rallies with the low-life likes of Democrats Sen. DICK DURBIN, Attorney General LISA MADIGAN, and former Gov. PAT QUINN.” STEVE BROWN, spokesman for Mike Madigan, who is also chairman of the Democratic Party of Illinois, said Friday he had never heard of the site. “You’re the first to mention it,” he said.)

CHICAGO TRIBUNE
— Google expands fact checking in news searches – AP  (DIERSEN: What about slant-check?  Virtually everything on the internet is slanted to promote the Democrat (D) Party platform, the Libertarian (L) Party platform, the Green (G) platform, or the Republican (R) Party platform. If I had more time, I would designate all articles linked in GOPUSA ILLINOIS emails as being D, L, G, and/or R.)
http://www.chicagotribune.com/business/sns-bc-us-tec–google-news-fact-check-20170407-story.html
(FROM THE ARTICLE: Google will expand the use of “fact check” tags in its search results — the tech industry’s latest effort to combat false and misleading news stories. People who search for a topic in Google’s main search engine or the Google News section will see a conclusion such as “mostly true” or “false” next to stories that have been fact checked. Google has been working with more than 100 news organizations and fact-checking groups , including The Associated Press, the BBC and NPR. Their conclusions will appear in search results as long as they meet certain formatting criteria for automation. Google said only a few of those organizations, including PolitiFact and Snopes.com, have already met those requirements; The Washington Post also says it complies. Google said it expects the ranks of compliant organizations to grow following Friday’s announcement. Not all news stories will be fact checked. Multiple organizations may reach different conclusions; Google will show those separately. Still unanswered is whether these fact-check analyses will sway people who are already prone to believe false reports because they confirm preconceived notions. Glenn Kessler, who writes “The Fact Checker” column at The Washington Post, said in an email that Google’s efforts should at least “make it easier for people around the world to obtain information that counters the spin by politicians and political advocacy groups, as well as purveyors of ‘fake news.'” He added that “over time, I expect that people increasingly will want to read a fact-check on a controversial issue or statement, even if the report conflicts with their political leanings.” Google started offering fact check tags in the U.S. and the U.K. in October and expanded the program to a handful of other countries in the subsequent months. Now the program is open to the rest of the world and to all languages. False news and misinformation, often masquerading as trustworthy news that spreads on social media, has gained attention since the 2016 U.S. presidential election. Google’s announcement comes a day after Facebook launched a resource to help users spot false news and misleading information that spreads on its service. The resource is basically a notification that pops up for a few days. Clicking on it takes people to tips and other information on how to spot false news and what to do about it.)

ALTON DAILY NEWS
— Revenue Estimate Not Expected This Year – Greg Bishop  (DIERSEN: What revenue estimates for 2017 do the following have: your Republican township/ward party organization, your Republican county party organization, and the Illinois Republican Party? On what do the aforesaid organizations plan to spend that money?)
http://altondailynews.com/news/details.cfm?clientid=17&id=241023#.WOi5WYjyuM8
(FROM THE ARTICLE: Republican state Rep. Keith Wheeler disagreed and said a revenue estimate is the “first step” to budgeting. “You can always amend a revenue estimate, so if we see changes in revenue from whatever stream it may come, or not, we can adjust it as we go along. It’s happened in the past. I checked the records,” Wheeler said. “It’s something we should start with. It’s an easy first step and it shows the taxpayers we actually care about how we spend their money.” Republican state Rep. Avery Bourne said to not have some kind of plan is irresponsible. “Just like you would in your household if you’re expecting to bring in a certain amount, you budget for that. If that changes, you can change your plan but to say that it’s uncertain at the beginning and so we just shouldn’t plan for it is exactly what we should expect out of this General Assembly maybe, but not the right way to do it.” The Illinois state constitution says in Article VIII, Section 2, paragraph (b) the General Assembly “by law shall make appropriations for all expenditures of public funds by the State. Appropriations for a fiscal year shall not exceed funds estimated by the General Assembly to be available during that year.” A state government forecasting group estimates Illinois will bring in just over $31 billion for the coming fiscal year that starts July 1.)

FED SMITH
— New Administrative Leave Categories Established By Congress – Wayne Coleman  (DIERSEN: Constructively, my Democrat GAO superiors have had me on reduced pay administrative leave since September 30, 1997.  So far, in today’s dollars, that has cost me $1,406,808 ($10,250/mo. salary minus $4,238 pension times 234 months equals $1,406,808).)
https://www.fedsmith.com/2017/04/05/new-administrative-leave-categories-established-congress/
(FROM THE ARTICLE: The second addition to Chapter 63 establishes investigative leave and notice leave by adding Section 6329b. The investigative leave is for use when an employee is under investigation. The notice leave is for use when an employee has been placed on notice of an impending adverse action. These two forms can be used independently or notice leave can follow a period of investigative leave if an adverse action is proposed at the conclusion of an investigation. To use these forms of leave, the agency must determine that the employee’s continued presence may: Pose a threat to the employee or others; Result in the destruction of evidence relevant to an investigation; Result in loss of or damage to Government property; or Otherwise jeopardize legitimate Government interests. The agency also must consider the following alternatives before using either investigative leave or notice leave: Assigning the employee to duties in which the employee no longer poses a threat described in the preceding paragraph; Allowing the employee to take another form of leave for which the employee is eligible, e.g., annual leave; Carrying the employee in absence without leave status (AWOL) if the employee is absent from duty without approved leave; and Curtailing the notice period for an employee subject to one if there is reasonable cause to believe the employee has committed a crime for which a sentence of imprisonment may be imposed; and find that none of these options is appropriate. Generally, investigative leave may be granted for a period of 30 days, but extensions for up to 90 days are possible when approved by the agency’s Chief Human Capital Officer or his designee. Extensions, in 30 day increments, beyond the 90 day total are possible if the agency submits a report to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Government Reform of the House of Representatives, along with any other committees of jurisdiction. Notice leave will be granted only for the duration of the prescribed notice period. Here, too, OPM will issue regulations to guide agencies in utilizing investigative and notice leave by the September date mentioned above.)

