(FROM THE ARTICLE: The House Republican Organization, the campaign arm of the House GOP in Springfield, reported Monday receiving a $2 million check from the governor. Some Republicans and their allies had been questioning Rauner’s intention to fund campaign operations for the fall while he focuses on his own re-election bid. Republicans have come to count on cash from the wealthy governor, an equity investor, and he has largely subsidized the state GOP. — ‘THE NEW GILDED AGE’ ILLINOIS INCOME INEQUALITY TOPS NATIONAL AVERAGE – Ted Cox (DIERSEN: From what I see, there is an above average disparity in income and in housing values in my precinct.)
https://www.oneillinois.com/stories/2018/7/23/the-new-gilded-age
(FROM THE ARTICLE: Illinois was one of eight states to top that disparity, but it was closest to the national average. In Illinois, the average income for the top 1 percent was $1.4 million, 27 times greater than the average salary for the other 99 percent: $52,000. It took income of $421,000 to make the top 1 percent nationally, $456,000 in Illinois. Lake County was among the top counties in the nation for what it takes to make the top 1 percent of residents, with a threshold of $994,000, 18th in the United States. The average income for the top 1 percent there was $3.1 million, 37.4 times greater than the average salary for the other 99 percent of $83,000. Even among the very rich, Illinois held its own. The study found that, of all income going to the top 1 percent nationally, half that figure was accrued by families in five states: California, New York, Texas, Florida, and Illinois. Frank Manzo IV, of the Illinois Economic Policy Institute, which is not affiliated with the national organization, said the data match his for Illinois. According to Manzo, 57,421 Illinois tax filers topped $500,000 in income in 2015, slightly more than 1 percent of the 5,667,344 total. With an average income of $1.56 million, they claimed 21.7 percent of all adjusted gross income statewide.)

(FROM THE EDITORIAL: Our 2011 Small Business Week coverage featured the Tech 25, a list of the people propelling the growth of technology entrepreneurship in Chicago. Howard Tullman was there, as CEO of his Flashpoint Media Arts Academy, since this was before he would go on to help create the 1871 Chicago startup hub. So were Sam Yagan, then co-founder of OKCupid, as well as Obama for America veteran Harper Reed and Lightbank partner Paul Lee, to name a few. We’ve since expanded the feature to an annual list of the 50 tech people you need to know now, and we’ve embraced founders of large companies as well as small ones while sprinkling in more financiers, heavyweights, connectors, dreamers, gurus and coders. Over the years, Crain’s technology reporter John Pletz, thanks to his deep and wide knowledge of the sector, has done an incredible job of producing each year’s list, keeping it fresh with new, diverse names while burnishing readers’ understanding of the perennial power players who have remained relevant year in, year out. This year, however, the editors threw John a curveball. With our ongoing Woman Up Project in mind, we asked him to create an all-female Tech 50 for 2018.)

— Seating squabble: Thursday’s Lincoln Forum debate between Republican Rep. Peter Roskam and Democratic challenger Sean Casten is sold out. The event was only supposed to have 100 audience guests, ideally supporters evenly split between the two candidates. But when tickets went on sale, Casten’s supporters gobbled them up. UNION LEADER
— Unions support workers – RICHARD BACKUS, New Boston (DIERSEN: IRS’s and GAO’s 40-hour work week and annual leave policies helped me to a) earn an MBA from Loyola in 1976, b) pass the CPA examination on my first attempt in 1979, c) earn a master’s degree in accounting from DePaul in 1980, d) pass the Certified Internal Auditor examination on my first attempt in 1981, and e) earn a master’s degree in financial markets and trading in 1997.)
http://www.unionleader.com/apps/pbcs.dll/article?AID=/20180718/OPINION04/180719439
(FROM THE ARTICLE: Right-to-work is not what it seems. Before labor unions, factory workers toiled six days a week, 12 hours a day. They often worked alongside children as young as 5 years old. Pay was terrible; there were no health benefits or pensions. It was the unions that gave us the 5-day, 40-hour work week, pensions, and other benefits. It was the unions that gave us the shared prosperity of the 1940s and ‘50s. Since then the unions have been under attack, to the point where we have the unconscionable situation of full-time workers at Walmart needing to go on welfare. Gov. Chris Sununu is a champion of “right-to-work” legislation. And now, in Janus vs. AFCSME, the Supreme Court (with Neil Gorsuch on the bench) has said it’s okay for employees not to contribute union dues. The phrase “right-to-work” sounds innocent enough, but make no mistake, it intends to weaken unions and increase corporate profits. We now have the most unequal society since the Gilded Age of the 1890s. And Republicans, the party of the 1 percent, as the recent tax bill demonstrated, have already signaled they are coming after Medicare and Social Security. If you care about fairness, equity, and a society that works for everyone, vote accordingly in November.)

