(FROM THE ARTICLE: With the Republican National Convention just days away, the Illinois Republican State Central Committee is moving at warp speed to appoint a new state party chairman as Republicans across the state raise concerns about the vetting process and the need for transparency as candidates jockey to be the next leader of the Illinois Republican Party. On Wednesday evening, three candidates submitted their applications for party chairman: Aaron Del Mar, John Cabello and Kathy Salvi – but it’s Salvi – the former GOP nominee for U.S. Senate that’s creating the most buzz amongst grassroots circles. For the last two years, Salvi has defended outgoing chairman Don Tracy, co-hosted state party fundraisers with Tracy, and was endorsed by gubernatorial candidate Richard Irvin during the 2022 election cycle. Irvin was the state party’s favorite candidate – and Tracy’s too, although he won’t admit it – during the 2022 primary, but lost in a landslide to the conservative grassroots-backed candidate by 43 points. JB Pritzker, referring to him as a, “great friend and a great leader.” And in 2020, Irvin spoke at a Black Lives Matter rally yelling, “I can’t breathe!” In exclusive audio obtained by Illinois Review, Tracy admitted during a July 2022 meeting with conservative leaders that the Irvin campaign for governor was allowed to use the IL GOP postage discount for mailers – a perk not afforded to other candidates for governor during the primary. Tracy acknowledged use of the postage discount in the recording, but said the IL GOP was taking its “direction from the House Caucus and the Senate Caucus.” In conservative circles across the state, many believe that Tracy is propping up Salvi to be his heir apparent, and multiple party insiders have shared with this publication that a backroom deal has been struck that gives Salvi the chairmanship and Jason Plummer – a downstate Republican state senator, the vice chair position. So we interviewed the same whistleblowers, who were supervisors in Ryan’s suburban McCook office, and they identified a handful of employees, under the direction of Ryan’s chief of staff, who were issuing commercial driver’s licenses to minimally qualified truckers in exchange for cash bribes that went into their pockets and Ryan’s campaign coffers. . .Our story about the crash, and the alleged corruption that contributed to it, led a 10 p.m. newscast in early 1998, and we aired multiple follow-ups, but the affable and avuncular Ryan, a popular political veteran who was then running for governor, denied any knowledge of the alleged corruption in his office. And multiple sources confirm with this publication that senior officials within the Trump campaign and the RNC have made it clear Wednesday morning that they will not be weighing in on the state party chairman’s race as rumors began circulating across the state the last few days that “campaign officials” were backing a candidate to replace Tracy. The chatter also included rumors that even President Donald Trump would be weighing in and endorsing a candidate – but those rumors have proven to be false. The Trump campaign and the RNC have been busy preparing for the convention in Milwaukee next week and finalizing the vice presidential candidate selection process as the world awaits President Trump’s pick to complete his ticket. Illinois is also not a state in play for Trump as he focuses his time and energy on key battleground states in the final months of the campaign. Last month, Don Tracy submitted his resignation as party chairman effective July 19th – blaming the rise of the “grassroots,” party infighting and the removal of state central committee member Mark Shaw as vice chairman of the party without “due process” as the embattled leader of the IL GOP presided over widespread and massive losses during his brief tenure as chairman. Tracy also blamed the rise of the “grassroots,” writing, “Like Vince Kolber, my friend and former Finance Committee Chair, I am also concerned about the current infatuation of some members of the SCC, few as they are, with certain individuals they call ‘Grass roots’ leaders.” The outgoing state party chairman has yet to endorse President Trump and has spent the last year attending Florida Gov. Ron DeSantis events, and hosting the governor at an IL GOP fundraiser in Naples. Days before Tracy’s unexpected resignation, Kolber, who served as chairman of the IL GOP Finance Committee, abruptly resigned in an angry letter to Tracy, just weeks after the influential conservative grassroots base of the Illinois Republican Party scored major victories during the GOP State Convention in Collinsville – and after two years of unflattering stories by this publication. Kolber, who is registered to vote in Illinois and Wisconsin, was still angry about losing his election at