(FROM THE ARTICLE: Infighting within the state’s fractious GOP has spilled into the race for Illinois Republican Party chairman, raising questions over whether Gov. Bruce Rauner’s favored candidate — Tim Schneider — can win another term and opening a new divide in a state party that just can’t heal itself. Robert Winchester, a 15th district committeeman candidate, a key district in southern Illinois, is disputing the validity of the results of his own election and threatening the Illinois Republican Party with legal action if it continues to identify his opponent, state Sen. Chapin Rose, as the winner. (Quick primer: Rose is pro-Rauner/Schneider while Winchester is poised to back Schneider’s opponent for state party chair). Party response: “A majority of Republican precinct committeemen in IL-15 cast their vote for state Sen. Chapin Rose for State Central Committeemen, which means he is the winner of that election,” Illinois Republican Party spokesman Aaron DeGroot responded by email last night. Except: in documents obtained by POLITICO, Winchester is demanding the party refrain from naming Rose the victor in the 15th district and separately asking the Illinois State Board of Elections to call the race. In a letter addressed to Andrew Collins, the executive director of the Illinois Republican Party, Winchester’s attorney alleges “substantial irregularities in the voting procedures in key counties of the 15th district.” “It is thereby demanded that the IRP take down all of the announcements in which Rep. Rose is identified as either the person receiving the most votes in the 15th district or identifying Rep. Rose as a member of the new State Central Committee,” attorney Stephen Boulton wrote. “If the IRP refuses or fails to cease its actions, Mr. Winchester will be forced to consider appropriate and immediate legal action.” (Read letter here.) Tony Peraica is the former Republican member of the Cook County Board whose client is suing Democratic House Speaker Mike Madigan in a separate case. Why is this all significant? The outcome of the 15th district race could determine the next statewide chairman and likely the direction of a party that nearly threw out its incumbent governor in March. Enter the newly-elected Republican State Central Committeemen, who are to meet May 19th to vote on the next chairman. Each of the votes is weighted. The district with the greatest weighted vote? The one under dispute in the 15th. While Rose supports Schneider, Winchester had pledged his support to challenger Mark Shaw, who is Lake County’s GOP Chairman. GOP sources tell us that the unofficial breakdown is pretty closely divided between Schneider and Shaw, making the 15th district outcome all that more impactful. Disunity: If Schneider cannot hold onto power, that’s a direct reflection on Rauner’s weakened grasp of his party. That’s a particularly stinging rebuke since Rauner has almost single-handedly funded the Illinois Republican Party apparatus. Even if Schneider wins another term, this latest turmoil only shows there’s a long road to repairing the rift in the party.)

Chapin Rose (R-Mahomet). The first step in the legal action is expected to be an appeal to the Illinois State Board of Elections, which under law, must certify the votes in party elections. Among other charges, Winchester is expected to challenge the use of votes by acclamation in some counties — a move that gives the candidate with more than half of the votes the entire final tally, which violates party rules and may violate state law. Republican sources said that the Republican Party put up Chapin to run against the incumbent Winchester as punishment for his backing Rep. Jeanne Ives (R-Wheaton) in the Republican primary against Gov. Bruce Rauner. Winchester, who could not be reached for comment, also opposes the re-election of GOP Chairman Tim Schneider. The party’s 18 central committee people, one representing each congressional district, is scheduled to meet May 19 to elect a state chairman, and sources say that Schneider’s re-election bid is in jeopardy. Mark Shaw, Lake County Republican chairman and central committeeman in the 10th Congressional District, said that people should not jump to conclusions about the outcome of the race between Winchester and Rose. “Just because the party said Chapin won doesn’t mean he won,” Shaw said. “Until May 19, there is no party governing board, and Chaplin can’t just show up on that day and act like he’s a committeeman. The results have to be certified first, and I expect the board will find a lot of irregularities in the voting process.” He added that he knows Winchester as a man of “integrity and honesty” and he would not be taking legal action unless he was convinced that election law procedures were violated. Results of the election show that Winchester received zero votes in nine of 33 counties, including four of the 10 most populated, a result that Shaw and others said would be impossible. Several counties, sources said, failed to even offer Winchester as a candidate for consideration. In Fayette County, home to Randy Pollard, Rauner’s downstate director, Winchester was not presented as an option. “Pollard asked for a voice vote by acclamation for Chapin (Rose) and just moved on,” a source said. “He didn’t even mention Winchester was a candidate, much less the incumbent.” Rose also received zero votes in 13 counties carried 100 percent by Winchester. In all, 22 of 33 counties voted by acclamation, representing 63 percent of Rose’s vote and 59 percent of Winchester’s. County votes are weighted based on their respective turnout in the March primary. Republican sources also said that aides to U.S. Rep. John Shimkus (R-Collinsville) recruited Rose to challenge Winchester, offering to help him replace Shimkus in Congress when the opportunity presents itself.)

