Over the weekend, state Representative Jeanne Ives, who’s launched a primary challenge against Governor Bruce Rauner, released an ad in which actors playing a transgender woman, a pro-choice activist, an “illegal immigrant criminal,” and other right-wing bogeyman thank Rauner for advancing their interests (for example, a woman wearing a pink pussy hat thanks him for making Illinois families “pay for my abortions.”) The state GOP denounced the ad, saying “There is no place in the Illinois Republican Party for rhetoric that attacks our fellow Illinoisans based on their race, gender or humanity.” Unfortunately for Illinois Republicans, a passionate anti-Semite was able to find a place on their ballot.)

As it is now, too many federal workers are unaccountable to the public, have too much job security and get too many benefits Limiting federal government work to four or eight year terms is one sure way to at least partially alleviate this problem. . .But if scandals aren’t enough to convince you that something big needs to change, perhaps some harrowing financial facts will do the trick. America can’t afford to pay the liabilities we owe our current federal workers in pensions alone. A Moody’s report issued in October estimated that unfunded the liability for federal worker pensions alone is $3.5 trillion. That’s just the pensions, and not the health care and other benefit costs. There’s no simple and quick solution for this problem, but there are ways to make things better. Limiting every federal government worker to a certain amount of years on the job would be a good start to avoiding pension and benefit payments accrued over a lifetime on the job. A better and cheaper idea would be to pay them more in salary for a shorter tenure rather than reward them with a generous defined benefit pension for staying with a job they really couldn’t ever lose anyway. As it is, federal workers have enormous job security. In fact, it’s too much. It’s too difficult to fire federal workers, even those who perform badly. Firing federal workers involves a cumbersome process laden with appeals procedures and other roadblocks not seen in the private sector. A 2013 GAO report showed that the time period to fire a federal employee can take as much as 370 days. Pay for federal employees is also better than their peers in the private sector. Even a recent CBO report confirmed that federal workers make about 17 percent more on average. But why throw out the good with the bad? That’s a fair question when we’re referring to some seasoned and expert workers who will take time to replace. That’s another area where higher pay as opposed to guaranteed pensions for just sticking around should attract a steady stream of high quality replacements. Demand for government work, even temporary, has generally been strong in this country even in the wake of government shutdowns. But obviously, people in essential positions needn’t be forced to leave until suitable replacements are found. Federal worker term limits needn’t be enforced to the minute. The hope here is that by focusing our resources and attention to those truly essential positions, there will be a renewed effort to eliminate those non-essential positions in the first place. During the last shutdown, several agencies deemed most of their workers “non-essential.” Sure, that might only be a temporary designation. But that label should have us asking some hard questions about over staffing. When we get to the point where most federal workers truly are essential, maybe we can revisit the idea of limiting their tenure. The point is that as much as we want to respect our government workers, they are the ones who are supposed to be working for us and not the other way around. Getting the chance to serve their country and get paid better for it over four to eight years should be enough respect for anyone. Political appointees may feel the need to be beholden to the politicians who appoint them, but government workers should have some accountability to the taxpayers they’re supposedly serving. It is called “public service” after all. Either way, no net benefits come from a massive workforce that doesn’t really have to fear for their jobs, gets paid more than the rest of us, and isn’t really accountable to anyone. That has to stop, and the only way to effectively deal with this problem is to give each and every one of their jobs a real expiration date.)

He vowed a “revolution” using term limits and opposition to Madigan would take “power back from the corrupt insiders and (give) it back to the people of Illinois.” Ives, who’s not well known statewide and lacks the personal wealth of Rauner, used the forum to repeatedly attack Rauner’s credibility among GOP conservatives. She said fellow Republican lawmakers can attest to a lack of trustworthiness with the governor. Ives contended Rauner’s signature on legislation that expanded taxpayer-subsidized abortions for women covered by Medicaid and state employee health insurance demonstrated that all the governor accomplished in his first term was a “progressive social agenda.” “He told us he would veto the bill,” she said. He lied to a cardinal,” she said, a reference to Cardinal Blase Cupich. Rauner would not say what he told Cupich about the abortion legislation, but called Ives’ allegations “outrageous.” “There are a lot of politics swirling around the bill,” said Rauner, who repeatedly added that “the simple fact is I support a woman’s right to decide.” The governor said his choice to sign the bill was either to “follow what I believe or do politics.” But Ives said the March 20 primary contest was a referendum on “character and courage” and that by signing the bill, Rauner was following the “agenda” of his wife, Democrat Diana Rauner. “This is more false vicious attacks,” Rauner replied. “Madigan loves everything that you’re saying, everything that you’re doing.” Ives interjected frequently while Rauner answered questions, seeking to make the most of their only scheduled forum. Rauner repeatedly asked Ives to allow him to finish and at one point used one of his favorite condemnations, “such baloney,” to describe one of her attacks. Ives contended Rauner was “responsible” for the state income tax increase that was enacted over his veto and that he now was making “unrealistic promises” by calling for it to be phased out. Rauner said he “sure as heck did” work to block Republicans from ultimately supporting the veto override and said he was “devastated” when it and a state budget were enacted. The governor maintained that he expected federal court victories that would grant him the power to weaken the influence of unions, which are traditionally aligned with Democrats. “I’m not going to wait for Speaker Madigan to do it with me. I’m going to do it unilaterally,” Rauner said of his union-weakening efforts. “You watch us boom when we get the rest of the changes made in the court system, even if Madigan is still in power.” Rauner said if the courts rule against him, “We keep working, we keep changing, we keep fighting.” Ives, who has backed Rauner’s agenda taking on unions in the past, said her answer to dealing with public employee unions has been to fire workers who don’t accept conditions. “If you can’t impose your final best offer because the courts have blocked it, you start laying off people,” Ives said.)

— Rauner, Ives to spar live online at 11 a.m. (DIERSEN: One would expect that far more Republican incumbents, rather than their Republican primary challengers, wanted to get rid of TAPROOT Republicans of Illinois. If I was still the TAPROOT chairman, the organization would be hosting debates for a) Rauner v. Ives, b) Sanguinetti v. Morthland, c) Illinois Republican Party (IRP) State Central Committee candidates, and d) many other races. Those who wanted to get rid of TAPROOT were furious when I asked candidates if they would defend and advance all the planks in the IRP platform if they were elected. From what I see, protecting Republican incumbents is a top priority for the IRP, DuPage County Republican Central Committee, Milton Township Republican Central Committee, etc. Of course, there are exceptions. The IRP succeeded in getting Peter Fitzgerald to not seek a second term. That brought us Jack Ryan, Alan Keyes, and Obama.)

No televised debates between the two are scheduled, and Rauner has been careful not to talk about Ives much, once suggesting she is a “fringe” candidate. Today it’s 13.5 percent. And the newcomers are not spread evenly across the country.