UNION BULLETIN
— Political web-sites must be clearly marked Unfortunately, a troubling trend has surfaced in which political websites are designed to look like news sites to fool voters. – Editorial (DIERSEN: Ever-increasingly, mainstream news sources promotes the Democrat Party platform, Libertarian Party platform, Green Party platform, and foreign countries. Of course, they falsely deny it. GOPUSA ILLINOIS promotes the Republican Party platform and America.)
http://www.union-bulletin.com/opinion/editorials/political-web-sites-must-be-clearly-marked/article_bce204a4-8c41-11e8-9003-1352a6c3665d.html

(FROM THE EDITORIAL: When it comes to internet shenanigans at election time, the Russians don’t have the market cornered. A few members of the U.S. Congress — Democrats and Republicans — have set up “fake news” websites designed to sway voters in their direction so they can win re-election. Not cool. Tim Johnson of the McClatchy News Service reported that three sitting senators who are in the midst of tough re-election campaigns and one House member have created sites that look like internet news pages, but their aim is to put positive spin on the candidates. For example, Nevada Republican Sen. Deal Heller’s website, NevadaSenateUpdates.com, even has weather and calendar widgets on the top of its page, just like those of a conventional newspaper website. The “paid for by Heller for Senate” is in dim gray type on a black bar at the bottom, Johnson reported. On the other side of the aisle is a the faux internet news site put up by the Missouri Democratic Party — The Missouri Download — to promote the re-election chances of Sen. Claire McCaskill. Johnson reports that its declaimer is almost impossible to read. According to election watchdog groups, these are not isolated incidents, but a troubling trend. “These websites are designed with one thing in mind: to trick the reader into thinking they’re a legitimate news source. And anyone who says otherwise is being disingenuous. A label tucked at the bottom of a web page isn’t enough,” said Aaron Sharockman, executive director of PolitiFact, a fact-checking website. Brendan Fischer, of the Campaign Legal Center, a nonpartisan group on campaign finance and democracy issues, agreed. “You’d have to scroll all the way to the bottom and read the fine print to learn that these sites are actually generated by partisan political actors who are trying to win an election,” Fischer said, adding that structure of the websites indicates that “there is a degree of trust in the news media, and that’s why these candidates and parties are trying to emulate traditional news media sites.” While these campaign websites aren’t illegal, as the source and campaign information are included (albeit it in teeny-tiny print), there are certainly deceitful. All voters — Democrats, Republicans and independents — should be irked. Voters deserve better. Those in office, or seeking office, should want to get information out to the public that is positive to their campaigns and that costs doubts on their opponents. But this must be done in the open. When creating websites for these political purposes, make it crystal clear — in bright, big and bold letters — who is responsible for the content. Then the voters can judge for themselves the credibility. If the public doesn’t push back now on this dubious tactic, the proliferation will continue. It must stop.)