The raises — and freezes — were approved Tuesday when the county board set pay scales for the sheriff, treasurer, county clerk, county board chairman and 12 county board members for the next four years. All the positions are up for election in November. DuPage board members will continue to make $52,102. They also are eligible to receive health insurance and a pension through the county. The board chairman is the only countywide elected official who won’t get a pay raise; the position pays $131,559 a year. As for other countywide officials, the county clerk and treasurer will have their annual salaries increase by 2 percent to $148,395 when fiscal 2019 begins on Dec. 1. Their pay will increase to $151,363 for fiscal 2020. The sheriff will be paid $171,462 for fiscal 2019 and $174,891 for fiscal 2020. Also on Tuesday, the county board agreed to increase the amount DuPage contributes to the annual salary for the regional superintendent of schools. Representing a district southwest of Springfield, McCann is a study in contrasts. He was elected as an outsider and tea party conservative in 2010. He voted against same-sex marriage, against driver’s licenses for undocumented immigrants and remains a strong supporter of gun rights. He sided recently with Rauner to shield gun shops from state licensing and other regulations. Conservative agenda: Check. But on other positions important to conservatives — smaller government and pension reform — he has been a reliable vote for Democrats. He voted against every pension reform bill that came to the Senate floor, including a bill eliminating pensions for lawmakers. He stood with the American Federation of State, County and Municipal Employees, and voted to override Rauner’s veto — the only GOP member to do so — on a bill empowering the union at the bargaining table. He voted against closing underused state facilities. He voted against more flexibility for local mayors when negotiating contracts with public employee unions. He voted against consolidating local governments. Conservative agenda: Fail. You could call him AFSCME’s favorite Republican. “I consider myself a voice for working people,” he told me during his re-election campaign in 2016. “I have never voted to diminish or impair pensions. I’m a conservative Republican and constitutionalist. The Constitution is painfully clear that pensions shall not be diminished or impaired. I think the tea party should embrace those commitments to working people.”)

That pitiful number raises an intriguing question: Is Amazon a high-paying tech company or a low-wage retailer? “Both” is the obvious answer, but to this Amazon aficionado that answer is incomplete. The pay figure, which was disclosed for the first time in Amazon’s annual proxy statement, reflects the large number of low-paid retail and warehouse employees who work for the company. But Bezos’s pay, which seems rather modest when stacked up against the obscene earnings of many other corporate chiefs, is almost irrelevant. That’s because Bezos is the world’s wealthiest person, with a fortune now estimated at $129 billion (depending upon what Amazon stock is trading at this moment). So that ratio, although accurate, means next to nothing. If you really want to understand the gap between CEO and worker, consider instead the ratio between the net worth of the boss and his employees: I did, and it’s beyond measure. Seriously, 100 billion-to-1 is not an outlandish estimate.)

(FROM THE ARTICLE: As is often the case, though, Moyo’s solutions aren’t as persuasive as her diagnosis. If you think about it, even devoted democrats draw the line somewhere on ballot box access: The right to vote is generally denied to prisoners, children, noncitizens, and people judged mentally incompetent. But imagine the envy and anger that would be unleashed if voting power were based on profession or education. Who would decide how to divide the public into first-, second-, and third-class citizens? Would biology professors be certified as “highly qualified” but high school history teachers ranked “standard qualified”? What about journalists vs. carpenters vs. actors vs. the unemployed? And how much of the public would be consigned to the lowest tier of “unqualified” voters—would it be 1 percent or 10 percent or more? A civics test seems a more defensible way to implement weighted voting, but not really. It implicitly equates knowledge with good judgment, which experience tells us isn’t a sound equation. As the conservative writer William F. Buckley Jr. once said, “I’d rather entrust the government of the United States to the first 400 people listed in the Boston telephone directory than to the faculty of Harvard University.” In the end, Moyo comes across as a well-meaning meritocrat.
