CRAIN’S CHICAGO BUSINESS
— Rauner vs. Ives: A nasty war for control of the Illinois GOP – GREG HINZ
http://www.chicagobusiness.com/article/20171204/BLOGS02/171209960/illinois-republican-governor-race-war-for-control-of-the-party
(FROM THE ARTICLE: She described him as a man who “sold out” to Chicago Democrats, not only allowing a tax hike to pass but also signing laws making Illinois a haven for illegal immigrants and allowing taxpayer funds to pay for abortion. He laughed the charges off as “baloney”—then said in so many words that he, and not she, is the person who can keep state government on the path of honesty and stop it from totally being turned over to the control of Illinois House Speaker Mike Madigan. There wasn’t much subtlety today as—with everybody’s nominating petitions finally filed—the GOP primary race for governor started off with a bang. Incumbent Gov. Bruce Rauner and challenger state Rep. Jeanne Ives of Wheaton are ready to rumble. Ives, a West Point graduate who has become a champion of fiscal and economic conservatives, started off the exchange with an internet video post in which she labeled the incumbent “Benedict Rauner,” echoing a line first used by Illinois Policy Institute chief John Tillman. It’s a clear sign that, in the era of Donald Trump, Ives intends to tap into the same sort of populist fervor against “the ruling class” that made him president. Ives said she believed Rauner four years ago when he promised to shake up the state. But she added: “The tough-talking dude on a Harley with no agenda turned out to be an empty Carhartt jacket. We were promised a conservative reform governor. Instead we got an Ivy League gender studies professor.” In a later news conference, Ives toned it down a few notches, but argued that Illinois needs a chief executive to keep a lid on taxes in a way that Rauner has not. The first three items on her agenda: lowering property taxes, attracting more jobs and going after corruption at every level of government. Rauner allies argue he has tried to do all of those things, only to be blocked by large Democratic majorities in the House and Senate, and by some Republicans who broke party ranks to back the increase in the state income tax. Rauner himself, meeting with reporters shortly after Ives, shrugged off her attacks, as well as a nasty article last week in the National Review, a leading conservative publication, declaring him the worst GOP governor in the country. Regardless of what that “political hit piece” said, Rauner contends, the truth is that it was Madigan who blocked the kind of reforms he wants. And, he continued, he is better positioned to hold off the speaker and whomever turns out to be the Democratic nominee for governor. His message to GOP primary voters: “I will win the general election. I will win it, and if we don’t win it, nothing else matters.” He was referring to upcoming reapportionment after the 2020 census, and Democratic talk about implementing a graduated income tax the governor said would hit many middle-class families. Asked if he was saying Ives is too conservative to win a general election, Rauner gave the same answer—”I will win”—eventually adding, “I have the best chance of anybody in the state to win the general election.” He then went on to rip Madigan, saying the speaker “has become a millionaire” by preserving a “rigged” property tax system that benefits Madigan’s property tax appeals law firm. On paper, Illinois history would suggest that while firebrand conservatives such as Ives draw a lot of attention, in the end, relative moderates prevail in what never has been a leading conservative state. That certainly was the case with prior Govs. Jim Thompson and Jim Edgar, who fought off conservatives. Beyond that, Rauner has the financial resources to spend whatever it takes. Ives has collected around $300,000 so far with contributions from investor Peter Huizenga, railroad asset lessor Vince Kolber, Chicago Bears owner Virginia McCaskey and others. Rauner had $65.5 million in his main campaign fund as of Sept. 30. She could even that up somewhat if wealthy conservative businessman Richard Uihlein switches sides and supports her; Ives said today she’d accept funds from him, despite his financial role in backing Alabama Senate hopeful Roy Moore. But it’s far from clear that will happen. On the other hand, as Trump has shown, many of the old political rules are in question now. The state’s GOP establishment is not what it was, with some congressmen and other leaders so far sitting out the race. Will Rauner go negative in a big way if polling shows Ives is pulling ahead? It’s too soon to tell in what’s shaping up as a lively, perhaps all-out battle for control of the Illinois Republican Party.)

