(FROM THE ARTICLE: Three years ago, Chicago spent nearly $2 million — and $1.7 million more in legal fees — to compensate dozens of women denied firefighter jobs because of a discriminatory test of upper body strength that City Hall has now scrapped. Now, a dozen women who wanted desperately to become paramedics are accusing the Chicago Fire Department of devising two new physical agility tests that are equally biased against women. One test requires candidates to go up six flights of stairs with a 250-pound dummy within eight minutes. The other requires candidates to step onto and off of an 18-inch-high box to the beat of a metronome for two minutes without missing a beat while holding 25-pound weights in each hand. The lawsuit filed Friday in federal court alleges that the two tests were “invented to eliminate women” in a Chicago Fire Department where “discrimination against women is stubborn and purposeful.” The women are seeking back pay and other measures to compensate for the discrimination they have suffered. Shannon Markey said no amount of compensation could make her whole for the dream shattered by the city’s decision to fire her on the day before she was scheduled to graduate from the fire academy.)

(FROM THE ARTICLE: Kane County Board District 8 residents will have a new representative Nov. 9 no matter who wins. Republican Linda Pasetti-Olson of Montgomery or Democrat Barbara Hernandez will fill a spot occupied by Maria Vazquez, who did not seek re-election. She served the remaining term of her late husband, Jesse. Neither candidate has held elected political office, other than precinct committeeman. Pasetti-Olson, 69, has made “life experience” a campaign issue. Hernandez, of Aurora, is 24. “I have the life experience to make the best decisions about how your tax dollars are being spent. This position will be my focus, and it won’t be competing with a social life, or a different career,” Pasetti-Olson wrote in a letter she posted on her campaign’s Facebook page. When she tells voters Hernandez’s age, they say, “She is way too young to be doing a job like this,” Pasetti-Olson said in an interview. Hernandez embraces her relative youth. “To my advantage would be that I am young,” she said, and that she has “fresh ideas” and the time and energy to interact with constituents. Hernandez cited the number of organizations and community events with which she has been involved. “What was she doing when she was 23?” Buying a house, paying taxes, raising children and working, Pasetti-Olson replied. Hernandez said she lives with her parents and does not pay rent but contributes money to household expenses. She works for state Rep. Linda Chapa La Via, and for the Illinois Mathematics and Science Academy. She cited several reasons, including paying college loans and not being ready to purchase property, for her decision. “I honestly think it is a cultural thing as well,” Hernandez said. “As Latinos, we tend to stay with family.” “I don’t feel like I’m too old” to serve effectively on the board, Pasetti-Olson said. She said she has been walking door-to-door to meet voters. Pasetti-Olson supports county board Chairman Chris Lauzen, including his effort to keep the county’s property tax levy frozen. Hernandez thinks the county should increase the levy, at least enough to account for growth due to new properties. Hernandez said she would support requests from the sheriff’s and state’s attorney’s office for more staffing and other resources. But where would money come from? She said the county should pursue getting more money from the state and federal government. “I feel like several state representatives have been able to bring back (money) for their regular (legislative) district, but they haven’t (specifically) looked into Kane County,” Hernandez said. She said she has developed connections in state and local government, working on constituent services for Chapa La Via, that would be useful. Pasetti-Olson does not support increasing staffing and said Kane County should study neighboring DuPage County for ways to reduce it. Pasetti-Olson cited traffic congestion in the district as one issue she is concerned about, specifically the intersection of Orchard Road and Route 30, and along Montgomery Road. She knows Aurora, the Illinois Department of Transportation and Kane County have long-term solutions in mind, but she wants quicker short-term fixes, such as installing more signals on Montgomery.)

