A week of Chicago broadcast TV ads costs about $660,000, and Illinois has a ton of other media markets from Rockford all the way down to the Kentucky border. The last public poll in this race showed that 68 percent of likely Republican primary voters had never even heard of Jeanne Ives. Gov. Rauner was leading Ives by 45 points in that survey and he is refusing to ever debate her again. So, it’s gonna take a lot more than a few thousand Facebook views, a day of positive earned media coverage and a million bucks to put Rep. Ives over the top. A lot more. Second, it is a manager saying I don’t really care if you have skills, what I really want is people with the correct melanin, genitalia, and sexual dysfunction or deviance. And take a close look at that picture. Do you really think women or homosexuals are UNDER-represented? Now, apparently, lawyers have got involved and Axios has taken down the ad. But they can’t get rid of the problem. Now any white male who answers the ad knows that he’s only being considered to the extent necessary to avoid a lawsuit. And they’ve gone a long way towards creating what would be called a “hostile work environment” for normal, white male employees because they’ve just been told there are too many of them. Full disclosure: I don’t really object to companies being able to hire whoever the hell they wish and state it up front. But that isn’t the law and if the law is to have any meaning whatsoever it must protect everyone, not just a chosen few. As it is now, too many federal workers are unaccountable to the public, have too much job security and get too many benefits Limiting federal government work to four or eight year terms is one sure way to at least partially alleviate this problem. . .But if scandals aren’t enough to convince you that something big needs to change, perhaps some harrowing financial facts will do the trick. America can’t afford to pay the liabilities we owe our current federal workers in pensions alone. A Moody’s report issued in October estimated that unfunded the liability for federal worker pensions alone is $3.5 trillion. That’s just the pensions, and not the health care and other benefit costs. There’s no simple and quick solution for this problem, but there are ways to make things better. Limiting every federal government worker to a certain amount of years on the job would be a good start to avoiding pension and benefit payments accrued over a lifetime on the job. A better and cheaper idea would be to pay them more in salary for a shorter tenure rather than reward them with a generous defined benefit pension for staying with a job they really couldn’t ever lose anyway. As it is, federal workers have enormous job security. In fact, it’s too much. It’s too difficult to fire federal workers, even those who perform badly. Firing federal workers involves a cumbersome process laden with appeals procedures and other roadblocks not seen in the private sector. A 2013 GAO report showed that the time period to fire a federal employee can take as much as 370 days. Pay for federal employees is also better than their peers in the private sector. Even a recent CBO report confirmed that federal workers make about 17 percent more on average. But why throw out the good with the bad? That’s a fair question when we’re referring to some seasoned and expert workers who will take time to replace. That’s another area where higher pay as opposed to guaranteed pensions for just sticking around should attract a steady stream of high quality replacements. Demand for government work, even temporary, has generally been strong in this country even in the wake of government shutdowns. But obviously, people in essential positions needn’t be forced to leave until suitable replacements are found. Federal worker term limits needn’t be enforced to the minute. The hope here is that by focusing our resources and attention to those truly essential positions, there will be a renewed effort to eliminate those non-essential positions in the first place. During the last shutdown, several agencies deemed most of their workers “non-essential.” Sure, that might only be a temporary designation. But that label should have us asking some hard questions about over staffing. When we get to the point where most federal workers truly are essential, maybe we can revisit the idea of limiting their tenure. The point is that as much as we want to respect our government workers, they are the ones who are supposed to be working for us and not the other way around. Getting the chance to serve their country and get paid better for it over four to eight years should be enough respect for anyone. Political appointees may feel the need to be beholden to the politicians who appoint them, but government workers should have some accountability to the taxpayers they’re supposedly serving. It is called “public service” after all. Either way, no net benefits come from a massive workforce that doesn’t really have to fear for their jobs, gets paid more than the rest of us, and isn’t really accountable to anyone. That has to stop, and the only way to effectively deal with this problem is to give each and every one of their jobs a real expiration date.)

