(FROM THE ARTICLE: German Americans are the largest ancestry group in the United States. Some 46 million Americans, comprising 14 percent of the population, claim German roots. Germans have been part of American history almost from the start. The first German immigrants settled in rural Pennsylvania and upstate New York. Many were Protestants who had made the journey to the New World from predominantly Catholic parts of Central Europe. A second, larger immigration wave would come in the nineteenth century, when around seven million Germans arrived, doubling the population of the United States at the time. Many of them established farms in the Midwest, leading to a heavy concentration of German Americans in states like Michigan, Minnesota, Wisconsin and the Dakotas. Impact German Protestants and Jews tended to vote Republican; most Catholics were Democrats. What united them was opposition to slavery and Prohibition and in general a mistrust of Southern populists and New England puritans alike. Germans played an important role in the early American labor and socialist movements, which were strongest in those Midwestern states that had large German minorities. Milwaukee, for example, was the only major city in America with socialist mayors for a long time. German contributions to American culture include beer, hot dogs, Christmas trees and kindergarten (literally, “garden for children”). Companies such as Boeing, Goldman Sachs, Heinz, Kraft Foods, Lehman Brothers and Levi’s were all started by Germans. Prejudice There had been little prejudice against German until the United States entered World War I on the Allied side in 1917. Former president Theodore Roosevelt denounced “hyphenated Americanism”. Anti-German bigotry became widespread. A German minister was tarred and feathered in Minnesota after he was overheard praying in his native language with a dying woman. A man suspected of spying for the Germans was lynched in Collinsville, Illinois. The Justice Department was no help. It drew up a list of all German aliens in the country, counting some 480,000. More than 4,000 of them were incarcerated until the hostilities in Europe ended a year later. Ordinary Germans responded by speaking English in public and anglicizing their names: Koenig became King, Müller became Miller, Schmidt became Smith. The German American experience during the Second World War was mixed. Nearly 11,000 German citizens were interned and some 300,000 German-born residents were restricted in their travel and property rights. But President Franklin D. Roosevelt — Theodore’s nephew — also sought out German Americans for top war posts, including General Dwight D. Eisenhower, who spearheaded the Allied war effort in Europe, and Admiral Chester Nimitz, who was the American naval commander in the Pacific. German speakers were recruited as translators and spies. Very few sympathized with the Nazis. Assimilation Despite their numerical preponderance, German Americans have been something of a silent majority throughout American history. Partly that’s because they themselves deemphasized their Germanness in the first half of the twentieth century. Barely any German speakers remain. Many first-generation German immigrants were also poor, uneducated farmers, who spread out across the Midwest, unlike, say, more middle-class Irishmen and Italians, many of whom settled in the big cities of the Northeast where they could more easily become a political force. Whether it is in spite or because of this process of assimilation, German Americans now do better than most ethnicities on many metrics. They are more likely to have college degrees and less likely to be unemployed. Their median household income is 18 percent above the national norm. Well-known German Americans include former House speaker John Boehner, former secretary of state Henry Kissinger, the architect Ludwig Mies van der Rohe, the oil magnate John D. (FROM THE ARTICLE: Gov. Bruce Rauner’s administration is awarding one-time bonuses worth a total of between $3 million and $4 million to non-union workers whose bosses say are doing exceptional work. About 1,100 merit-compensation employees are in line to each receive a $3,016 bonus under the plan. “In an effort to recognize the hard work and dedication that non-bargaining unit employees demonstrate on a daily basis, coupled with the lack of systematic increases over the past several years, the state has authorized bonus payments for eligible non-bargaining unit employees,” Michael Hoffman, acting director of the Department of Central Management Services said in a memo to agency directors and others. “These bonuses do not make up for this unfair lack of wage increases for non-bargaining unit employees during previous administrations,” he said. “However, they do represent a commitment that, going forward, all employees will be treated equally, regardless of bargaining unit status.” Hoffman said the last across-the-board salary increase for non-bargaining unit employees was in 2005. The last merit pay program for them was in 2009. The memo says the bonuses are available to non-bargaining unit employees whose base salary as of July 1 was less than $100,000. Those earning more were not eligible. A number of other merit-comp employees were also excluded. Members of Rauner’s executive office were not eligible, nor were employees subject to Senate confirmation, those who left state employment before Sept. 16 and those who worked less than three months during the fiscal year that ended June 30. Rauner’s office said that left a potential pool of about 2,000 employees eligible for the bonus. In order to qualify, an employee had to receive an “exceptional” rating on his or her evaluation. Rauner’s office said about 1,100 employees got that rating. The size of the bonus was determined by adding all of the salaries of all non-bargaining unit employees making less than $100,000 a year, computing 2 percent of that and then dividing that amount by the number who actually qualified to receive it. That came to $3,016 for each of the workers who qualified. The administration has argued that a bonus system is cheaper than raises for the state in the long run because the payments are one-time and not built into a person’s base salary, and because they are not pensionable. The bonuses already have been issued to many, but not all, of the workers who qualify for them. The administration said it depends on how quickly individual agencies process them. Although the state is delaying payments to many organizations and vendors because of the traditional fall slowdown in tax collections, the bonus payments are being made. Rich Carter, spokesman for Comptroller Leslie Munger, said the bonus payments can’t be differentiated from regular payroll when agencies submit payroll information to the office for payment. “There’s nothing that says bonus on it,” he said. “They send us the payroll and we process the checks. As you know, we are required by court order right now to pay payroll on schedule.” In his memo, Hoffman said the bonus system is similar to one implemented in contract agreements the state has reached with 18 bargaining units representing state employees. Most of those workers belong to one of several Teamsters locals or trade unions. In those agreements, 2 percent of payroll was set aside to award performance bonuses. The administration and the American Federation of State, County and Municipal Employees, which represents about 38,000 state workers, still have not agreed on a new contract. The administration wants the union to accept a four-year wage freeze while also imposing a performance bonus plan. Bargaining stopped in January when state negotiators said they believed the talks were at an impasse. The Illinois Labor Relations Board is expected to rule on the issue next month. An administrative law judge who held hearings on the issue said she believed the two sides had reached impasse on some issues, but should continue bargaining over wages and benefits. ASFCME had no comment Friday on the administrations bonus payments to non-union workers.)