the state convention for national committeeman after being eliminated in the first round to Mark Shaw, who faked a delegate badge and threatened to beat up a fellow state central committee member. During the first day of the convention, the Republican National Committeeman nominating committee voted 14-3 to keep Kolber on the ballot despite failing to meet the candidacy requirements as outlined by the IL GOP’s own bylaws. Exactly, what impact will Trump have on the new Republican Party platform? In American politics, everything is either liberal or conservative. Political parties exist to help elect candidates who can/will defend/advance their platform. The Democrat Party platform is liberal and the Democrat Party helps elect candidates who can/will defend/advance the Democrat Party platform. The Republican Party platform is conservative, but the Republican Party far too often fails/refuses to help elect candidates who can/will defend/advance the Republican Party platform. Far too often, the Republican Party lets far too many hold leadership positions who are anti-conservative if not anti-Republican and who reject far too many planks in the Republican Party platform. I should write a book about the leaders of the Illinois Republican Party (IRP), DuPage County Republican Central Committee, and Milton Township Republican Organization who reject the most planks in the Republican Party platform. Most commonly, they reject the personal responsibility, traditional marriage and family, right to life, immigration, illegal drugs, Second Amendment, and/or equal opportunity (no race of gender based preference giving) planks. (FROM THE ARTICLE: The GOP’s first new platform since 2016 will also be the first truly defined by former President Donald Trump, Republicans who have served on the platform committee say. In 2016, then-candidate Trump deferred to party operatives to craft the document, according to the platform veterans. In 2020, the GOP declined to introduce a new platform, merely appending an updated introduction to the same platform from Trump’s first campaign. Now, several veterans of the platform committee predict that the document to be unveiled at the RNC convention in two weeks will reflect a Republican Party united behind the person and policies of Donald Trump. “I think the dynamic between then and now is totally different,” said Tom Schreibel, the Wisconsin Republican Party national committeeman and a platform subcommittee chair in 2016. “The campaign didn’t carry as much sway back then,” said Schreibel, who serves on the Committee on Arrangements for the 2024 convention, which will take place in his home-state capital of Milwaukee. “We spent weeks working with House and Senate staff to get their insights on what was happening currently.” “What were the sensitivities of the House? What were the sensitivities of the Senate? Where were the conferences at at that point? And what was the art of the possible?” said Schreibel, recalling the considerations he had weighed. James Bopp Jr., an Indiana lawyer who served on every platform committee from 2000 through 2016, called the process that produced the former president’s first platform “quite unusual.” “The Trump campaign took the explicit and well-circulated position that they were going to be very light-handed in terms of fashioning the 2016 platform,” said Bopp, “and leave it to the platform committee and the delegates to do that.” While that platform certainly bore Trump’s mark, it also contained positions out of step with the former president. On LGBTQ+ issues, it veered to Trump’s right, affirming a definition of marriage as strictly a union between a man and a woman, something fought for by religious conservatives. And at the convention, then-Trump campaign chair Paul Manafort successfully pushed to dilute the platform’s support for Ukraine — a change Trump later said he was neither involved in nor aware of. This year, Trump may not be able to say the same. “I expect this to be Trump’s platform,” said Jesse Law, a 2016 platform committee member reprising his role this year. “I expect the members of the committees to fall in line.” Schreibel concurred, saying, “Trump has gained control of the Republican Party, being the former president.” Schreibel, Law, and Bopp each made a version of the same point, though: This platform won’t be Trump’s because Trump has commandeered the platform process — this platform will be Trump’s because Trump has united the party behind him. “If you have 50 states, and we’re averaging 70% of every state party, every county party being pro-Trump in such a way, you’re going to see this in the makeup of those who are delegates,” said Law, who serves as chairman of the Republican Party in Clark County, Nevada. Law contrasted this dynamic with the 2016 convention, where “you had the