(FROM THE ARTICLE: While Big Marijuana pours millions into Illinois, leftist lawmakers, giddy about a tiny new revenue source to aid their insatiable spending, ignore the unmistakable damage legalization is causing Colorado. Colorado now ranks No. 1 in the entire nation for marijuana use among teens, scoring 55 percent above the national average, says the National Survey on Drug Use & Health. Colorado high school drug violations have increased 71 percent and suspensions for drugs have increased 45 percent since legalization. Based on alarming research by the Denver Post, drivers in fatal car crashes who tested positive have doubled since legalization. Residential neighborhoods reek of marijuana, as do warehouse growing operations along major freeways. As if that isn’t enough, the Colorado homelessness growth rate now ranks among the highest in the country. The bottom line is this: Does Illinois want more drugged drivers on our roads, more buzzed employees on job sites and more stoned students in our homes and schools? (FROM THE ARTICLE: But the changes could drastically affect Illinois residents who deduct mortgage interest and property taxes when they file their federal income taxes. As president-elect of the National Conference of State Legislatures, state Sen. Toi Hutchinson, D-Olympia Fields, sent the four Congressional leaders a letter Nov. 16 opposing elimination of the state and local tax (SALT) deduction. “Eliminating or significantly modifying this deduction will lead to higher tax burdens for tens of millions of middle-class taxpayers of every political affiliation, an outcome contrary to the stated goal of providing meaningful relief to taxpayers,” said the letter co-signed by outgoing NCSL President Deb Peters, of South Dakota. Other deductions, including charitable donations and medical expenses, also could be eliminated. The personal exemption could be repealed.)

Let’s call them the Grumpy Middle. They are unhappier than previous generations. And they’ve been this way for years. Typically, people 45 to 54 are more likely than others to say they are “pretty well satisfied” with their financial situation, according to the University of Chicago’s General Social Survey. Then the generation born between 1962 and 1971 started to reach their current age range — and bring their longstanding economic dissatisfaction with them. By 2016, as middle-aged Americans, they were 12 percent less likely to say they were satisfied financially, and 18 percent more likely to say they were unhappy.)

— House Votes to Double Probationary Period for New Feds – Ian Smith (DIERSEN: My Democrat GAO superiors, supervisors, coworkers, and subordinates were furious that when I transferred from IRS to GAO in 1980 when I was 31 years old, that because I had been under a probationary period at IRS, I was not under a probationary period at GAO. Nevertheless, they did everything that they could to get rid of me. They forced me to take an $18,847 pay cut in today’s dollars to transfer. GAO audits IRS. They kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO. They gave me unfair performance expectations and unfair performance appraisals. They assigned me to work for, to work with, and to supervise the office’s most problematic employees. They did not promote me beyond GS-13. They always ranked me in the bottom half of my coworkers for pay-for-performance purposes. They forced me to retire in 1997 when I was 49 years old, and even worse things. In my defense, I completed the requirements for a master’s degree in accounting from DePaul in 1980, passed the Certified Internal Auditor examination on my first attempt in 1981, became a licensed CPA in 1981, a Certified Fraud Examiner in 1990, a Certified Government Financial Manager in 1994, a Certified Financial Services Auditor in 1996, and a Forensic Accountant in 1997. In addition, I completed the requirements for a master’s degree in financial markets and trading from IIT in 1997.)