(FROM THE ARTICLE: You want to avoid that fate, governor? Then quit whining about Mike Madigan and start acting like you would against any Democratic foe: Attack. Engage. Contrast your views and record with hers. There’s plenty of material to use, if Rauner chooses to do so. For instance, Ives told Crain’s editorial board last week she’d balance the state budget in large part by shifting the tax load to the people of Chicago and suburban Cook County. She’d do so by slashing aid to Chicago Public Schools under the state’s new formula, and by working to end the Obamacare expansion, which shifted to the federal government and, to a lesser degree, the state hundreds of millions of dollars a year in costs for caring for indigent patients at Cook County’s network of hospitals and clinics. Yes, that might mean a local tax hike, she conceded. Are you listening, Governor? Your opponent seems to favor a tax hike in Cook County, which, despite its reputation of being a Democratic stronghold, cast more than a third of the vote statewide in the 2014 GOP primary—a cool 428,345. When pressed if dropping Obamacare might also result in a reduction of health care to people without the funds to pay for it, Ives notes they run a nice voluntary dental clinic in DuPage County. Now, there’s a campaign plank that will sell with moderate voters, not only in Cook County but also in the five suburban collar counties, which provided another quarter of the statewide vote in the 2014 Republican primary. It has a real ring, doesn’t it? “Let ’em go to the free clinic.” Of course, most voters don’t know that Ives said that, because Rauner hasn’t told them. Over at the Tribune, Ives had another budget solution. If employee groups won’t cave with financial concessions, “lay them off,” she said. Right! Start with the state troopers and prison guards, and work your way down to university professors and doctors in the health department. The latter can use their free time to volunteer at the community clinic! Of course, Ives could spark another crisis like the one that left Illinois without a budget for two years. That certainly was a big success. Ives, at the Trib, also bragged about being one of a handful of lawmakers to vote against extending the state’s Edge payroll incentive program to woo jobs. I understand her zeal that lower taxes for everybody is the libertarian gold standard. But in a country in which almost every state offers something like Edge, unilateral disarmament would leave Illinois even worse off. Guv, you might consider communicating Ives’ stance on Edge to people who work for Amazon in Will County, Sears in Hoffman Estates and Ford at the Torrence Avenue plant, all of which received Edge. And you might cc: everyone who hopes to land a job at Amazon’s possible HQ2 here. There’s other material out there, material that could be effective not only in a general election against a Democrat, but in a primary against Ives. Sure, doing so would provoke some conservative voters who might not come home in November. But I suspect most of them already are mad over Rauner’s actions on abortion and so-called sanctuary cities. The question this fall: Would they rather have a liberal—or very liberal—Democrat in office? “I think Rauner’s folks are making a mistake. They need to take her straight on,” says one top party insider, who asks not to be named. In this predominantly blue state, that insider adds, the message ought to be: “A vote for Jeanne Ives is a vote for (Illinois House Speaker) Mike Madigan to draw the new legislative map that will be in place until 2031.” That source is right. You want to keep your job, Governor? It’s time to start acting like you mean it.)

State Senate President Pro Tem Kevin de León (D-Los Angeles) has changed his bill allowing those who donate to a new state-run nonprofit to receive relief on both their state and federal taxes. In the new version of the bill, those who give to the nonprofit will reduce their state income taxes by 85% of the donation plus receive a federal charitable deduction. Previously, De León was aiming to provide a dollar-for-dollar reduction in state taxes for those who donated. But tax law experts working on the bill with De León worried that amount could cause the federal Internal Revenue Service to crack down on the plan, and advised that a lower percentage was more legally defensible. “The proposed 85% tax credit … will give Californians the opportunity to fund programs they care deeply about while at the same time shielding them from some of the most egregious elements of Trump’s tax reform plan,” De León said in a statement. De León, who also is running for U.S. Senate, introduced his bill after Trump and the GOP-led Congress passed a federal tax overhaul that capped state and local tax deductions at $10,000, an amount that disproportionately affects high-tax states like California. De León’s measure aims to allow Californians who previously used the state and local tax deduction — primarily single- and joint-filers reporting annual incomes of $100,000 or more — to instead take advantage of the charitable deduction.)

