The Republican again trumpeted getting rid of the clout-packed “staff assistant” position at the Illinois Department of Transportation – the remaining 29 were fired last week – as a “small step in the right direction.” Yet, Rauner says a review of all state positions by a special master – appointed in 2014 to investigate the scandal, in which the staff assistant posts were improperly handed out as political favors – is premature, too costly and duplicative of the work it wants the Office of the Executive Inspector General to do. “We want to expand the work of the executive inspector general, continuing to look in every department for positions that should not be in existence and for the existence of people who were hired … for patronage or political reasons, not to provide high-quality government services,” he said. In a motion filed in U.S. District Court in Chicago, Rauner’s administration argues that the state has already paid $800,000 to the special master; expanding her workload would come at a much steeper cost. The McDonalds in Ohio fired 70 American accountants and replaced them foreign, H-1B workers. McDonald’s spokeswoman, Terri Hickey, admitted that this was a cost savings effort saying, “To deliver $500 million in savings, the vast majority by the end of 2017, we are restructuring many aspects of our business, including an accounting function.” While the tech industry has been hit the hardest by outsourcing jobs to foreign labor this move by McDonalds shows that more American companies are trying to outsource a variety of jobs. Companies such as Disney and Abbot Laboratories to used visas, like the H-1B visa, to import cheaper labor instead of hiring American workers. In some cases, the employees were forced to train their replacements in order to receive their severance pay. Steve Camarota, Director of Research at the Center for Immigration Studies, says that this shows that white-collar outsourcing, “is not just a Silicon Valley thing anymore, it is happening all over”. A 2011 study by the U.S. Government Accountability Office exposed how the H-1B visa was being exploited and showed that there was very little oversight of the program. According to the report the government doesn’t even know how many workers are actually in the U.S. on H-1B visas at any given time.)

(FROM THE ARTICLE: Video gambling has spread rapidly in just four years, with nearly 24,000 gambling machines now operating in more than 5,500 establishments. Rockford-area residents are losing more than $2 million a month in video gambling machines. Winnebago County ranks third in the state for the number of video gambling machines with 1,050 — more machines than five of Illinois’ casinos. The amount of money lost in the machines is staggering. Rockford ranks second in the state with losses of $77.5 million, and Loves Park is fourth with losses of $41 million. The total amount lost in video gambling machines in all of Winnebago County is almost $175 million. While municipalities get a nickel of every dollar lost in gambling machines, up to 60 percent of the money leaves the community. While legislators said they wanted to legalize the gambling machines that were already operating in many bars, clubs and restaurants, local officials issued many new liquor licenses, which qualified for video gambling. Video gambling parlors have expanded quickly throughout the state, and these neighborhood casinos have some of the largest monthly gambling losses. Located in strip malls near residential areas and grocery stores, these video gambling parlors are named after and target women. Coffee, soft drinks and snacks are free at some parlors, and coupons for free play abound. Video gambling machines are operating in bowling alleys, golf courses, laundromats, grocery stores, gas station convenience stores, wine and package liquor stores, a tobacco store, television repair shop, flower shop, pool supply shop, indoor amusement park and family fun center. A study of frequent video gambling players showed that the risk of frequent players reporting symptoms of problem and pathological gambling was elevated if they gambled weekly, spent $50 or more per session or played for more than an hour per session. The study, published in the Journal of Gambling Studies, found that video gambling was the most harmful form of gambling in Canada. People will gamble at casinos closest to home. Local residents who are “regulars” can gamble several times a day at one or more neighborhood casinos. When people gamble away all of their money, they borrow, steal and embezzle to keep gambling. It takes time for the problems of gambling to develop and come to light — addiction, lost work time, bankruptcy, child neglect, domestic violence, crime, embezzlement and suicide. One dad left his 3-year old son in the car while he gambled in a bar near a busy intersection at 11 p.m. He allegedly went inside to order food and played video gambling while he waited. A Tazewell County grand jury indicted a former employee of a residential facility accused of taking money from a disabled person to gamble. She also took two residents to a video gambling parlor. Burglaries of video gambling machines and ATM machines have occurred throughout the state, and video gambling establishments have been cited