(FROM THE ARTICLE: Hi, Rich, One of the golden rules of journalism is to stick to the facts. Unfortunately, a hit piece published by Gateway Journalism Review missed the mark. The authors of this piece set out not to investigate the truth, but to build a case to support a false premise they’d already convinced themselves was true. Virtually every paragraph is riddled with inaccuracies or distortions. It’s important to note that before maligning the Illinois Policy Institute, the authors of this piece failed to pick up the phone and talk to the Institute. They even failed to offer our organization a chance to comment. If the authors had extended this basic journalistic courtesy, perhaps they could have avoided the many inaccuracies in their piece. Our bias — as the authors like to refer to our point of view — is to advocate for policies that empower the people, not the government. We believe in fiscal responsibility, limited government and reforms that will grow the state’s economy. It’s very clear that Gateway’s complaint about our organization isn’t a process disagreement over modes of operation, which nearly every media organization has confronted and experimented with as new media has reshaped the landscape. It’s a desire to silence different points of view and new ways of reaching the public. Hit pieces like this don’t make journalism better. They make Illinois worse. John Tillman)

BELLEVILLE NEWS DEMOCRAT
— In St. Charles speech, Trump says tax plan will bring back jobs, help Main Street – JOSEPH BUSTOS (DIERSEN: From what I see, outrageously, under Republican “tax plan,” the more that your itemized deductions have been, the more federal income tax that you will pay. My and my wife’s 2016 federal income tax return shows that we had $30,890 in itemized deductions. We paid $21,433 in medical and dental expenses and we were able to deduct $13,859 of that, we paid $12,835 in real estate taxes, we paid $1,468 in state income taxes, and we made $2,728 in 501(c)(3) contributions. From what I see, outrageously, the proposed “tax reform” is designed to a) punish those who have high medical and dental expenses, b) discourage homeownership, and c) discourage taking job-related graduate courses. Government should encourage homeownership. The deductibility of mortgage interest and real estate taxes a) encouraged me to buy a new town home in 1972 when I was 24 years old, a studio condo in 1974, and a one bedroom condo in 1976 and b) encouraged my wife and I to buy a home in 1978 and to have one built in 1984. Further, government should encourage getting job-related education. The deductibility of job-related education encouraged me to take job-related graduate courses 1972-1983 and 1992-1997.)

Failing that, they ever-increasingly punish me for including links in the emails to articles that they do not like. Ever-increasingly, they make it clear that they do not want me to a) know about their events and other activities, b) promote their events and other activities, c) attend their events and other activities, and d) report on their events and other activities. My critics/opponents have lots of religious, government, political, and/or financial clout. They are moral relativists who believe that their end justifies their means. CHICAGO SUN-TIMES
— Illinois GOP signals support for Republican tax plan, but does Rauner? – Tina Sfondeles (DIERSEN: From what I see, outrageously, under “Republican tax plan,” the more that your itemized deductions have been, the more federal income tax that you will pay.

— House to vote on lengthening trial period for federal employees from one to two years – Eric Yoder (DIERSEN: My Democrat GAO superiors, supervisors, coworkers, and subordinates were furious that when I transferred from IRS to GAO in 1980 when I was 31 years old, that because I had been under a probationary period at IRS, I was not under a probationary period at GAO. Nevertheless, they did everything that they could to get rid of me. They forced me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980.

CHICAGO TRIBUNE
— Gutierrez federal pension estimated at $62,000 a year – Katherine Skiba
http://www.chicagotribune.com/news/local/politics/ct-luis-gutierrez-pension-20171129-story.html
(FROM THE ARTICLE: When U.S. Rep. Luis Gutierrez moves on from Congress to whatever is next for him, he could qualify for a federal pension of about $62,000 per year, a Washington group estimates. Federal pension details aren’t made public as they are for state officials and teachers. The estimate comes from the National Taxpayers Union, which since the late 1970s has calculated congressional pensions based on available data. Pete Sepp, the organization’s president, said the estimate assumes Gutierrez elected for his wife to be paid an annuity upon his death. His annual payout would be higher if he didn’t. Members of Congress also may receive a 401(k)-style supplement to their pensions if they made contributions, Sepp said. The calculation takes into account how long a lawmaker was in office. When Gutierrez entered Congress in 1993, the annual pay was $133,600. He has been paid $174,000 a year since 2009, when members of Congress last had a raise, according to the Congressional Research Service. In announcing he won’t run for re-election, Gutierrez said his plans included traveling the country with his wife, Soraida. Since 2010, Gutierrez has paid her a total of nearly $400,000 from his campaign war chest for help on his re-election campaigns, Federal Election Commission records show. The figure does not include reimbursements for office supplies and other expenses. During the first nine months of this year, he paid her a total of $42,000 in seven increments of $6,000 each. Reports show she has been paid for acting as his treasurer or account manager and for management and fundraising.)