http://www.chicagotribune.com/news/opinion/commentary/ct-federal-estate-tax-rate-perspec-0404-md-20170404-story.html
(FROM THE ARTICLE: It’s for the feds to do something like Pennsylvania has done with its inheritance tax: Tax from Dollar One (after deductions for funeral expenses, medical bills and other legitimate debts), but at very modest rates. You see, Pennsylvania only takes 4.5 percent from an estate whose heirs are the decedent’s children, grandchildren or other “lineal descendants.” It exempts spouses from tax altogether and also provides generous exemptions for legitimate family-owned farms and businesses. (The feds, by contrast, currently have a top rate of a confiscatory 40 percent, although as I said, it’s a joke since almost nobody pays it.) Taking a small cut of each transfer of wealth passing upon death makes a lot more sense — and, in my view, is much fairer — than overtaxing working people or continuing to run up the national credit cards, with the whopping bill eventually going to us.)

(FROM THE ARTICLE: A federal regulator on Monday ordered Wells Fargo to pay $5.4 million to a former manager who said he was fired in 2010 after reporting to his supervisors and to a bank ethics hotline what he suspected was fraudulent behavior. The bank must also rehire him, the Labor Department’s Occupational Safety and Health Administration said. The $5.4 million, intended to cover back pay, compensatory damages and legal fees, is the largest individual award ever ordered through OSHA’s whistle-blower protection program, according to Barbara Goto, the agency’s regional administrator in San Francisco. It is also the first financial penalty against a company that the agency has announced in a news release since President Trump was inaugurated.)

(FROM THE ARTICLE: The other day, one of my sources suggested I get a job in corporate public relations. That’s where the money is, he told me. While he may be right, he’s overlooking the reason journalists do what they do. Journalists believe in finding truth, or reporting it as close as objectively possible. They also believe in holding government accountable to its citizens, among many other responsibilities. There is a gratification in being able to inform readers of something they didn’t know or news they can use in their everyday lives. Landing a position in corporate or government PR is a lot more lucrative than working at a newspaper or a TV station. It’s been that way for a long time. It’s a good job, and many of those folks are helpful in communicating to news outlets. But PR and marketing positions have drawbacks. One of them in particular is that many PR folks must toe the company line. It’s hard to get to objective truth when there’s a built-in bias. What news outlets can’t do is let government and other institutions become less accountable to the public. The official line can’t become the only line. The news release from a government agency or corporate entity shouldn’t be treated as gospel. Many newspapers are hungry for stories to fill their pages. Enterprising groups, including the conservative Illinois Policy Institute, sense that desperation. A few years ago, the institute formed the neutral-sounding Illinois News Network, which offers stories with a conservative bent to newspapers around the state. The Illinois News Network is nothing to scoff at. Recently, it hired a big player in northern Illinois’ media world as its news director — Dan McCaleb, editorial director of Shaw Media, which runs a bunch of papers in the suburbs. (Full disclosure: I worked for the institute for five months after working for a Shaw Media weekly.) Another conservative group is distributing supposedly local newspapers that favor Gov. Bruce Rauner and other Republicans. Starved Rock Country has its own version, the Illinois Valley Times. I have yet to find one writer in that paper who has burned any shoe leather anywhere near here. Many of its writers hail from the Philippines. Covering La Salle County from across the world is no substitute for reporters on the ground holding the powers that be accountable. I’ll do what I can to avoid ending up as a PR flack for corporate types. The work of a journalist is too essential.)

http://chicago.suntimes.com/opinion/my-familys-history-tells-the-story-of-the-great-american-divide/
(FROM THE ARTICLE: Some 15 million people in the U.S. receive disability payments. In some of the 136 counties with the highest rates of disability use across the country, almost all of them rural with a white majority, more than 1 in 6 working-age adults receive federal disability payments. Once on disability, as the Washington Post points out, recipients rarely get off the program. By and large, these are not individuals who fell off a roof and broke their back or lost limbs in an industrial accident. They suffer from back pain or diabetes or emphysema or liver cirrhosis or some other lifestyle-induced ailment. But, perhaps more importantly, they live in communities where job opportunities are few, especially for those who don’t have a college education. But disability programs are just a fraction of the government’s assistance programs. A 2015 study by the U.S. Census Bureau showed that 52.2 million people, or roughly 1 in 5 Americans, received help in 2012 from one of six means-tested programs. And, of course, this doesn’t count Social Security or Medicare, which pays out to individuals on average far more over their lifetimes than they contributed in taxes.)