Millennials are shying away from public service. At least that appears to be the trend according to Olikara, a millennial and founding president of the Millennial Action Project. Something like 80 percent of millennials don’t trust the government to do the right thing.” Olikara says recruitment and compensation are two huge issues when it comes to incentivizing young people. “There is a systemic problem, we need cultural change and I think the biggest thing I hear all the time is we need to be rewarding talent and rewarding results.” Lawmakers who are not millennials are well aware of this issue, so Oklahoma Sen. James Lankford and North Dakota Sen. Heidi Heitkamp held a hearing to examine just that. “We think some of the best missions in the country are in public service, we just need to figure out how we’re going to communicate that to millennials,” says Sen. Heitkamp. She says 31 percent of the federal government is eligible for retirement in 2019. She and Lankford agree that a new wave has to come in and soon. Lankford says with long hiring processes, nothing is fast these days. “Now, almost 100 days to be able to hire one federal employee. That’s a major problem. (FROM THE ARTICLE: One of several startup newspapers tied to a conservative Illinois activist has been challenged in a federal complaint as a Republican mouthpiece, meaning it should count as a campaign contribution. Kim Savage, a Democrat from the Chicago suburb of Darien, argues in a Federal Election Commission filing that the DuPage Policy Journal is not an independent newspaper, but controlled by businessman and radio talk-show host Dan Proft through his political action committee, Liberty Principles PAC, which got a $2.5 million contribution last June from Republican Gov. Bruce Rauner. The paper is one of 14 co-owned by Proft that appeared last spring before the state’s primary elections. The complaint, filed last week in Washington, maintains the DuPage Policy Journal is illegally coordinating with GOP congressional candidate Tonia Khouri and that its publication costs should be reported as political contributions in her race to unseat incumbent Democratic Rep. Bill Foster. The PAC, Proft, Khouri for Congress and the Khouri campaign treasurer are named in the FEC document. It contends the DuPage paper is not entitled to a press exemption from campaign finance laws because it’s run by a political organization, is not published regularly, is sent to doorsteps or left in high traffic areas for free and includes “coordinated communications” with a candidate that the law bars for so-called independent expenditure committees. “I’m really concerned about all the dark money from special interest groups and their influence on elections,” said Savage, a former College of DuPage board member. She said she thought the newspaper “was a local, grassroots thing and I was kind of appalled when I found out it was a special interest group that publishes it.” Proft called the FEC complaint “factually incorrect in every possible way,” primarily because the papers are now owned by a private company called Local Government Information Services. According to records filed with the secretary of state’s office, Local Government Information Services incorporated on Aug. 15. “It’s a legitimate newspaper just like any other newspaper,” Proft told The Associated Press. “I’ll put the stories we do on politics and policy up against any other newspaper in the state.” The FEC must seek a response from the targets of the complaints within 15 days, then review those and decide whether to investigate further. There’s no expedited process despite the Nov. 8 election. Proft, a drive-time AM radio talk show host in Chicago who ran for the Republican nomination for governor in 2010, began publishing the newspapers last spring. According to the complaint, they are distributed in 14 areas, including DuPage County; Springfield; Chicago’s north, northwest, and south suburbs; the Quad Cities and the Illinois suburbs of St. Louis. Liberty Principles PAC, which Proft says is not participating in any federal races, was named in complaints about three of the newspapers — two in Chicago’s northern suburbs and one in downstate Cumberland County — filed during the primary election with the Illinois State Board of Elections. The papers were alleged to have improperly engaged in coordinating messages with legislative candidates and had not attributed their funding source. Documents indicate the board found the “coordinated communications” complaints were filed on “justifiable grounds” but took no action. In two cases, it ordered Liberty Principles PAC to include a “paid for by” disclaimer in future issues. Khouri campaign manager John Cooney issued a statement calling the federal complaint “a desperate attempt by Bill Foster and his cronies to divert attention” from issues such as protecting Social Security and Medicare and creating good-paying jobs. Foster, running for his fourth nonconsecutive term, declined comment.)
