(FROM THE ARTICLE: The impending arrival of Donald Trump in the White House is creating a strange political landscape for Bruce Rauner to navigate at the governor’s mansion. The Republican governor spent the better part of a year refusing to discuss the eventual GOP presidential nominee and wouldn’t even speak Trump’s name. At the time, Rauner was trying to walk the tightrope of not providing Democrats with fodder to attack him during their budget battle while also not invoking Trump’s wrath by directly criticizing him. Now not only will Rauner continue to be asked to weigh in on Trump and every controversial move the future president makes, but he’ll be doing so with his own 2018 re-election bid at stake. Rauner remains the undisputed leader of the Illinois Republican Party, and Trump enjoyed widespread support Downstate in Tuesday’s election, even if he lost badly to Democrat Hillary Clinton in Chicago and the suburbs. Trump won 92 of 102 Illinois counties and racked up 50- and 60-percentage point margins in far southern Illinois. Disagreeing with Trump carries great political risk for Rauner among a key voting bloc two years from now. The great irony of Tuesday’s election for the governor is that as much as he and other top Illinois Republicans avoided or ran away from their party’s presidential nominee, Trump and his strong showing Downstate is a big reason Rauner was able to cut into Democratic nemesis Michael Madigan’s supermajority. Rauner wasn’t quite ready to field a spate of Trump questions the day after the election. The governor has kept a low public profile the past few weeks, and that continued Wednesday. His office issued a statement that didn’t mention the president-elect and said only that after “a long, grueling campaign cycle, both nationally and locally,” it was time to “put the election behind us” and “come together.”)

Even in Illinois, the only old Rust Belt state that went for Hillary Clinton, some were sensing a strong undercurrent for Trump. “I talk to a lot of people in my position,” said Bolingbrook Mayor Roger Claar, referring to conversations with other mayors. “One out of 50 was voting for Clinton. The vast majority were going to vote for Trump, but they weren’t going to talk about it because Clinton’s supporters were so vocal.” Claar was an open Trump supporter who threw a fundraiser for the candidate and was a Trump delegate at the Republican convention. But, Claar said supporting Trump could bring on a backlash that many wanted to avoid. Clinton won Will County with just less than 50 percent of the vote compared with Trump’s 44 percent. But Trump got almost 130,000 votes, and not all those voters were quiet about who they were supporting. Will County Board member Steve Balich, R-Homer Glen, said one question he faced frequently as he campaigned door-to-door was how he was voting for president. “Not everyone wanted to talk,” Balich said. “But when they did, usually they said, ‘Are you for Trump?’ ”  Balich was. But even the party establishment didn’t want local candidates to talk about Trump, he said. “The establishment Republicans were saying, ‘We can’t win Illinois. Don’t talk about Trump,’ ” Balich said. Signs of support  Balich not only talked about Trump, he passed out 350 Trump campaign signs because people wanted them. Balich started out with 100 signs he bought from the Will County Republican Party, which obtained them from the Trump campaign. After passing out the first 100 signs, he said, “I went back and got another 200. I passed all those out. I went back and got another 50 and passed them out.” There was speculation that Trump would hurt local Republicans by being on the top of the ballot. But in the days before the election, Will County Republican Party Chairwoman Kathy Havel said she expected Trump would help local candidates, noting the high demand for signs. “I thought he helped a lot,” Balich said of his campaign in District 7, which saw him re-elected. “But I didn’t run away from him. I don’t know what other people did.”)

(FROM THE ARTICLE: When employers come up with salaries, there are two different ways they think about how much a worker should earn. Jacque Simon, the public policy director for the American Federation of Government Employees (AFGE), a union, puts it this way: Should a salary be tied to the job itself, or to the individual hired to fill it? In the first scenario, employers decide what they are willing to pay for someone to carry out a certain role. In the second, the employer focuses more on the individual and what they are worth to an organization. Federal employers  fit into the first category, using a rigid pay scale similar to ones favored by labor unions. Labor unions view structured pay scales as a means of preventing discrimination based on gender, as well as age, race, and other categories. “Once you give supervisors in the federal government the ability to vary pay by individual, rather than job, they are going to reward the people they like the best,” says Simon. In the federal government, most white-collar jobs are governed by the General Schedule, which includes 15 general pay levels that vary based on the experience, skills, and education needed for a position. Each job opening is posted at one of these levels, so candidates can only negotiate within the minimum or maximum pay range (there are 10 steps within each level). The pay system, which was launched 1949, was designed to ensure that people with the same skills got paid the same salaries. Limiting salary negotiations benefits women because research shows that they are less likely to negotiate salaries, and are more likely to be penalized if they do. Also, giving hiring managers more discretion may introduce inadvertent biases when putting together an offer. This has been effective, but it still leaves room for some discretion, not all of it good. For example, some federal agencies base salary offers on what an applicant made at his or her previous job, which contributes to disparities in pay, according to the Office of Personnel Management, the federal agency that oversees hiring and payroll. So, this year, the office urged agencies to consider an applicant’s previous salary as only one of many factors in drawing up offers, because that number may be, as is often the case for female job candidates who left the workforce for several years, artificially depressed. (Though senior government executives are not paid within the General Schedule system, their pay scale is somewhat a continuation of it, with more discretion in pay negotiations.)