CHICAGO SUN-TIMES
— Tax reform: ‘Middle class’ is in eye of beholder – Lynn Sweet and Ashlee Rezin (DIERSEN: From what I see, outrageously, under proposed “tax reform,” the more that your itemized deductions have been, the more federal income tax that you will pay. My and my wife’s 2016 federal income tax return shows that we had $30,890 in itemized deductions. https://chicago.suntimes.com/politics/tax-reform-middle-class-eye-beholder/
(FROM THE ARTICLE: Complicating matters: For all the talk about giving the middle class tax breaks, Democrats are skeptical that repealing a variety of popular deductions — such as for state taxes, a big one for Illinois — will yield the promised relief. Sen. Dick Durbin, D-Ill., said in CNN on Sunday, “the tax breaks for working families, half of them will see a tax increase, half a tax break. Those disappear, as Senator Graham just mentioned,” a Durbin reference to a provision that expires in 2027. “But the tax cuts for wealthiest people are permanent. That’s just unfair, and that’s why half of the American people are skeptical about this Trump tax plan,” Durbin said. . .Rep. Peter Roskam, R-Ill., is on the tax-writing House Ways and Means Committee and in a recent Sun-Times interview was asked what he considered middle-class income. He had no specific number. Neither did Trump White House Council of Economic Advisers chair Kevin Hassett when asked several weeks ago. “This is so fascinating because when you talk about middle income, it’s a very broad description,” Roskam said. “When you talk about who is wealthy, it is generally people saying, well, ‘I’m not wealthy, it’s somebody else.’” “And, we’ve had a wide range of opinions,” with places in the country “where $80,000 of household income is a whole lot of money and you have other areas around the country where $80,000 is not a whole lot of money. So it really is in the eyes of the beholder.”)
— Gutierrez: From chopping up ‘pig innards’ to owning $1.1M second home – Dan Mihalopoulos
https://chicago.suntimes.com/news/gutierrez-from-chopping-up-pig-innards-to-owning-1-1m-second-home/
(FROM THE ARTICLE: Gutierrez, who turns 64 next month, reported investments worth a total of between $1,325,022 and $2,975,000 at the end of 2015. That amount — which did not include his home in his 4th Congressional District — ranked 147th among the 435 House members, the Center for Responsive Politics said. He cashed in more than $1 million of those assets in 2016, lowering his total investments to somewhere between about $662,000 and $1.56 million, according to his most recent disclosure statement, which was filed in August. Gutierrez said that money went toward the June 2016 purchase of the new house in Puerto Rico for $1.1 million. “It cost us another couple hundred thousand dollars to rehab,” he said. “I bought a house that was then under construction for all of 2016.” . . . Gutierrez — who is paid $174,000 a year as a congressman — said he’s been smart with his personal finances but always acted appropriately as an elected official. “I’ve been fighting for people, doing my job, and ain’t nobody ever questioned my integrity,” he said, predicting that this article would be a “negative story.” For years, Gutierrez invested heavily in Chicago’s residential real estate market, moving repeatedly as he made hundreds of thousands of dollars buying and selling homes in the city. Although he described himself as a “walking open book,” he added, “It’s not important to look at what somebody is doing and what they’re buying. Big deal.” Assuming Gutierrez completes this final term in Congress in January 2019, he would have served 25 years in Washington and be eligible for a full pension of about $67,860 per year. Gutierrez also is eligible for Social Security. His payment would depend on the age he decided to start drawing a Social Security check, with maximum benefits reached by waiting until the age of 70. Before becoming a congressman, Gutierrez was an alderman representing the 26th Ward, the heart of the city’s Puerto Rican community. Chicago pension fund officials wouldn’t immediately say if he’s getting retirement benefits from the city or what those payments would be. His Gutierrez for Congress political committee has paid his wife, Soraida, nearly $400,000 for fundraising and for serving as treasurer and manager for the campaign fund during the past eight years, according to Federal Election Commission records. She was paid $42,000 by the campaign between the start of this year and Sept. 30. From 2003 and 2009, Soraida Gutierrez lobbied state government. The couple’s 37-year-old daughter Omaira Figueroa worked as a staffer for the Chicago City Council and now is on the state of Illinois payroll, with a $68,208-a-year salary as a “consumer counselor” for the Illinois Commerce Commission. Gutierrez often has highlighted the long road between his humble origins and where he ended up as a political power player. “After all, I’m the Puerto Rican son of a cabdriver and a factory worker, a kid who chopped up pig innards and swept the floor of an unsuccessful restaurant, a guy who had to drive a cab on the night shift to make ends meet,” he wrote in his autobiography, “Still Dreaming: My Journey from the Barrio to Capitol Hill.”)