— Democrats try to rebuild the state party from the ground up – Rich Miller (DIERSEN: He who pays the piper calls the tunes. How much money has your Republican county and township/ward party organizations received this year from the Illinois Republican Party, that is, from Bruce Rauner?)
https://chicago.suntimes.com/opinion/illinois-democrats-blue-wave-rebuild-party/
(FROM THE ARTICLE: But last week, the county organization received a $5,000 check from the Rock Island County Democratic Party. Warren is one of 14 counties that received a total of more than $200,000 from the Rock Island Dems last week. Warren’s check tied with Effingham County’s for being the smallest. The Kankakee County Democrats received about $28,000. Kane County’s Dems received about $20,000. Williamson County got about $14,000. The Metro East’s Madison County Democrats have so far received the largest check in this initial round: $45,495. The Carroll County Democrats have raised an average of about $3,000 a year for the past 18 years, but they received $7,523.50 last week. As I’ve told you before, the Rock Island Democratic Party Chairman is Doug House, who also runs the Illinois Democratic County Chairs’ Association. Because state campaign finance laws allow unlimited contributions between county-level party organizations, the J.B. Pritzker campaign gave House’s Rock Island Democrats $1 million earlier this year as the first installment on its “Blue Wave Illinois 2018” program. . .Several county parties, particularly Downstate, have few actual precinct committeepersons. In Chicago and suburban Cook, precinct captains are appointed by local township and ward committeemen. They don’t have to live in the precincts assigned to them. Everywhere else, committeepersons are elected in their precincts — and it’s not easy convincing people to run for that office, particularly in overwhelmingly Republican areas. However, those county chairs can fill vacancies, and the appointed committeepersons don’t have to live in the precincts they represent, so a big push is on to get counties to a minimum level of 75 percent coverage. Some local party officials have also been told that the million-dollar contribution from Pritzker is just the first round. More party-building money is coming. By contrast, as of last week Gov. Bruce Rauner’s campaign had given a total of about $33,000 divided between nine county and township Republican organizations since the March primary. The Illinois Republican Party chipped in another $25,000 during the same time period for a handful of county organizations. J.B. Pritzker’s campaign has contributed $5.7 million to various Democratic groups and candidates since the primary, including big bucks to several suburban and Chicago political organizations. Pritzker’s campaign gave the St. Clair County Democrats $200,000 during the primary and it paid off big. Pritzker won St. Clair with 76 percent of the vote.)

(FROM THE ARTICLE: World Relief is one of nine organizations contracted by the U.S. State Department to resettle refugees. But the Trump administration has capped refugee admissions to 45,000 for the fiscal year ending Sept. 30 — the lowest figure since the Refugee Act of 1980. Advocates expect the actual number to reach roughly half that based on State Department statistics. World Relief’s suburban offices have resettled a combined 133 refugees through June. By contrast, those offices welcomed 652 refugees in fiscal 2016. More than 40 percent of this year’s refugees are from Myanmar; others are from Bhutan and Ukraine.)

GOPUSA ILLINOIS
— If you are a conservative Republican, what discourages you from helping elect Republican candidates? For me, it is the candidate’s failure/refusal to defend/advance a) the traditional family, right to life, immigration, Second Amendment, and the rest of the planks in the Illinois Republican Party (IRP) platform and/or b) the illegal drugs, equal opportunity (no race or gender based preference giving), and the rest of the planks in the Republican Party platform. For me, it is the candidate’s failure/refusal to oppose the promotion of dependency on government, dependency on charity, LGBTQ activity, abortion, mass/illegal immigration, diminishment of Second Amendment rights, booze, gambling, pot, and other vices, patronage, political affiliation discrimination, reverse discrimination, age discrimination, and retaliation. In Illinois, the more actions that “Republican” activists, candidates, elected officials, party leaders, major donors, political consultants, etc. take against the IRP platform, the more that they shout that they are really Democrats, Libertarians, Greens, or RINOs. To get votes from Democrats, from Libertarians, and from Greens, “Republican” candidates who run as RINOs, that is, who run as anti-Republicans, want Republicans to oppose them. Which candidates on the November 6, 2018 ballot in your precinct are you going to help elect? Which of those candidates really do not want you to help elect them? The moderator is Fox 32’s Political Editor Mike Flannery. Think of him as the John Legend of political theater. He’ll be guiding a cast of characters—the long-established Republican (Roskam), the scientist/entrepreneur who’s not afraid to take shots at the veteran (Casten) and a group of eager, breathless political savants (in the audience) Hillary Clinton won this predominantly Republican Sixth District. “This is the kind of district that Democrats have to win to take the House,” Flannery told me. “If Roskam is able to hold this seat, then that substantially brightens the prospects that Republicans might hold the House.”)

