(FROM THE ARTICLE: The focus on D.C. allows the first-term governor to show supporters he has a plan for delivering on the promises he made as a candidate despite losing a two-year budget battle with Democrats over the summer. And it comes as Rauner prepares for a re-election campaign in which he needs to win back his conservative base after his approval of controversial abortion and immigration legislation left many of them angry. Much of the major legislation Rauner signed this year — an overhaul of the state’s education funding system and a boost in spending on schools; a bill protecting immigrants from federal deportation efforts; an expansion of taxpayer-funded abortions; and a new law allowing automatic voter registration — are measures that Democrats first pushed. Left undone is his promise to get the state’s financial house in order, which hinged in part on cutting the cost of Illinois’ unionized government workforce. Speaking to a gathering of business leaders in late September, Rauner said he was turning to Washington for help with one part of that effort — getting control of Illinois’ massive pension debt, which stands at about $130 billion and ranks among the worst in the nation. “We need the help. We need the help because the system’s rigged. Can’t change it, can’t fix it,” Rauner said. As a candidate and as governor, Rauner had proposed cutting pension costs by transitioning workers to less generous benefit packages or 401(k)-style retirement plans. But past attempts to cut retirement costs have run up against legal problems. The Illinois Constitution stipulates that benefits cannot be “diminished or impaired” once they are bestowed to workers, and the state Supreme Court has stood by those words. The governor thinks Congress can release the state from that restriction by passing a law that would give states permission to come up with cost-saving changes to their pension programs. The option would be available to states only after they had established that spending money on workers’ retirement plans is hampering other essential services.)

Bruce Rauner given the governor’s recent signature on a bill that expands the public funding of abortion, the congressman told POLITICO. Roskam, the Ways & Means Tax Policy chairman who is taking a lead role in an effort to overhaul the U.S. tax code, is the highest-ranking elected official in Illinois to potentially pull back from Rauner after the governor signed HB40. The new abortion law — which Rauner had promised to veto — has so infuriated conservatives, they are now talking about drafting a potential primary opponent to challenge Rauner. Roskam said Rauner’s move to sign the bill was “fundamentally out of step” with his congressional district. “I’ve got to reevaluate that and I’ll reevaluate that in the right time,” Roskam said Thursday when asked if he still supported Rauner. “Signing HB40 was a huge mistake on the policy and it was a huge mistake on the politics. The policy, this is the home of Henry Hyde, the author of the Hyde Amendment and I am his successor.” Roskam himself is facing a reelection challenge and Democrats are lining up to oppose him next year after Hillary Clinton won Roskam’s district in 2016 even as Roskam was reelected. “People have a wide range of views on the question of abortion, and right to life and so forth. But there’s a lot of agreement on this notion that taxpayers ought not to be compelled — and particularly in this environment — to pay for this,” Roskam said. “The politics are very challenging, I think. A big part of the coalition that elects Republicans is a pro-life constituency at a core and I think politics and policy make this error more and more glaring over time … It is a position fundamentally out of step with my constituency.” Is it a sign of a more sizable pulling away from Rauner? While Illinois’ Republican delegation jointly sent out a statement condemning Rauner’s action at the time of the bill signing, so far only Roskam has raised the possibility of withholding support. U.S. Rep. Rodney Davis, R-Ill., said Thursday Rauner still had his backing. From a Davis spokesperson: “Congressman Davis is pro-life so he was obviously disappointed in Governor Rauner’s decision to sign HB 40 but he has worked with the governor on many issues beneficial to the 13th district and will continue to do so. Politics will play out but Congressman Davis will continue to work to improve the state of Illinois.” Other Republicans from the delegation — Darin LaHood and John Shimkus — did not respond to inquiries about whether they still stand behind Rauner. A spokesman for U.S. Rep. Randy Hultgren said only that the statement from the HB40 signing still stands.)

Even as millennials become the biggest cohort in the labor force, the median age of all U.S. employees has crept up from 30 to 42 over the past 30 years. But when it comes to getting older, a POLITICO analysis finds, the private sector has nothing on the U.S. government. The U.S. just elected the oldest new president in history, and Congress, too, has been getting consistently older, with its average age now up around 60. But the vast majority of the government consists of the 2 million-strong federal civilian workforce. And thanks to slow-moving hiring practices and a huge cohort of baby boomers who haven’t retired at the predicted rates, it has grown significantly older than the American workforce overall. Today, just 17 percent of federal workers are under 35 years old. (In the private sector, almost 40 percent are.) And more than a quarter of federal employees are now older than 55. In some agencies, the upward age shift is even starker. Sixty nine percent of NASA’s workforce is over 45 years old. At the Department of Housing and Urban Development, it’s 70 percent. At the tiny Government Publishing Office, it’s even more extreme—80 percent. In principle, there’s nothing wrong with older workers: They have more experience than younger ones and employers often report that they are more attentive at work. Age discrimination is not just illegal, but strips companies of experience and judgment; it’s fair to say that plenty of Silicon Valley companies might benefit from the perspective of a more experienced cohort of employees. But workplaces that shift too far in any direction can suffer. There is evidence that offices with more older workers are less productive and, due to their workers’ age, more expensive; health care costs are especially high, and a wave of retirements would leave the government on the hook for a major increase in pension spending. And broadly speaking, if the government is supposed to reflect America accurately—making small and large policy decisions that affect every aspect of the country—it’s only reasonable to expect that the federal workforce should reflect the generational makeup of the country. Given the stereotypes about government employees, it’s easy to assume that federal worker protections have led to a vast army of aging-in-place bureaucrats who simply can’t be removed. But organizational experts and former federal human resource managers say the problem is more complicated than that, and more troubling for good governance. They see an ineffective hiring system that is decades out of date. They have spent years warning policymakers that rules and laws were inhibiting their ability to hire and train new employees. After giving their full support to the election and reelection of President Obama, white-collar feds —with the backing of most Republican politicians — were hit with a three-year pay raise freeze. Many got semi-automatic time-in-grade raises, but the January pay raises didn’t happen. Regular annual special cash awards and recognition to outstanding career senior executives were skipped or downplayed by the Obama administration. Some feds feel like the Democrats take them for granted and Republicans take it for granted that most government workers are Democrats. . .So if Republicans want to drain the swamp because they believe it is infested with highly partisan bureaucrats and if Democrats take feds for granted, has anybody got a Plan B?)