— What the Tax Bill Would Look Like for 25,000 Middle-Class Families – QUOCTRUNG BUI and BEN CASSELMAN (FROM THE ARTICLE: The story is very different for the roughly one-quarter of middle-class families that itemize deductions. The Senate bill would eliminate some popular tax breaks, including deductions for state and local taxes. As a result, households that take those deductions now could lose out. In total, about 40 percent of households that itemize their deductions would pay more in 2018 under the Senate bill — in some cases a lot more.)

(FROM THE LETTER: I am a retired federal employee. I attended annual required classes on the prevention of sexual harassment for many years. The last few years I worked, an additional course on the prevention of sexual assault was required. Apparently, our esteemed members of Congress were exempt from this training and now must pass a bill so that they will be required to get such training. People in such positions know how to behave in the workplace. These men know exactly what they are doing. Years ago, when I was a teenager, my mother told me that it’s a man’s world. I protested at the time, but now, sadly, I know what she meant. We must do better as a nation. Our girls deserve better.)

CHICAGO SUN-TIMES
— Illinois Supreme Court’s health care ruling will cost city retirees – Fran Spielman (DIERSEN: Who wants your retirement benefits to be cut, if not eliminated? Of course, my critics/opponents want the federal government to cut, if not eliminate its 75% health, dental, and vision insurance subsidy. Currently, for my wife and I, that subsidy is $17,288/year. We pay only $5,763/year for $23,051/year worth of health, dental, and vision insurance. Overwhelmingly, my critics/opponents in Wheaton, in Glen Ellyn, in Milton Township, in DuPage County, and in Illinois despise, if not hate federal employees and federal retirees. Overwhelmingly, they despise, if not hate wage earners like I was 1964-1997 and other “little people.”)

https://chicago.suntimes.com/chicago-politics/illinois-supreme-courts-health-care-ruling-will-cost-city-retirees/
(FROM THE ARTICLE: More than 20,000 city employees and retirees have been dealt a crushing blow that could cost them dearly, but end up saving Chicago taxpayers $130 million a year. In a six-word ruling on Thanksgiving eve, the Illinois Supreme Court refused to hear the retirees’ appeal of a state Appellate Court ruling that essentially upheld Mayor Rahm Emanuel’s now-completed, three-year phase-out of retiree health care coverage and a 55 percent city subsidy for anyone who did not retire by Aug. 23, 1989. Clint Krislov, an attorney representing the retirees, said the decision means those retirees are entitled only to bare-bones protections outlined by lower courts. “For the city, this is a huge benefit. The amount they’re paying is dropped from $137 million a year to between $7 million and $8 million,” Krislov said Monday. “What the [lower courts] have said is that all you get is what’s in the statute. You cannot rely on anything the city tells you unless you can prove that person had authority to bind the city.” Law Department spokesman Bill McCaffrey refused to comment on the ruling while there is “still litigation pending.”)