Bible Belt, and you had the northeastern folks, and you had the Midwest folks, and you had the West Coast folks.” “We didn’t have a lot of cohesion,” he added. To Law’s point, RNC platform committee membership lists reviewed by ABC News show that only 12 members of the 2024 committee also served on the committee in 2016 — less than 15% of the total. While an ABC News analysis finds that this figure is consistent with the churn from 2012 to 2016, it shows that the 2024 platform will be shaped by a new generation of party leadership. The three leaders of the 2024 platform committee — who work with policy staff weeks before the convention to decide the drafts on which the broader committee will then deliberate — also come from Trump’s orbit. Two — Randy Evans and Russ Vought — served in the Trump administration, as ambassador to Luxembourg and Office of Management and Budget director, respectively. The third platform leader, Ed Martin, did not have a role in the Trump administration, but he marched to the U.S. Capitol on Jan. 6, 2021, and has become a prominent figure in the “Stop the Steal” movement advancing the false theory that Trump won the 2020 election. Schreibel pointed to a similar dynamic in the congressional considerations that influence the platform, noting that “issues within the House and Senate on X, Y or Z are turned by President Trump and his ideals.” And, said Schreibel, because Trump was relatively new to politics in 2016, he had less familiarity with the process, causing him to have “a lot of people at the table” working on plans for transition and the administration. One area where Trump’s influence over the party platform may make all the difference is on the polarizing issue of abortion rights. Since the Supreme Court overruled Roe v. Wade in 2022, ruling that there is no constitutional right to abortion, nearly two dozen states have banned or severely restricted access to abortion. This tide of state-level restrictions has become politically toxic for national Republicans, as Democrats have made it a signature campaign theme, attacking the GOP as extreme on the issue. As recently as a year ago, Trump — who appointed the conservative justices that enabled the overturning of Roe — eagerly took credit for the decision, writing in a post on Truth social, “I was able to kill Roe v. Wade.” More recently, however, the former president has adopted a more muted tone, saying that he wouldn’t sign a national abortion ban and emphasizing his support for leaving the issue to the states. Trump’s circumspection — along with the news that the 2024 platform will be much shorter than usual — has fueled speculation that the document might only briefly discuss the issue, drawing criticism from some anti-abortion rights groups. The New York Times has reported that a coalition of advocacy groups sent a letter to Trump, asking he “make clear that you do not intend to weaken the pro-life plank.” But the platform committee veterans who spoke with ABC News were largely unconcerned. Bopp, who told ABC News he had played an instrumental role in advocating for anti-abortion rights provisions in the platform since 1980, said of Trump’s abortion stance, “I fully embrace it, 100%. I think he’s absolutely right that the focus should be on the states.” “There is no votes for any national, substantive law on abortion,” said Bopp. “We should not be — nor have I ever been — confused with Don Quixote.” For Law, Trump’s line on abortion in the first presidential debate augured the approach the platform would take: “He was very concise with his comments the other day. That’s what I would expect.” “The majority of the Republican base agrees with that,” Law added. During his debate with President Joe Biden, Trump said he would not block access to the mifepristone abortion pill and stressed that the states should decide the extent of abortion rights, with exceptions for rape, incest, and danger to the life of the mother. As much as the 2024 platform may bespeak a party remade in Trump’s image, the platform committee veterans interviewed by ABC News stressed that it will remain, at least in part, a document that responds to the needs of the party as a whole. “This is a document that is worked on and thought about quite a bit by many members. Ensuring that all the parts of the Republican Party are heard and that we hear from the leadership — the elected leadership of the party — is important,” said Arkansas Lt. Gov. Leslie Rutledge, who chaired a platform subcommittee in 2016. “It will be reflective of the Republican Party as a whole.” “President Trump is in charge of the Republican Party, and so he’s going to have a bigger voice in what is said,” echoed Schreibel. “But still, at the end of the day, that document’s gonna have to represent House members and also Senate members.”)

