Fawell, 64, will face U.S. Rep. Cheri Bustos, D-Moline, in the November general election. State Republican party chairman Tim Schneider, Rock Island County Republican party central committee chair Drue Mielke, and Republican state central committeeman for the 17th Congressional District, Jan Weber, removed their support of Fawell on Tuesday. All three officials cite posts on Fawell’s campaign Facebook page, Elect Fawell, in which Fawell appears to support 9/11 conspiracy theories, and called some mass shootings “false flag” events. A false flag is an event in which some believe the government or another group orchestrated a tragic event in order to elicit outrage from the public and provides an excuse for war or some other aggressive reaction. Fawell said Tuesday that the goal of his Elect Fawell Facebook page is to get people to read information from alternate news sources. “What I try to do is put in posts from bloggers that are not mainstream,” Fawell said. “I call it the daily lie of omission. It might be something off the beaten path that is not being reported by mainstream media.” Fawell often posts articles from alt-right-wing sites like zerohedge.com, newzsentinel.com, libertyblitzkrieg.com, and gatestoneinstitute.org, and adds his commentary above the post, often with the caps lock on. But Fawell also links to articles from independent news outlets such as CNBC.com, businessinsider.com, and economist.com. . .In a statement Tuesday, Schneider called Fawell a liar and said his comments have hurt those affected by tragic events. “Bill Fawell has a problem with the truth and his statements have done a disservice to the individuals who lost their lives from terrible acts of violence,” Schneider said. “As chairman of the Illinois Republican party, I disagree with his misguided views and cannot support his candidacy for Congress in the 17th Congressional District.” . . . Fawell told a Dispatch-Argus reporter on Tuesday he hadn’t received any support from the Republican party anyway. “The Republican party in Illinois in such disarray,” Fawell said. “It’s just a reaction to some stuff that came out in the left-wing media. The party cut me loose a long time ago. I’m not their candidate. I’ve been a Republican my whole life, but the American people have had it with both parties. Staats was the Comptroller General, but in 1981, Charles A. Bowsher became Comptroller General. Bowsher came from Arthur Andersen and believed in “up or out” for employees who were White, male, and/or non-veteran, but NOT for employees who were minority, female, and/or veteran. (FROM THE ARTICLE: In 2016, Rauner issued a press release saying his administration had ended a “patronage hiring scandal” at the Illinois Department of Transportation. At issue were hundreds of people who’d gotten so-called staff assistant jobs under former governors Rod Blagojevich and Pat Quinn. These were political hires into jobs that should have been protected from that sort of thing. Attorney Don Craven says the eight workers suing Rauner eventually made their way into non-political jobs, but that didn’t save them. He says their firing was political. “This allegation is that these people were fired by IDOT because they’re Democrats and they refused to become affiliated with the Rauner administration,” Craven says. “That’s precisely what the first amendment says you can’t do — you can’t fire people because of their political affiliation.” The lawsuit is seeking to get the employees reinstated — with seniority, back pay and benefits. (FROM THE ARTICLE: For one of the most punitive agencies in the federal government, the IRS sure is forgiving with its own employees. Rep. Kristi Noem, R-S.D., has proposed a bill that would prevent the IRS from rehiring employees fired for misconduct or poor performance. The bill, titled the Ensuring Integrity in the IRS Workforce Act, follows a recent Treasury inspector general report that shows the IRS rehired more than 200 fired workers in a little over a year. A previous inspector general report proves this problem dates back to at least 2009. According to the Treasury Department’s inspector general, the IRS did not provide officials responsible for hiring decisions with information about employment history, though that information is readily available. As a result, the IRS—an agency with nearly unrivaled access to citizens’ personal information and capacity to harass individual taxpayers—rehired: A fired worker with several misdemeanor theft convictions and one count of felony possession of a forgery device. 11 employees previously disciplined for unauthorized access to taxpayer accounts. An employee who was absent without leave for 270 hours—the equivalent of 33 work days. An employee fired for physically threatening co-workers. An employee fired for lying about previous criminal convictions on employment forms. 17 employees previously caught falsifying official documents. Often, these employees do not have to wait long to get their old offices back. Two IRS employees fired for poor performance were rehired within six months. Faced with these findings, the IRS was unapologetic. In a response letter to the Inspector General’s Office, the IRS’ chief human capital officer wrote that the IRS “determined its current process is more than adequate to mitigate any risks to American taxpayers, federal agencies, and its employees.” Given that the IRS refuses to change its hiring process, swift congressional action is necessary. And Noem’s bill has a good chance to pass. In fact, a previous version of this legislation passed the House, 345-78, a little more than two years ago. These inspector general reports and the IRS’ response are especially disturbing given the IRS’ extraordinary power over citizens. No department or agency should be able to rehire employees fired for misconduct or poor performance. Future legislation should make federal employees non-hirable throughout the federal government. This may sound unduly harsh. After all, like private-sector managers, federal managers sometimes may be unfairly critical toward employees that rub them the wrong way. But, unlike in the private sector, there are multiple safeguards in place to prevent wrongful terminations. Fired federal employees have four separate agencies to help them challenge a termination. In many cases, an employee can have multiple agencies review their case one after another. Thorough to the point of absurdity, this complicated process of appeals (which I describe here) can tie up managers, arbitrators, and administrative judges for years. Given the incredibly high burden of firing one employee, many managers choose to ignore problem employees as long as possible. A recent survey found only 44 percent of federal employees agree that “steps are taken to deal with a poor performer who cannot or will not improve” in their workplace. On average, the federal government fires about 10,000 employees a year out of a workforce of 2.1 million. In other words, one in every 200 federal employees is fired in a given year. Only state and local education employees have greater job security. Given their rarity, it’s safe to assume that pink slips are well earned in the federal workforce. Recipients of this dubious distinction have gotten all the second chances they deserve. When federal employees are shown the door, they should not be let back in. Noem’s legislation is a long-overdue correction to federal personnel practices tailored to fit workers, rather than meet the mission.)

(FROM THE ARTICLE: Poverty is no mystery, and it’s easily avoidable. The poverty line that the Census Bureau used in 2016 for a single person was an income of $12,486 that year. For a two-person household, it was $16,072, and for a four-person household, it was $24,755. To beat those poverty thresholds is fairly simple. Here’s the road map: Complete high school; get a job, any kind of a job; get married before having children; and be a law-abiding citizen. How about some numbers? A single person taking a minimum wage job would earn an annual income of $15,080. A married couple would earn $30,160. The council is right. Though one can argue that the glass is half full rather than half empty, fact is that in a time when overall downtown jobs grew 10 percent, the number held by blacks was up 2 percent. That’s certainly better than the 7.5 percent drop in Chicago’s black population in the same period, but not good enough. One obvious solution to that is better education. If young adults who now are trapped in declining neighborhoods get the right schooling and can tap into the right networks, they ought to be able to get more of these jobs. This is what was discouraging about another report that landed in my inbox a few days ago, concluding that Chicago public schools that are heavily black and Latino aren’t offering the same rich selection of college-prep courses as schools with more white students.)

Rauner’s popularity has not improved a whit since his very narrow March primary win over little-known conservative legislator Jeanne Ives. And his fabulous wealth won’t save him against his even more fabulously wealthy Democratic opponent, J.B. Pritzker (who outspent the incumbent by a $20.1 million to $7.8 million margin in the second quarter).