WIRE POINTS
— Overpromising has crippled public pensions. A 50-state survey – Ted Dabrowski and John Klingner (DIERSEN: QUESTION: Why do employers in the public sector give their employees more generous pensions than employers in the private sector give their employees? Consequently, to get and retain employees, public sector employers have had to give their employees more generous pensions.)

http://www.wirepoints.com/dear-trustee-jones-and-similar-wirepoints-critics-name-calling-and-censorship-wont-protect-you-from-numbers-and-facts-quicktake/
(FROM THE ARTICLE: Kimberly Jones is a trustee of Maine Township, Illinois. Because her comment about us at Wirepoints, made at an open board meeting, is pretty representative of what we hear from those who don’t like us, let me respond, to her and her kind. At a township board meeting last month, she said, ”Wirepoints is not a legitimate newspaper and is a political propaganda paper, not something that should be brought up in a governmental body.” (1:14 mark.) She was responding to a particular Wirepoints article from February by my colleague Ted Dabrowski highlighting how much taxes had increased and how little private sector incomes had risen in the township. Her “argument” is really just a variation of “arguments” all too common. They’re usually comprised of little more than ad hominems and some way to muzzle us is often the hope. Ms. Jones, you can start by going through our article to see that all our data came from credible, official sources. Which ones were wrong? What evidence do you have to the contrary? We spend extraordinary amounts of time trying to get our facts and numbers right. We use original sources and link to them whenever possible. We routinely publish opinions and analyses we don’t agree with. Our work has been cited approvingly in Barron’s, the New York Times, Wall Street Journal, Forbes and many other publications. If we get something wrong we correct it, though I’m proud to say we’ve published nothing with a material error I know of in the five years we’ve been around, despite the complexity of what we cover. As for us being political, all of us at Wirepoints forego any campaign activity and political support, but if being fiscal realists is political, so be it. We wear that on our sleeves. We make no effort to hide our contempt for politicians, both Democrats and Republicans like you, who stand against reforms needed to restore Illinois and its municipalities to financial stability. Above all else, we believe in freedom of expression and the marketplace of ideas, especially in government forums like your board meeting at which you think our research should be suppressed. So, to you and others who offer nothing beyond name-calling, put up or shut up. And as for any call for us to be banned from township meetings or anywhere else, drop dead.)

WASHINGTON TIMES
— Trump’s strategic war on the media – Jennifer Harper
https://m.washingtontimes.com/news/2018/jul/19/inside-the-beltway-trumps-strategic-war-on-the-med/
(FROM THE ARTICLE: Voters already know that President Trump has confronted a hostile news media, which has produced an unprecedented amount of negative coverage aimed at his campaign, presidency and administration for three years. The practice ultimately may backfire on the press; Americans dislike the media almost as much as the media dislikes Mr. Trump. Almost. Meanwhile, the president continues to maintain an adequate arsenal of ways to counter his journalistic foe. Mr. Trump has a fearless staff. He has a productive relationship with a handful of very powerful news organizations which support him. He bypasses the mainstream media with tactical tweets and social media outreach, issued at all hours. Most importantly, perhaps, Mr. Trump is an irresistible newsmaker and a hands-on master at creating a nimble counternarrative; he both infuriates and fascinates those journalists who attack him, squawk at one another — then race to craft a story. This has been going on since that pivotal moment when Mr. Trump announced his intention to run for president on June 16, 2015. “Politicians are all talk and no action. They will not bring us, believe me, to the promised land,” he told the crowd. But wait, there’s more. Mr. Trump also continues to issue his own substantial public opinion polls, as he has done since his campaign. The latest version is a collection of 27 questions, described by Mr. Trump in the public outreach as a “Mainstream Media Accountability Survey to show the media that the American people are fed up with the Fake News Machine.” He is succinct. Among the questions: “Do you believe the media disdains conservatives?”; “Do you believe the media fails to report on Democrats’ scandals?”; Do you believe that the media purposely tries to divide Republicans in order to help elect Democrats?”; “Do you believe that the Republican Party should spend more time and resources holding the mainstream media accountable?”)