(FROM THE EDITORIAL: The public pension crisis in Illinois is a runaway train. So when we see someone actually try to apply the brakes, we take notice. The DuPage County Forest Preserve District this week approved a sweeping series of changes to its employee pay policies that leaders predict will save the county $6 million over the next 20 years. That might not seem like a lot of money, but it’s not chump change. What it is an important step in the right direction. Just think of how this could mushroom if similar steps were taken in many of the other 6,900-plus taxing bodies in Illinois. A story today by staff writer Robert Sanchez lays out how forest preserve commissioners have decided to ratchet down an established bonus program and also put the brakes on lump-sum payouts to qualifying or retiring employees for unused sick time. “These changes will curb long-term spending, especially in the area of pension costs,” Commissioner Jeff Redick said, “and allow us to responsibly serve the taxpayers and both our current and future employees.” The district for years has handed out longevity-based bonuses to retiring or qualifying employees that averaged $15,000 to $20,000. You don’t find that in a lot of private-sector jobs. Not anymore. Nor do you find many companies that still — if ever — reimburse employees for unused sick time. The district isn’t going to take money from people already expecting it. Like companies that have eliminated their 401(k) contributions in lean times, those employees who already are in the bonus program — called a “retention incentive” program — will still get bonuses, but starting Jan. 1 they no longer will grow. Those who haven’t yet qualified for the bonus program never will. The district also is putting limits on lump-sum payments for sick days accrued after the start of next year. What is even more important is that the forest preserve district has decided to eliminate both the bonus and sick time payback from the calculation of pensions. That in itself is expected to save $4.5 million in pension liability over the next 20 years. In a time when pension payments in some cases are reaching a tipping point with operational costs for governmental bodies, it’s important to look toward ways in which the private sector has managed to stay afloat in tough financial times. Other taxing bodies should follow this example.)

(FROM THE ARTICLE: Just hours after saying U.S. Rep. Peter Roskam was planning to vote for Donald Trump, spokesman David Pasch on Tuesday rescinded the remark. Instead, Pasch released a written statement saying Roskam is undecided on how he will vote Nov. 8. “Hillary Clinton has already disqualified herself by her actions and deeds,” Pasch wrote in an email Tuesday afternoon. “Donald Trump has 28 days left to convince him (Roskam) that he’s the right person to fix our broken tax code, bring accountability to the federal government, and restore American leadership to the world stage.” The statement is very different from what Pasch wrote in a Tuesday morning email. “I can confirm he is still planning to vote for Donald Trump,” the earlier email said. The confusion comes as other GOP leaders are distancing themselves from Trump after a video surfaced last week of a 2005 conversation in which the reality TV star talked about trying to have sex with a married woman and being able to grope women. Roskam, a Wheaton Republican, on Monday called Trump’s comments and the attitude they reflect “disgusting and corrosive.”  Last week — days before the scandal broke — Roskam said the election is a “binary choice” and he was planning to vote for Trump. (FROM THE ARTICLE: Much has been written about the increasing proportion of the electorate that is made up of minorities: African-Americans, Latinos, Asians and others. While Republicans’ grassroots hostility to diversity makes life very difficult for the GOP at the presidential level, important and under-discussed transformations have impacted white voters as well. The share of noncollege-educated whites has been cut in half since 1980. When Ronald Reagan defeated Jimmy Carter, nearly two-thirds of the electorate was made up of noncollege-educated whites. By 2012, that number had shrunk to just 37 percent. Meanwhile, as minority participation has risen, white college graduates’ share of the electorate has remained stable, so that in 2012, white voters divided about evenly between college and noncollege graduates.  That dramatic change in educational attainment presents profound political implications. Pew’s recently published compendium of party identification data helps sort through the numbers. In 1992, whites without college experience were more likely to identify as Democrats than as Republicans by a 9-point margin. In the quarter-century since, party identification among noncollege whites was closely contested, with Democrats holding on to a few more in some years and Republicans edging ahead in others. Beginning in 2008, the GOP margin with noncollege whites increased substantially, reaching 26 points this year. Despite what some would have you believe, this is not wholly an effect of Donald Trump. While the GOP advantage reached its current zenith this year, it had been moving strongly in that direction for the past eight. At the same time, a wholly opposite process is at work among whites who have graduated from college. In 1992, whites with a college degree were even more Republican than whites without a degree were Democratic. College-educated whites identified with the Republican Party by an 11-point margin when Bill Clinton defeated George H.W. Bush. But, beginning in 2004, that gap narrowed substantially — today, Democrats enjoy a 1-point edge with college-educated whites. That margin is fueled, importantly, by those with post-graduate experience. What was an even split in 1992 has grown into a 12-point Democratic advantage among those with a post-graduate education. So while Republicans are, and have been, making gains with noncollege whites, they are suffering continuing — albeit smaller — defections from whites who hold a college degree. In the long run, that’s bad news for the GOP, because while whites continue to shrink as a proportion of the electorate, noncollege whites — Republicans’ real base — are shrinking, too. Over the last 20 years, the percent of whites with a bachelor’s degree or more increased at about two-thirds of a percentage point a year, or 2.7 points every four years. Before conservatives start yelling about the liberal academic elite, it is worth noting that there is significant controversy about the magnitude and mechanism of what happens to political attitudes on campus.)