Crain’s Chicago Business reports that Uihlein wrote Ives’s insurgent campaign a $500,000 check, giving it a boost even as Rauner attempts to look past the March 20 primary and towards likely Democratic nominee J.B. Pritzker. Uihlen’s defection from Rauner may also be a sign of things to come among conservative voters, who may be attracted to a strong alternative. Rauner won in 2014 on an agenda of reform, but has failed to deliver. He vetoed a tax increase by was overridden by the state’s Democrat-dominated legislature. Worse, from a conservative point of view, he broke a key pledge and signed a law expanding state funding of abortions. He also signed legislation making Illinois a “sanctuary state.” Ives is a solid conservative who graduated from West Point and served overseas in the U.S. Army. Her only political weakness is her lack of name recognition outside of her district in the western suburbs of Chicago. She trails Rauner by a wide margin in early polls. However, as Crain’s notes, having a sizable campaign war chest will help her advertise. Recently, Ives told Breitbart News: “Any time conservative voters know that there’s an opponent to Bruce Rauner, they’re motivated to come to the polls and work for me and vote for me. And that’s because my record is one of conservatism, and they are very upset at sanctuary policies, taxpayer funding of abortion, junk science on transgender issues, [and] bailing out Chicago schools with our school money.” Pritzker, like Rauner, is a billionaire with little prior formal political experience, although he has close ties to the state’s Democratic Party establishment.)

(FROM THE ARTICLE: State Rep. Jeanne Ives’ candidacy continues to roil Republicans as many in the GOP establishment embrace Gov. Bruce Rauner as their best hope in the general election, while conservatives dig in for the challenger in the March 20 primary. And if recent events are any indication, much of the battle will be fought in the suburbs. At a Rauner pep rally with DuPage County GOP leaders a week ago, some Republicans admitted to angst over how Ives, a social conservative from Wheaton, is splitting the party, although Rauner didn’t even mention her name. Instead, he said the real threat will come from Democrats in the November general election. “We can’t have Mike Madigan and J.B. Pritzker in total control,” Rauner said, referring to Illinois’ powerful House speaker and the Hyatt hotel heir who is one of six Democratic contenders for governor. Meanwhile, an undeterred Ives took the podium at Chicago’s Union League Club last week with her own posse of seven elected officials who back her candidacy. “It is unprecedented to have legislators in open revolt against the governor of their own party,” Ives said. The endorsement throwdown ramped up at Rauner’s event in Naperville, where DuPage County Board Chairman Dan Cronin told party members in a private meeting “we’ve got to stick together” to re-elect the governor. “Nobody likes a primary,” Cronin said later. “We can ill afford to fight among ourselves.” Backing Rauner were 14 local mayors, countywide elected officials and four state senators and representatives. But not everyone’s on that bandwagon. While Naperville Mayor Steve Chirico hosted Rauner last week, two days later Naperville Township Assessor Warren Dixon was among those backing Ives. Likewise, state lawmakers Patti Bellock and (Peter) Breen represent neighboring districts in eastern DuPage County. She came out for Rauner and he for Ives. Said Chirico: “I suspect there are some single-issue Republicans that will (endorse Ives) as well, but mainstream Republicans are behind Rauner all the way. In my view, Gov. Rauner has the only realistic chance of winning as a Republican in the general election.” Breen, a Lombard state representative, said “our country was founded on a tradition of vigorous public debate. For these reasons, I’d respectfully contend that the greater good is best served by an open, robust contest for the Republican nomination for governor.” Ives has made some headway in Cook County with an endorsement by the Republicans of Wheeling Township organization. Rather than seeing Ives as a quixotic choice, Wheeling Township Committeeman Ruth O’Connell thinks Rauner “hasn’t accomplished anything” and Ives “has the better chance.” Ives’ opposition to abortion and same-sex marriage won’t sit well with the majority of Republicans in Cook and DuPage counties who are “strong fiscal conservatives and social moderates,” countered Aaron Del Mar, Cook County Republican Central Committee deputy chairman. Ives’ opposition to sanctuary cities also means Hispanic Republicans are with the incumbent, Northfield banker and Republican Joseph Gomez predicted. On the fiscal side, “there’s no doubt the Republican business community will be with Rauner,” Gomez said. The Cook County Central Committee votes on endorsements Feb. 5. “We’re the