WALL STREET JOURNAL
— (State pensions are) Doomed A new study shows that benefits are rising faster than GDP in most states. – Editorial
https://www.wsj.com/articles/why-your-pension-is-doomed-1532042985
(FROM THE ARTICLE: Pension costs are soaring across the country, and government unions blame politicians for “under-funding” benefits. Lo, if only taxes were higher, state budgets would be peachy. The real problem, as a new study shows, is that politicians have promised over-generous benefits. In a novel analysis, the Illinois-based policy outfit Wirepoints compared the growth of state pension liabilities relative to state GDP and fund assets. Most studies have examined “unfunded” pension liabilities, which is the difference between current assets and the present value of owed benefits. But this obfuscates the excessive pension promises that politicians have made.)

https://www.federaltimes.com/federal-oversight/congress/2018/07/19/house-moves-forward-on-feds-restricting-bills/
(FROM THE ARTICLE: The second bill, the Modern Employment Reform, Improvement and Transformation (MERIT) Act, would reduce the advance notice that an agency must provide to an employee it intends to discipline or remove from 30 days to 15 days. Employees then have, at maximum, seven days to answer to the proposed action against them. “The Civil Service Reform Act of 1978 created a special authority to remove or demote poor performers. However, the GAO found that removing a poor performer under this special authority, which requires a performance improvement plan, can take six months to a year, and sometimes significantly longer. This does not reflect the significant time during an appeal, should things not proceed during the performance improvement plan,” said Rep. Paul Mitchell, R-Mich. “This bill repeals that special authority.” Rep. Elijah Cummings, D-Md., characterized the bill as an attack on federal employees and their due process rights. “The provisions of H.R. 559 would allow broad congressional edict to micromanage agency personnel procedures and limit the ability of the federal workforce to seek justice when treated unfairly by management. The bill does not afford federal workers accused of performance or disciplinary issues adequate time to mount a credible defense and blurs the procedural line between performance-based and disciplinary actions,” the AFGE letter said. The bill passed on a vote of 19 to 11.)

https://www.govexec.com/management/2018/07/va-letting-senior-officials-hook-while-disproportionately-punishing-whistleblowers-audit-finds/149897/
(FROM THE ARTICLE: Congress has for years worked to reform the disciplinary process at VA, with President Trump last year signing into law new procedures that expedite firings and make it easier for the department to prove its case. Those changes may not have taken into account internal failings within VA, the Government Accountability Office found, as it consistently fails to document evidence against employees and notify them of their rights. Additionally, while last year’s Accountability and Whistleblower Protection Act sought to protect employees who attempted to shine a light on shortcomings within the agency, GAO found whistleblowers were far more likely to face adverse actions after reporting misconduct. One in 10 employees who brought issues before the Office of Special Counsel were slapped with discipline that same year, compared to one out of 100 VA employees overall.)

I earned credits toward a Civil Service Retirement System pension 1966-1969 while I worked for the Post Office, 1971-1980 while I worked for IRS, and 1980-1997 while I worked for GAO. I should write a book about my critics/opponents, their operatives, and their dupes a) never tried to get a job that provided pension benefits and/or b) failed/refused to qualify themselves to get a job that provided pension benefits. (FROM THE ARTICLE: When officials at Ford Motor Co. heard that Ms. Nasief, who is known for having participated in the campaign for women’s right to drive, wanted a Mustang, the manufacturer offered to give her one. She asked for the powerful performance car in yellow and black, the colors of her local soccer team, Al-Ittihad, of which she is a die-hard fan. Since it was delivered July 9, she has been driving the Mustang almost nonstop. She zooms down Jeddah’s palm-lined avenues. often with the top down despite sweltering heat, giving rides to various groups of her 16 grandchildren. “I love this car because of its roar,” said Ms. Nasief. “Everybody is staring at me because I’m a woman in a sports car. But why not? We are even better drivers than the men, to be honest.” Ms. Nasief keeps one hand on the steering wheel and the other on the horn, blasting male drivers who fail to use turn signals or who talk on a cellphone while behind the wheel, both common sins on Saudi roads. “If I see them behave badly, I go ‘beep beep!’” she said. “We’ll teach them how to drive.”)