for underage alcohol sales. These are just a few of the crimes that have been documented during the past four years. Three casino companies have bought all or part ownership in video gambling companies that supply machines to local establishments. Why? Video gambling has fewer regulations, less oversight, lower taxes and operating costs and is an easier way to expand. A Change.org petition to keep Trump out of Bolingbrook has also been created and currently has 1,132 supporters. (FROM THE ARTICLE: For the first time in recent history, Illinois Republicans are vastly outspending Democrats in fall legislative races with the help of a wealthy governor determined to curtail a traditionally blue political landscape that has thwarted his agenda for two years. The more than $13 million the GOP’s main campaign committee has disbursed to House and Senate candidates so far — nearly all of it coming from Republican Gov. Bruce Rauner — dwarfs what either party has been able to spend sometimes in entire election cycles. And the Illinois Republican Party Committee still has $3 million from Rauner in the bank. “This is a new ballgame and we’re taking it very seriously,” said Rep. Barbara Flynn Currie, the Democrats’ House leader. Infusions of cash from the former venture capitalist demonstrates how much — and how easily — he’s willing to invest in pursuit of his goal to give his party greater influence in the state Legislature. The November results could determine the fate of Rauner’s proposals to weaken unions, pass business-friendly laws, impose term limits, and change the way legislative districts are drawn for years to come. They also will decide who has control of crafting a full state budget, which Illinois hasn’t had for over a year because Rauner wants Democrats to give him what he wants in exchange for raising taxes to help with a deficit that exceeds $5 billion. Rauner was elected in 2014 as a political newcomer promising to shake up the Democrats’ regime, but they’ve had supermajorities to block all his major proposals. His entry into politics and the spending power he brought with him has allowed Republicans to compete in more races — and a lot earlier than past years when Democrats’ financial resources were superior. Democrats have controlled both chambers of the Legislature since 2003 and have the nation’s longest-tenured state House speaker, Michael Madigan, who has held that post for all but two years since 1983. When Rauner was elected, he became the first Republican in 12 years in Illinois, a Democratic stronghold that hasn’t backed a Republican for president since 1988. Before Rauner, the Illinois Republican Party Committee spent $3.4 million on races in 2012. The Democratic Party of Illinois, meanwhile, spent $6.7 million. Both parties distribute money to candidates through several other committees so those totals don’t tell the entire story, but they’re indicative of each party’s past spending prowess, according to campaign disclosures The Associated Press analyzed dating back to 2006 from the Illinois State Board of Elections. “There’s never been a time in recent history where House Republicans have outspent House Democrats. It’s been a considerable disadvantage,” said Rep. Jim Durkin, the GOP’s House leader. Breaking the Democrats’ supermajorities in either chamber won’t be easy because the party enjoys advantages of 71-47 in the House and 39-20 in the Senate. But Durkin said Rauner’s money “for the first time in many years gives us a fighting chance.” Rauner has repeatedly declined to comment on the legislative races or his involvement in them. On the Democrats’ side, their party committees have been less active than the Republicans’ this year. The Democratic Party of Illinois and the Democratic Majority — two of the party’s biggest committees — have contributed a combined $1.6 million to candidates so far. But the Democrats’ candidates have individually amassed robust campaign funds. Democratic Rep. John Bradley, for instance, has $647,160 at his disposal for his closely watched race against Dave Severin in southern Illinois. That’s what makes Rauner’s money so significant in a state where Democrats tend to be more successful fundraisers. The majority of Severin’s $300,000 in campaign cash has come from the House Republican Organization committee, which is receiving large deposits from the Illinois Republican Party to funnel to candidates. Republican Rep. Michael McAuliffe, who Democrats are targeting in the Chicago suburbs, has also benefited from Rauner’s funding. The House Republican Organization has contributed nearly $1 million to his campaign. Television ads supporting McAuliffe have been airing since August, earlier than when either party usually hits the air waves. McAuliffe’s ads have even played outside his district. In the past, Republicans would’ve been reluctant to spend money in August when voters are less engaged. They just couldn’t afford it. In 2012, for example, the Republicans’ two major party committees spent just over $2 million combined from July 1 through Sept. 30. “Some of this spending has nothing to do with the election. It has to do with Rauner flexing his muscle,” said David Yepsen, director of the Paul Simon Public Policy Institute at Southern Illinois University-Carbondale.