Factors for 915 Cove Court in Wheaton include the subdivision being built in a watershed area and a former septic field, the tremendous amount of surface and subsurface storm water that flows onto the lot during and after heavy rains, the inadequate number of storm sewer inlets in the subdivision, the disruption, obstruction, and improper connection of 6″ and 4″ subterranean drainage lines when the home was built, the pouring the foundation walls on cracked footings, the improper installation and intentional blockage of exterior foundation footing tiles, the installation of only one sump pump when there should have been two or even three or even four, the many long and wide cracks in the basement floor, and the fact that all the storm water that gets into the storm sewer system on the lot is limited to the capacity of one 4″ pipe.  What factors decrease the likelihood of your basement flooding?  For 915 Cove Court, they include the installation of steel reinforcement rods in foundation walls, the installation of interior footing tiles, my paying $900 when the home was built in 1984 to have all nine of the home’s downspouts directly connected to Wheaton’s storm sewer system, my installing a backup sump pump, my unobstructed and properly connecting the aforesaid subterranean drainage lines to Wheaton’s storm sewer system, my paying for unobstruction (the removal of stones) from some of the exterior footing tiles, my adding hundreds of feet of French drains and many storm sewer inlets on the lot and connecting them directly to Wheaton’s storm sewer system, my properly sealing the many long and wide cracks in the basement floor, my paying for conversion to an overhead sewer system before the basement was finished in 2005, and my paying for a 20-W whole house natural gas backup electric generator for the home.  Since 1984, because of Wheaton’s failure/refusal to assure that building codes were enforced when the subdivision was constructed and 915 Cove Court was built, I have been forced to spend many thousands of dollars and many hundreds of hours of my labor to stop basement flooding.)

For $23,051/year worth of health, dental, and vision insurance, my wife and I pay only $5,763/year.  In my defense, I have that benefit because I am a retired federal employee.  I worked for the federal government for almost 30 years – almost 18 years for GAO, almost 9 years for IRS, and almost 3 years for the Post Office.)

UNINCORPORATED DUPAGE COUNTY BUSINESSES SEEKING FAIR & EQUAL GAMING LAWS
— DIERSEN HEADLINE: Those who are anti-religious, anti-conservative, and/or anti-Republican promote video gambling in unincorporated DuPage County. Contact your representatives on the DuPage County Board and urge them to oppose this. The Milton Township Republican Central Committee (MTRCC) resolution against video gambling was unanimously adopted in 2009. Other than publicly slandering me during a MTRCC meeting, no effort has been made to repeal the resolution.)

(FROM THE WEBSITE: So we have got the ball rolling… On March 15 2017 Dupage County has had their Annual Liquor Commission Meeting for Unincorporated Liq. License Holders. At this meeting it was discussed by those in attendance the need for Video Gaming to stay competitive with other Businesses. Dan Cronin the Liquor Commissioner explained that we “Collectively” as a group need to contact our District Board Members and express to them how the current ordinance is effecting our ability to stay competitive. After the meeting a group of us stayed to have our own meeting an come up with a game plan. March 28, 2017 the same group attended the Dupage County Board Meeting and a few of us spoke during the Public Comments portion of the Meeting to express our desire to be competitive to other businesses that allow Video Gaming. Well, we have been heard a few Board Members have reached out to Jeremy (Jt’s Porch) and myself and are interested in having a conversation about Video Gaming. Plus at the end of the Board Meeting where the Board Members have open discussion, Video Gaming was discussed between Mr. Zay (Dist. 6), Mr. Puchalski (Dist. 1), Mr. Krajewski (Dist. 3), Mrs. Khouri (Dist. 5), and Mr. Cronin (Chairman). Please take a minute to send off a Email to your District Board Member to let them know you support your local Bars/Restaurants desire to remain competitive. If you need any help contacting your District Board Member I have all Email addresses. If you are a Bar/Restaurant that would like to stay in the loop of upcoming meetings and discussions please send me a message so we can talk. Thanks for Everyone’s Support  Matt)

http://www.cnn.com/2017/03/31/politics/donald-trump-getting-even-washington/
(FROM THE ARTICLE: Long before Donald Trump ever became a credible presidential candidate, let alone the commander in chief, the former reality TV star was guided by one animating principle: “If they screw you, screw them back 10 times as hard.” Trump’s desire for revenge played out in public on Thursday when, in an effort to spook conservative members of his own party, the President lumped the Freedom Caucus — a collection of conservative Republican lawmakers — with Democrats and pledged to “fight them” in 2018. Trump and his White House feel betrayed by the conservative Republicans. Many backed Trump early in the 2016 campaign and stood by him during some of the toughest trials of the campaign. But when it came to passing his first conservator legislative goal — health care reform — the conservatives revolted en masse and killed the bill.)