(FROM THE ARTICLE: Despite not hosting a presidential candidate since 1992, Wheaton College has a rich history of hosting, producing and gaining support from prominent political leaders since its foundation by Jonathan Blanchard — who once ran for president himself — in 1860. Of all of Wheaton’s renowned visitors, perhaps the most impressive are the nine presidential candidates who visited Wheaton’s campus between 1960 and 1992. The first was Richard M. Nixon, the Vice President and 1960 Republican presidential candidate at the time. Nixon appeared at a rally on McCully field and, according to the Wheaton College Archives, encouraged the crowd to “strengthen the faith of America” and “see that young people grow up with faith in God.” Nixon later won the presidency. President Jimmy Carter was the last president to visit Wheaton. He delivered the February 1992 LeRoy H. Pfund Lecture. Other visitors with presidential aspirations included Margaret Chase Smith, the first woman to serve in both houses of Congress, 1964 Republican candidate Barry Goldwater, 1972 Democratic candidate George McGovern, President Ronald Reagan, President George H.W. Bush and the Reverend Jesse Jackson. Secretary of State William Jennings Bryan, a populist Democrat who ran for president in 1896, 1900 and 1908, was also a guest of Wheaton. Most recently, 2012 Republican Vice Presidential and current Speaker of the House Paul Ryan gave a speech at a Wheaton breakfast in spring of 2015. Many alumni have also gone on to become recognized public figures. Disgraced ex-Speaker of the House Dennis Hastert was a 1964 graduate. At one point, Hastert served in Congress alongside three other Wheaton graduates: Republican Indiana Senator Dan Coats ’65, Republican Michigan Representative Paul B. Henry ’63 and Democratic Washington Representative Jim McDermott ’58. Other alumni in politics include Michael Gerson ’86, chief speechwriter for President George W. Bush who helped write Bush’s memorable post-9/11 speeches. More infamously, David R. Young Jr. ’59 was a special assistant at the National Security Council in the Nixon Administration. Young co-founded the White House Special Investigations Unit — known as “The Plumbers” — known for breaking into a psychiatry office and later attempting to break into the Democratic National Committee offices at the Watergate complex, instigating the Watergate scandal. Additionally, several public figures have supported Wheaton financially in the past as Trustees. Owen Lovejoy was a founding Trustee of Wheaton College, U.S. Congressman and friend of Abraham Lincoln. A scholarship was later presented in his name. Another trustee, Salmon P. Chase, was a Senator, governor of Ohio, Secretary of the Treasury and Chief Justice of the Supreme Court. Chase was the great-great uncle of Wheaton’s sixth president and the great-great-great uncle of Ken Chase, current chair of the Communication department at Wheaton. He is also the face of the $10,000 bill. David Iglesias, current director of the Wheaton Center for Faith, Politics and Economics and professor of politics and law, graduated from Wheaton in 1980. In 2001, Iglesias was appointed the U.S. State Attorney for the District of New Mexico under the Bush administration. He also served in the U.S. Navy in 2008 as part of Operation Enduring Freedom as a terrorism and war crimes prosecutor and has held various other national and state positions. Iglesias said Wheaton helped prepare him for public service in three ways: “It gave me the confidence to speak in public; it gave me the Biblical basis for getting involved in the political process; it helped me organize my thoughts and ensure I was focusing on facts, not arguments.” Politics and international relations department chair and associate professor of politics Bryan McGraw said Wheaton tries to “prepare all of our students to exercise leadership in whatever field they choose to go into.” Specifically, Wheaton equips aspiring political leaders to use the gifts given to them to effect justice worldwide, according to McGraw. “We would hope that Wheaton graduates — and Christians more broadly — would be more likely to grasp that call clearly and have the freedom and courage to put it into effect.”)