(FROM THE ARTICLE: In every presidential election since 1984, the pro-life plank in the Republican party’s platform has declared: “We endorse legislation to make clear that the Fourteenth Amendment’s protections apply to unborn children.” But all signs are pointing toward Donald Trump ripping that Reagan-era plank out of the platform and replacing it with something to his own liking that removes any reference to the 14th Amendment and federal legislation. During his successful 2016 campaign, Trump campaigned on signing a federal limit on abortion at 20 weeks after conception with exceptions. But since the 2022 Dobbs decision overturned Roe v. Wade, he has changed course. Trump blamed the abortion issue for the GOP’s underwhelming 2022 midterm performance. During the GOP primary against Florida governor Ron DeSantis, Trump attacked Florida’s Heartbeat Protection Act, which generally bans abortion after six weeks of pregnancy, as “terrible.” He formally announced in April of this year that he opposes any new federal limits on abortion. While the precise text of Trump’s 2024 pro-life plank is not clear, pro-life leaders now expect it to be released this Sunday and approved by the Republican National Convention’s platform committee in closed-door meetings on Monday or Tuesday—before the convention officially begins. On Tuesday, Politico reported that two anti-abortion activists had been blocked by the Trump campaign from serving on the platform committee. One pro-life leader told Dispatch Politics that the committee has been “overwhelmingly stacked” with people who will ensure the pro-life plank is changed to “reflect Donald Trump and his thinking.” Pro-life leaders are sounding the alarm. In a July 1 letter to RNC chairman Michael Whatley obtained by Dispatch Politics, Tony Perkins, the president of the Family Research Council, made his concerns clear. “Based on the limited communications delegates have received, it appears that neither guests nor the press will be allowed to observe the platform committee or subcommittee discussions of the Party’s principles and policy priorities,” Perkins wrote. “The Party’s platforms have provided guidance not just to presidents and Congresses but also to state legislatures, school boards, county commissioners, and, just as importantly – voters.” Perkins, who was elected by the Louisiana GOP to serve as a delegate on the RNC Platform Committee, described the closed-off nature of the meeting as an “RNC Gag Rule” that “heightens speculation that the GOP platform will be watered down to a few pages of meaningless, poll-tested talking points.” For weeks, pro-life activists have sought—and not received—private reassurances from the Trump campaign that core elements of the pro-life plank would not be changed. A memo signed by Trump advisers Chris LaCivita and Susie Wiles, reported by the New York Times on June 29, called for a condensed 2024 GOP platform “to ensure our policy commitments to the American people are clear, concise and easily digestible.” The memo defended closing off the platform committee process for the first time in decades to protect the process from “any special interest influence that seeks to make public policy stray from our clear and straightforward objectives.” The private fight between the Trump campaign and pro-life leaders burst into public view in the past week. 3. Stop Sexualizing Texas’ Kids Stopping the sexualization of minors, which leads to abuse, exploitation, and trafficking, by: Prohibiting taxpayer funding to any entities that permit or promote sexually inappropriate content to minors and legislatively banning instruction on sexual orientation and gender ideology in schools and libraries. Repealing affirmative defenses in Texas Penal Code (43.24, 43.25) and redefining “harmful materials” to remove loopholes provided by the modified Miller Test. Establishing an independent Inspector General for Education to investigate fraud, waste, abuse, and criminal conduct within schools and refer findings to prosecutorial authorities. Compelling superintendents to report sex crimes within schools to outside law enforcement and removing immunity from civil liability for schools and their employees.
4. No Democrat Chairs The Republican-controlled Texas Legislature shall end the practice of awarding committee chairmanships to Democrats and require all committees to be majority Republican.
5. Ban Taxpayer-Funded Lobbying Prohibiting all forms of taxpayer-funded lobbying, including the use of tax dollars to hire lobbyists and payment of tax dollars to associations that lobby the Legislature.
6. Secure the Electric Grid Securing the integrity of Texas electricity production and delivery of abundant, reliable, and resilient energy, ensuring that the Texas grid can withstand any natural or manmade threat to include weather, cyber, physical, electromagnetic pulse (EMP) and geomagnetic disturbances (GMD).