battleground,” Del Mar said. “I think (Ives will) do well in conservative areas and downstate. It will be uphill in Cook and DuPage.” Cook County lawmaker Tom Morrison of Palatine disagrees. “Consider the numbers of Republican congressmen and General Assembly members who are staying on the fence or actively speaking up for Rep. Ives,” he said. “By his own policy decisions, Bruce Rauner is a man without the base of support he needs to win in a general election.” Just-retired Addison Township Republican Chairman Pat Durante was shaken by Rauner’s signing a bill allowing for Medicaid to be used for abortions. In both races, multiple local efforts formed sometimes intersecting and sometimes divergent forces aimed at taking down the incumbents. In Chicago, some groups focused on traditional phone and door-knocking outreach tactics on behalf of Alvarez’s challenger Kim Foxx. In Arizona, an organization received funding to send mailers targeting Republican voters to convince them that challenger Paul Penzone would do a better job at keeping them safer than his opponent. In contrast, each of us put our energies into grassroots campaigns that did not endorse anyone in the race. Instead, the #ByeAnita and #BaztaArpaio campaigns framed the races as watermark moments and motivated voters to set an example by taking down the incumbents for their racist behaviors. In these times, voters — especially voters of color — are cynical. (More eligible voters sat out the 2016 election, despite the stakes, than cast a ballot.) We would attribute this low turnout not only to extensive voter suppression efforts by the GOP, but also to decades of promises from Democrats who either fail to fulfill those promises, or campaign with the assumption that voters of color are a captive base. It’s created a broad disenchantment that any challenger has a hard time overcoming. Some candidates address this by continuing to count out or ignore segments of voters who are seen as notoriously hard to mobilize. Instead, they focus their efforts to tilt the turnout needle in their direction, aiming their messaging strictly at “high efficacy” or “reliable” voters. (Ironically, these “reliable” constituents are narrowly defined as people who have a history of turning out to vote in presidential and midterm elections. It isn’t defined as the Black women who reliably vote for Democrats at a much higher margin than any other demographic.) Others set up town halls and forums to get to know the candidates, particularly when they are lesser known than the incumbents.)

He lied to a cardinal,” she said, a reference to Cardinal Blase Cupich. Rauner would not say what he told Cupich about the abortion legislation, but called Ives’ allegations “outrageous.” “There are a lot of politics swirling around the bill,” said Rauner, who repeatedly added that “the simple fact is I support a woman’s right to decide.” The governor said his choice to sign the bill was either to “follow what I believe or do politics.” But Ives said the March 20 primary contest was a referendum on “character and courage” and that by signing the bill, Rauner was following the “agenda” of his wife, Democrat Diana Rauner. “This is more false vicious attacks,” Rauner replied. “Madigan loves everything that you’re saying, everything that you’re doing.” Ives interjected frequently while Rauner answered questions, seeking to make the most of their only scheduled forum. Rauner repeatedly asked Ives to allow him to finish and at one point used one of his favorite condemnations, “such baloney,” to describe one of her attacks. Ives contended Rauner was “responsible” for the state income tax increase that was enacted over his veto and that he now was making “unrealistic promises” by calling for it to be phased out. (FROM THE ARTICLE: The past year has been a tough one for the federal workforce. There was a hiring freeze at many agencies. For three days earlier this month, there was a government shutdown, leaving many workers to wonder when their next paycheck would arrive. Now, as President Trump prepares his first State of the Union address, one issue he is expected to take up, if not there then in his soon-to-follow proposed budget for fiscal year 2019, is reorganizing the federal bureaucracy. It’s a prospect that many in the federal workforce are dreading. Already, the state of the federal workforce is described as low. Morale “is the lowest that I have ever seen it in my just shy of 40 years” being a federal employee and working with federal employees, said J.David Cox Sr., president of the American Federation of Government Employees, which represents some 700,000 federal workers. Agencies, he says, are already short-staffed, with vacancies unfilled, and Cox worries pay will be frozen. “We are concerned,” Cox says, “because reorganization means let’s figure out a way to cut or do more with less and do away with services that the American people want.”)