(FROM THE ARTICLE: For the first time, group President James Tobin said a sitting Illinois governor received a score of more than 70 percent. “Gov. [Bruce] Rauner had a score of 92 percent,” Tobin said. “That is an incredibly high score.” Tobin said Rauner’s veto of the income tax hike this summer will help his score in the next survey, which will be out after next year. “But it’s been bad for taxpayers this year because with the income tax being raised by 32 percent, we still remain bankrupt,” Tobin said. POLITICO
— APRIL 25, 2017 FLASHBACK: Capitol Hill correspondents committee declines to credential Breitbart – HADAS GOLD (DIERSEN: All news organizations engage in political advocacy. Illegitimate news organizations deny that they engage in political advocacy. GOPUSA ILLINOIS is a legitimate news organization because it proudly states that advocates for the Republican Party platform.)
https://www.politico.com/blogs/on-media/2017/04/25/capitol-hill-correspondents-committee-breitbart-237577
(FROM THE ARTICLE: The Capitol Hill Standing Committee of Correspondents has voted to table Breitbart News’ credential process and declined to extend the organization’s temporary credentials to cover Congress, which expire at the end of May. The committee, which permits media access to the U.S. Capitol only to outlets it considers legitimate news organizations, not political advocacy or other groups, expressed frustration over Breitbart’s inconsistent answers to questions about its masthead and office space, among other problems. Breitbart CEO Larry Solov, in correspondence with the committee since its most recent meeting, asserted that Republican megadonor Rebekah Mercer had no editorial input, that a managing editor who also had a role in an advocacy group was no longer on the masthead, and that the site was having trouble finding office space in part because of security issues. The committee said Breitbart could reapply for credentials if it addresses the concerns. Otherwise, three staff members who currently have temporary credentials (which the site has had for more than two years) will no longer have access after May 31. Breitbart reporters could still attend events on Capitol Hill that are open to the public without the credentials, but the lack of credentials would limit their access in the complex and hamper their ability to get other credentials, such as permanent White House passes. “Breitbart News is unequivocally entitled to permanent Senate Press Gallery credentials and is determined to secure them,” Chad Wilkinson, a Breitbart spokesperson, said in a statement Tuesday. Among the issues raised by the Capitol Hill committee were concerns that members of Breitbart’s masthead, provided last month by Solov, were also employed by the Mercer-funded Government Accountability Institute, which was co-founded by now-White House chief strategist (and former Breitbart chairman) Steve Bannon. The GAI and the work and advocacy it does would not be in line with the committee’s guidelines for credentialing. In a letter to the committee, Solov said that although Managing Editor Wynton Hall was listed on the masthead as of last month, he actually resigned in February and the position “has remained vacant since then.” “We have fully and fairly cooperated with your inquiries in good faith and believe that we have met and responded to the concerns you have raised,” Solov wrote. Breitbart “is an editorially independent news organization and is entitled to and deserves issuance of its permanent Senate Press Gallery credentials.” The committee also noted that Bannon’s Office of Government Ethics financial disclosure had a different date for his separation from Breitbart than what Solov had indicated in their last meeting. Solov has asserted that Breitbart is completely editorially independent, without influence from Bannon or Mercer. But the committee expressed some doubts. “I don’t know how we get Breitbart to prove that Bannon isn’t picking up the phone and talking to them,” said standing committee chairman Billy House, a reporter with Bloomberg News. Last month, the committee, composed of five journalists, also expressed frustration that Breitbart may have misled them on where the site’s offices are located. A Capitol Hill townhouse, known as the “Breitbart Embassy,” had been provided as the address of the company’s Washington office, and the committee was told that Breitbart was leasing the space as a “mixed use” place for both corporate housing (often where Bannon stayed), events and office space. But the committee last month noted that the townhouse is not technically zoned for commercial use and that the owner of the house filed taxes as the sole occupant, meaning that a commercial lease would not even be legally possible. (Most Breitbart writers work remotely.) Solov told the committee that Breitbart has yet to find a new office space and likely would not for some time, partly because of security issues. “I still want to give them the benefit of doubt on these things, that it’s misunderstandings or confusion [instead of] something more nefarious, but we still have these office space issues,” said committee secretary Joseph Morton, who works for the Omaha World-Herald. “The whole thing suggests to me that they’re just not ready for a credential.” In another letter to the committee, sent two days ago, Solov argued that individual members of Breitbart would and should qualify for credentials. But the committee said it doesn’t credential individuals but instead looks at the entire organization and leadership. Solov also insinuated in the letter that there are other organizations that deserve the same scrutiny Breitbart is getting. “Without limitation, is it the Standing Committee’s position that a news organization cannot be credentialed if it employs any editor and/or reporter who is also employed by or affiliated with any advocacy group or non-profit?” he asked. “Of course, we respectfully assert that any such rules, standards and/or criteria must be reasonable and realistic, and transparent — and applied equally and fairly to all news organizations.” During the meeting on Tuesday, the committee said it would happily look into any credentialed reporter and potentially revoke their access if they were found to also be employed or affiliated with an advocacy or nonprofit group. “This is not content driven, we aren’t singling out Breitbart either for extra scrutiny or special treatment,” House said. “This is our job as a board, and these rules have been in place long before any of us came to the board. Our job is to do the best we can and see whether the information they’ve provided meshes with the requirements.”)