Peter Breen plans to announce today a concerted pushback to the HB40 abortion bill just signed into law — including legal action and a new legislative proposal. “We’re going to be dropping a bill on the House and Senate on prohibiting taxpayer funding of abortion,” Breen, who is also the Republican House floor leader, told POLITICO. The proposed legislation is not an attempt to repeal the full HB40 abortion bill that Gov. Bruce Rauner signed into law, setting off a firestorm within his own party. This legislation, according to Breen, would focus on the taxpayer funding portion of the HB40 and not the trigger law. Breen described the legislation as modeled off the federal Hyde Amendment. “This bill really is a fresh start. That was always the real problem with HB40, was the taxpayer funding of abortion.” Whether the potential legislation has hope of surviving in a Democratic-dominated General Assembly is another question, however. Legal challenge — Breen, an attorney for the Thomas More Society, said there’s movement to contest HB40 in court, arguing that the effective date in the bill is in error. Instead of Jan. 1, it should be June 1st, Breen argues, since the bill wasn’t released until well past May 31. Democrats used a parliamentary move to delay sending HB40 — and other bills — to the governor for months. Breen said a lawsuit could work to put on trial that practice, which he argues goes against the spirit of the law. “That is worth filing a lawsuit. The Democrats have been playing games with this on multiple bills. Holding bills over until after May 31 is not in the constitution. That is something we are very actively pursuing,” Breen said. “At the very least what our argument would be, is it can’t be effective until June 1st.” That five months means the state wouldn’t pick up the cost of potentially thousands of publicly-funded abortions, he said. His signature made Illinois the first state in the nation to enact such a law. Legislation not even contemplated by prior Democratic governors and legislatures was signed by a Republican. The clichéd diagnosis is that Illinois is broken and that the problems are so great that we cannot overcome them without a political savior—someone who has achieved an elite status. This defective tendency illustrates the real problem in Illinois, and how we have come to hold a bottom rank in every economic indicator (highest property taxes in the nation, heaviest overall tax burden, lowest bond rating, highest unemployment in the Midwest). Far from being broken, Illinois is operating exactly as those in charge intended. Illinois Is In the Midst of Financial Collapse  As my first term ended in 2014, the state was collapsing. Illinoisans were finally waking up, and not a minute too soon. We found hope in Rauner’s candidacy. He was a political outsider who promised to “Shake Up Springfield.” We were impressed with his business acumen and galvanized by his reformist mission. So we were willing to give him the benefit of the doubt when he promised he had “no social agenda,” despite his generous donations to Planned Parenthood. Since his inauguration, Illinois’ backlog of unpaid bills is higher. Our unemployment rate and unfunded pension liability remain bleak. Corruption and cronyism continue, as a single lobbyist connected to the Rauner administration secured 2,800 state contracts worth nearly $17 billion. And a budget impasse that put social service providers into crisis was ended by a massive tax hike with no structural reforms. This is what “working together” looks like in Illinois: submission to the agenda of the majority party and the entrenched interests who fund their campaigns. Illinois politicians serve a constituency. It’s just not the families in their communities. They serve special interests who fund their campaigns: public-sector unions, crony capitalists, and other groups that feed on government. What Other Rauner Promises Will We Find Were Lies? Last April, Rauner publicly promised he would veto a bill that would force taxpayers to pay for abortions through all nine months of pregnancy. He lied. He signed the bill with a shrug of his shoulders, stating “I have always been pro-choice and I always will be.” Meanwhile, Illinois is ranked 48th in the nation in providing for our developmentally disabled—people who through no fault of their own need state aid. Families and businesses in this state want resources applied efficiently to the numerous problems we already have. Yet Rauner committed our limited Medicaid dollars to highly controversial, elective medical procedures. The decision was a slap in the face to every struggling family who put their trust in the reform governor with no social agenda. For Rauner, like the machine politicians before him, winning elected office was not about advancing a set of principles to spur transformative policy change. Winning office was a mechanism through which he could distribute goodies and favors to friends and allies of convenience, in this case Planned Parenthood. The cost of this law could approach $20 million. In a state with presumptive eligibility for pregnant women to receive Medicaid, there is also a real possibility that Illinois taxpayers will pay for abortions of women from surrounding states who falsely claim to be residents. The state has had enormous problems in the past with high numbers of ineligible folks on Medicaid. In all this drama, the families of Illinois are forgotten and left to pick up the tab. Already on the hook for the highest property taxes in the nation, many families face unemployment as businesses bleed into more friendly states. Other families are trying to keep their heads above water, having seen needed social services reduced or eliminated over the past three years. So, as pundits and pols rant and rave in the papers and on social media, too many families quietly pack up and leave. Even those who are doing well look at state politics and wonder why they would entrust their family’s future to these “leaders.” Here is what Illinois families should know: While the concentrated power in Springfield seems daunting, the people have the collective numbers, resources, and values to end Illinois’ rigged political culture. Illinoisans deserve bold leaders, and in 2018, they can pick those leaders willing to fight for them to own a home in a safe community, to have access to quality schools, to be able to count on basic services when they are in need, and to have the opportunity to build their lives and pursue happiness.)
