The group of candidates vying for a 2-year appointment to the council includes some familiar names in DuPage County politics. The applicants are: Nancy Harding, Edward Ahern, Jeffrey Antonelli, Robert McNeily, Lynn Robbins, Mark Kmiecik, Angela Blatner, David Diersen, Khizar Jafri and Krista Selvey. Diersen is the founder of the daily newsletter Gopillinois.com. McNeily lost his bid for the West District seat in 2016 against incumbent Todd Scalzo. (FROM THE ARTICLE: The state organization representing local units of government is asking leaders in the General Assembly to make clarifying changes to the recreational marijuana law before it takes effect Jan. 1. Brad Cole, executive director of the Illinois Municipal League, said the 1,298 cities, villages and towns in the state need guidance on four aspects of the Cannabis Regulation and Tax Act, signed into law by Democratic Gov. J.B. Pritzker in late June. There is confusion, he said, about how law enforcers will know a person who is growing cannabis in their home is doing so legally as a prescribed medical marijuana user. Municipalities also are uncertain how they may regulate the drug. Cole is asking legislators to write what is known as a trailer bill, a companion measure that clarifies a statute. The idea has bipartisan support. Sen. Heather Steans, D-Chicago, one of the statute’s framers and her chamber’s sponsor, said it’s likely that a trailer bill will happen. Republican Sen. Jason Barickman, from Bloomington, said he thinks his colleagues spent “a lot of time on the legislative language,” and any subsequent bill should be consistent with the goals of the original negotiations. “I understand and support the idea of a trailer bill to make clarifications that the various stakeholders have brought forward. I think it’s very likely we’ll see one for multiple reasons, and we may see it as early as this fall,” he said. “I anticipate hearing from many stakeholders about clarifications they would like to see. By and large, that’s what the IML is seeking here.” In a letter to lawmakers, Cole highlighted four points the league’s members would like the General Assembly to address. Each one, he said, was mentioned in his testimony before a panel of legislators in late May before the recreational marijuana bill became law. “These are common sense issues” to determine what is legal and what is no, Cole said. The new law allows those who have a medical marijuana card to grow no more than five plants in their home without needing to be a licensed cultivation center or craft grower. The League’s concern, Cole wrote in his letter, is the lack of “registration or notification requirements to municipalities or their police departments” about which residences can legally grow cannabis plants. “We’re saying, we need to know,” he said. “How do we know if these are five legal plants or five illegal plants?” Steans said the idea of “a registry had been raised,” but some interest groups expressed concerns it might be a civil rights violation. She added local governing bodies would know if the plants were legal by asking whether their owner had a medical marijuana card. Sadly, Wheaton’s policy is to not disclose the names of the applicants or information about them, but instead, just the number of applications received. Please see the articles at the end of this email. So far, Wheaton has received 30 requests for applications, 4 complete applications, and 1 incomplete application. So far, to my knowledge, none of the applicants has publicly announced that they have filed. Because of that, I will be filing. In my opinion, not only Wheaton’s West District residents, but all of Wheaton’s residents should know who the applicants are before the filing deadline. How should it look compared to the stretch of Roosevelt on Glen Ellyn which is more like the strip mall approach and Winfield to the west which is more green and residential (and not coincidentally they are fought their own battles over taking advantage of possible business opportunities on such a busy road)? This is not just about a busy roadway or the homes that back up to this stretch; this is about signaling what kind of place Wheaton is. One that values businesses or homeowners, one that prioritizes vehicles or pedestrians, one that celebrates its history or is looking to simply make money?)

(FROM THE ARTICLE: The suburb in which I live and the neighboring suburb both have proposed redevelopment ideas and each has attracted opposition from residents. Both sets of opposition have yard signs to voice their displeasure and residents have spoken at public meetings. Part One of this analysis involves the basics of the proposed projects and how this fits into what suburbs generally try to do. The Rethink Rezoning group is responding to a study commissioned by the city of Wheaton to improve development along the busy Roosevelt Road corridor that runs east-west through the center of the suburb. . .Neither of these projects are unusual for suburban communities. Indeed, they both attempt to take advantage of unique traits already in the suburb. In Wheaton, the Roosevelt Road corridor has been an area of interest for the city for decades. With tens of thousands of cars passing through each day, it presents an opportunity, particularly since it is just south of the downtown (and traffic does not necessarily turn off Roosevelt to go downtown) and north of the other major shopping area at Danada (along the busy Butterfield Road corridor). But, Wheaton has generally been conservative about what development they allow along this stretch. Compared to Glen Ellyn to the east or the Ogden Avenue corridor in northwest Naperville, the Roosevelt Road stretch in Wheaton is relatively void of strip malls, fast food restaurants, car repair places, and rundown facilities. Again: this has been an intentional effort to maintain a certain level of quality. The proposed changes would build on this by updating some uses (most suburbs utilize single-use zoning but this can be restrictive in certain areas) and try to encourage some cohesiveness across stretches. What is now a hodgepodge of offices, some older houses, some more recent office buildings, could have a more uniform character and present a more pleasing aesthetic. I don’t know how many people will walk along such a busy road but it certainly does not lend itself to that now. All of this could help improve aesthetics and bring in more revenue from taxes in a revitalized district. Having a more uniform plan could help bring in more money for the city which then helps relieve local tax burdens. . .If these projects are in line with suburban plans – let alone the long-term plans for each community – what are the residents objecting to? More on that in Part Two tomorrow.)