If my Democrat GAO superiors had not succeeded in forcing me to take their early retirement “offer” in 1997 when I was 49 years old, I might still be a GAO employee and paying 7% of my salary into the Civil Service Retirement System (CSRS) instead of the CSRS pension paying me a pension. http://www.newsweek.com/rex-tillerson-diversity-state-department-foreign-service-722653
(FROM THE ARTICLE: Rex Tillerson is ousting many of the State Department’s high-ranking women diplomats and diplomats of color. On Friday, the New York Times revealed how Tillerson’s State Department is pushing out scores of career diplomats from the agency, offering them buyouts and early retirement in the hopes of getting them out the door. “Among those fired or sidelined were most of the top African-American and Latino diplomats, as well as many women, difficult losses in a department that has long struggled with diversity,” reported the Times. The drastic reduction in senior staff is part of Tillerson’s plan to slash the State Department’s expenses by 31 percent. Former officials warn that Tillerson is worsening America’s image abroad and compromising the country’s foreign policy agenda. “These people either do not believe the U.S. should be a world leader or they’re utterly incompetent,” former ambassador to Qatar Dana Shell Smith, who retired from the service in June, told the Times. Tillerson has put a stop to most hiring at the State Department and hopes to push out some 2,000 career diplomats by this time next year, according to the Times. Tillerson plans on doing so by arbitrarily denying posts and assignments to certain diplomats, as well as offering $25,000 contract buyouts for many of the agency’s senior staff. His aides have also simply fired many diplomats whose vision does not align with that of the Secretary of State. Senior non-male and non-white diplomats have been among those targeted by Tillerson. The State Department’s level of diversity has historically been low: In 2016, 5.4 percent of career diplomats were black, 6.9 percent were Asian, and 5.6 percent Hispanic, according to Foreign Policy. The Obama administration made an effort to increase the number of diplomats of color in order to create a Foreign Service that “looked more like America.” But Tillerson’s plans are much different. Instead of recruiting a more diverse pool of talent, the State Department is in the process of substantially reducing its staff, all but ending the drive to diversify the agency.)
