Denise Rotheimer said Monday she filed a complaint with Illinois’ Attorney Registration and Disciplinary Commission against several high-ranking lawmakers, including state Senate President John Cullerton, D-Chicago, and House Speaker Michael Madigan, D-Chicago. Rotheimer also filed complaints against lawmakers who are attorneys on the Legislative Ethics Commission and against the special legislative inspector general. The ARDC was established by the Illinois Supreme Court to “promote and protect the integrity of the legal profession.” The Illinois Supreme Court has the authority to disbar attorneys. The complaints stem from the nearly three year vacancy for the legislative inspector general position. The inspector general is responsible for investigating allegations of lawmaker wrongdoing. While the post was vacant, complaints forwarded to the office sat untouched.)

The unions are often supporting one political party (Democrats) over the other (Republicans). While Republicans are often thought of as the strong supporters for higher military spending, etc., there are no unions in front of the public spending time and money on behalf of one political party. That may be a conundrum for federal employees and their representatives. It can work out well, particularly for unions as an institution, when Democrats occupy the White House and one or both Houses of Congress. At other times, it can be a disadvantage if the federal workforce is perceived as a political force instead of a politically neutral, professional cadre of people supporting the current administration in power. We do not know, of course, what the final pay raise will be for military or civilian employees in 2019. (FROM THE ARTICLE: If you think you’ve been seeing a lot more bright young people living in Chicago lately, you have. Between 2010 and 2016, the city of Chicago gained more households in a key category—total income of more than $100,000 with the head of household under age 45—than any city in the country except for far larger New York, according to newly analyzed U.S. Census Bureau data. Specifically, the number of such households here grew from just under 105,000 to an estimated 131,000, according to the American Community Survey data. That increase of 26,000 led Houston (24,000), San Francisco (23,000), Washington, D.C. (19,000) and Los Angeles (16,000). And while on a percentage basis that demographic grew faster in San Francisco than in Chicago (57 percent versus 27 percent), the Windy City outpaced cities such as Houston and L.A. and tied red-hot Denver.)

(FROM THE ARTICLE: President Donald Trump signed a series of executive orders Friday making it easier for federal agencies to discipline and fire employees. The unilateral moves follow the president’s vows during the 2016 election to “reduce the federal workforce through attrition” and otherwise shrink the number of government employees to their lowest level in decades. The orders will give federal managers the power to fire workers alleged to be “struggling” in their performance after “improvement periods” lasting up to a single month. Previously, workers in such a status were given from 60 to 120 days to improve, depending on the agency. The orders will likewise force government unions to negotiate labor contracts with departments at a faster rate, tie layoffs to performance instead of seniority, charge unions rent for using federal office space, and limit the amount of official time an employee can spend attending to union-related affairs. “These executive orders make it easier for agencies to remove poor-performing employees and ensure that taxpayer dollars are more efficiently used,” stated White House Director of the Domestic Policy Council Andrew Bremberg. Far from the bureaucratic behemoth that conservatives have painted it as, civilian employment within the federal workforce, numbering 2.7 million, has dropped to levels lower than during the 1960s as a result of multiple bipartisan cutbacks over the past quarter century.)