Decide for yourself, but Democratic U.S. Senate hopeful Tammy Duckworth surely wants to get some attention with her renewed call today to give every single Social Security and SSA recipient, and those receiving veterans’ benefits, an annual 3.9 percent bonus. That could amount to $581 a head—”almost three months of groceries for seniors or a year’s worth of out-of-pocket costs on prescription drugs for the average Medicare beneficiary—Duckworth said in a statement. With roughly 70 million people getting the extra check, the total cost to the treasury would be about $40 billion. Duckworth’s action came in a joint statement with Sen. Elizabeth Warren, D-Mass., one of the Senate’s leading progressives, a day after officials announced that the annual Social Security cost-of-living adjustment will be a near-invisible 0.3 percent for 2017 after zero this year. The Social Security Administration says the modest hike is all that’s warranted, given inflation. But Duckworth termed it “another disappointment” and “inadequate.” Warren and Duckworth said 3.9 percent amounts to the average percentage raise that top corporate CEOs received in the last year. And to pay for the Social Security bonus, the two would eliminate business’ tax deductibility for bonus payments on top of salary that some companies make to their chiefs. (FROM THE ARTICLE: Annuity benefits to retired federal employees will increase by 0.3 percent in January, the government announced Tuesday, a cost-of-living adjustment that translates into a monthly boost averaging around $10. The adjustment, or COLA, to federal retirement benefits mirrors that for Social Security and is based on the change in an inflation index from the third calendar quarter of one year to the next. Tuesday’s announcement follows the release of the inflation figure for September, the last month of that count. As of Oct. 1, 2015, there were about 2,054,000 federal retirees plus about another 545,000 survivor beneficiaries, according to the Office of Personnel Management. There are about 44,500 retirees or survivor beneficiaries in the District, about 163,200 in Maryland and about 144,500 in Virginia. California has the most, 215,500. Seventy percent of federal retirees draw their benefits from the Civil Service Retirement System (CSRS), which generally applies to those first hired before 1984; by contrast, more than 90 percent of current federal employees are under the Federal Employees Retirement System (FERS), which generally applies to those first hired in 1984 or after. The average monthly annuity of a CSRS retiree as of October 2015 was $3,529, while the average for those retired under FERS was $1,355. Average monthly benefits for survivor beneficiaries of deceased retirees were $1,560 and $544, respectively. There was no cost-of-living increase under either federal retirement program or under Social Security in January of this year, because the inflation count for the measuring period toward that adjustment ended in negative territory. In that situation — which has happened two other times in recent years — benefits are not cut. The two federal retirement programs differ in that FERS employees pay into Social Security as well as into the federal retirement fund and become eligible for a benefit from that program. Social Security is not part of the CSRS system, although some under CSRS become eligible for a Social Security benefit through other work or through a spouse’s employment; in those cases, offsets commonly reduce or even eliminate that benefit. The average monthly Social Security benefit nationwide is $1,355. FERS employees also get employer contributions, of up to 5 percent of salary, toward the Thrift Savings Plan, the 401(k)-style retirement saving program for federal workers, while CSRS employees don’t. But while all CSRS retirees receive a full COLA regardless of age, those retired under FERS don’t receive COLAs until age 62 unless they fall under certain exceptions. Also, a FERS COLA is reduced if the inflation count exceeds 2 percent, a provision that hasn’t applied since the 2012 boost. A COLA applies only to retirees, not to active employees, most of whom are in line for a raise averaging 1.6 percent in January. Increases for the two groups are set through different processes, and the amounts don’t necessarily track each other. Federal retirees commonly use increases in their health insurance costs as a comparator to the COLA. In the Federal Employees Health Benefits Program (FEHBP) — for which most federal retirees are eligible — the enrollee share of premiums will increase by 6.2 percent on average in January. That translates into about $11 a month more on average for self-only coverage, about $22 more for self-plus-one coverage and about $28 more for family coverage. However, enrollees have the choice of many plans in an upcoming open season — 31 in the Washington area — and some insurers are holding premiums about steady or even decreasing them slightly. . .National Active and Retired Federal Employees Association President Richard G. Thissen said the developments show that the COLA increase should be determined by a separate inflation measure that specifically tracks spending patterns of retirees. “Given the large increase in health care and insurance costs, it is crystal clear that the current formula does not accurately reflect how seniors spend their limited annuities,” he said in a statement. Many federal retirees also are enrolled in Medicare, which acts as the first payer for those who also have FEHBP coverage. About half of those retired under the CSRS, along with certain other Medicare enrollees, could face much higher premiums for their Part B (physicians and related services) coverage in 2017 than others will pay. That’s due to a “hold harmless” provision protecting most enrollees from Medicare hikes that exceed the increase in their Social Security benefits — effectively passing the entire Medicare premium cost increase to those not protected. Next year’s Medicare premium rates are to be announced in November. Last year, Congress provided partial relief for the 2016 plan year for those affected, and a coalition including federal employee and retiree groups recently wrote to Congress seeking an extension. “Congress must act now to prevent a massive increase in Medicare Part B premiums for this group of retirees,” American Federation of Government Employees President J. David Cox Sr. said in a statement. “Although most seniors would be protected, this group will have to pay more solely because of the uniqueness of their pension system.”)

In a recent survey conducted by Bankrate.com, respondents reported that “not saving for retirement early enough” was their biggest financial regret. Other evidence seems to show they have good cause for remorse: 52 percent of households 55 and older haven’t saved anything for retirement, according to a report from the U.S. Government Accountability Office, although half of this group reported having a pension.)
